The program aims to assess the adequacy of the existing laws, regulations policies and procedures in view of the enactment of various laws and executive issuances affecting the practice and licensing of professions. To ensure that the same remain relevant and responsive to the needs of the time, impact assessment of their existing rules, regulations, and policies shall be undertaken. The impact assessment will assist the Boards and the Commission in improving regulation in accordance with regulatory best practices.

SUPPORTING PRBs PARTICULARLY IN LICENSURE, REGULATORY, DISCIPLINARY, AND VISITORIAL FUNCTIONS

The Professional Regulatory Boards (PRBs) are partners in professional regulation, whose undertakings are a priority and should have the support needed, such as in licensure examination activities like crafting an OBE-based Table of Specification, peer review, item analysis, and stakeholder consultations, in regulatory functions such as the registration of passers of examination, issuance of certificates of registration and professional identification cards, as well as the renewal/duplication thereof, and in disciplinary activities and inspections of firms and establishments, including higher educational institutions.

For the 4th quarter, the Commission, through the Licensure Office, conducted licensure examinations for twenty (20) Boards in various testing centers. A total of 102,974 examinees took the exams. Further, the Commission, through the Licensure and Registration Division and Regulation Division of the Regional Offices and the Professional Registry Division of the Central Office, processed/ issued the following from October to December 2018: Initial Registration – 43,362 Renewal of Professional ID Cards (PIC) – 109,558 Duplicate PICs – 9,186 Duplicate Certificate of Registration (COR) – 791 The PRBs, Accreditation and Compliance Division (ACD), and the Regional Offices conducted a total of 270 inspections

ENHANCEMENT OF TECHNOLOGY BY INVESTING IN EQUIPMENT, CAPACITY BUILDING, AND COLLABORATION WITH OTHER AGENCIES LIKE DICT

The core programs/projects in the computerization of PRC processes are enhancement of online services: 1) Online Application System (OAS); 2) Online Registration (initial/renewal) System (ORRS); 3) Electronic Payment and Collection System (EPCS); and development of Information Systems: 1) Test Question Databank System (TQDS); 2) Correction and Releasing System (CRS); 3) Centralized Records Management Information System (CRMIS); 4) Legal Management Information System (LMIS); and 5) Continuing Professional Development Accreditation System (CPDAS).

PROVIDING PROACTIVE MEASURES FOR PUBLIC ASSISTANCE AND INFORMATION DISSEMINATION INCLUDING THE PUBLICATION OF THE PRC FOI MANUAL

The Commission, being an agency with significant frontline services, will continue to adhere to and support the principles of good governance and practices by augmenting the public assistance information system. Proactive measures shall be adopted, including the use of social media, to communicate and clarify issues with the public.

ONLINE INFORMATION DISSEMINATION

Information on PRC Services can also be accessed through the PRC Website and PRC Facebook and Twitter handles, on which, from October to December 2018, a total of 55 news items have been published.

Further, a total of 5,746 information requests — 3,957 through Facebook and 1,789 through Gmail — and 72 commendations have been received through said online channels. FREEDOM OF INFORMATION (FOI) From October to December 2018, total of 334 requests for documents through the FOI policy have been received. During the same period, 306 requests have been processed and 307 requested documents were released through pick-up and mail.

STRENGTHENING THE COMMISSION’S QUASI-JUDICIAL TO EXPEDITE RESOLUTION OF CASES

The Commission is committed to expediting the resolution of cases filed at the rate of four percent (4%) within three (3) months. The Peer Review Committee created by the Commission shall continue to review the quarterly reports submitted by Hearing Officers/Lawyers to ensure that the year’s targets are accomplished.

The Legal Service conducted a total of 261 hearings of cases, and resolved cases at a rate of 9% for the 4th quarter. A total of 300 complaints have been received and docketed/ formally filed from October to December 2018.

IMPLEMENTATION OF THE CONTINUING PROFESSIONAL DEVELOPMENT (CPD)

The CPD, which lapsed into a law on July 21, 2016, is now a mandatory requirement in the renewal of professional identification cards (PICs) for all professionals under the regulation of PRC.

The issuance of Operational Guidelines by the rest of the PRBs in the implementation of the CPD Act of 2016 and the completion of the constitution of CPD Council for each of the regulated profession shall be undertaken this year.

To encourage local and foreign individuals or entities to become accredited CPD providers, continuous conduct of information drive/ campaign shall be held. More so, to better equip officials and employees in the implementation of the said law, monthly monitoring meetings and capacity building activities shall also be conducted.

A CPD Accreditation System (CPDAS),

Registered Professionals of the 43 Regulated Professions

The Professional Regulatory Boards of Guidance and Counseling, Librarian, Veterinary Medicine, Agriculture, and Radiologic Technology have issued their Operational Guidelines in compliance with R.A. No. 10912 or the Continuing Professional Development Act of 2016.

The CPD Secretariat Focal Persons in Central and Regional Offices conducted meetings on October 4 (PRC Lucena) and November 27 (PICC), addressing various CPD issues and concerns, and encountered problems.

Committee on Informal Learning and Professional Work Experience was created to formulate guidelines and to standardize the system of awarding units as per Office Order No. 2018-609 dated October 4, 2018

PRBs and CPD Program Management Committee attended the lecture on ethics and Continuing Professional Competence and Regulation on November 21, 2018.

which is an online system, will be implemented to enable online application of CPD provider/program and to hasten the approval of the same. It shall also provide a facility that will allow the CPD providers to upload the attendance of professionals, and the professionals, in turn, can also view their CPD units earned through this system.

COMPLETING THE PRC REORGANIZATION

As part of the reorganization of PRC, the creation of six (6) Regional Offices was approved as additions to the already existing 10 Regional Offices. In effect, regular employees are promoted, contractual/ job order employees are regularized, and additional personnel for the newly created regional offices are hired.

Various capacity building, training, and seminars shall also be conducted for the benefit of the officials and employees of the Commission.

PRC Officials and employees

The implementation of the reorganization of PRC is ongoing, and the following are the status of hiring of personnel for the filling up of vacant positions and/or promotions in various PRC Offices as of December 31, 2018: The appointments of eleven (11) offices (PRC Baguio, PRC Tuguegarao, PRC Lucena, PRC Legazpi, PRC Iloilo, PRC Cebu, PRC Tacloban, PRC Pagadian, PRC CDO, PRC Davao, Central Office) are still with the Civil Service Commission for attestation; The applications from PRC Region III (Pampanga), PRC Lucena, PRC Legazpi, and PRC Region XII (GenSan) ) have already been endorsed to the Office of the Chairman while PRC Baguio, PRC Tacloban, PRC CDO and PRC Davao’s top applicants are for endorsement; The matrix of applicants for Region IV-B (MIMAROPA) was reviewed by PRC Lucena; Applicants from PRC Region I (Rosales) and PRC Region XIII (Butuan) are for deliberation of the HRMPSB; Applicants for two (2) vacant positions in PRC Iloilo are for interview;

B. PROJECTS

DOUBLE THE TEN (10) RENT-FREE AND REFURBISHED PRC SERVICE CENTERS

The Commission, in its effort to provide services closer to the public, shall also continue to arrange with malls for rent-free service centers for more PRC delivery channels to be operational within this year.

PRC services are now available in 21 Robinsons Malls in Galleria; Manila; Novaliches; Cebu; General Santos; Iloilo; Bacolod; Dumaguete; Santiago; Butuan; Sta. Rosa, Laguna; Dasmariñas, Cavite; San Nicolas, Ilocos Norte; Puerto Princesa, Palawan; Ormoc, Tacloban; Calasiao, Pangasinan; Naga, Camarines Sur; Starmills, Pampanga; Las Piñas; Iligan; and Tagum, Davao del Norte, all of which were operational during the 4th quarter of 2018. The PRC Service Centers have a total of 176,867 transactions from October to December 2018, with the breakdown thereof as follows: Application for exam – 35,224 Initial Registration – 15,025 Renewal of Professional ID card – 51,863 Duplicate of Professional ID card – 1,769 Certification and Authentication – 72,835 Accreditation – 151

PARTNERING WITH MORE LGUs AND LEADING SCHOOLS FOR EXPANDED MOBILE SERVICES

The Commission, through the Regional Offices and in partnership with the local government units and leading schools, shall increase the number of mobile services to be conducted as a means to provide services to the unserved areas in the country.

Mobile services have been conducted, as coordinated with the LGUs and/or SUCs, in the following areas: Luzon: Ilocos Sur, Cagayan, Baguio, Ifugao, Tuguegarao, Quirino, Kalinga, Isabela, Pangasinan, Tarlac

Mindanao: Misamis Occidental, Davao Oriental, Dinagat Islands A total of 4,731 clients have been served, with a total amount of P1,242,400.00 income collected.

ONE-STOP SERVICE CENTERS PRIMARILY FOR OFWs

In response to President Rodrigo Duterte's directive to make it easier for OFWs to avail the services of the government, PRC will maintain its presence at POEA in Mandaluyong, Clark, Pampanga, and in the Cities of Zamboanga, Koronadal, Legazpi, Calamba, Cebu, Tacloban, Cagayan de Oro and Palayan (Nueva Ecija).

One-stop Service Centers are currently operational in: POEA-Mandaluyong; Clark, Pampanga; Palayan, Nueva Ecija; Cebu City; and Koronadal City, and have served a total of 12,120 clients from October to December 2018, with the breakdown of transactions as follows: Application for exam – 1,675 Initial Registration – 4 Renewal of professional identification card – 3,767 Duplicate of professional identification card – 106 Certification and Authentication – 6,568

RENOVATION OF THE PRC PAREDES BUILDING AND THE REHABILITATION OF THE PRC TUGUEGARAO BUILDING

With the increasing number of professionals and the creation of new offices under the reorganization of the Commission, a need to renovate and rehabilitate old PRC buildings is paramount to its operation, as it will provide comfortable and conducive working area. Renovation projects cover the following:

Building Lot 1 - Waiting Area, Info, Entry

Foyer, Ground and Second Floor of Main

Building, and Building Lot 2 - Waiting Area,

Kiosk, Documentary Stamp, Security Office,

Ground Floor of Annex Building, Bridge

The following are the status of/ accomplishments for the renovation project of the PRC Central Office – Main and Annex Building as of December 30, 2018:

Lot 2, which covers the 2nd floor of the PRC Annex Building (Application Division, PMFS, COA, Budget and Management Division, Accounting Division, Waiting Area), is already 90% done. The Accounting and Budget and Management Divisions have already occupied their operational office space (Phase 1), while the remaining areas of Lot 2 (Phase 2 – COA, PMFS, Application Division) are on finishing stages, which will be on hold due to structural retrofitting mobilization.

(Administrative Service, General Services Division, HRDD, Planning Division, MED, TDRSO, IAD, PIMRU, Digitization, Nursery), is already 90% done. The Administrative Service and General Services Division already occupied their operational office space.

Lot 4, which covers the 4rd floor of the PRC Main Building (Rating Division, Commission Secretariat, Archives and Nursing File Room), is already 95% done.

Lot 5, which covers the Ground floor of the PRC Main Building (Cash Division, COR Printing, Foyer Area), is already 100% complete.

Lot 8, which covers the Ground Floor of the PRC Annex Building (waiting area), is still under construction.

Further, the rehabilitation project of the PRC Electrical System, which is in conjunction with the renovation project, is already 85% done. While the electrical rehabilitation in Annex Building is already 100% complete.

For the rehabilitation of the PRC Tuguegarao Regional Office building, 29.29% of the project has been already accomplished.

The objective of MRA and MRPQ is to promote and facilitate borderless practice for the regulated professions. The program assists the Commission in formulating/ reviewing policies/ positions/ strategies in international agreements/ commitments relative to trade-in services, in consultation with the respective Professional Regulatory Boards before they are due.

The International Commitments Negotiation Division (ICND) formulated/reviewed/drafted 13 positions/inputs relative to the practice of profession in the Philippines, in consultation with the respective PRBs:

ISO CERTIFICATION The program is in compliance with Executive Order No. 605 series of 2007, and DOLE Memorandum Order No. 42-18 series of 2013, and in line with the Commission’s policy to continuously improve the delivery of its services. The implementation of the QMS aims to affirm the Commission’s compliance with the ISO 9001:2008 standards.

Office Order No. 547, series of 2018 on the Reconstitution of the ISO-QMS Program Committee was issued, in compliance with the adoption of the new Organizational Structure of PRC. The approval of PRC ISO 9001:2015 by the Certification International Philippines, Inc. (CIP) was confirmed on October 5, 2018. The same was received and has been uploaded to the PRC Transparency Seal on October 19, 2018; and a Certified True Copy was submitted to DBM on December 28, 2018. The Professional Regulatory Boards (PRBs) are partners in professional regulation, whose undertakings are a priority and should have the support needed, such as in licensure examination activities like crafting an OBE-based Table of Specification, peer review, item analysis, and stakeholder consultations, in regulatory functions such as the registration of passers of examination, issuance of certificates of registration and professional identification cards, as well as the renewal/duplication thereof, and in disciplinary activities and inspections of firms and establishments, including higher educational institutions.

For the 3rd quarter, the Commission, through the Licensure Office, conducted a total of 160 licensure examinations in various testing centers. A total of 271,075 examinees took the exams. Further, the Commission, through the Licensure and Registration Division and Regulation Division of the Regional Offices and the Professional Registry Division of the Central Office, processed/ issued the following from July to September 2018: Initial Registration – 56,224 Renewal of Professional ID Cards (PIC) – 90,127 Duplicate PICs – 6,054 Duplicate Certificate of Registration (COR) – 757 The PRBs, Accreditation and Compliance Division (ACD), and the Regional Offices conducted a total of 309 inspections of Establishments and Higher Education Institutions in Metro Manila and in different provinces. The Commission, being an agency with significant frontline services, will continue to adhere to and support the principles of good governance and practices by augmenting the public assistance information system. Proactive measures shall be adopted, including the use of social media, to communicate and clarify issues with the public.

PRC HOTLINE SERVICE

From July to September 2018, the Commission received and attended to a total of 722 calls through the PRC Hotline Service. Transaction details are usually request for information, such as on the renewal of Professional ID Card, CPD, application for examination, processes and procedures of other PRC transactions (i.e., Verifications, etc.), requirements, and directory.

ONLINE INFORMATION DISSEMINATION

Information on PRC Services can also be accessed through the PRC Website and PRC Facebook and Twitter handles, on which, from July to September 2018, a total of 65 news items have been published.

Further, a total of 5,157 information requests — 3,681 through Facebook and 1,476 through Gmail — and 48 commendations have been received through said online channels.

FREEDOM OF INFORMATION (FOI) From July to September 2018, total of 320 requests for documents through the FOI policy have been received. During the same period, 419 requests have been processed and 330 requested documents were released through pick-up and mail.

STRENGTHENING THE COMMISSION’S QUASI-JUDICIAL TO EXPEDITE RESOLUTION OF CASES

The Commission is committed to expediting the resolution of cases filed at the rate of four percent (4%) within three (3) months. The Peer Review Committee created by the Commission shall continue to review the quarterly reports submitted by Hearing Officers/Lawyers to ensure that the year’s targets are accomplished.

The Legal Service conducted a total of 402 hearings of cases, and resolved cases at a rate of 10.3% for the 3rd quarter. A total of 323 complaints have been received and docketed/ formally filed from July to September 2018.

IMPLEMENTATION OF THE CONTINUING PROFESSIONAL DEVELOPMENT (CPD)

The CPD, which lapsed into a law on July 21, 2016, is now a mandatory requirement in the renewal of professional identification cards (PICs) for all professionals under the regulation of PRC.

The issuance of Operational Guidelines by the rest of the PRBs in the implementation of the CPD Act of 2016 and the completion of the constitution of CPD Council for each of the regulated profession shall be undertaken this year.

The newly-reconstituted CPD Councils of Accountancy, Dentistry, and Guidance and counseling have taken their oath on July 2, 2018, while the newly-reconstituted CPD Councils of Medicine, Professional Teachers, and Midwifery have taken their oath on September 17, 2018. A CPD Accreditation System tutorial session for CPD Councils was conducted by the CPD Division with the assistance of the ICTS on July 25, 2018. Office Order No. 2018-407 dated July 9, 2018 was issued on the Designation of CPD Council Secretariat Focal Persons and Alternates in Regional Offices. The CPD Secretariats from the Central Office and various Regional Offices has since held its regular meeting on August 9, 2018 to address

COMPLETING THE PRC REORGANIZATION

As part of the reorganization of PRC, the creation of six (6) Regional Offices was approved as additions to the already existing 10 Regional Offices. In effect, regular employees are promoted, contractual/ job order employees are regularized, and additional personnel for the newly created regional offices are hired.

Various capacity building, training, and seminars shall also be conducted for the benefit of the officials and employees of the Commission.

PRC Officials and employees

The implementation of the reorganization of PRC is ongoing, and the following are the status of hiring of personnel for the filling up of vacant positions and/or promotions in various PRC Offices as of September 30, 2018: Five (5) Regional Offices, namely PRC Tacloban, PRC Legazpi, PRC Baguio, PRC Cebu, and PRC Iloilo, are with appointments already transmitted to Civil Service Commission (CSC) for attestation. Four (4) Regional Offices, namely PRC Region I, PRC Lucena, PRC CDO, and PRC Region XIII, are complying with/ completing the requirements before submitting appointments to the CSC for attestation. Two (2) Regional Offices, namely Region IV-B (MIMAROPA) and PRC Davao (1st publication) have forwarded their endorsements to the Commission. The Central Office is preparing for the shortlisting of top five (5) applicants, while PRC Davao (2nd publication) is preparing for the shortlisting of their top seven (7) applicants for interview. Nine (9) Regional Offices with republished positions (2nd publication), namely PRC Tuguegarao, PRC Region III, PRC Pagadian, PRC Region XII, PRC Tacloban, PRC Legazpi, PRC Baguio, PRC Cebu, and PRC Iloilo, are undergoing processing of application and the conduct of pre-employment

Orientations and onboarding/ immersion programs for newly-appointed and promoted employees in the Central and Regional Offices have been conducted and/or attended by PRC employees. A total of 37 various capacity building trainings and seminars conducted by PRC and other entities have been attended by the Central and Regional employees, including the SDC Track for new Chiefs/Officers-in-Charge and supervisors, MCLE for Lawyers, and Continuing Professional Education/Development (CPE/CPD) for licensed professionals, among others.

DOUBLE THE TEN (10) RENT-FREE AND REFURBISHED PRC SERVICE CENTERS

The Commission, in its effort to provide services closer to the public, shall also continue to arrange with malls for rent-free service centers for more PRC delivery channels to be operational within this year.

PRC services are now available in Robinsons Malls in Naga, Camarines Sur; Starmills, Pampanga; Las Piñas; Iligan; and Tagum, which were opened in addition to the 16 existing operational Service Centers in Robinsons Malls in Galleria; Manila; Novaliches; Cebu; General Santos; Iloilo; Bacolod; Dumaguete; Santiago; Butuan; Sta. Rosa, Laguna; Dasmariñas, Cavite; San Nicolas, Ilocos Norte; Puerto Princesa, Palawan; Ormoc, Tacloban; and Calasiao, Pangasinan. The Commission, through the Regional Offices and in partnership with the local government units and leading schools, shall increase the number of mobile services to be conducted as a means to provide services to the unserved areas in the country.

Mobile services have been conducted, as coordinated with the LGUs and/or SUCs, in the following areas: Luzon: Ilocos Sur, Cagayan, Pangasinan, Tarlac, Bataan, Nueva Ecija, Kalinga, Tuguegarao, Isabela, Nueva Vizcaya Mindanao: Lanao del Norte, Surigao del Norte, Surigao del Sur, Kidapawan A total of 11,348 clients have been served, with a total amount of P12,193,250 collected.

ONE-STOP SERVICE CENTERS PRIMARILY FOR OFWs

In response to President Rodrigo Duterte's directive to make it easier for OFWs to avail the services of the government, PRC will maintain its presence at POEA in Mandaluyong, Clark, Pampanga, and in the Cities of Zamboanga, Koronadal, Legazpi, Calamba, Cebu, Tacloban, Cagayan de Oro and Palayan (Nueva Ecija).

The Cash-Disbursing unit was transferred to Lot 5 so they can join their mother unit, while the allocated space for the CPDD is used and will serve as the Record Center of the Archives and Records Divison.

Lot 7, which covers the ground floor of the PRC Main Building (Waiting Area), is already 95% done, and is already occupied and operational.

Lot 2, which covers the 2nd floor of the PRC Annex Building (Application Division, PMFS, COA, Budget and Management Division, Accounting Division, Waiting Area), is already 90% done. The Accounting and Budget and Management Divisions have already occupied their operational office space (Phase 1), while the remaining areas of Lot 2 (Phase 2 – COA, PMFS, Application Division) are on finishing stages, which will be on hold due to structural retrofitting mobilization.

Lot 4, which covers the 3rd floor of the PRC Main Building (Rating Division, Commission Secretariat, Archives and Nursing File Room), is already 50% complete.

MUTUAL RECOGNITION AGREEMENT/ MUTUAL RECOGNITION OF PROFESSIONAL QUALIFICATIONS (MRA/MRPQ)

The objective of MRA and MRPQ is to promote and facilitate borderless practice for the regulated professions. The program assists the Commission in formulating/ reviewing policies/ positions/ strategies in international agreements/ commitments relative to trade-in services, in consultation with the respective Professional Regulatory Boards before they are due.

The International Commitments Negotiation Division (ICND) formulated eight (8) positions/inputs relative to the practice of profession in the Philippines, in consultation with the respective PRBs:

1. Annex A of the Philippines-Japan Economic Partnership (PJEPA);

2. Draft Revised Philippine Transparency List under PJEPA;

3. Practice of Real Estate Service profession both for PJEPA and Regional Comprehensive Economic Partnership (RCEP);

4. Draft Guidelines for Local Representatives of US Sponsoring Institutions in the Exchange Visitor Program;

5. Mutual Recognition on academic degrees and qualifications under Philippines-Canada Bilateral Cooperation;

6. ASEAN-Hong Kong Free Trade Agreement (AHKFTA) ramification; and

7. Philippine Youth Development ramification. Further, the ICND attended various meetings relative to the international agreements/ cooperation with submission of reports/inputs. They also presided/attended/facilitated Three

Office Order No. 547, series of 2018 on the Reconstitution of the ISO-QMS Program Committee was issued, in compliance with the adoption of the new Organizational Structure of PRC. PRC HOTLINE SERVICE

From April to June 2018, the Commission (Central and Regions) received a total of 9,572 calls. Transaction details are usually request for information, such as renewal of Professional ID Card, CPD, examination schedule, processes and procedures, requirements, and directory.

ONLINE INFORMATION DISSEMINATION

Information on PRC Services can also be accessed through the PRC Website and PRC Facebook and Twitter handles, on which, from April to June 2018, a total of 27 news items have been published.

A total of 1,325 information requests and 27 commendations have been received through said online channels. FREEDOM OF INFORMATION (FOI) From April to June 2018, total of 120 requests for documents through the FOI policy have been received. 28 requests have already been processed and the requested documents were released through pick-up and mail.

SUPPORTING PRBs PARTICULARLY IN LICENSURE, DISCIPLINARY, AND VISITORIAL FUNCTIONS

The Professional Regulatory Boards (PRBs) are partners in professional regulation, whose undertakings are a priority and should have the support needed, such as in licensure examination activities like crafting an OBE-based Table of Specification, peer review, item analysis, and stakeholder consultations, and in disciplinary activities and inspections of firms and establishments, including higher educational institutions.

For the 2nd quarter, the Commission, through the Licensure Office, conducted a total of 100 licensure examinations in various testing centers. The Professional Regulatory Boards, Accreditation and Compliance Division (ACD) and the Regional Offices, conducted a total of 325 inspections in Metro Manila and in different provinces. Further, the ACD processed a total of 549 certificates, with the breakdown as follows: Certificate of Accreditation – 224 Certificate of Registration – 2 Certificate of Compliance – 48 Authority to Operate – 275

IMPLEMENTATION OF THE CONTINUING PROFESSIONAL DEVELOPMENT (CPD)

The CPD, which lapsed into a law on July 21, 2016, is now a mandatory requirement in the renewal of professional identification cards (PICs) for all professionals under the regulation of PRC.

The issuance of Operational Guidelines by the rest of the PRBs in the implementation of the CPD Act of 2016 and the completion of the constitution of CPD Council for each of the regulated profession shall be undertaken this year.

To encourage local and foreign individuals or entities to become accredited CPD providers, continuous conduct of information drive/ campaign shall be held. More so, to better equip officials and employees in the implementation of the said law, monthly monitoring meetings and capacity building activities shall also be conducted.

A CPD Accreditation System (CPDAS), which is an online system, will be implemented to enable online application of CPD provider/program and to hasten the approval of the same. It shall also provide a facility that will allow the CPD providers to upload the attendance of professionals, and the professionals, in turn, can also view their CPD units earned through this system.

Registered Professionals of the 43 Regulated Professions

The Professional Regulatory Boards of Aeronautical Engineering, Dentistry, Social Workers, and Medical Technology have issued their Operational Guidelines in compliance with R.A. No 10912 or the Continuing Professional Development Act of 2016. CPD Accreditation System briefing/orientation of CPD providers and monitors was conducted on April 06, 2018 in different cities and provinces. Additionally, a meeting for the CPD Secretariat Focal Persons of Central and Regional Offices was conducted on May 17, 2018 to discuss emerging issues.

COMPLETING THE PRC REORGANIZATION

As part of the reorganization of PRC, the creation of six (6) Regional Offices was approved as additions to the already existing 10 Regional

Three (3) Regional Offices, namely PRC Tuguegarao, PRC Pagadian, and PRC Koronadal, are with appointments already transmitted to CSC for attestation, while one (1) Regional Office, PRC Tacloban, is still preparing for transmittal of their appointments. Three (3) Regional Offices, namely PRC CAR, PRC Legazpi, and PRC Cebu, are for the appointment of newly appointed and promoted employees by the PRC Chairman. Two (2) Regional Offices, namely PRC Iloilo and PRC Davao, already have their list of top five (5) applicants, for endorsement to the Central Office. Five (5) Regional Offices, namely PRC Lucena, Region I, PRC Butuan, Region IV-B, and PRC CDO, and the Central Office are still undergoing the application process prior to shortlisting of the top five (5) applicants.

B. PROJECTS

DOUBLE THE TEN (10) RENT-FREE AND REFURBISHED PRC SERVICE CENTERS

The Commission, in its effort to provide services closer to the public, shall also continue to arrange with malls for rent-free service centers for more PRC delivery channels to be operational within this year.

PRC services are now available in Robinsons Malls in Ormoc, Tacloban and Calasiao, Pangasinan, which were both opened during the 2nd quarter of 2018, in addition to the 13 existing operational Service Centers in Robinsons Malls in Galleria; Manila; Cebu; General Santos; Iloilo; Bacolod; Dumaguete; Santiago; Butuan; Sta. Rosa, Laguna;

The Commission, through the Regional Offices and in partnership with the local government units and leading schools, shall increase the number of mobile services to be conducted as a means to provide services to the unserved areas in the country.

Mobile services have been conducted, as coordinated with the LGUs and/or SUCs, in the following areas: Luzon: Ilocos Sur, Cagayan, Pangasinan, Tarlac, Zambales, Nueva Ecija, Mountain Province, La Union, Isabela, Nueva Vizcaya, Pampanga, Aurora; Mindanao: Lanao del Norte, Bukidnon, Surigao del Sur, Misamis Oriental, Misamis Occidental. A total of 7,561 clients have been served, with a total amount of P2,014,136 collected.

The Confidential Printing Room, formerly located on the 2nd floor, has been transferred to its new location on the 4th floor of the PRC Annex Building starting June 15, 2018 per Office Order 2018-358, which was part of Lot 1 (covering the whole floor) of the renovation project.

The Licensure Office (Office of the Director), Licensure Division/Examination Section, ISO-QMS, and BAC Secretariat have also transferred to the new offices on the fourth floor.

Meanwhile, 70% of materials for Lot 4 of the renovation project that covers the 3rd floor of the PRC Main Building and 90% of materials for Lot 6 covering the 2nd floor of the same have already been delivered.

CONTINUING IMPACT ASSESSMENT OF PRC/PRBs LAWS, REGULATIONS, POLICIES AND PROCEDURES

The program aims to assess the adequacy of the existing laws, regulations policies and procedures in view of the enactment of various laws and executive issuances affecting the practice and licensing of professions. To ensure that the same remain relevant and responsive to the needs of the time, impact assessment of their existing rules, regulations, and policies shall be undertaken. The impact assessment will assist the Boards and the Commission in improving regulation in accordance with regulatory best practices.

Issued Memorandum Order 2018-09 on Guidelines on the Processing and Release (Renewal) of the Professional Identification Cards (PICs) of the Balik Manggagawa OFWs, in compliance with Presidential Directive No. 2018-0006. All PRC offices shall provide an express lane for OFW professionals identified as Balik Manggagawa.

Issued Resolution no. 2018-1093 on adopting policy procedures in the handling and transmittal of the report of rating to examinees, which minimizes the documentary submission of the public by excluding the submission mailing envelopes in all professions except for those who are mandated by their respective PRB laws and/or IRR. Examinees may now generate, verify, and review their grades or report of ratings through the PRC website.

Issued Resolution no. 2018-1094 on the revision of PRC forms with oath undertaking to conform to the governing evidentiary rules on identity, which requires government-issued IDs in lieu of the Community Tax Certificate (CTC) as valid proof of client’s identity.

FREEDOM OF INFORMATION (FOI) Issued Office Order No. 72 on the creation of the Central Appeals and Review Committee for Information (FOI) Appeals tasked to review and analyze the appealed decision of the FOI Decision Makers; on the basis of the governing laws, existing rules and regulations, policies of the Commission and, pertinent issuances of the concerned government agencies, to recommend to the PRC Chairperson whether to grant or deny the appeal; and to provide expert advice to the PRC Chairperson on the denial of the appeal.

A total of twenty-five (25) requests for documents through the FOI policy has been accepted, twenty (20) of which has been disclosed and five (5) requests are still awaiting clarification.

SUPPORTING PRBs PARTICULARLY IN LICENSURE, DISCIPLINARY, AND VISITORIAL FUNCTIONS

The Professional Regulatory Boards (PRBs) are partners in professional regulation, whose undertakings are a priority and should have the support needed, such as in licensure examination activities like crafting an OBE-based Table of Specification, peer review, item analysis, and stakeholder consultations, and in disciplinary activities and inspections of firms and establishments, including higher educational institutions.

For the 1st quarter, the Commission, through the Licensure Office, conducted a total of 59 licensure examinations in various testing centers. The Professional Regulatory Boards, Accreditation and Compliance Division (ACD) and the Regional Offices, conducted a total of 218 inspections in Metro Manila and in different provinces.

Further, the ACD processed a total of 530 certificates, with the breakdown as follows:

IMPLEMENTATION OF THE CONTINUING PROFESSIONAL DEVELOPMENT (CPD)

The CPD, which lapsed into a law on July 21, 2016, is now a mandatory requirement in the renewal of professional identification cards (PICs) for all professionals under the regulation of PRC.

The issuance of Operational Guidelines by the rest of the PRBs in the implementation of the CPD Act of 2016 and the completion of the constitution of CPD Council for each of the regulated profession shall be undertaken this year.

To encourage local and foreign individuals or entities to become accredited CPD providers, continuous conduct of information drive/ campaign shall be held. More so, to better equip officials and employees in the implementation of the said law, monthly monitoring meetings and capacity building activities shall also be

The Professional Regulatory Boards of Forestry, Electronics Engineering, and Sanitary Engineering have issued their Operational Guidelines in compliance with R.A. No 10912 or the Continuing Professional Development Act of 2016. Briefing/orientation on the CPD Accreditation System was conducted in various PRC Offices: in Baguio City, Cagayan De Oro City, Davao City, Lucena City, and Tuguegarao City on March 9, 2018; and in Cebu City, Legazpi City, and Zamboanga City on March 16, 2018. The same orientation was also conducted on March 27-28, 2018 with the PRBs as participants.

A CPD Accreditation System (CPDAS), which is an online system, will be implemented to enable online application of CPD provider/program and to hasten the approval of the same. It shall also provide a facility that will allow the CPD providers to upload the attendance of professionals, and the professionals, in turn, can also view their CPD units earned through this system.

COMPLETING THE PRC REORGANIZATION

As part of the reorganization of PRC, the creation of six (6) Regional Offices was approved as additions to the already existing 10 Regional Offices. In effect, regular employees are promoted, contractual/ job order employees are regularized, and additional personnel for the newly created regional offices are hired.

Various capacity building, training, and seminars shall also be conducted for the benefit of the officials and employees of the Commission.

PRC Officials and employees

The Task Force for the Operationalization of Newly-Approved Regional Offices have assigned focal persons to plan, prepare, and coordinate activities in relation to the upcoming operation of NCR and Regions I, III, IV-B, XII, and XIII. The following are the status of appointments for the filling up of vacant positions and/or promotions in various PRC Offices: One (1) appointment (CTI) for PRC Central Office filling up of vacancies has been transmitted to CSC for attestation. 29 appointments for the Region III Regional Office filling up of vacant positions have been transmitted to CSC for attestation. 44 out of the 70 appointments for the NCR filling up of vacant positions have been attested by CSC. 42 out of the 64 appointments for the Central Office filling up of vacant positions and promotions have been attested by CSC.

Additionally, pre-employment examinations have also been conducted in March 2018 for applicants in PRC Regional Offices in Tuguegarao (II), Legazpi (V), Pagadian and Zamboanga (IX), and Davao (XII).

B. PROJECTS

DOUBLE THE TEN (10) RENT-FREE AND REFURBISHED PRC SERVICE CENTERS

The Commission, in its effort to provide services closer to the public, shall also continue to arrange with malls for rent-free service centers, for more PRC delivery channels to be operational within this year.

PRC services are now available in Robinsons Malls in Sta. Rosa, Laguna; Dasmariñas, Cavite; San Nicolas, Ilocos Norte; and Puerto Princesa, Palawan, all of which were opened during the 1st quarter of 2018, in addition to the nine (9) existing operational Service Centers in Robinsons Malls in Galleria, Manila, Cebu, General Santos, Iloilo, Bacolod, Dumaguete, Santiago, and Butuan. The PRC Service Centers have a total of 85,588 transactions from January to March 2018, with the breakdown thereof as follows: Application for exam – 29,374 Initial Registration – 4,010 Renewal of Professional ID card – 6,825 Duplicate of Professional ID card – 619 Certification and Authentication – 44,760

PARTNERING WITH MORE LGUs AND LEADING SCHOOLS FOR EXPANDED MOBILE SERVICES

The Commission, through the Regional Offices and in partnership with the local government units and leading schools, shall increase the number of mobile services to be conducted as a means to provide services to the unserved areas in the country.

Mobile services have been conducted, as coordinated with the LGUs and/or SUCs, in the following areas:

Luzon: Ilocos Sur, Ilocos Norte, Cagayan, Pangasinan, Tarlac, Zambales, Nueva Ecija, Quezon, Batangas, Palawan, Occidental Mindoro, Oriental Mindoro, Romblon;

Visayas: Masbate, Northern Samar, Eastern Samar, Southern Leyte;

Mindanao: Lanao del Norte, Bukidnon, Camiguin, Tawi-Tawi, Zamboanga del Sur, Zamboanga Sibugay.

A total of P27, 480 clients have been served, with a total amount of P1, 665,460 collected.

ONE-STOP SERVICE CENTERS PRIMARILY FOR OFWs

In response to President Rodrigo Duterte's directive to make it easier for OFWs to avail the services of the government, PRC will maintain its presence at POEA in Mandaluyong, Clark, Pampanga, and in the Cities of Zamboanga, Koronadal, Legazpi, Calamba, Cebu, Tacloban, Cagayan de Oro and Palayan (Nueva Ecija).

One-stop Service Centers are currently operational in: POEA-Mandaluyong; Clark, Pampanga; Palayan, Nueva Ecija; Legazpi City; Cebu City; and in Koronadal City, and have served a total of 4,279 clients from January to March 2018, with the breakdown of transactions as follows: Application for exam – 2,674 Renewal of professional identification card – 1,398 Duplicate of professional identification card – 48 Certification and Authentication – 159

RENOVATION OF THE PRC PAREDES BUILDING

With the increasing number of professionals and the creation of new offices under the reorganization of the Commission, a need to rehabilitate the old PRC building is paramount to its operation, as it will provide comfortable and conducive working area. Renovation projects cover the following: Building Lot 1 - Waiting Area, Info, Entry Foyer, Ground and Second Floor of Main Building, and Building Lot 2 - Waiting Area, Kiosk, Documentary Stamp, Security Office, Ground Floor of Annex Building, Bridge between Main and Annex Building, and Roof of Rating Division.

90% of materials for Lot 1 of the renovation project that covers the 4th floor of PRC Annex Building (Licensure Office, Examination Division, Confidential Room, BAC, ISO and QMS area) and 70% of materials for Lot 4, which covers the 3rd floor of the Main Building (Rating Division, Commission Secretariat, Archives), have already been delivered. A total cost of P3,993,894.14 has been incurred for the renovation of PRC Central Office by March 2018. Meanwhile, 15% of the materials for the rehabilitation project of the PRC electrical system have been delivered. The project has incurred a total cost of P5,148,853.29. Key frontline services have also been made available in the Philippine International Convention Center, Pasay City to provide continuous, convenient service to the public while the renovation project in the Central Office is ongoing. Additionally, the MOA between PRC and the Department of Public Works and Highways – Cagayan Third District Engineering Office (DPWH-CTDEO) for the rehabilitation of the PRC Tuguegarao Regional Office has been signed.
