THE STORY SO FAR

Two planning applications formed part of Phase One. The main application for ‘Carrington Village’ which includes industrial land to the south of Manchester Road, was approved in August 2017 for:

• 725 dwellings,

• Up to 46,450 sq m employment (B1/B2/B8),

• Up to 929 sq m of retail (A1)/ health (D1),

• Creation of public open space, rugby pitch relocation, new training pitch,

• Replacement rugby clubhouse,

• Landscaping and ecological work,

• Car parking and vehicle, cycle and pedestrian circulation.

Since permission was granted, two Reserved Matters submissions were approved in 2018 for 277 new homes and 20,335sqm of employment (B1/B2/B8). These are now being constructed on site.

A separate planning application for employment use, for land to the west of the former petrochemical works off Common Lane, for up to 43,874 sq m employment (B1/B2/B8), was approved in May 2017.

HIMOR owns and manages the 1,660 acre Carrington Estate – which incorporates the former Shell processing plant, Carrington Business Park and neighbouring land. The Estate and surrounding land has long been seen as an opportunity for regeneration, breathing new life into the area.

Due to the need for a safeguarded infrastructure route across an area of the already consented `Carrington Village’, this application proposes to reconfigure parcels R4, R5, R6 and R7 to accommodate a route;

The Proposal will include;

Residential units, employment space, shops, sporting facilities and green open space as well as the ability to accommodate future amenities to support a thriving and growing community.

This application will also seek permission for:

• Affordable housing

• Safe and attractive cycling and walking routes

• High quality, landscaped environments

• Community use of the sporting facility

• New and improved drainage systems and waste water infrastructure

TRAFFIC AND TRANSPORTAs part of the approved ‘Carrington Village’ permission, a series of localised highway improvements to existing key junctions were agreed with Trafford Council:

Flixton Road/Isherwood Road/A6144 Manchester Road;

• Widening on the eastbound and westbound approach on the A6144

• The provision of a bus lay-by to resolve issues of blocking back through the junction.

Carrington Lane/Banky Lane/A6144 Manchester Road

• Two lanes on the existing westbound approach from Carrington Spur are proposed to be extended by re-aligning road marking.

• Two lanes on the eastbound approach from Carrington Lane will be extended to increase storage at the junction.

The funds for these highway improvements, which will create sufficient capacity for this development have already been paid by HIMOR to Trafford Council, who will undertake these works.

This new outline planning application would generate no more traffic than the consented permissions, approved in 2017.

A site-wide Framework Travel Plan is also being developed, while the masterplan has been designed to include accessible footpaths and cycleways connecting the community to local roads and public transport services.

ECOLOGY AND NATURE Extensive wildlife surveys have been undertaken across the site since 2015, specifically recording protected and priority bird species, bat, amphibian and badger activity. The scheme design has sought to retain features of greatest ecological importance. Opportunities for enhancements for wildlife have been incorporated.

GROUND CONDITIONS AND CONTAMINATIONPast activities on the site are understood in detail and are documented in our assessments. Several phases of ground investigations undertaken since 2014 have established the ground conditions and quantified the contamination associated with the past industry. Our assessments have concluded that remediation will be necessary in the former petrochemical site and a remediation strategy is being prepared to ensure the environment is protected during and after construction.

NOISE Noise modelling work has been undertaken which assesses any effects during and post-construction and sets out any mitigation measures required. It is envisaged that a 6m high acoustic barrier/fence, to be located to the eastern boundary of the proposed rugby facilities, will be designed to mitigate the noise associated with the Air Products site. Mitigation measures include best and considerate construction practices.

You can also download the exhibition boards from the Future Carrington website www.futurecarrington.com where there is a page dedicated to this public consultation.

We are currently preparing this new outline planning application, which we expect to submit to Trafford Council early in November 2019. Once the application has been submitted and formally received by Trafford Council, you will be able to view all of the documents and provide comments via the Council`s online planning portal.
