A CAUTIONARYNOTE
The Angling Trust has been steadfast in its support for our NHS and co-operated fully with Government’smeasures to combat the spread of COVID-19. We wanted to ensure that our sport played its part in thenationwide effort to contain the spread of this dreadful virus. We have redeployed our staff to run a special COVID help and advice line to inform fisheries and anglingrelated businesses what they can and cannot do and what assistance is available to them. We have liaisedwith the police to ensure the correct interpretation of the Coronavirus Regulations defining essential travel andconfirming what work might be permissible on fisheries. However, as lifelong anglers we both know that the majority of anglers practise self-isolation and socialdistancing as a matter of course. Large crowds and successful fishing don’t mix and anglers tend to seeksolitude even in normal circumstances. With the Government now actively considering what activities and which restrictions could safely beconsidered for early lifting we judged that the time was right to present these proposals to ministers ahead ofthe next review. Our job is not to say when such a move could be made - that’s clearly the role of Ministersacting on medical and scientific advice. Our job is to set out the how and the why which is precisely what thisreport does. We demonstrate that angling in the UK could be permitted as a safe, healthy, beneficial outdoor activity andwhy it should take its position at the front of the queue when restrictions are reviewed. Through our work withother angling bodies, in this country and across the globe, as well as by consulting with experts acrossmultiple disciplines - we have delivered a set of phased guidelines under which angling could be safelypermitted without increasing the risk of COVID-19 transmission when the Government begins to easerestrictions. We are both extremely grateful to our network of contacts and experts here in Britain and across Europe whohave given us their time and experience to help us build a case on behalf of the angling community. Wewould particularly draw attention to the figures in appendix 1 which show that where limited forms of anglinghave been allowed to continue there have not been any negative impacts. We all appreciate the huge benefits that angling brings to our health and well-being, as well as the economicand social impact our sport delivers. Through this report the Angling Trust is demonstrating that there is a safeand sensible pathway to get us back on the bank without compromising the NHS or the country’s fight againstthis dreadful Coronavirus. We commend our report to Government and look forward to their response.

Inmanywaysfishingalreadycomplieswiththegovernment’sguidelines–itisanaturallyself-isolaLng
pasLmethatispracLsedalone,outdoorsincondiLonswhichrequiresocialdistancingtotakeplace.
RecreaLonalfishingtranscendssocialandphysicalboundaries,engagesable-bodiedanddisabled
parLcipantsalike,andwiththemajorityofthepopulaLonlivingwithin5milesofawaterwayitcansafely
andpracLcallybeachievedwithoutsignificanttravel.
Thereisalargeamountofevidenceofthebenefitsanglinghasonbothphysicalandmentalhealth–itis
prescribedbyanumberofNHStrustsasaproventherapyformentalwellbeing,andnumerousmilitary
chariLesandorganisaLonstocombatPTSD.
Importantly,withboththegovernmentandSportEnglandworkinghardtoensureindividualsremain
acLve,62percentofangling’sparLcipantsidenLfythesportastheonlyphysicalacLvitytheytake.
EnablingindividualstosafelyfishwillhaveaposiLveimpactonthosewhoperhapscannotrunorcycle,
andwhoareatgreaterriskofinacLvityandtheassociatedmentalhealthchallenge.Formany,thisistheir
onlyexercise.
ItisforthesereasonsthatasyouconsideraposiLvemeanstomoveforwardweofferasafe,credible,
proven,andevidence-basedsoluLon.
TheenclosedguidanceisfirmerthantheregulaLonsoperaLnginGermany,Holland,Norway,Denmark,
CzechRepublic,IrelandandothercountrieswhohaveallowedanglingtoconLnueasasafeandbeneficial
acLvitythroughoutthisperiod.Significantly,astheencloseddocumentdemonstrates,thosecountries
whohaveconLnuedtopermitrecreaLonalanglinghavealsobeenamongthemostsuccessfulinlimiLng
thespreadoftheCoronavirus.Anglingisalowrisk,outdooracLvitythatgovernmentcouldpermit
withoutriskofincreasingtransmissionratesofCOVID-19.
Asdetailedinthedocumentfishingisself-policing.WehaveanexisLngandestablishedregional
communitynetworkof500trainedvoluntarybailiffswithaninfrastructureforqualifyingandreporLngruralcrimeandpolluLonincidentstotheEnvironmentAgencyandPolice.RecreaLonalfishinginEngland
andWalesisdirectlylicensedbythegovernmentand,therefore,wecanensurethatourparLcipaLonis
closelymonitoredandthattheseguidelinesareadheredto.
Finally,recreaLonalanglinghasaposiLveimpactontheeconomyandcontributescirca£4bnperyearin
theUK.TheEuropeanAngler’sAlliancenotesthatinHolland,wherefishinghasremainedpermiWed,the
contribuLontotheeconomyhasnearlytrebledin2020withlicencesalesincreasingbyover30percent.
ThereiseveryreasontoexpectaconsiderableeconomicboostonceanglingresumesintheUK.
TheAnglingTrusthasstoodfirmlybehindthegovernmentinitsmessagingonCOVID-19andwewill
conLnuetodoso–wehaveprovidedguidancetoregionalpoliceforceswhoarereferencingourposiLon
intheiracLons.

Anglingis,bydefini1onaself-isola1ngandsocialdistancingsport.Itislikelythatmanyanglerswillnotseeanotherpersonduringtheir1meonthewater.
94%ofthepopula1onlivewithin5milesofawaterwayandthereforefishingcanbeprac1sedunderthecurrentrestric1onswithoutsignificanttravelinlinewiththegovernment’scurrentguidanceonac-1vity.

Wearefacinganunprecedentedemergencyinmentalhealth.
Studieshaveshowntheclearbenefitsofanglingonthepersonalandmentalhealthofpopula1onsre-coveringfromstress.

AnglingisprescribedbyanumberofNHStrustsasaproventherapyformentalwellbeingaswellasnumerousmilitarychari1esandorganisa1onstocombatPTSD.
Importantly,withboththegovernmentandSportEnglandworkinghardtoensureindividualsremainac1ve,62%ofangling’spar1cipantsiden1fythesportastheonlyphysicalac1vitytheytake.
Enablingindividualstosafelyfishwillhaveaposi1veimpactonthosewhoperhapscannotrunorcycleandwhoarethereforeatgreaterriskofinac1vityandtheassociatedmentalhealthchallenges.

OthercountriesaresafelypermiUngfishing
BasedonevidencefromacrossEuroperecrea1onalfishingcouldbeprescribedasapermi:edac1vityundercurrentgovernmentguidancewithconfidencethatitwouldnotincreaseriskoftransmissionofCOVID-19.
There is no correla1onbetweenCOVID-19 relateddeaths and recrea1onal fishingbeingpermi:ed–quitetheoppositeistrue.(SeeAppendix1)
AnalysisbytheAnglingTrustusingthelatestdatafromWorldometers.infoshowsthatcountriesinclud-ingGermany,Netherlands,Denmark, Ireland,CzechRepublicandNorwaywherefishing ispermiVedarerecordingsignificantlylowerdeathtollsthanmanynaSonswhererecreaSonalfishingisbanned.WehaveresearchedthemeasuresadoptedbyotherEuropeanCountrieswhohaveallowedrecrea1on-alfishingtocon1nueinsomeformthroughthecurrentcrisisanddevelopedarobustsetofguidelinestoreflectandbuilduponinterna1onalbestprac1ce.(SeeAppendix2)
The evidence supports the view thatpermiUng recreaSonal anglingwould not hinder the govern-ment’saVemptstolimitthespreadoftheCoronaviruswhilstdeliveringsignificanteconomic,social,healthandwellbeingbenefits.

Fishingisself-policing
DavidBellamydescribedanglersascustodiansofthecountry’swaterwaysandwithoutthatpresenceonthebanksinstancesofruralcrimehaveincreasedsignificantly.
FreshwateranglinginEnglandandWalesiswellregulatedthroughtherequirementtoholdagovern-mentfishinglicencewhichcanberemovedfromtransgressors.TheAnglingTrusthasana1onalVolun-taryBailiffService(VBS)thatworksalongsidetheEnvironmentAgency’sFisheriesEnforcementstaff.Inaddi1on, clubs have their own appointed bailiffs and fisherymanagers. These 500 voluntary bailiffsalonedelivered28,000hoursofcommunityvolunteeringinthepastyearandhaveanestablishedandhighly successful repor1ngmechanismwithboth thePolice and EnvironmentAgency to ensure thatincidentsofruralcrime,poachingandpollu1onareprofessionallyloggedandpriori1sed.
The Angling Trust has been working with the Environment Agency, DEFRA and the GB Non Na1veSpeciesSecretariattopromotethe‘Check,Clean,Dry’bio-securitymessagetoanglersforseveralyearsandsoanglingisalreadyaheadofothersportswhenitcomestotheawarenessofavoidingcross-cont-amina1on.
Permilngrecrea1onalanglingwoulddecreaseruralcrimeandreducepressureonpoliceenforcementservices.
TheeconomicbenefittopermiUngangling
Therewouldbesignificanteconomicbenefits inallowingfishingasa“permi:edac1vity”without in-creasingtheriskoftransmissionofCOVID-19.
Angling isoneof theUK’smostpopularpasSmesandmakesan important contribuSon to theUKeconomy, generaSng £4billion annually and supporSng 40,000 jobs inmanufacturing, distribu1on,retailingandfisherymanagement.
The Government’s own report Sea Angling 2012 ac-knowledgedtheeconomiccontribu1onofrecrea1onalsea angling. It es1mated that sea anglers alone con-tribute£1.23billionp.a. intotheeconomyanduponwhich10,400fullSmejobsaredependent.Ifinducedandindirect impactsaretakenintoaccount,thesefig-uresriseto£2.1billionand23,600jobs.TheEuropeanAnglersAlliancenotethatinHolland,wherefishinghasremainedpermi:edthroughouttheCOVID-19periodthecontribu1ontotheeconomyhasnearlytrebledalreadyin2020.

Thisproposalprovidesthebasisforasafe,limited,resumpSonofoursportwhichwilldeliverhugebenefitstothementalhealthandgeneralwell-beingofmanythousandsofindividualswhohavebeencoopedupinsideforseveralweeksinstressfulcircumstances.ThisisaneasilymanageableandmonitorablepolicywhichrequiresnoaddiSonalresource.
ThispaperhasbeenproducedinconsultaSonwithourpartnersandexpertsfromallanglingdisci-plines.OurrecommendaSonshavebeenreviewedbymedical,legalandscienSficprofessionalsanddrawsuponbestpracSceandexperiencefromacrossEurope.

WequicklyestablishedaCOVID-19informa1onhubtoupdatethewholeoftheanglingcommunityonthelatestgovernmentadviceandtooffersupportandguidancetoanglingclubsandfisheries.
