II. PRESENTATION(S):

Mr. Fleming reported on the SSDS Report along with the Harassment Intimidation & Bullying District Self Assessment. Mr. Tobin and Mr. Fleming presented Mrs. Robbin Gibbons with a plaque for her service of 25+ years in Andover and wished her the best on her retirement.

Mr. Koroski gave his report on Personnel/Policy, new hires, resignations and a new policy alerts, discussion ensued.

Ms. Sylvester gave her report on Finance/Operations, which included the roof project and capital/maintenance projects, discussion ensued. Mr. Koroski thanked the Building and Grounds staff for all their hard work this summer to complete all the projects within each school.

Mrs. Brennan gave her report on Curriculum/Instruction, which included the opening of school and the re-writing curriculum, discussion ensued.

Mr. Daniel Cruz, Newton Board representative Mrs. Brennan reported that Sussex County Educational Services had a Project Search program for students who age out of services that can be provided to them age they reach 18+. Discussion ensued. Mrs. Figueiredo reported that the PTA had a successful ice cream social event last Friday. She also stated the PTA is always looking for new members. Discussion ensued.

VI. SUPERINTENDENT REPORT:

A. Mr. Tobin reported that the opening of the 2019-2020 school year was a big success.

B. Mr. Tobin reported that the 2019-2020 Board/District Goals were underway and they would be reviewed and discussed at the next Board meeting.

C. Mr. Tobin stated that the first Tri-District Committee meeting would be held on October 7, 2019 at 7:00pm at the Green School District.

D. Mr. Tobin thanked K.E.E.P. for their years of service to the Sussex County community and was happy to report that the Sussex County YMCA Childcare Program took over and the program is running smoothly and was happy we could accomodate families in Andover with before and after care.

E. Mr. Tobin stated there was no monthly HIB report.

Mrs. Brennan moved and Mr. Minnick seconded, that the Andover Regional Board of 

Education approve the resolution below as presented:  

Resolve that the Board of Education accepts the attached HIB Report beginning August 8, 2019 and ending September 6, 2019.

B. Curriculum, Instruction & Assessment: Listed below is the report from Jennifer Reynolds, Coordinator of Curriculum, Instruction and Assessment.

● Worked with the Admin team to prepare for the opening of school. ● Analyzed test scores and prepared testing folders for individual teacher meetings to

discuss individual test scores ● Printed Individual Students Reports and worked with Mrs. Gibbons to prepare letters and

scores to be mailed home to parents. ● Created an ELL screening protocol to complement the new ELL Entrance and Exit

criteria and meet with Mrs. Ambrose to train her in what needs to get completed. ● Created a data warehouse for major data points at LPS to be utilized by RTI, CST, G&T,

and classroom teachers. ● Helped to plan and run the New Teacher Institute ● Sat on interview committees to screen and interview candidates for the Media Specialist,

21st Century and Technology positions ● Sorted all new Schoolwide mentor texts and distributed to teachers ● Created a yearly mapping template for teachers for both the Schoolwide and Eureka

programs ● Worked with Mr. Fleming and RTI coordinators at LPS to discuss vision and needs

moving forward. ● Met with middle school ELA team to develop some departmental expectations. ● Set up and sent out the NJ mandatory trainings to be administered via Safe Schools. ● Continue to update curriculum to make it compliant with the new QSAC indicators ● Worked with Mr. Fleming to outline PEP classes and expectations ● Created data sheets for the 19-20 school year for FMB staff ● Created the K-8 ELA training schedules for both LPS and FMB to meet with our

consultant ● Met with the county curriculum consortium steering committee to continue to map out

our offerings for the 19-20 school year

D. Child Study Team Report: The updates below regarding the District CST and Special Services are prepared by Suzanne Ross, Supervisor of Special Services/LDTC.

● I continued to conduct interviews for paraprofessional positions that will be needed for

the 2019-2020 school year. ● Mr. Wilbur, Ms. Pepe, Dr. Van Blarcom, Ms. Delfing, Ms. Schick and I all attended our

first of 2 on site training sessions, with our Realtime Special Education trainer. Several of the team members have worked with Realtime, for IEP’s in previous districts, so we feel this program will be a “much better fit” for Andover. Our second training in the Realtime series was held on August 9th, and the district staff will be trained in various components of IEP’s on October 1st.

● All members of the CST have been reviewing IEP’s that were transferred over from the former IEP management system and preparing scheduling for related services.

● Several members of the CST have been meeting with students and parents regarding transitioning back to school.

● The preschool teachers hosted a Meet and Greet to the new and returning preschool parents. The event was well attended, and the staff was very pleased with the turnout.

● 19-20 school year administrative planning meetings continue, with a great deal of focus on the intervention services.

● Ongoing collaboration with the administrative team regarding all aspects of RTI programming for the 2019/2020 school year. Protocols are currently being designed to enhance the “tiered approaches” to intervention for our children.

F. Principal’s Reports from Cindy Mizelle and Bryan Fleming are attached. VII. SCHOOL BUSINESS ADMINISTRATOR/BOARD SECRETARY REPORT:

- Newly calculated pension contributions for local employers will remain virtually flat, or even decrease in some cases, for Fiscal Year 2020.

- Pension bills for PERS (Public Employees Retirement System) will decrease by 2.2 % thus saving us approximately $2,800.

● Mrs. McGovern asked what the ages were for the project search program were. Discussion ensued.

1. Report of the Treasurer: Approve the audited financial reports from the Board Secretary and the Treasurer of School Monies for the months of July & August 2019 on file in the business office, as recommended by the Superintendent of Schools. 2. Board Secretary’s Certification and Report: Accept the audited Board Secretary’s certification pursuant to N.J.A.C. 6:20-2.12(d) that as of July and August 2019, no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the Andover Regional Board of Education pursuant to N.J.S.A. 18A:22-8 & 18A-22-8.1, as recommended by the Superintendent of Schools and Accept, pursuant to N.J.A.C. 6:23-2.1, certification that, as of July and August 2019, after review of the Board Secretary’s Financial Report, appropriations section, and upon consultation with the appropriate district officials, to the best of our knowledge, no major account or fund has been over-expended in violation of N.J.A.C. 6:20-2.12(C) and that sufficient funds are available to meet the District’s financial obligations for the remainder of the fiscal year, as recommended by the Superintendent of Schools.

Professional Development Workshops: Approves the District Professional Development travel and expense reimbursement for the 2019 annual NJSBA Workshop, in Atlantic City, New Jersey, on October 21-24, in accordance with the Andover Regional Board of Education travel policies and pursuant to N.J.A.C. 6A:23A-7, et. seq., as follows:

10. District Goals: Approve the following District goals for the 2019-2020 school year, as recommended by the Superintendent of Schools:

1. Academic Achievement - To develop curriculum and instructional programing that engages and motivates students based on their interests and learning styles, utilizes exemplary teaching practices; along with meeting the identified New Jersey Student Learning Standards.

2. Communication / Engagement - To expand and educate the Andover community regarding the various aspects of the Andover Regional School District; along with providing

3. 4. Finance - Develop a fiscally responsible 2020-2021 school budget that will meet the goals and objectives of the school district; along with keeping in mind the Andover community taxpayer.

11. Joint Transportation Agreement with Green School District: Approve the choice student joint transportation agreement with Green School District for transportation services for the 2019-2020 school year to be paid to Andover at a cost of $557.66, as recommended by the Superintendent of Schools.

12. Joint Transportation Agreement with Byram Township School District: Approve the choice student joint transportation agreement with Byram Township School District for transportation services for the 2019-2020 school year to be paid to Andover at a cost of $557.66, as recommended by the Superintendent of Schools.

13. Park Lake School Tuition Contract: Approve the annual tuition contract with Educational Services Commission of Morris County for 2019-2020 school year tuition at a cost of $65,230, personal aide $28,550 and additional therapies at $92/hour for student #2016067024, for the period of September 1, 2019 through June 30, 2020, as recommended by the Superintendent of Schools.

14. Sustainable Jersey for Schools:

WHEREAS, The Andover Regional Board of Education seeks to continue participation in Sustainable Jersey for Schools to continue focusing attention and efforts on matters of sustainability and pursuing initiatives that will lead to renewed Sustainable Jersey for Schools Certification.

WHEREAS, The Andover Regional Board of Education seeks to support and work with school staff and administrators, students and parents to ensure a safe and healthy environment for students by encouraging our school community to implement sustainable, energy-smart, eco-friendly and cost-effective solutions.

WHEREAS, Extensive opportunities exist to teach students about ecological, economic and social sustainability, environmental health, and nutrition; to integrate sustainability education into classroom learning; and to support students in becoming leaders in making their schools healthier and more sustainable places.

WHEREAS, Many options and choices exist for schools to use resources more efficiently; to reduce, reuse, and recycle; to follow Green Building Standards for construction and major renovations; to form school partnerships; to eliminate toxic chemicals; to purchase (or produce) clean energy; and to purchase recycled paper, energy-efficient equipment and other green products to protect our global environment.

WHEREAS, Sustainability means using resources wisely, saving money and reducing our impact on the environment, all of which will ensure the future health, safety, and prosperity of our children.

WHEREAS, The Andover Regional Board of Education commits to formation of at least one Sustainability Leadership Team (also referred to as “Green Team”), based on the guidance of of Sustainability Jersey for Schools.

WHEREAS, Green Teams help schools adopt policies and practices addressing areas such as sustainability education and professional training, green purchasing, waste reduction, indoor air quality, energy-saving initiatives, and community partnerships.

WHEREAS, The Andover Regional Board of Education will encourage Green Teams at all district schools by providing networking and educational opportunities.

WHEREAS, one of the purposes of the Sustainable Jersey for Schools Program is to provide resources to school districts to make progress on sustainability issues through a grant program called the Sustainable Jersey for Schools Small Grants Program;

THEREFORE, it is resolved that the Andover Regional Board of Education agrees to continue

participation in Sustainable Jersey for Schools, and it is the Board’s intention to pursue certification in the District.

We hereby appoint the following as members of the Green Team: Mr. Tobin, Ms. Sylvester, Mr. Koroski, Mr. Fleming, Mrs. Mizelle, Mrs. Whitaker, Ms. Sternecker, Dr. Van Blarcom, Mrs. Pepe, Mr. Burneyko, Mrs. Myers, Ms. Huffman, Mr. Hasten, Mr. Moustakas, Mrs. Hanneman, and Mr. Berghoff. The following staff members will serve as the District’s Green Team liaisons to Sustainable Jersey for Schools: Mr. Fleming, Mrs. Mizelle, Mrs. Whitaker, and Dr. Van Blarcom.

We do hereby recognize Andover Regional School District; Long Pond School and Florence M. Burd School as the agent(s) to carry out our commitment to building a sustainable school district through the implementation of Sustainable Jersey for Schools actions.

COMMUNICATIONS TO BOARD: None at this time. OLD and NEW BUSINESS:

● Mrs. Dunbar stated that she appreciated the time and efforts of staff at FMB who helped put in the OT floor.

● Mrs. Brennan said that at Back to School night she noticed the art teacher at LPS did not have a projector. She asked if this was something that could be looked in purchasing . Discussion ensued.

● Mrs. Figueiredo asked if the new requirements of PE included kindergarten. Discussion ensued. ● Mr. Koroski on behalf of the Board of Education and staff thanked Mrs. Melinda Schick and Mr.

Charles Culver for all their extra time and effort this summer to ensure the District’s technology was up and running for the start of the new school year.

PUBLIC PARTICIPATION ON NON-AGENDA ITEMS:

This public session is designed for members of the public to speak on issues for Board consideration. By law, the Board of Education is under no obligation to respond to public comment. If the Board of Education chooses to respond, it does not waive its right thereafter not to respond. Members of the public are asked to state their name and address for the record.

● Ms. Gianni asked if vaping was a concern in our middle school. Discussion ensued.

● Mrs. McGovern stated that she spoke with the Andover township committee and they asked who would be doing the upkeep on the ball field. Discussion ensued.

EXECUTIVE SESSION:

Mrs. Brennan moved adoption of the following resolution: 

WHEREAS, Section 8 of the Open Public Meetings Act, Chapter 231, P.L. 1975, permits the exclusion of the public from a meeting in certain circumstances; and 

NOW, THEREFORE, BE IT RESOLVED by the Andover Regional Board of Education, County of Sussex, State of New Jersey, as follows: 

1. The public shall be excluded from discussion and action upon the hereinafter specified subject matter; 2. The general nature of the subject matter to be discussed is as follows: negotiations, legal and personnel matters; 3. It is anticipated at this time that the above stated subject matters will be made public upon resolution of all information discussed; 4. This resolution shall take effect immediately; the Board anticipates being approximately 10-15 minutes to discuss contractual matters and action will not be taken.
