Background: Energy Efficiency Policy = Priority

• Energy efficiency of products is top priority:• Huge cost-effective win-win-win potential• Benefits for economy, security of supply and environment

• Call for action at G8 summits Gleneagles, Heiligendam, Hokkaido.

• Activities in many IEA and non-IEA countries.• Opportunities in international co-operation:

• Clear goals and road maps make policies better predictable for industry,

• cheaper to implement (by countries and industry),• and more effective.

Objective & deliverables for the 4E Implementing Agreement

Objective:• to encompass international efforts in adopting governmental

policies;• to create a forum for countries and stakeholders:

• promoting 4E, • exchanging and developing experience, and • facilitate international coordination;

• to support this by collecting information re technologies, programmes, projects, etc.

Deliverables:• Forum activities • Specific annexes on 4E• Considerations for international action

Co-ordination with on-going activities

• Integrate activities Group for Energy Efficient Appliances (GEEA)• Build on progress of:

• APP (Asian Pacific Partnership) on Clean Development&Climate• Ecodesign• Energy Star• CLASP• International Task Force for Sustainable Products (ITFSP)• Parallel work in other implementing agreements (e.g. DSM)

• Support & complement international co-operation• non-member countries & international organisations• International Platform on Energy Efficiency Cooperation (IPEEC)

Annex Mapping & Benchmarking - Aims

• Mapping: provide• an overview of the energy efficiency performance of electrical

end-use equipment in several countries and/or regional areas• a brief summary of the (future) main policy measures regarding

energy efficiency of products in those areas.

• Benchmarking: • compare average and best performance of products put on the

market in different countries and/or regional areas; • analyse difference between different markets; • share best practices and lessons learnt by, for example,

highlighting potential for further improvement of energy efficiency levels globally.

12

Annex Motor Systems – Goals

• Promote high efficient electric motor systems in industrial and developing countries.

• Dissemination of best practice on technical and economical experience.

• Lessons learned for coherent motor policy.• Minimum energy performance standards & labels.

In order to achieve:• Energy efficiency improvement• Lower emission of greenhouse gasses

Annex Standby

• Goal: provide guidance for (future) standby policies• Relation with APP project on standby (data collection,

workshops)• Focus on:

• Data acquisition (field measurements)• Experiences with horizontal measures• Standby in networked modes

Annexes in preparation

• Monitoring, Verification and Enforcement: stimulate governments and policy makers to improve their capacity and practices in respect to MV&E of energy efficiency.• Identify and describe MV&E regimes• Collation of credible information on MV&E results• Best practice guide on MV&E regimes• Sharing information, contacts

• Lighting: focussing on LED.
