Transport Policy & Strategy

Lead the BCC Transport and Policy service area developing the Local Transport Plan 3 including the strategic transport vision for the two major towns in Buckinghamshire and the area transport plans for each of the 19 Locality areas in Bucks. This work involved significant engagement with local communities to explore their concerns and build their aspirations into the overall strategic plan.

Developed the strategic transport vision for Buckinghamshire that supported both local sustainability and the local economy. Significant transport modelling was undertaken as part of this work and cost benefit analysis undertaken to identify the viability of future funding bids. The overall transport policy and strategy was linked into the Districts’ Plans to ensure that the County strategy was integrated to the Planning policies and could be delivered through future growth.

Successfully bid for Regional funding to deliver major new infrastructure projects including:

The Cycle Demonstration Town improvements in Aylesbury. The new Bourg Walk bridge infrastructure that links the

communities to the East of Aylesbury directly to the rail station and town centre via a high quality cycling and walking route across the railway line. This project included shared space concepts to ensure pedestrians and cyclists were given appropriate priority.

The extension of the rail infrastructure from the terminus at Aylesbury Central to the new out of town development three miles north of Aylesbury and the implementation of the new Aylesbury Vale Parkway station.

The countywide UTMC system that is now successfully improving congestion management in all the major towns in Bucks.

Traffic Signals

Managed a review of the provision of the UTMC management on Bucks and investigated the options for sharing back office functions with other Authorities.

Undertook a review of the team structure and oversaw the transformation of the signals team into an integrated unit within the wider congestion management function of BCC.

Project sponsor for the roll out of the UTMC functionality countywide including significant interface with the County’s in-house ITC service.

Responsible for ensuring that developer S278 infrastructure signals projects were delivered in line with the County’s strategic objectives and met with the needs of the UTMC functionality of the County.

Transport Development Control

Managed the Transport Development Control service including major negotiations with developers over the viability of developments and the forward funding of infrastructure to enable developments to commence. This included negotiations over major Development Areas and securing the rail infrastructure ahead of time in order to deliver the Aylesbury Parkway project.

Developing the Transport infrastructure plans linked to the development proposals.

Negotiating with developers regarding the appropriate transport infrastructure for specific developments.

Responsible for the successful implementation of S106 development infrastructure agreements including the commissioning of works.

Parking

Developed and delivered the County Council’s on street parking enforcement service, including building the contract specification, financial profile, key performance indicators and undertaking a full OJUE tendering procedure.

Client Manager for the NSL Parking contract in Bucks which is delivering a break even out-turn on its ‘on-street only’ service.

Introduced Civil Enforcement Area in South Bucks District within 12 months including successful discussions with DfT over the scope of the Civil Enforcement Area.

Lead the provision of Traffic Regulation Orders for waiting restrictions across the county ensuring that the new or amended TROs were in line with the overall parking strategy and delivering enforceable restrictions within the scope of the enforcement contract.

Developed a Parking Toolkit that provided a self-help guide to County Councillors and local community groups wanting new or amended waiting restrictions in their areas. This lead to better customer satisfaction in the process of developing new TROs; a reduction in the officer time spent developing schemes; less objections received during the consultation process; less knock on effects following the introduction of the new waiting restrictions.

Road Safety & Casualty Reduction

and Chair from 2000 – 2004 and National Public Relations Officers from 2000 – 2007.

Lead the development of a target focused road safety service that had a high level of success in reducing road casualties in Bucks. This included writing the County’s Road Safety Plan which identified the priorities for casualty reduction and transformed the service delivery from a predominately child road safety education basis to a focused deliver of interventions based on the casualty groups. These target groups are:

Young Drivers Motorcyclists Older Drivers Workplace drivers

Developed a clear process for targeted Local Safety Scheme that enables funding to be appropriately prioritised.

Sustainability

Managed the County’s sustainability teams: The main focus was targeted use of promotion and a clear

understanding of the importance of marketing and publicity in delivering a step change in travel mode choice.

Lead the increase in public transport ridership in excess of 20% over a three year period.

Delivered the county objectives for the Cycle Demonstration Town funding.

Delivered the national target for non-car use on home to school journeys.

Ensured that child road user behaviour was incorporated into the County’s sustainability targets so that there was a sound business rationale for undertaking work with this group including cycle training, pedestrian skills training and the management of the School Crossing Patrol Service.

Delivered the County’s own staff travel plan targets through the development and marketing and promotion of a variety initiatives.

Public Transport

Delivered increases in public transport ridership across the County significantly above the national average.

Bid for and set up Remand Responsive public transport schemes in Bucks.

Investigated the viability of Park and Ride at various locations across the county. Set up and delivered a local park and ride scheme in High Wycombe.

Lead the review of the BCC’s subsidised Public Transport provision and investigated viable alternatives to the conventional subsidised services.

Developed a pump-priming process for the introduction of community transport models.

Streetworks

Responsible for the County’s Streetworks activity including The management of street works both by utility companies and in-

house operational maintenance and capital works teams. Management of events on the Highway.

The development of the necessary highways alterations and TTROs required for the successful delivery of the Olympic Venue at Eton Dorney.

Overseeing the development and introduction of the County’s Streetworks Permit scheme and the development of the County’s private member’s bill for filming on the highway which has now awaiting SoS approval.

Reviewed the Streetworks charging policy and introduced changes to the fee structure to enable the service to be more self-sufficient in operations.Public Rights of Way

Oversaw the introduction of the Rights of Way function into the Integrated Highways function in Buckinghamshire.

Reviewed the processes needed to manage Rights of way devolved budgets within the Principle Contractor environment of the integrated service.

Reviewed the process by which Rights of Way structures were inspected and repaired ensuring that the inspections were carried out by appropriately qualified structural engineers; then developed a process for bidding for capital funding for major repairs.

Negotiated closure of footpaths and bridleways necessitated by surface damage.

Negotiated with national Ramblers Association to seek acceptance from them of the continued management of the County’s PROW network following a significant reduction to funding.

Set up process for managing Section 31 applications for Essex County Council

Locality and community development

Worked as a Lead Area Officer for one of the County’s 19 Local Area Forums. Taking the lead responsibility within the County for negotiating issues with various service areas including trading standards, young

people and older adult portfolios and liaising directly with District Senior Officers to deliver local projects.

Worked directly with local groups to investigate and deliver local project both through the County’s Locality’s budget programme and other funding opportunities.

Developed a comprehensive Members Guide covering all areas of highway infrastructure. The objective of the Guide is to provide Members with advice and information about engineering options that enables them to respond to requests from local residents.

Strategic Service Planning

Developed a Four Year forward plan, for service delivery including proposals for delivering both service efficiencies and affordable service improvements. This included identifying where shared service provision might offer efficiencies and setting out the project plan to deliver the required outcomes.

Lead service reviews and transformation including: The delivery of the service review for the amalgamation of three

Portfolios (Transport, Planning and Property) into a single ‘Place’ Service delivering over £1m savings to the Authority.

Reviews and transformation projects for the Transportation service to deliver on going 3% year on year financial efficiency.

Lead the development of the service management using the principles of the European Foundation for Quality Management (EFQM). Including setting out a three year action plan to raise the EFQM management score to over 500 which is the British Quality Foundation accepted standard for well managed businesses.

Undertaken Change management programmes within my service area to ensure that the transformation projects and changes in culture are embedded into the service. This was particularly relevant when approximately 100 staff were TUPE transferred into the Integrated Alliance three years after the commencement of the contract. I worked directly with Team Leaders and staff to support them through the change from public to private sector.

Business Planning

Managed the Business Planning process within my service area ensuring that:

All work activities were identified and matched with the required resources for both staff time, budget and service overheads.

Key risks and mitigation measures were fully identified, including financial and reputational risks and the apportionment of the ownership of the risk between the client and the contractor.

Key outcomes and outputs were identified and appropriate key performance management indicators set.

Any changes to the Business Plans were managed through an Early Warning Notice process and approved by the client.

Bidding for increased funding through the Local Authority Medium Term Planning Process.

Managing reduction in funding through reviews of service priorities, advising the client of risks to the delivery of its statutory duty.

Communications

Have developed a successful Marketing and Promotions strategy with key action plan and milestones to deliver changes in travel behaviour.

Regularly write press releases, on all aspects of highways and transportation, for use by local and national media and undertake both live and pre-recorded press interviews on behalf of the service including local and national radio and TV.

Present on a wide variety of highways and transportation topics. Have been a key speaker at national Transport Policy and Road Safety conferences.

Deliver presentations to local Members at Scrutiny Panels and Star Chamber reviews.

Prepare papers on all aspect so Highways and Transportation.
