ABOUT ANDREW With nearly 30 years in the industry, Andrew Douglas is one of Queensland’s most respected Transport Engineers. He graduated from Swinburne Institute of Technology in 1990 with a Bachelor of Engineering (Civil) with Honours, and later went on to complete a Masters in Environmental Science at Griffith University in 2000. Andrew is a Registered Professional Engineer and a Chartered Member of Engineers Australia. As a former Senior Road Safety Auditor (and current reviewer) and regular Safety Peer Reviewer of transport projects, Andrew has provided Wildlife Underpass Planning and design input on several projects. He also has experience in wildlife corridor planning, development delivery, shared zone concept development (including the South Bank Institute of Technology) Infrastructure Charges Plan development and PPP involvement in numerous projects. Andrew has public consultation experience, presentation experience and is an experienced expert witness in both the Planning and Environment and Land Courts. Since his start in Traffic Engineering in 1987, Andrew has been involved in over 900 projects, providing advice to an array of industries and clients, from small developers to State Government agencies. Until 2008, he led the development of one of Queensland's largest and most successful transport consulting groups within leading global engineering company, Ove Arup. Andrew then went on to launch his own firm, Cambray Consulting, to provide a service tailored to meet the needs of transport agencies, State and Local Government, and the development industry. His creative and practical advice has assisted clients in solving many operational, design, planning and policy challenges. He develops holistic outcomes, and his honest, solution-oriented approach makes him an asset on any transport-related project. Andrew is currently the State’s Specialist Transport and Traffic Adviser on the Queens Wharf Integrated Resort Development, the Sunshine Coast University Hospital project, and the Royal Brisbane Hospital Herston Quarter Precinct redevelopment, and he recently provided input on the State’s Yeerongpilly Transit Oriented Development project.

OVE ARUP & PARTNERS Principal Traffic Engineer 1991—2008 Andrew managed the Arup Brisbane office transport group. He gained particular expertise in arterial road traffic management, traffic signal operations, road safety, bicycle planning, and transport policy evaluation. He managed a number of significant projects including the Ballymore Traffic Management Improvements, and traffic planning for the Olympic football matches held at The Gabba during the Sydney Olympics. He played a similar role on the Coronation Drive Traffic Management Study, Bicycle Brisbane Plan, the Brisbane, Cairns, and Singapore Convention Centres, Waterworks Road Tidal Flow Traffic Study and Beaudesert Road TRACS Study. Andrew also coordinated all engineering input from offices within Australia and Singapore into the 450,000m2 Maritime Square Masterplan Project, which included a new Singapore Cruise Terminal, new Mass Rapid Transport Station, light rail, monorail, ferry terminal, cable car, coach terminal, bus interchange and elevated semi-expressway. Other major projects Andrew provided advice on while at Arup include:
Brisbane Convention and Entertainment Centre; Marina Bay Sands Integrated Resort, Singapore; Princess Alexandra Hospital Redevelopment; Millennium Arts Project; Coronation Drive Tidal Flow Bus Lane Project; and Northern Busway (Windsor to Kedron, Brisbane).
DEPARTMENT OF TRANSPORT AND WORKS (NORTHERN TERRITORY) Traffic Engineer 1990—1991 Andrew formed an integral part of the small traffic section charged with the responsibility for traffic matters throughout the Northern Territory. His achievements include:
Administering and making improvements to the Northern Territory Vehicle Accident Database, enabling more useful and less time consuming analysis of data;
Undertaking accident analyses and providing specialist advice on the identification of hazardous road locations including formulation of treatments and benefit cost analysis;
Commenting on urban, rural and LATM projects with particular regard for safety, traffic control devices and engineering design standards;
Initiating, developing and designing projects to improve safety and capacity including pedestrian, cyclist and public transport requirements;
Involvement in the supervision of minor works relating to traffic improvement works; Programming a number of signal controllers using C-GEN software; Involvement in the operation and maintenance of the SCATS co-ordination system and traffic signal controllers; Involvement in the collection, analysis and interpretation of traffic count data; Approval of permits for the travel of overloaded vehicles within the Territory; Involvement in the formulation and documentation of road signing, traffic signal and line marking policies; Designing and implementing street lighting schemes and airport lighting; Preparation of technical specifications and drawings for contacts relevant to traffic; Preparation of consultant briefs for traffic count and hazardous location investigations; Production of reports, traffic engineering guidelines and drafted regulations; Correspondence with members of the public, governments and non-government bodies regarding traffic

DEPARTMENT OF TRANSPORT AND WORKS (NORTHERN TERRITORY) Technical Officer/Engineer's Assistant 1987-1988 During this time Andrew undertook many varied and detailed traffic and Road Planning projects. His achievements included:
Involvement in the production of the EIS for the `Hume Freeway - Second Murray River Crossing' between Albury and Wodonga;
He undertook detailed accident analyses for the Plenty Urban Growth Corridor, Swan Street Bridge and approaches and other projects;
Participated in major traffic count and origin / destination surveys; Involvement in tests to assess the performance of various types of sound attenuation barriers and predicted noise
levels for improvements to the Tullamarine and Hume Freeways; Completion of detailed traffic and design work for many road planning projects, including signalised intersections
freeway interchanges, and the provision and design of overtaking lanes using TRARR; Reporting on planning investigations concerning road, freeway and intersection proposals and produced land use,
population and traffic predictions for the Plenty Urban Growth Corridor and the Tullamarine Freeway; Modelling of intersections using SIDRA, and approved input into a study to identify and rank Melbourne's fifty
worst `bottlenecks'; Training fellow staff members and producing user guides for various computer programs such as TRARR, SIDRA
and TURNMEP; and Involvement in the production and manning of public displays, dealing with public enquiries and producing
Bulletins for public information.
NETWORK RIVER PTY LTD Engineering Survey Party Leader 1989—1990 During this period, Andrew was responsible for as many as 10 separate jobs concurrently. His achievements included:
Setout and levelling of major subdivision works in the Melbourne south eastern growth area; Surveying of intersection and road duplication works on main roads; Designing minor drainage and intersection works and calculating earthwork quantities; Assisting foreman in the co-ordination of engineering works and acting on their behalf in their absence; and Training and supervising field staff.

Queen’s Wharf Integrated Resort Development
Andrew provided specialist Transport Planning and Traffic Engineering input, including the development of technical
specifications, technical review and assessment, and liaison with Brisbane City Council, the Department of Transport and
Main Roads, and the Department of State Development on a fast-tracked timeframe. The project demanded expert
balancing of stakeholder requirements while providing room for an iconic world-class outcome. As part of this contract,
Cambray was required to review modelling studies, investigations, and preliminary concepts prepared by the various
proponents. Andrew was also required to assist the State with planning and strategy development. Importantly, our
advice was provided generally in accordance with current legislation as well as traffic engineering standards, codes,
manuals and guidelines.
Yeerongpilly Transit Oriented Development
Andrew provided specialist Transport and Traffic input into the masterplan, traffic impact assessment, and overall traffic
design, which included signalised intersections, carparks, service areas, bus stops and shared zones. As a result, an
exemplar Transit Oriented Development masterplan was achieved, containing a number of firsts for both Brisbane and
Australia. The Yeerongpilly TOD project team also went on to win the "Hard Won Victory" award at the 2016 Planning
Institute of Australia National Awards, after overcoming flooding of the site during the 2011 Brisbane flood event.
Sunshine Coast Public University Hospital
Andrew is the State’s Specialist Transport and Traffic Advisor on the Sunshine Coast University Hospital project. He has
project managed the provision of traffic engineering advice which involved traffic generation analysis, assessing the
impact of the new hospital on the surrounding road network, determining access locations for service and emergency
vehicles to the site, and assisting with the design of the public and private hospital set down areas. Key issues he has
encountered include finding appropriate network connections with Kawana Way, vehicle, cyclist and pedestrian
circulation, parking, and servicing and emergency vehicle operations.
Coronation Drive Tidal Flow Bus Lane Project, Brisbane
Commissioned by Brisbane City Council, Andrew was the project director for this study to identify a means of improving
bus travel times and reliability, without reducing capacity for private vehicles along the three-kilometre corridor in
Toowong, Brisbane. The provision of a peak direction bus lane was selected as the most effective means of providing bus
priority within the constrained riverside corridor, and whilst this has recently been dismantled to make way for the Hale
Street Bridge Project, it is considered to represent the most intelligent and successful application of Tidal Flow
Technology. Andrew specifically assisted Council in the detailed planning and design of the project, including:
Assessing options and developing the overall concept options;
Developing a TRANSYT model to assess the travel time benefits for buses and private vehicles along the corridor;
Assisting Council with the detailed planning and design of the preferred arrangement;
Redefining tidal flow technology requirements and assisting in optimising operations from both a capacity and a
road safety viewpoint;
Providing ongoing advice, including preparing the Tidal Flow System Technical Specification and assisting Council
in the evaluation of tenders;
Detailing the system and device performance, including device state, fault response and transition sequencing and
timing; and
Developing and testing the various operational states at a device state level.

South Bank Education and Training Precinct
Andrew was the project manager for the traffic engineering and transport planning aspects of the South Bank Institute of
Technology (TAFE) redevelopment. His advice covered traffic generation analysis, assessing the impact of the Institute on
the surrounding road network, reviewing carparking layouts underneath both existing and proposed buildings,
determining access locations for students, staff and service vehicles to the site, and planning the setdown areas
surrounding the campus. His involvement also included:
Estimating peak parking demands based on contemporary industry guidelines;
Identifying an appropriate allocation of parking;
Reviewing the proposed carpark configuration against Australian Standards;
Reviewing servicing requirements for the campus;
Considering external traffic impacts associated with the proposed expansion; and
Identifying appropriate active and public transport infrastructure requirements.
“The Private” - Gold Coast Private Hospital
Cambray Consulting provided specialist transport engineering input into the concept planning and development of the
site, which incorporates an integrated four-storey car park, as well as associated ambulance and servicing facilities. As
part of the project the team also undertook a review of Gold Coast Health and Knowledge Precinct related signage
located on the surrounding road network. The team then made recommendations in regards to road signage which could
be modified or installed to direct patrons to the new hospital.
Brisbane Convention and Exhibition Centre
Andrew project managed the traffic input into the 1,600 space multi-storey carpark for this $150m project which also
included structural, civil and geotechnical engineering advice. Andrew also provided advice regarding access
management, servicing, and public transport arrangements, and in particular how they were integrated with pedestrian
access and movement within the 25,000m2 exhibition halls. Andrew also prepared the traffic management plan to
facilitate the construction of the Centre, and coordinated these with Brisbane City Council's Traffic Management Plan to
reverse the adjoining one-way streets. Andrew also provided advice for changes to BCEC accesses in conjunction with the
reversal of Merivale Street.
Millennium Arts Project
Andrew was the project director for the team which provided traffic advice for the Gallery of Modern Art and State Library
expansion - commonly known as the Millennium Arts Project - located adjacent to the existing State Library at South
Bank, Brisbane. He provided traffic advice to Bovis Lend Lease over an extended period of time regarding the proposed
carpark layouts, internal road network, servicing arrangements, pedestrian and cyclist considerations, taxi and public
setdown facilities, and public transport.
Green Bridge (Eleanor Schonell Bridge) Specifications
Andrew was the traffic stream team leader for the development of the specifications for the $55M bridge crossing over
the Brisbane River, between Dutton Park and the University of Queensland at St Lucia. The bridge delivers buses,
pedestrians and cyclists into the University grounds by the iconic cable stay bridge. Andrew was responsible for providing
traffic input into the design and construct technical specification documentation for Council to address all transport
requirements, in particular into the Intelligent Transport Systems of the bridge link.

Eastern Downs Region of Councils Regional Land Use Strategy
Andrew was Project Manager for the transport component of a Regional Land Use Study for Eastern Downs Region of
Councils. The study involved consultation with member councils, identification of deficiencies in the region’s road, rail
and public transport networks with regard to both current and future demand, and formulation of strategies to address
these deficiencies. Strategic road and rail networks were developed as a basis for these strategies. Andrew was also
involved in the Eastern Downs Railway Level Crossing Safety Study, which comprised the identification of six level
crossing sites that were subsequently audited as a matter of priority. Andrew also recorded comments on 16 other level
crossings within the Eastern Downs region.
Wide Bay Southern Integrated Transport Strategy 2000
This study (SITS) involved the preparation of an integrated transport strategy for the southern sub-region of Wide Bay
(encompassing Cooloola Shire) as part of the Wide Bay Integrated Transport Plan. Andrew was responsible for the
development of a strategy, which provided a strategic framework for the development of an effective, safe and efficient
transport system for the sub-region. The SITS considers the transport needs of the region’s residents, and the economic
requirements of the industrial, primary, and tourism sectors in a sustainable manner over a timeframe of 20 years.
Andrew also managed and provided transport planning advice as part of the Wide Bay 2020 planning process. Input
included preliminary assessments of the function and future role of regional airports at Bundaberg, Maryborough and
Hervey Bay.
East – West Arterial / Airport Drive / Gateway Motorway Roundabout
Short and Medium Term Capacity Improvement Investigations
Andrew was the Project Director for the study investigating short term capacity improvements at the East-West Arterial /
Airport Drive / Gateway Motorway Roundabout. This involved detailed Paramics modelling of various treatments to
reduce queuing and delays experienced by motorists travelling through this significant roundabout and/or the adjacent
East-West Arterial / Nudgee Road Intersection. Initial works were focused on improving stand-up lane capacity and
storage between the Nudgee Road and Gateway Motorway intersections. Subsequent signalisation of the Gateway
Motorway roundabout was implemented to minimise the impact of queuing on the through-line operations of the
Gateway Motorway. Further improvements were recommended, but were superseded by the proposed grade separation
of Airport Drive through the area as part of the Airportlink Project.
Moreton Bay Integrated Local Transport Plan
Andrew was engaged by Moreton Bay Regional Council to develop, compile and consolidate their Integrated Local
Transport Plan. His work included a series of visioning and strategy workshops, and significant interaction with Council’s
Land Use Planning Directions. Andrew then contributed to the Department of Transport and Main Roads-run Moreton
Bay Integrated Transport Strategy. Andrew’s role included the amalgamation of the Strategy with the Integrated Local
Transport Plan, and the allocation of responsibilities between the agencies.
Princess Alexandra Hospital Redevelopment, Brisbane
Andrew project managed the provision of traffic advice and preparation of various traffic management plans as part of
the redevelopment of Princess Alexandra Hospital. Key issues included vehicle and pedestrian circulation and signage,
parking, disabled facilities and access, servicing and emergency vehicle operations.
