Investigator performed surveillance on VALDEZ during January, 2014 and GET obtained a copy of VALDEZ’s discarded cell phone statement. Further information was obtained from RCMP databases relating to corporate subscribers identified from the phone records, as follows: 1. Electronic Data Retail Outlet – sells skimming machines 2. A. Smith – similar to Alex SMITH – prior association with credit card fraud in mall food courts 3. Harris & Co. – alleged money laundering activity 4. Analysis
There are calls placed to the following clusters of corporate and individual phone numbers throughout the month.
The summary of incoming calls at Appendix A shows VALDEZ is associated with five corporate (orange), three (green) individual and two personal (blue) connections.

The VALDEZ network is expanded considerably when we chart the outgoing calls – see Appendix B. His network includes a business with known associations to money laundering (Harris & Co.) , the administration offices in the malls in the Lower Mainland, an individual with prior associations to credit card fraud in mall food courts and two subscribers whose names are closely related to the slang for marijuana.
Conclusion
VALDEZ is connected with individuals at shopping malls who are in physical proximity to the administration records, which include digital currency information from the tenants’ point of sale machines or could themselves have point of sale machines where transactions may take place.
Based on the personal financial information and the associations set out Figures 1 and 2 of the appendices, there is a high probability that VALDEZ is supplementing his income with fraudulent credit card transactions, is masterminding the crimes with Alex Winters, has puppet fraudsters performing the acts of theft in BALBAO, MCMANN, SPEARS, MARY JANE and JANE DOE (note these are not likely the correct identities/names of the individuals).
The companies Harris & Co., Big Money Investments, Barbados National Bank and Electronic Data are involved in the crimes in their capacities to supply the machines or move the money. Canadian Tire and Bill’s Plumbing may not be involved in the fraud ring – there is a good chance those are VALDEZ calls for personal services. They remain of interest until proven otherwise.
VALDEZ is in a personal relationship with Tiffany LAING. LAING, Brittnay VALDEZ is his daughter and Anne VALDEZ is his mother. These calls, as well as the pizza and alcohol delivery services and Rugrats Elementary School are all coded in blue and are unrelated to the fraud ring.
The victims of the crimes are identified the customers of the malls set out in red in Figure 2, Appendix B. These entities also have employees (unidentified) who are in contact with VALDEZ at the times of the crimes.
