EXECUTIVE SUMMARY
This Resettlement Action Plan has been prepared for Comprehensive Water Supply
Service Improvements to Guntur Municipal Corporation- Packages-I&III taken up under
APMDP with World Bank assistance. Main objective of this RAP is to mitigate the negative
impacts due to this Sub-Project. This RAP covers project information and its impacts, R&R
Policy frame work, Stakeholder’s meeting details, R&R entitlements, implementation
arrangements, budget, Grievance Redressal Mechanism and synchronization of R&R and civil
works.
Comprehensive Water Supply Service Improvements to Guntur Municipal Corporation
is formulated with River Krishna as source with intake arrangements at Undavalli. The sub-
project is aimed at augmenting the water supply by construction of Water Treatment Plants
and strengthening the distribution by construction of ELSRs and remodeling of distribution
system. This sub-project is taken up in 3 packages. An ARAP has already been prepared for
Package-II.. Hence, scope of this RAP is limited to Packages-I&III.
The components of this sub-project have been so finalized that negative impacts are
avoided as far as possible. The negative impacts are limited to displacement of 30 residential
squatters on GMC land at Nulakpet and temporary displacement/ disturbance to 3 vendors
on RoW during laying of pipelines. Following are the key provisions of the R&R policy frame
work applied for this sub-project.
All displaced residential squatters (30) will be allotted a house in the resettlement
zone at Tadepalli along with subsistence allowance and shifting allowance. Owners
of the affected houses (21) will be paid compensation for lost structure.
Vulnerable families will be given annuity policy / fixed deposit to yield monthly
income of Rs.500.
Shifting allowance of Rs.2200 and transitional allowance of Rs.3300 will be
provided for affected roadside vendors on RoW.
Implementation of RAP will be done by the Commissioner, GMC. The RAP along with the
budget for the same will be approved by GMC. The R&R implementation schedule has been
synchronized with construction schedule. It will be ensured that compensation for the
residential squatters and roadside vendors on RoW is paid before the commencement of
respective civil works. The concurrent monitoring will be done by a third party monitoring
agency. The tentative budget for this RAP works out to Rs.2.50 crores. The budget provides
for resettlement of residential squatters and compensation to roadside vendors on RoW.

INTRODUCTION
1.1 Andhra Pradesh Municipal Development Project (APMDP) is a US$ 350 MILLION
project being implemented by Government of Andhra Pradesh (GoAP) with support
from World Bank. The Project is aimed at improving urban services in select ULBs
mainly in water supply and sewerage sectors. The project will also support
improvements in the financial, technical, and management capacities of all ULBs of
Andhra Pradesh through technical assistance to sustain the infrastructures being
created.
1.2 This sub-project for Guntur Municipal Corporation is one of the Comprehensive
water supply service improvements taken up under Andhra Pradesh municipal
Development Project (APMDP).
This Sub-project is divided in to the following 3 Packages.
Package I: Source Augmentation.
Salient components of this Package are:
1. Intake well cum pump house in River Krishna at Undavalli
2. MS Raw water Gravity pipeline from MBR to Water treatment plant at
Takkellapadu Premises.
3. Rapid gravity Water Treatment Plant of capacity 42 MLD at
Takkellapadu in existing WTP Premises.
4. Rapid gravity Water Treatment Plant of capacity 25.20 MLD at Sangam
Jagarlamudi in existing WTP premises.
5. Clear Water Rising mains (from 200mm dia to 900 mm dia with DI K-9 &
DI K-7 pipes) for a length of 30.67km within Guntur Municipal Area.
6. 18 Elevated Level Service Reservoirs (capacity varying from 500 KL
to 2300 KL).
Package II: Remodeling of Distribution System in the Town.
This package comprises remodeling of Distribution System in the ULB which mainly
involves laying of DI And HDPE pipe lines.

Package III: Water Meters.
This Package comprises of Supply, Delivery, Fixing and Maintenance of Bulk and
Domestic Water Meters.
SCOPE OF THIS RAP:
An ARAP has already been prepared for Package-II. Hence, scope of this RAP is
limited to Package-I and Package-III.
1.3 OBJECTIVES OF THE RAP:
The assessed adverse social impacts due to this Sub- Project involve displacement of
residential squatters on GMC land at Nulakpet and temporary impact on some road
side vendors on RoW along the alignment of some of the proposed pipe lines.
Mitigation of these adverse social impacts needs assessment of the impacts,
estimation of the compensation, preparation of methodology and schedule for
payment of compensation and establishment of institutional mechanism for
implementation of RAP and grievance redressal. This RAP is prepared to propose and
implement these mitigation measures.
The objectives of this RAP are summarised as follows:
Assessment of impacts of the sub -project
Identification of PAPs by type and extent of loss.
Establish baseline data of the PAPs.
Propose compensation as per the policy frame work.
Estimation of compensation and R & R assistance for the PAPs.
Outline Institutional Mechanism for implementation and Grievance Redressal.
1.4 STAKE HOLDERS’ CONSULTATION:
In order to ensure participation of citizens in project preparation, to improve public
awareness of development objectives of the projects and to promote project
acceptability and transparency, Stakeholders meeting was conducted on 13-06-2011
where details of the project were explained and suggestions of participants were
sought for wider acceptability of the proposal. Proceedings of the meeting are provided
as Annexure- I. The suggestions received during the meeting and the replies are
summarized below.

reservoirs are constructed afterwards to meet
the present demand

the year 2041.
All the project components should be
constructed with highest degree of quality
norms.
The project is designed & will be
constructed with sound engineering
techniques by considering national and
international (World Bank) norms.
Stakeholders requested to increase the quantity
of the water to be supplied in the Corporation
area.
The proposed water supply improvement
scheme is designed for 135 lpcd.
The residents of GMC are ready to pay the
water supply charges of Rs. 200 per month, if
GMC supplies quality and adequate quantity of
water.
The proposed scheme is designed to meet
the GMC requirements comprehensively
with quality and quantity.
After allocation of the World Bank fund to the
proposed water supply improvement scheme,
the construction work should be carried out with
sincere efforts as per the ground requirements
of the project.
The GoAP and World Bank audit norms will
be followed to spend the amount as per
ground reality.

Key Issues Identified/ Suggestions Response by the Urban Local Body/
Integration in DPR.
Replacement of the old pipelines, which are
causing frequent pollution.
All the old pipelines will be replaced to
arrest the frequent leakages, mitigate the
water losses and pollution.
The majority of the GMC area is short of water
supply pressures and the water is being polluted
near drainage crossings in the GMC area. These
two problems should be taken care of.
In proposed project such drainage
crossings will be avoided

SOCIAL IMPACT ASSESSMENT
ASSESSMENT OF IMPACTS:
2.1 While formulating the subproject, various efforts have been made to minimize resettlement.
During planning and designing, attempt has been made to restrict the construction works within
the ULB lands and RoW of Government/ ULB land. Due to these efforts, impacts are limited to
residential squatters on Guntur Municipal Corporation land in the alignment of proposed
M S Gravity main at Nulakpet beside the drain and some roadside vendors/ kiosks on RoW in
the town.
2.2 The impacts are ascertained for each component of the project based on the proposed site of
construction /alignment. Necessity of land acquisition, Impacts on public/ private properties,
necessity for temporary relocation of roadside kiosks on RoW and disturbance to business have
been ascertained for each component of the sub-project. The details of proposed investment
components and the potential impacts of those components are described below.

Since all the proposed sites belong to GMC, no land acquisition is necessary.
The purpose of this Resettlement Action Plan (RAP) is to propose the Resettlement for
the residential squatters at Nulakpet and mitigation measures to those few shopkeepers
affected due to laying of clear water mains. The impacts on shops are of minor in nature
and only impact for few days during laying of distribution lines (which will be done in
stretches). All affected shop owners may continue to do their business activities after
completion of pipeline work at their current place of vending / business subject to the
local laws.

2.4 POSITIVE BENEFITS DUE TO THE SUB-PROJECT:
Not withstanding of the few above mentioned adverse imapcts, the proposed project will
have positive impacts in the form of
reduction in water shortage
increased access to potable water
reduction in waterborne diseases
time saving for the residents
job opportunity in the Project
scope for improving quality of life
exposure to awareness programmes and hence updating knowledge.
2.5 POLICY LEGAL AND ADMINISTRATIVE FRAME WORK:
Project will be governed by,
Social Environmental Assessment Mangment Framework of
APMDP.
R&R Policy of Andhra Pradesh (Irrigation Sector),2005.
National R&R Policy 2007
World Bank Operational Policy 4.12 on Involuntary Resettlement
Applicable provisions of the above policies will be proposed for mitigating the impacts
depending upon on the type of impacts triggered in this sub-project.
2.6 SOCIO-ECONOMIC PROFILE OF THE RESIDENTIAL SQUATTERS AT NULAKPET
AND ROADSIDE VENDORS /KIOSKS:
The socio economic details of residential squatters on GMC land at Nulakpet are
obtained in order to assess their housing conditions and living standards including
some proxy indicators to establish baseline characteristics which are provided as
Annexure – II. The list of shops going to be affected during laying of pipelines are
finalized by joint inspection of consultant and S&E Officer of the ULB. The list is
provided as Annexure – III.

RESETTLEMENT OF DISPLACED FAMILIES
3.1 The assessed impacts due to the sub-project are proposed to be mitigated by
providing proper compensation as per the key principles of rehabilitation policy
framework. There are mainly two broad categories of impacts due to this sub- project.
Residential squatters on GMC land at Nulakapet.
Vendors on RoW to be affected temporarily during laying of pipelines.
Following compensations will be provided for each category.

3.2 Revenue land at Tadepalle ( 800 m from Nulakpet ) has been identified for
Resettlement of displaced squatters which will be developed by GMC for construction of
houses to entitled persons (21+9). Acres 0.44 have already been purchased from Revenue
Department for construction 21 houses in phase-I. Acres 0.19 will be bought for construction
of 9 houses in phase-II. Proposed land is free from encumbrances.
The affected squatters will not be displaced until houses along with site in the resettlement
area at Tadepalli are registered in their name and other compensation mentioned above are
paid to them.
Key Activities in Resettlement are Tabulated Below.
Verification
Verify and update the list of PAPs and affected
structures. Collect proof to establish cut-off -date
like Ration Card, Voter Identity Card,
Electricity/Telephone/Water Bill, Bank Account,
BPL Card, SC/ST Certificate.
Valuation of Structure
Valuation of structure will be done based on SSR
without depreciation.
Preparing and disclosing
Individual Entitlement Plan
(micro-plan)
Finalized list along with individual entitlement
(micro-plan) will be disclosed in the villages.
Preparing and issuing ID

Once the micro plans are approved by the GMC,
identity cards (with the name of the entitled
person, losses and entitlements, etc.) will be
prepared and distributed.

Developing Resettlement site
The main tasks relating to development of
resettlement site are
Identification of land for resettlement site
Obtaining majority acceptance from PDFs
on their relocation and resettlement site.
Lay-out and design for relocation site
Construction of Houses.
Registration of house along with site in the
joint name of PDFs.
Disbursement of resettlement assistance
to PDFs.
Community Participation
Community consultation will be undertaken as a
continuous process and not as isolated events.
This approach helps in informing the stakeholders
about RAP implementation and ensure their
participation.
Redressing Grievance (GR)
Grievance Redressal System has been
established as detailed in Chapter 4.
Transition period
3 months Advance notices will be given for
relocation. People will be paid compensation for
lost structure and R&R assistance prior to
relocation. The R&R assistance also included
transitional allowances.
Monitoring and evaluation
A third party monitoring agency has been
appointed which will monitor the implementation
of RAP under the supervision of MSU. External
monitoring will be carried out along with mid-term
and end term evaluation.

3.3 CONSULTATION MEETINGS:
Various consultation meetings have been conducted continuously with affected
residential squatters at Nulakpet with objective of appraising them of the importance of the
sub-project, necessity of displacement and proposed compensations as per applicable
policies. Details of these meetings are provided as Annexure-IV.
Similarly, in order to appraise the host population about the proposed resettlement at
Tadepalli and to record their concerns and addressing them for smooth integration,
consultation meetings have been conducted with the Host Population. Details of these
meetings are provided as Annexure-V.
3.4 DEVELOPMENT OF RESETTLEMENT AREA:
An area of 0.44 Acres available at Tadepalli has been purchased from Revenue
Department for construction of 21 houses in Phase –I. The area has been plotted with 6m
wide roads with a plot area of 56 sq.m. In addition to this, area required for construction of 9
houses under Phase-II will be purchased from Revenue Department. This layout was
approved by Revenue Department for Construction of Houses. Following Facilities will be
provided at the Resettlement Area.

Layout plan of Phase-I is shown in Annexure- VI. Houses will be constructed as per
Standard Design of Housing Corporation with a plinth area of 267.75 sq.ft. Plan of proposed
houses is shown in Annexure-VII. Provision towards toilet and electrification is made in the
estimate for construction of Houses. Completion certificate will be issued by PD, Housing,
Guntur, and Occupation Certificate will be issued by Commissioner, GMC.
Some of the facilities like roads and street lighting will also be extended to the host
population also as detailed in Annexure-V.

IMPLEMENTATION ARRANGEMENTS AND BUDGET
4.1 The assessed impacts due to this sub-project are of the following two categories.
a. Residential squatters on GMC land at Nulakapet.
b. Vendors on RoW to be affected temporarily during laying of pipelines.
Implementation arrangements for these two categories are described below.
4.2 Residential Squatters at Nulakapet:
Following key activities will be carried out in in implementation of Resettlement.
Preparation of list of Residential Squatters at Nulakapet by GMC with the help of
consultant.
Verification and finalization of list of affected squatters at Nulakapet.
Endorsement of the list by the Commissioner, GMC and freezing the list.
Identification of Resettlement Zone by GMC.
Showing the Resettlement Zone to the entitled persons for majority acceptance.
Consultation with the host population for majority acceptance.
Development of identified site for resettlement for construction of houses.
Budget as per the entitlements will be approved by GMC.
Construction of Houses at resettlement area.
The joint title to the house to be given in the name of wife and husband.
Cash compensations will be paid through cheques to the eligible people.
The payment of compensation and allotment of residential sites will be certified by
the Commissioner, GMC.
This will be the evidence that people have received the entitlements prior to
handing over of the site.
No affected people will be evicted/ asked to vacate the site until they are paid the
eligible entitlements.

4.3 Vendors on RoW:
List of the affected Roadside Vendors/ Kiosks on RoW was finalized jointly by
S&E Officer of the ULB and the consultant.
This list was endorsed by the Municipal Commissioner.
Assistance will be paid through cheques to the eligible people before execution
of respective pipeline is taken up.
4.4 INSTITUTIONAL ARRANGEMENTS:
Guntur Municipal Corporation will implement all the above activities
including approving the Budget and providing required funds.
MSU will monitor the implementation along with third party monitoring
agency and will provide necessary guidance to Guntur Municipal
Corporation for implementing the RAP.
4.5 ADDITIONAL IMPACTS DURING THE IMPLEMENTATION OF SUB-PROJECT:
During the implementation, if any additional impacts are encountered in addition to
those described in this RAP, they will be promptly addressed through additional
measures in line with the policy provisions. The contractor will communicate promptly
to bring to the notice of S&E officer about any additional impacts that he may
encounter during the execution of works and these will be mitigated promptly. The
S&E Officer of the ULB is responsible for initiating the process for addressing the
additional impacts and the supplementary plans will be processed in a similar manner
by which this RAP is prepared and approved. The S&E officer will provide a
confirmation to MSU , APMDP once in quarter during the construction period about the
details of new impacts encounter and measures taken to deal with those impacts or
confirm that no impacts were encountered.

4.6 SYNCHRONIZATION OF R&R AND CONSTRUCTION SCHEDULE:
Construction schedule and the corresponding R&R activities will be synchronized
as follows.

4.7 GRIEVANCE REDRESSAL MECHANISM:
The grievances can be registered at the complaint cell established at the ULB.
The Complaint Cell will also act as a Public Information Centre, where the grievances
of the community will be registered and other information with regard to the project, the
sub-projects, social and environmental safeguards will be provided. The grievances
can pertain to any social and/or environmental issues triggered by sub-projects under
the APMD Project. The Complaint Cell would forward the grievance to the S&E officer.
If the grievance couldnot be redressed by S&E Officer, it will be forwarded to the
ESMC( Environmental and Social Management Committee) for redressing. A District
Urban Grievance Redressal Body will be established for redressing the grievances
that couldnot be solved by S&E Officer and ESMC at ULB level This body will consist
of 4 to 5 eminent citizens in the District and are from diverse backgrounds such as,
education, health and sanitation, urban infrastructure, civic affairs and TLF President
with District Collector as Chairman. It will facilitate and suggest suitable action to
redress the grievances of the community/public. At the State level a State Urban
Grievance Redressal Body has been established along similar lines. If the S&E
officer cannot redress the grievance within a specified time period, the grievance
would be forwarded to the ESMC and further to the District Urban Grievance

Redressal Body constituted at the District level. The grievances that cannot be
redressed at the District Urban Grievance Redressal Body level would be referred to
the State Urban Grievance Redressal Body. Each of these authorities can be
approached directly for grievance redressal by the aggrieved person/party.
4.8 PUBLIC DISCLOSURE:
RAP in English and Summary in Telugu will be placed at public disclosure
places and the web sites of APMDP and CDMA for the benefit of all concerned . The
public disclosure places, at the minimum, include the following:
ULB Offices and libraries of the project area (Commissioner office
and Municipal libraries)
District Collectorate.
Departmental websites.
4.9 MONITORING AND EVALUATION:
M&E will focus on effectiveness of RAP implementation, disbursement of
compensation, the effectiveness of public consultation and participation activities. The
objective of monitoring is to provide the project authorities with feedback on RAP
implementation and to identify problems and successes as early as possible to allow
timely adjustment of implementation arrangements.
MSU along with third party monitoring agency will monitor the progress of
resettlement regularly and will provide necessary guidance to GMC. A report on
payment of assistance will be sent to MSU- APMDP once the payments are completed
along with the certification of payments. In addition, quarterly Confirmation Note will
be sent indicating the details of additional impacts or otherwise, throughout the
construction period.
4.10 IMPACT EVALUATION:
An independent agency will be appointed to undertake an impact evaluation
after 6-12 months of payment of compensation and R&R assistance to assess the
impact of resettlement vis-à-vis compensation and assistance paid to the PAPs by
verifying the changes in the living standards against the baseline values assessed
during the census surveys and subsequent updates.

PUBLIC CONSULTATION AND INFORMATION DISCLOSURE
1. Sub-project Description
As part of the initiative taken by the Commissioner & Directorate of Municipal Administration (CDMA),
Government of Andhra Pradesh under the Andhra Pradesh Municipal Development Project (APMDP), a
project on comprehensive planning of water supply improvement in Guntur Municipal Corporation (GMC)
is in the process of detailed engineering studies. M/s. Aarvee Associates Architects Engineers &
Consultants Pvt., Ltd., Hyderabad is providing the consultancy services for this project. With initiative
and help from the Guntur Municipal Corporation (GMC), Consultant has given the presentation at
Stakeholders Meeting twice at the GMC premises and other consultations at service reservoirs. The major
objectives of the project are:
Assessing the status of existing water supply system in Corporation area.
Develop an action plan to improve the system performance immediately in the form of project
interventions (immediate interventions, short term and long term interventions).
Preparation of a draft Detailed Project Report (DPR) including preparation of social &
environmental assessment and management framework.
Preparation of Capacity Building and Action Plan.
The details of the water supply improvement scheme proposed in Guntur Municipal Corporation area
upto Feasibility stage and Concept plan is given for various project components are given below:
Sources of water and Intake structure:
The major sources of water in GMC are 1. Vengalayapalem infiltration galleries, 2. Kommamuru canal, 3.
Guntur canal and 4. Mangalagiri canal system. The intake structure is constructed near Undavalli village,
which serves the water to all the raw water supply to GMC. The proposed source of water to GMC is a
parallel line from Undavalli Intake well to existing WTPs near Takkellapadu.
Water conductor system or Rising main:
The new water conductor system is proposed parallel to the existing system which will pass through
Undavalli intake to – Mangalagiri pumping station -Takkellapadu WTP.
Water Treatment Plants (WTPs):
There are three WTPs are existing, two nos. at Takkellpadu – Old: 45 + New: 45 = 90 MLD and one at
Sangam Jagarlamudi – 27.3 MLD. The proposed WTP to be constructed near Takkellapadu with a
capacity of 42 MLD (Year 2026) and 25.20 MLD (2026) at Sangam Jagarlamudi.

Elevated Service Level Reservoirs (ELSRs):
There are 24 nos. Elevated Service Level Reservoirs (ELSRs) present and another 15 nos. of ELSRs will be proposed by considering the water supply demand upto 2041.
Distribution System:
The distribution system will be partially replaced by new lines to meet the requirements for the year
2041. The entire town will be covered with distribution system by implementation of the proposed water
supply improvement project.
2. Issues raised by the community and responses provided

constructed with highest degree of quality
norms.
Responses:
i) Yes, the people coming for study purpose are
considered in the floating population.
ii) Water demand for the surrounding villages is
considered.
iii) As the water is pumped from the WTP to the
concerned sumps to ELSR's and ELSR's to the
disrtribution system directly. Hence, storage is
not required.
ii) Majority of the project is planned by gravity.
iii) In the proposed improvement scheme, the
distribution network system is designed to meet
the minimum residual pressure head of 7.0 m.
Hence, the water pressure problems in the GMC
area will be solved.
iv) Additional service reservoirs are proposed in
the GMC area to meet the water demand of the
projected population for the year 2041.
v) The project is designed & will be constructed
with sound engineering techniques by considering
national and international (World Bank) norms.

Social Issues:
i) Stakeholders requested to increase the
quantity of the water to be supplied in the
Corporation area.
ii) The residents of GMC are ready to pay the
water supply charges of Rs. 200 per month,
if GMC supplies quality and adequate
quantity of water.
iii) After allocation of the World Bank fund to
the proposed water supply improvement
scheme, the construction work should be
carried out with sincere efforts as per the
ground requirements of the project.
Responses:
i) The proposed water supply improvement
scheme is designed for 135 lpcd, which may solve
the requirements of the GMC.
ii) The proposed scheme is designed to meet the
GMC requirements comprehensively with quality
and quantity.
iii) The GoAP and World Bank audit norms will be
followed to sped the amount as per ground
reality.

Environmental Issues:
i) Chlorination is improper resulting in water
pollution occurring in old Guntur area.
ii) Replacement of the old pipelines, which
are causing frequent pollution.
iii) The majority of the GMC area is short of
water supply pressures and the water is
being polluted near drainage crossings in the
GMC area. These two problems should be
taken care off.
Responses:
i) ULB officials promised and directed the
concerned engineers to maintain adequate free
residual Chlorine in the distribution end.
ii) All the old pipelines will be replaced to arrest
the frequent leakages, mitigate the water losses
and pollution.
iii) In proposed project such drainage crossings
will be avoided

Consultation Meetings with Affected Residential Squatters
at Nulakpet.
Various consultation meetings have been conducted continuously with affected residential
squatters at Nulakpet with objective of appraising them of the importance of the sub-project,
necessity of displacement and proposed compensations as per applicable policies. Available
options for resettlement have been explained to them at different stages in the last 18 months
in order to arrive at an amicable resettlement action plan.

All the affected squatters were informed about the meetings through SHG member
at Nulakpet , announcements and by pasting notices similar to the ones shown below in
prominent places.
Importance of the sub-project and necessity of displacement were explained to them.
Proposed compensations as per applicable policies were put before them for majority
acceptance.

Key points of these consultative meetings are summarized below.
Importance of the sub-project and necessity of displacement were explained to the
affected squatters.
Initially houses it was proposed to allot houses at Guntur being constructed under
housing schemes. But this proposal was rejected by the affected squatters saying that
the location of the proposed houses is far from the place of displacement.
Revenue Department was consulted to find suitable area for resettlement in the
proximity.
Revenue land at Tadepalli was found suitable for resettlement. The proposed site was
shown to the affected squatters and the proposed site was accepted by them.
Initially, it was proposed to allot housing sites for the affected owners only along with
construction grant and rental allowance to tenants.
When this proposal was put before the affected squatters , following requests were
made by them.
a. Since they don’t have sufficient resources for construction of houses with
the grant, it was requested to provide built houses.
b. Tenants have also requested to allot houses on par with owners.
Finally, it was proposed to construct houses for all affected squatters including eligible
tenants as advised by the World Bank.
Draft RAP was disclosed at Nulakapet and all the compensations and allowances
proposed in draft RAP were explained to them and they have accepted for the
proposed RAP.

The affected squatters have requested that they should not be asked to vacate their
houses till the houses at resettlement area were allotted to them.
They were assured that they will not be displaced until houses at resettlement area
were allotted to them.
Grievance redressal system established for APMDP was also explained to them to
register their grievances if any.
As explained above affected squatters were consulted at every stage in preparation of
RAP and the proposal was finalized with their consent.

Consultation Meetings with Host Population
at Tadepalli Resettlement Area.
In order to appraise the host population about the proposed resettlement at Tadepalli and to
record their concerns and addressing them for smooth integration, consultation meetings have
been conducted with the Host Population. They have been appraised about the proposed
resettlement and asked to express their concerns if any. They did not express any objection for
proposed resettlement and requested to extend the road proposed at resettlement site to their
area.

Key points and outcomes of these consultative meetings are summarized below.
Importance of the sub-project and necessity of displacement were
explained to the host population.
Necessity for relocating the affected squatters at Tadepalli was also
explained in the context of difficulty in availability of suitable site.
The host population did not object for the proposed resettlement but
requested to extend some facilities to them also where ever feasible.
Accordingly, it is proposed to extend the road to host population also.
In addition to the road, street lighting will also be extended where ever
feasible.
The same was informed to the Host population.

Comprehensive Water Supply Service Improvements to Guntur Municipal Corporation is
taken up under APMDP with World Bank assistance. There are 21 Residential squatters at
Nulakapet in the alignment of proposed raw water pipe line from Undavalli to Takkellapadu.
Hence, a Resettlement Action Plan has been prepared as per world bank guidelines and
A.P. R&R Policy 2005 for resettlement of these 21 families by providing houses at 0.44 acres
of land identified in Tadepalli. Later, World bank has advised to provide resettlement benefits
to 9 tenants also who have been staying there for long time along with the owners. Hence, it is
proposed to provide houses for these 9 tenants in 0.19 Acres of adjoining land at Tadepalli. It is
proposed to extend roads and Street Lighting to Host population at Tadepalli. The RAP has
been cleared by World Bank.
Submitted before General Body Meeting for approval to meet Rs.2.50 crores required
for implementation of RAP from Guntur Municipal Corporation’s budget 2013-14 and revised
budget 2014-15.
