A) GENERAL INFORMATION ABOUT ECTS
What is a credit system?A credit system is a systematic way of describing an educational programme by attaching credits to its components. The definition of credits in higher education systems may be based on different parameters, such as student workload, learning outcomes and contact hours.
What is ECTS?
The European Credit Transfer and Accumulation System is a student-centred system based on the student workload required to achieve the objectives of a programme: objectives preferably specified in terms of learning outcomes and competences to be acquired.
How did ECTS develop?
ECTS was introduced in 1989, with in the framework of Erasmus, now part of the Socrates programme. ECTS is the only credit system which has been successfully tested and used across Europe. ECTS was set up initially for credit transfer. The system facilitated the recognition of periods of study abroad and thus enhanced the quality and volume of student mobility in Europe. Recently ECTS is developing into an accumulation system to be implemented at institutional, regional, national and European level. This is one of the key objectives of the Bologna Declaration of June 1999.
Why Introduce ECTS?
ECTS makes study programmes easy to read and compare for all students, local and foreign. ECTS facilitates mobility and academic recognition. ECTS helps universities to organise and revise their study programmes. ECTS can be used across a variety of programmes and modes of delivery. ECTS makes European higher education more attractive for students from other continents.
What are the key features of ECTS?
ECTS is based on the convention that 60 credits measure the Workload of a full-time student during one academic year. The student workload of a full-time study programme in Europe amounts in most cases to 36/40 Weeks per year and in those cases one credit stands for 25 to 30 working hours. Workload refers to the notional time an average learner might expect to complete the required learning outcomes.
Credit is also a way of quantifying the outcomes of learning. Learning outcomes are sets of competences, expressing what the student will know, understand or be able to do after completion of a process of learning, short or long. Credits in ECTS can only be obtained after completion of the work required and appropriate assessment of the learning outcomes achieved.
4
ECTS Information package Faculty of Veterinary Medicine
The allocation of ECTS credits is based on the official length of a study programme cycle. The total workload necessary to obtain a first cycle degree lasting officially three or four years is expressed as 180 or 240 credits.
Student workload in ECTS includes the time spent in attending lectures, seminars, independent study; preparation for, and taking of, examinations, etc.
Credits are allocated to all educational components of a study programme (such as modules, courses, placements, dissertation work. etc.) and reflect the quantity of work each component requires in relation to the total quantity of work necessary to complete a full year of study in the programme considered.
The performance of the student is documented by a local/national grade. It is good practice to add an ECTS grade, in particular in case of credit transfer. The ECTS grading scale ranks the students on a statistical basis. Therefore, statistical data on student performance is a prerequisite for applying the ECTS grading system. Grades are assigned among students with a pass grade as follows:
A best 10 %B next 25 %C next 30 %D next 25 %E next 10 %
A distinction is made between the grades FX and F that are used for unsuccessful students. FX means: ''fail- some more work required to pass'' and F means: ''fail -considerable further work required''. The inclusion of failure rates in the Transcript of Records is optional.

8. General Description of the Institution
8.1. Information on the Turkish Higher Education System
The basic structure of the Turkish National Education system consists of four main stages as pre-school education, secondary education and higher education.
Pre-school education consists of non-compulsory programs for children from birth to the age of 72 months whereas primary education is a compulsory 8 year program for all children beginning from the age of 6. The secondary education system includes “General High Schools” and “Vocational and Technical High Schools”. General High Schools offer programs lasting at least three years and preparing students for higher education. Within the category of General High Schools, the following sub categories exits: General High Schools, Foreign Language High Schools, Anatolian High Schools, Science High Schools, Anatolian Fine Arts High Schools, Anatolian Teacher Preparation High Schools. Vocational –Technical High Schools offer three –year programs (vocational schools) or four-year programs (technical schools). They prepare students for employment in various occupations, or for higher education. There are four main groups of high schools within this category : technical schools for boys, technical schools for girls, commerce and tourism schools, and religious education schools.
Higher education is defined as all post-secondary programs with a duration of at least two years . The system consists of universities (state and foundation) and non-university institutions of higher education (police and military academics and colleges). Each university consists of faculties and four-year schools offering bachelor’s level programs, the latter with a vocational emphasis, and two year vocational higher schools offering pre-bachelor’s (associate’s) level programs of a strictly vocational nature. Anadolu University in Eskişehir offers two-and four year programs through distance education. Lectures broadcast on television and contact hours are available.
The establishment of foundation universities is based on Law No.2547, the Law on Higher Education. They gain income from a foundation, tuition fees, and donations. They may receive state assistance from the Ministry of Finance provided that they meet certain requirements concerning their staff, admitted students, number of publications per faculty and scholarship awarded to their students.
Admission to higher education is based on a nation –wide Student Selection Examination (ÖSS). The examination is held every year and is administered by the Student Selection and Placement Center (ÖSYM). Candidates gain access to institutions of higher education based on their composite scores consisting of the scores on the selection examination as well as their high school grade point averages.
15
ECTS Information package Faculty of Veterinary Medicine
Beginning from the academic year 2002-2003, those who graduate from vocational-technical high schools have an opportunity to be placed in two-year vocational higher schools without taking any entrance examinations. Those who graduate from a two-year vocational higher school can continue their education in four- year programs, based on the quotas available and their scores on a vertical transfer examination.
Graduate- level programs consists of master’s and doctoral programs, coordinated by graduate schools. Master’s programs are specified as “with thesis” or “without thesis” programs.”With thesis” master programs consists of a specified course completion followed by a submission of a thesis whereas “without thesis” programs consists of completion of graduate courses and a term project. The duration of these programs is a minimum of two years. Access to doctoral programs requires a master’s degree. Doctoral programs have a duration of minimum of four years which consists of completion of courses, passing a doctoral qualifying examination, and preparing and defending a doctoral dissertation. Medical specialty training programs are equivalent to doctoral level programs and carried out within the faculties of medicine and the training hospitals. The Higher Education System is regulated by the Council of Higher Education (YÖK). Established in 1981, the Council regulates the institutions’ activities concerning research, governance, planning and organization. Two- year vocational schools and departments are founded by the Council whereas universities, and institutions are established by the law.

8.3. General Description of the Faculty of Veterinary Medicine
The Faculty of Veterinary Medicine (FVMAU for simplicity) is part of the Ankara University. The Faculty of Veterinary Medicine of Ankara University was, until 1970, the only faculty of Veterinary Medicine to offer education and research since then it has also contributed to the establishment and development to other Veterinary faculties in TURKEY. After the foundation of Ankara University this faculty also joined the University in 1948 like the other individual faculties.
The Veterinary Medicine education in Turkey was first established in İstanbul in 1842 at the Military Veterinary School. Later in 1849 the Civilian Veterinary School was founded. These two institution were merged under the name Veterinary Higher School in 1920. Within the framework of the higher education reforms of the Turkish Republic, the Veterinary Higher School was transferred to Ankara in 1933 with all its academic and administrative staff and was renamed as the faculty of Veterinary Medicine was made a part of the University of Ankara in 1948.

5. Teaching System
The avoidance of overlap and co-ordination in the teaching between different Departments within the Faculty is organised by a number of commissions which are set up by the Board of Directors of the Faculty of Veterinary Medicine, considering the opinions of the teaching staff and Heads of Departments. On the other hand, Veterinary Association Board, composed of the Deans of all Veterinary Faculties in Turkey, is responsible from the co-ordination of the teaching among the Faculties throughout the country.
The pedagogical approach of the courses for theoretical teaching includes using audio- visual and also “Interactive Computer Assisted Systems” in most disciplines. In case of clinical training, students of a class are divided into five groups to carry out their education in five Departments, namely Food Hygiene, Surgery, Obstetrics and Gynaecology, Internal Diseases, and Artificial Insemination in rotation system. Clinical training also includes mobile clinic and emergency
23
ECTS Information package Faculty of Veterinary Medicine
service with the attendance of 5th year students. In practical training, students work in groups, typically 15-20 students, performing the laboratory work with the supervision of academic staff. Last semester students attend supervised and applied training for a period of 17 weeks in pre-clinical and clinical disciplines in rotation and join full-time practical work on farm management for a total of 40 hours.
In the Faculty, each Department carries out the education mostly with its own textbooks and with the course notes in a small rate. Beside this, standard international veterinary textbooks are used as the main references.
In order to support undergraduate teaching, the Faculty makes arrangements with the outside bodies for practical training. In this context, the students are having practice obligatorily in the EARF, private practitioners, factories, stud-farms, hippodrome, and zoo in the summer probationary period following either 6th or 8th semesters of the students. On the other hand, the Faculty has international arrangements for extra mural work for a limited number of students with some veterinary institutions and programmes i.e. Hanover Veterinary High School, Sarajevo Veterinary Faculty, and Kibbutz in Israel.
In addition, undergraduate practical training in some Departments such as Food Hygiene and Technology, Animal Nutrition and Nutritional Diseases, Obstetrics and Gynaecology, Artificial Insemination, and Animal Husbandry is supported by external visits to outside bodies e.g. Faculty Farm and slaughterhouse.
6. The Teaching Enviroment
In order to improve the quality of teaching, some remarkable efforts are carried out to achieve an adequate level of knowledge and skill among the academic personnel. With this purpose, the academic personnel are regularly sent to observe the teaching and research systems of some Faculties that have scientific co-operation with the FVMAU and also to join international relevant courses to follow the scientific developments in education system. The FVMAU also follows “teaching skill courses” organised by the Faculty of Medicine of Ankara University. Beside, the Faculty has recently applied for two international projects called “Quality Culture Project” and “Joint Master Project” organised by the European University Association.
Another measure taken to improve the quality of teaching is the evaluation system of lecturers made by the students at the end of each semester by answering a questionnaire form.7. The Examination System
There is not a central examination policy for the FVMAU as a whole.
The examination and assessment principles of the FVMAU is determined within the framework of “The Education and Training Instructions of Ankara University”. In this respect, each subject has a mid-term examination during teaching period (between the 7 th and 10th weeks of the semester) and a final examination without teaching period which takes place at the end of each semester, and lasts approximately for a month (mid-January for fall semester, beginning of June for spring semester). With the decision of the Faculty Board, excuse and/or additional final
24
ECTS Information package Faculty of Veterinary Medicine
examinations can be available. The only prerequisite for the final examination of a given subject is the attendance of theoretical and practical courses at the percentages of 70 and 80, respectively.
The teaching staff of a subject has the right to choose the appropriate form(s) of examination. In general, the examinations are written and/or oral. Essay questions, short answer questions, and multiple-choice questions are mainly used in written examinations. The oral examinations are taken place with or without practical and clinical works depending on the nature of the courses.
The examinations are carried out by the teaching staff who have taught the course.
Students who do not pass a course examination can repeat the examination as many times as necessary. However, they are obliged to graduate from the Faculty in maximum eight years and students who do not pass all the courses of an academic year, can take the courses belong to the following year but not the following second year. Students cannot retake the examination in the same year unless who have failed in only one course of an academic year (two semesters).
8. Evaluating of Teaching
Specific quality evaluation mechanisms to assess the quality of teaching in the Faculty include: Questionnaires, prepared by the University and answered by the students at the
end of each semester. Suggestions and criticisms made by the representatives of students. Interviews with the managers of private management about the knowledge and
skills of their employee who graduated from the Faculty in order to revise the curriculum.
Questionnaires, prepared by the University and answered by the students is an establishment procedure and cover all the teaching staff.
9. Course Structure Diagram with Credit
9.1. Revised Curriculum (30 credit per semester)
The revised and approved curriculum has just started to operate in the academic year 2003-2004 with the first year students.
In addition to the National Credits (NC), ECTS has been implemented with this new curriculum. Moreover, the number of contents of elective courses have been increased according to the contemporary needs.
The final year of the course (9th and 10th semesters) is totally devoted to clinical practical education with more emphasis on “hands on” practical training. In order to commence this final year training, one should have completed the given courses and passed the final examinations of the corresponding courses.

These sports centres operate throughout the whole year. Apart from this, almost every Faculty has its own open air football, basketball, volleyball and tennis facilities. In the FVM, there are teams representing football, basketball, volleyball, handball, wrestling, athletics, rowing, and table tennis, which participate in competitions that are held every year in Ankara University.
Ankara University has two recreational centres out of Ankara. The summer vacation resort in Side, Çolaklı is situated at the Mediterranean coast 520 km south of Ankara. Winter Sports Centre in Kastamonu, Ilgaz is situated 240 km north of Ankara. Each year, successful students are awarded in these recreational centres by the Faculty Administration.
11. Social and Cultural Activity Committee
In order to maintain adequate support to students in need and to adapt students to university life, social and cultural activity committees have been formed by the academic staff. Some of these committees are; communication group, grant distribution group, psychological consultation group, meeting and excursion organising group, etc.

12. Library
The students of the FVM have access to a main library, and a number of subsidiary (Departmental) libraries. The main library is: the FVM Main Library.
Since the Faculties of Ankara University are scattered in five different campuses throughout the city, there is not a Central Library available for students in the University. Instead, there are individual libraries at every Faculty. Apart from the FVM Main Library, students of the FVM also have access to the Libraries of other Universities (Hacettepe University, Middle East Technical University, Bilkent University, Gazi University, etc.) and Governmental Institutes (Scientific and Technical Research Council of Turkey, Ministry of Agriculture and Rural Affairs, etc.) in Ankara, where books and journals related with veterinary profession are available.
The FVM Main Library is situated within the Faculty campus, on the basement of the building that is shared by the Departments of Animal Breeding and Husbandry, Genetics, Biostatistics and Livestock Economics. There are two reading halls, one designed for the students, and the other for the academic staff, one administrative room for the director of the Library, two administrative rooms for the Library staff, one photocopy room, one rest-room, a lavatory, and four depots for the storage of journals and other documents. The library is managed by a Library Committee, which is comprised of at least three members of the academic staff of the Faculty and a Librarian. The Vice-Dean responsible from the Academic Affairs of the Faculty, is the natural president of the Committee, whereas, the members of the Committee are appointed by the General Assembly of the Faculty and their tenure holds for at least three years. The operation of the Library includes; the selection and maintenance of all Library materials for teaching and research purposes, the cataloguing and classification of books, journals and other materials for the use of readers, the organisation of the Library according to the international standards, the co-ordination of book orders in co-operation with the Departments, and the co-ordination of book and journal loans of the library users.
