RECOMMENDATIONS ON STATUTE ON AFFILIATION OF COLLEGES OF NURSING FOR UPGRADATION TO START
M.Sc (NURSING) ADOPTED BY THE EXECUTIVE COUNCIL OF
Dr. NTR UNIVERSITY OF HEALTH SCIENCES ON 04-06-2005 AND AMENDED IN MARCH, 2007

M.Sc (NURSING) STATUTES
In exercise of the powers conferred by section of Dr. NTR University of
Health Sciences, Vijayawada Act. 1986 (A.P. Act. 1986 ) the Governing council of Dr. NTR University of Health Sciences, Vijayawada hereby makes the
following Statutes:-
1. (i) These statutes may be called as Dr. NTR University of Health Sciences, Vijayawada (Affiliation of Post-Graduate Nursing Course) statutes.
(ii) They shall come into force from the date of assent of the Chancellor.
2. The words and phrases used in these statutes shall, unless expressly explained otherwise have the same meaning as they have with reference to the Dr. NTR University of Health Sciences, Vijayawada for starting 1st
year M.Sc (Nursing) Degree course of study to apply for certificate of Registration of their application with the Dr. NTR University of Health
Sciences, Vijayawada. The application shall be in the Form No.I. annexed to these statutes.
3. It shall be necessary for the established Colleges of Nursing seeking
affiliation from the Dr. NTR University of Health Sciences, Vijayawada, for starting Master of Science (Nursing) PG degree course of study to apply
for Certificate of Registration/Affiliation of their college with the Dr. NTR University of Health Sciences, Vijayawada. The application shall be in the form No.I annexed with these statutes.
4. Only those colleges which have successfully completed Bachelor of Science in Nursing Course both 4 years degree and 2 years degree shall
be eligible for up-gradation of the Institute for Postgraduate course in Nursing with the following specialities.
i. M.Sc Nursing – Medical Surgical Nursing
ii. M.Sc Nursing – Peadiatric Nursing iii. M.Sc Nursing – Obst. & Gynecology Nursing
iv. M.Sc Nursing – Community Health Nursing v. M.Sc Nursing – Psychiatric Nursing
5. (i) Only Government/Educational Trust/Society (hereinafter referred to as “applicant”) with sufficient financial soundness and satisfying the
conditions stipulated hereunder in sub-statute (ii) shall be eligible for starting Master of Science in Nursing course in their college. Application from the individuals for Certificate of Registration and affiliation will not
be entertained.
(a) Only colleges of Nursing having B.Sc (N) course 4 YDC or 2 YDC who having own buildings will be eligible to start the M.Sc (N)
course.
(b) At least one batch of B.Sc (N) students should have completed course in the respective Colleges of Nursing before M.Sc (Nursing)
Course is permitted.

(c) The inspection committee should be supplied with detailed proforma of requirements in the respective departments on par
with Indian Nursing Council requirements for admissions. The inspection committee should also obtain Bio-data’s of the faculty
members Professors/Associate Professors and accordingly recommend the number of seats to be admitted for that year.
(d) The College of Nursing should be recognized by Indian Nursing
Council and the applicant shall have own building as specified in B.Sc (N) statutes.
(e) To maintain the quality of education and standards of institutes surprise inspections are to be carried out apart from the affiliation related inspection.
(ii) Conditions to be satisfied by the applicant for applying for Certificate
of Registration and affiliation:- (a) The applicant shall have all the facilities required separately for
teaching of PG Students.
(b) The applicant should have own building for accommodation of various labs, demonstration rooms, staff rooms, classrooms etc., as
specified in the Statutes on affiliation of Colleges of Nursing.
6. The duration of the M.Sc (Nursing) Course shall be two academic years
full time.
7. The Nursing Colleges which are conducting
1. B.Sc (Nursing) Basic Degree Course of Study
2. Post B.Sc.(Nursing) Degree course of Dr. N.T.R.U.H.S. only are eligible to apply for affiliation of M.Sc (Nursing) Degree Course of
study.
b) The applicant shall own and affiliated Hospital being run by it with not less than 300 beds with the specialties of Medicine, Surgery, Obstetrics
and Gynecology, Paediatrics, Eye, ENT and Orthopedic preferably with Bed occupancy 75%:
8. The application for Certificate of Registration and affiliation from the University of Health Sciences, Vijayawada shall be in writing and in the Form-I annexed with these statutes addressed to the Registrar of
Dr. NTR University of Health Sciences, Vijayawada and shall be submitted to the Registrar before 30th September of the academic year proceeding
of which affiliation is sought for.
9. The application for certificate of Registration shall be submitted along with the permission of Indian Nursing Council to start PG Programme in
Nursing and shall contain the following particulars namely.
a) Name of the Trust/Society with full address:
b) Name of the college
c) The specialties in which Master of Science(Nursing) course is proposed to be started.
d) The number of students proposed to be admitted in the first year of each of the speciality.
e) Whether the college has fully complied with the guidelines of the University with regard to the conducting of B.Sc (N) degree course.

f) Whether the first batch of students of B.Sc.(N) degree course has successfully completed the course and has left the college.
g) Whether full affiliation for B.Sc (N) degree course has been granted to this college.
h) The availability of the staff, building and other physical infrastructure and other training facilities available exclusively for the students of M.Sc (N) course proposed to be admitted.
i) Ready build area available for the proposed M.Sc.(N) degree course.
j) Record showing the permission of the Nursing Council of India for
starting the M.Sc (N) degree course.
k) Residential quarters for staff of the college
l) Play ground
m) Hostel
n) Residential Accommodation in Rural area.
o) The applicant shall provide such other particulars as may be required by the Dr. NTR University of Health Sciences, Vijayawada from time to time.
p) “The Applicant Trust/Society of the college shall pay Rs.25,000/- or
such amount as may be prescribed by the Executive Council from time to time drawn in favour of the Registrar towards the inspection fee
payable to the University for each speciality of M.Sc (N)’’.
I .PHYSICAL FACILITIES: In addition to the infrastructure facilities already provided for under
graduate course viz., B.Sc(N) 4/2 YDC Degree course, the following additional facilities shall also be provided by the Management of the college for the Post-
graduate Degree course in M.Sc(N). a) Laboratories - Common for PG & UG
All the labs need to be provided as per the Norms of Indian Nursing Council,
New Delhi b) Seminar Room - 25 X 25 Sq.ft. – 1 for 20 students
c) Demonstration Room - 1-25 X 25 sft. For 20 students
d) Class rooms each for each specialty offered – 10 X 20 Sq. ft.
e) Library – Same for UG & PG but M.Sc (N) students should have individual cubicles measuring 7 X 7 Sq.ft. with Internet facility.
Books – Minimum 1000 No’s. of up to date books in all specialities
Journals in the area of 1. Nursing Management

4. Clinical specialities in Nursing (area offered) f) Hostel – Single accommodation with attached toilet and Pantry facility

- i) Office Room : 1 – 10 X 20 Sq.ft
Xerox machine exclusively for PG Course j) Clinical facilities: 300 Bedded own/affiliated Hospital with patients distribution
in Medicine, Surgery, Obstetrics and Gynecology, Paediatrics, Eye, ENT and Orthopedic and having all modern technological advances shall be available
depending on required speciality. It shall have the following ancillary facilities of high standard.
House Keeping Department: 1. C.S.S.D.
2. Maintenance of physical facilities 3. Central linen supply
4. Sanitation 5. Messenger services for pharmacy, Labs X-ray 6. Trolley services for Diet.
II. TEACHING FACULTY:
(Basic B.Sc. Nursing and M.Sc Nursing )

26 The teacher student ratio in PG Course shall be maintained 1:5
Office staff: One steno and one Typist/Computer Operator, Class-IV employee for Master of Nursing Programme.
III. General Requirements: 1. The number of admission to Masters Degree Course in Nursing shall be
five students per Professor or Additional Professor

2. At any one time there shall not be more than ten students under one post graduate teacher
3. No post graduate teacher shall enroll candidates for discipline other than the subject of his/her speciality for post graduate programme.
4. Dissertation guide – student ratio 1:5 is maintained.
NOTE:
1. A college proposing to start post-graduate programme in Nursing must have at least one Professor in position who shall be in charge of the
programme. 2. It is desirable that the teachers of post-graduate programme in Nursing
should possess M.Phil or Doctorate Degree
3. All teachers of Nursing including principal and Vice-Principal (those possessing post-graduate degree in Nursing) shall participate in both
undergraduate and postgraduate programme. 10.The applicant shall, before applying for registration and affiliation for the first
year M.Sc (N) courses of study, fulfill the following conditions, namely
a) shall have appointed all the faculty members required to run B.Sc. (N) course
b) Additional faculty for starting M.Sc. (N) course 11.The University, if fully satisfied on the basis of the inspection report that all
the conditions required to be fulfilled by the applicant are fulfilled, shall issue a certificate of Registration and affiliation (in Form – II annexed with these
statutes) to the applicant on payment of affiliation fee of Rs.1,00,000/- (Rupees One Lakh only) or such amount as may be prescribed by the Executive Council from time to time for each speciality of M.Sc(N)
course to enable the applicant to start the first year M.Sc(N) course of study in the proposed college of Nursing in the respective specialties subject to
fulfillment of provisions in statutes 13 and 14.
12.In case there are lacunae in the fulfillment of the conditions the University
may conduct re-inspection on payment of a sum of Rs.10,000/- per each speciality such amount as may be prescribed by the Executive Council from
time to time, by means of a demand draft drawn in favour of the Registrar, Dr. NTR University of Health Sciences, Vijayawada towards the re-inspection fee and shall receive a final report from the Inspection Committee.
13.After a detailed examination of the final report of the Inspection Committee
and if the University is fully satisfied as to the fulfillment of the conditions for the affiliation for the first year M.Sc(N) course, the University shall direct the applicant to remit a sum of Rs. 1,00,000/- (Rupees One Lakh only ) or an
amount fixed by the Executive Council from time to time towards affiliation fee in the form of a Draft in favour of Registrar, Dr. NTR University of Health
Sciences, payable at Vijayawada.
14.On the remittance towards the affiliation fee as specified Statute 13, by the
applicant the University shall grant Certificate of Registration and provisional affiliation for the first year in each specialty of M.Sc (N) course.

15.The University shall be competent to with draw the provisional affiliation granted herein by giving three months notice stating the reasons therefore to
the applicant.
16.(1) The provisional affiliation granted by the university shall be only for the first year M.Sc(N) of different specialities.
(2)The principal should send the details of program of teaching for M.Sc.(N)
students once in 3 months (a copy of which is to be placed in the notice board) and should stick to it.
17.By the time six months period is left for the first year M.Sc (N) Degree
examinations the applicant shall apply to the University for affiliation of the
second year M.Sc. (N) Degree course in Form-III Annexed with these statues enclosing a certificate that all the rules and regulations of the University are
being addressed to strictly and that the teaching program is carried out as per the program furnished by it to the University. A Demand Draft for Rs. 25,000/- (Rupees Twenty five thousand only)or such amount as
may be prescribed by the Executive Council from time to time Drawn in favour of the Registrar, Dr. N.T.R University of Health Sciences, Vijayawada
shall be enclosed along with the application towards the inspection fee for each speciality of M.Sc (N) course.
18.On receipt of the application for affiliation for the second year M.Sc (N)
Degree course of study the University shall send its Inspection committee
atleast three months before the date of commencement of the first year M.Sc (N) degree course examinations.
19.The Inspection committee sent by the University shall inspect the facilities
available in the college and the Hospital quality of teaching and report to the
University as to whether all the facilities required to be provided by the college are actually provided and whether teaching imparted is satisfactory.
The Inspection committee shall also point out in its report the lacunae, if any, in the fulfillment of the conditions, required to be fulfilled and also advise as to the capability of the college to rectify the lacunae within a
period of two months. In case there are lacunae in the fulfillment of conditions, the University may conduct re – inspection on payment by the
applicant of a sum of Rs.10,000/- (Rupees ten thousand only) or such amount as may be prescribed by the Executive Council from time to time by means of a demand Draft Drawn in favour of the Registrar, Dr. NTR
University of Health Sciences, Vijayawada towards the re-inspection fee and shall receive a final report from the Inspection Committee.
20.After a detailed examination of the final report of the Inspection Committee,
if the University is fully satisfied as to the fulfillment of the conditions for the
affiliation for the second year M.Sc(N) course after collecting Rs.1,00,000/- (Rupees One Lakh only) or such amount as may be prescribed by the
Executive Council from time to time for each speciality of M.Sc(N) course, from the applicant by means of a Demand Draft Drawn in favour of the Registrar, Dr. NTR University of Health Sciences, Vijayawada towards the
administration fee and affiliation fee for the second year M.Sc.(N) course to study. It shall be competent for the university to withdraw the provisional

affiliation granted herein by giving three months notice stating the reasons therefore to the applicant.
21.The provisional affiliation granted by the University as specified in statute 20
shall be only for the second year M.Sc (N) Degree course of study.
22.The University shall also be competent to send observers during
examinations at their discretion.
23.The applicant shall send to the University every year a report regarding the service, academic and research activities of the college, and also annual staff return and vacancy position.
24.On the completion of the course of study by the first batch of students the
applicant may make an application to the University for the grant of permanent affiliation of the M.Sc(N) degree course of study in the prescribed form Annexed with these statute. The University shall after satisfying itself
as to the performance of the college during the previous years and subject to the statutes and procedures as in force from time to time grant
permanent affiliation to the M.Sc (N) course valid for a period of five years. However, the management shall continuously pay administrative fee and
affiliation fee of Rs.1,00,000/- (Rupees One Lakh Only) per each speciality to the University every year as prescribed by the Executive Council from time to time and shall pay an inspection fee of Rs.25,000/- (Rupees Twenty five
thousand only) for each speciality of M.Sc.(N) course once every five years for renewal of permanent affiliation.
25.The Executive Council shall have the power after due enquiry to with draw
affiliation granted to a college, provided that before coming to such a
decision, the Executive Council shall inform the Governing Body/Managing Committee of the college concerned of its findings after enquiry and shall
allow it an opportunity of making such representation as it may deem fit and shall record its opinion of the representation so made.
26.It shall be competent for the university to send an Inspector at any time to inspect the college of Nursing after two weeks notice to the applicant and on
receipt of report from the Inspector, the University may make any decision which in its opinion deems fit and necessary.
27.In case of the institution controlled by Government/University of Health Sciences application of statute 9 (a) (b) (c) and 11 shall be decided by the
Executive Council on the basis of merit. 28.The statutes on affiliation of B.Sc Nursing and the general statutes on
affiliation, which are not covered in this special statute on affiliation of Master of Nursing course, shall be binding in addition to the above statues.
