In July’s edition you’ll find the town’s accounts with the 2015 principal budget in an easy to read format. Despite difficult circumstances after the ever increasing financial cutbacks by the State, we have maintained a satisfactory level of investment, especially as it is the first year of the mandate. This was made possible thanks to our excellent financial position on the 31st of December 2014.

Above all we want to keep an ambitious investment programme going for the remainder of the mandate. The financial consequences of the bad weather at the start of May will obviously make things harder.You will also find in this edition details about the landscaping project for the old cemetery that will benefit all of Morzine’s inhabitants.

Finally, there were some incredible entries for the 2014 flowery houses competition and we felt we had to share the photos with you (at the end of the magazine).The town council and I hope you enjoy your read and wish you an excellent end to the 2015 summer.

THE FOLLOWING PROJECTS ARE PLANNED IN THE PRINCIPAL BUDGET:

IN THE WATER AND WATER TREATMENT ANNEXE BUDGET:

Each year, sector by sector, the drinking water, waste water and rain water pipes and tunnels – the water networks – are replaced by new ones and enlarged if necessary.

In 2014 the following projects were financed:

• Installation of video surveillance: 270 000 €

• Strengthening and extension of electrical and telecommunication networks - in Morzine : 173 000 € - in Avoriaz : 165 000 €

• Work at the Palais des Sports: 637 000 €

• Work at the ice rink: 210 000 €

• Outdoor play area in Avoriaz: 83 000 €

• Supply and installation of the new climbing walls in Avoriaz: 65 000 €

IN 2015 THE TOWN’S INVESTMENTS WILL ADD UP TO 8 MILLION EUROS INCLUDING ALL BUDGETS.

AN OUTLINE OF 2015 INVESTMENTSThese investments are for operations that aim to improve, renew or develop the town’s assets. The investments are scheduled in a report established by the town council called the PPI – Programme Pluriannuel d’Investissement (Investment Programme over several years). This document details the planning of possible investments until 2020, according to financial ratios and the town’s financing capacity.

TO BETTER UNDERSTAND THE 2015 BUDGET, LE MAG PUT A FEW QUESTIONS TO LUCIEN RASTELLO, DEPUTY COUNCILLOR IN CHARGE OF FINANCE AND TOWN EMPLOYEES

WITH THE CURRENT TREND OF LOWER STATE GRANTS, WAS IT HARD TO BALANCE THE 2015 BUDGET?

Yes because the main state grant, the Dotation Globale de Fonctionnement (DGF or Global Operating Grant) has gone from 3 171 015€ in 2014 to 2 714 075€ this year, a cut of 457 000€.

On top of this, the decrease has been continuous over several fiscal years and exacerbates the fact that several towns were amalgamated, at a loss for us. There’s also an increase of the FPIC (Fonds national de Péréquation des ressources Intercommunales et Communales, or national equalisation fund of intercommunal and communal resources) that takes money from towns deemed to be rich such as Morzine, to help those that are having difficulties. This year the FPIC will increase by 40%! Luckily, both in terms tourism figures and real estate, the town is doing well.

We have also managed to provide good quality extra-curricular activities at a cost that was acceptable to both parents and the town.

Subsidies are also decreasing at a more rapid rate, be it from the State, the Department or the Region.

SPECIAL REPORT

DID YOU HAVE TO TAKE MEASURES TO MAKE SAVINGS?

Yes of course, managing the accounts is a constant preoccupation. Putting a competitive pitch out for the shuttles (awarded to Transdev) and the car park (awarded to Vinci) allowed us to make great savings.

The payroll is also closely monitored and every retirement is studied carefully for their replacement.

To supplement the financing of our infrastructure investments we could, if necessary, look at the possibility of selling assets but under no circumstances do we want to significantly increase taxes.

TELL US ABOUT THE MAININVESTMENTS PLANNED FOR 2015

We don’t build a new aquatic centre or medical centre (photo above) every year but 2 million Euros are regularly dedicated to the maintenance or modernisation of the roads and buildings and to buying equipment for the technical, school or administrative services. The 2015 budget will be aimed at preparing for the future with project management studies, for example for the childcare centre in Avoriaz or the heritage centre, and then of course there is the big town planning project in the Plan area and the legal and financial preparation for the link between the Centre of Morzine and Prodains.

The 6 annexe budgets are: water and water treatment, management of the Palais des Sports, car parks, premises for rented equipment, forests and Centre Communal d’Action Social (Social Services). The biggest is the principal budget which, like all those mentioned, must balance spending and income, with regard to everyday operations and investments for the future.

Including 1 865 000€ of taxes and fees paid by the ski lift companies (SERMA and le PLENEY SA) for using the slopes, 1 050 000€ tourist taxes and 750 000€ registration fees.

Also included in this section: tax paid on electricity, car parking, stallholders fees etc.

The Global Operat ing Grant used to be 3 522 000€ in 2010; i t is now only 2 714 000€ in 2015, a cut of 23%.

Regarding running costs: the cost of the roads (investment and maintenance), childcare (crèches), the music school, hiking trails, the Régina football pitch, the welcome building and Avoriaz lifts, as well as the Morzine lifts, has been passed on to the CCHC. The same applies to funding of other organisations such as the SIAC for example.

Equipment and maintenance for the buildings, the vehicles etc. Insurance, catering, schools (including supplies), flower beds and plants, communication, clearing of snow etc.

L'étude de l'ensemble des budgets communaux présentée ici sur les 5 dernières années, permet desuivre différents indicateurs :

• La stabilité des recettes de fonctionnement surl'ensemble de la période. Il faut pourtant noter unebaisse entre 2013 et 2014 ; celle-ci est dûe autransfert de compétences à la Communauté deCommunes du Haut-Chablais (CCHC) qui s'estaussi accompagnée d'un transfert de fiscalité parl'intermédiaire de la fiscalité additionnelle.

Afin de financer les investissements lourds, la commune doit avoir recours chaque année à l'emprunt. L'annuité de la dette est passée de 2 879 866€ en 2013 à 2 059 750 € en 2014. Cette baisse s'explique par la baisse de l'annuité mais aussi par les transferts de certains emprunts, correspondantaux tranferts de compétence à la CCHC (voirie, petite enfance,...) pour un montant d'annuité 2014 de 413 000 €.

• Par ailleurs, des efforts ont été réalisés pour diminuer des dépenses et maîtriser lescoûts sur certains postes de gestion courante  grâce à une politique d’achatrationnalisée ou bien encore grâce à la négociation de nouveaux contrats pour lesparkings ou les transports publics par exemple.

• Le Conseil Municipal souhaite maintenir de très bons niveaux de services auxhabitants. Sont ainsi à souligner, sur l’année scolaire 2014/2015, la mise en placedes nouveaux rythmes scolaires, le maintien du niveau de subventions auxassociations, l’ouverture de la maison médicale de Morzine, l'amélioration de lasécurité grâce au renfort de la police municipale et à l’installation de lavidéo-protection.

THE EVOLUTION OF THE TOWN’S FINANCES

Inorder to finance largeprojects the town relieson financingevery year.Theannualdebtpaymentshavedropped from2 879 866€ in 2013 to 2 059 750€ in 2014. This decrease can be explained by lower annual payments but also by the transfer of certain loans during the transfer of services to the CCHC (road network, childcare, etc.) adding up to annual payments of 413 000€ in 2014.

The study of the town budgets, displayed above,shows several things:

Income was relatively stable over the full 5 years. There was however a decrease between 2013 and 2014; this was due to the transfer of services to the Communauté de Communes du Haut-Chablais (CCHC) which also included a transfer of taxes via additional taxation.

• Moreover efforts were made to cut spending and control costs in certain areas of daily management thanks to a rationalised purchasing policy and the negotiation of contracts, for the car park and public transport for example.

•The town council wishes to maintain a high standard of service for its inhabitants. We would like to highlight: new school routine for the 2014/2015 school year were implemented, subsidy levels to associations were maintained, the Morzine medical centre was opened and safety was improved thanks to a stronger municipal police force and the installation of video cameras.

PROJECT

LANDSCAPING OF THE OLD CEMETERYIN THE HEART OF MORZINE, THE OLD CEMETERY OCCUPIES A KEY LOCATION IN THE HISTORIC BOURG AREA.

Created in 1843 the cemetery’s tombs were placed around the church as was traditional in mountain villages. However the rise in the water level of the Dranse river often flooded this sacred area. The tombs were little by little moved to higher grounds above the church. The Dranse has been contained by a dyke downstream from the Old Bridge and the road was opened in front of the building.

Since 1969 a few rare tombs have been installed there when there have been ongoing concessions. The Morzine councillors have been thinking of a complete re-landscaping of the area for some time now to improve this place of remembrance and to make it prettier.

A landscaping project has been put together. There will be a path that will cross the whole area, with benches and plants and the new northern entrance will also provide access for disabled people.

It will be a peaceful garden dedicated to remembering our ancestors.

HOW THE PROJECT WILL MOVE FORWARD:

There are several scenarios since the concessions on 300 of the 380 recorded tombs ran out over 15 years ago, which means the town could legally take them over now. The councillors however felt it was essential to ask the descendants what they wished to do with the tombs as the town wants to ensure this project runs in the best interest of the families whilst respecting their feelings. Almost every single inhabitant of Morzine has a more or less close ancestor’s tomb in the cemetery.Thetownisgoingtooffertoeitherrenewtheconcessionforanother15years,ortomovetheremainstoanossuary.Thenamesofthedeceasedwouldbeengravedintotheossuaryinordertopreservetheirmemoryinadignifiedmanner.This project will allow us to properly manage the cemetery and make it into an authentic garden of remembrance.

PROVIDING INFORMATION TO FAMILIES

The families will not be receiving a letter from the town hall, as it doesn’t have a full list of the deceased resting in the cemetery. There will however be general information on notice boards, via the town hall website, in the media and the municipal bulletins. This should ensure all those concerned get the information. The town hall would also be grateful to those that share this information with others.

DEADLINE

The deadline for responding has been pushed back to the end of November 2015 in order to include All Saints day. After that date the town hall will be obliged to consider a lack of a reply as agreement to move the relics to the ossuary.

It isnecessary todo this inorder tohavesufficient time toorganise the work.

WHO CAN YOU TALK TO

The town hall services and the general manager of services, who are directly in charge of this project, can answer your questions.The councillors working on the project, Martine PHILIPP and Gilles BAUD, would like to personally talk to families. They propose organising meetings with the families as soon as possible to discuss what they wish to do with their family’s tombs so this project can move forward. The costs for moving the tombs will be discussed on an individual basis during this meeting.

PRIZE LIST OF THE HOUSES DECORATED WITH FLOWERSAnnounced last June, the prize list for the 2014 competition provided an opportunity for the Living Environment Commission, presided over by Gisèle Richard, to show off 110 houses located all over the commune that received marks from the jury. A fantastic list of winners which once again stands out thanks to the quality of the flowers, the harmony and variety of colours, the variety of species, the attractiveness of the compositions as well as the cleanliness of the surroundings and the upkeep of the plants.

The Mayor Gérard Berger wanted to highlight the importance of the work undertaken by these amateur gardeners, stressing that their efforts, when added to the towns work, helped the commune retain the 3 flower title that Morzine-Avoriaz was awarded a few years ago.

THE CHURCH’S ORGAN IN CONCERT

This beautiful instrument is one of a kind but more importantly its acoustics and preserved condition are exceptional. It was classified as a historic monument in 1977.

It is actually under the guidance of Eric Brottier, engineer of Arts & Crafts and commissioned by the Ministry of Culture, that the town started the restoration work last autumn. With the worknowfinishedtheorganwillbein concert this summer, the firstof what we hope will become a long series of many.

CONCERT BY BETTY MAISSONATOrganist Betty Maissonat will be playing the organ. She is from Thonon and attended several international organ academies before founding the «Orgues et Cimes» (Organ and Peaks) academy in Finhaut in Switzerland.

She has put together a rich and varied concert with music by Jean-François

Dandrieu (1682-1738), Samuel Scheidt (1587-1654), Pablo Bruna (1611-1679) as well as Johann Sebastian Bach and Felix Mendelssohn.

Concert on Wednesday 26th August from 6pm. Entrance is free.

Programmes sold for donations to the Morzine Histoire et Patrimoine

(History & Heritage) Association, the organisers of the evening.

CULTURE & HERITAGE

BUILT BY THE CARLEN ORGAN MAKERS FROM VALAIS, PROBABLY AROUND THE END OF THE 18TH CENTURY, IT WAS APPARENTLY DESTINED FOR A CHURCH IN EVIAN BEFORE ENDING UP IN MORZINE.
