ward is not very effective.
Reasons:
-Waste separation done by worker
- Not comprehensive in implementation
- There is lack of force or encouragement mechanism
- Propaganda is not performed regularly
- There is not appropriate sanction for people

- The model has achieved high effectivity. Every criteria achieved
above 80%.
Reasons :
- There is legal responsibility between non-household and URENCO
- Implementer guides and supervises with specialty under steering
by city’s People Committee
- Supervising, reminding, propagandizing regularly
- Implementers have high cooperation and awareness on source
separation
