World Water Day 2018: UNESCO report confirms trouble forIndia; major water crisis predicted by 2050

UNESCO's reportahead of World WaterDay on 22 Marchshould serve as awake-up call for ev-ery Indian. It high-lights how India isstaring at a deepeningwater crisis with fewsteps being taken toameliorate this bleaksituation. It predictsan intensified watercrisis across the na-tion by 2050, withmany parts of centralIndia battling a with-drawal of 40 percentof the renewable sur-face water resources.

More than half ofour rivers are heavilypolluted. Contamina-tion is no longer aproblem with surfacewater alone but alsowith groundwater re-sources which havebeen found to containboth metallic con-tamination and alsocontamination fromimproper disposal ofhuman excreta.

The Central Pollu-tion Control Boardhas doubled the num-ber of 'polluted' riv-ers from 121 to 275in the last five years,blaming the hugequantities of untreat-ed sewage beingdumped into our riv-ers for this state ofaffairs.

The CPCB collatedmonthly water quali-ty analysis figuressubmitted by all statepollution controlboards between 2015and 2016. The StatePollution ControlBoards evaluated 275rivers across 29states through 1,275monitoring stationson the basis of theirbiochemical oxygendemand - the concen-tration of oxygen re-quired for sustainingaquatic life - underthe National WaterQuality MonitoringProgramme.

The report foundthat while Maharash-tra had 49 pollutedriver stretches, in-cluding Mithi, Goda-vari, Bhima, Krishna,Ulhas, Tapi, Kundali-ka, Panchganga,Mula-Mutha, Pelhar,Penganga and Vaitar-na, among others, As-sam ranked second at28, Madhya Pradeshthird with 21, Gujar-at 20, and West Ben-gal 17.

The situation is nobetter in the southwhere the quantum ofwater in the main riv-ers including the Go-davari, the Cauveryand the Krishna ismuch reduced.

Water activist Boli-setty and Satyanaray-ana from AndhraPradesh points out,"In the Krishna river,there is no water be-yond the Srisailamdam which means thatfor last 140 kilome-tres (up to the sea) itremains largely a dryriver. Similarly, the

Cauvery is practical-ly dry beyond theMettur dam and thesituation is the samewith the Godavari riv-er after the Raja-mundhry dam."

"Already, farmersin Andhra Pradeshhave been asked notto grow water-inten-sive crops such aspaddy and sugarcanebut rather to growcrops which requireless water," said Saty-anarayana.

The scientists whohave helped put to-gether the UNESCOreport warn that thesituation withgroundwater isequally dire. TERI'sSK Sarkar points outthat groundwater de-pletion in Punjab,Haryana and Delhihas become so severethat it carries the riskof salinity.

The situation hasnow frighteninglyextended to centralIndia, where freshsurface water re-sources have beendepleted and ground-water is being ac-cessed in larger quan-tities.

The CPCB warnsthat if the situation isnot reversed immedi-ately, the "demand forfreshwater for alluses will be unman-ageable".

Water expert phys-icist ProfessorVikram Soni of JNUis in agreement withthe UNESCO report,pointing out that be-cause we have loadedour rivers with un-treated sewage fromour cities, effluentsfrom industries andpesticides and fertil-izers "our rivers areneither nirmal or avi-raal". The only wayout is "to start treatingall sewage in a decen-tralised manner at thecolony level. Thegovernment needs tofine and close downall industries that donot recycle and safe-ly dispense their pol-lutants into rivers,"he said.

Planning Commis-sion ex-member Mi-hir Shah had alsowarned that we willhave only half the wa-ter that we require by2030. That is why, ex-perts keep stressing

on the need to redrawthe agricultural mapof the country andswitch over to moreefficient water prac-tices including dripirrigation.

One clear indicatorof the strain is the an-nual per capita wateravailability. This was5,177 cubic metres in1951 but this has de-clined to 1,545 cubicmetres in 2011,against the interna-tional threshold forwater stress peggedat 1,700 cubic me-tres. However, Na-tional Institute ofHydrology pegs In-dia's utilisable percapita water avail-ability at just 938 cu-bic metres in 2010and expects this todrop to 814 cubicmetres by 2025.

Unregulated agri-culture and over-drafting of waterfrom the floodplainwould have the evenmore serious conse-quence of reducingwater levels in ouraquifers. If these fallbelow the level ofwater in the rivers, thepollution from therivers will seep in andcompletely destroythe aquifers, whichare irreplaceable.

Neither the waterresources ministrynor the Central WaterCommission has fo-cused their attentionon this problem.They need to act im-mediately since thisis the only source ofunpolluted water leftin the country.

Eminent water con-servationist and Ma-gasasy awardee Ra-jender Singh alsowarns of unprece-dented drought con-ditions that are in-creasing every yearacross larger swathesof the country, caus-ing further distress tomillions of farmers.

Singh said, "India isfacing severe droughtconditions acrossseveral states that in-clude MadhyaPradesh, Maharash-tra, Karnataka, Telan-gana, Andhra Pradeshand Tamil Nadu. Nei-ther the central norstate governmentshave come up withany long-term plan totackle this situation."

He finds it ironicand tragic that overthe centuries, Indiahad developed an ex-pertise to managedrought and had alsodeveloped an exper-tise on how to man-age floods. Both, hesaid, are the samesides of one coin.

"These traditional,community-driven,time-tested modelson how to handledrought as also ourwater resourceshelped ensure that ourrivers, lakes, wet-lands and other waterbodies remained in-tact over the centu-ries but are being to-tally ignored today,"said Singh.

"It is these areas ofexpertise that weshould have promot-ed within India andacross the globe. Wewere gurus in pro-tecting wildlife andnature. Other coun-tries could havelearnt this knowledgefrom us. But in allthese internationalmeets, the only greentechnology beingpromoted are tech-nology related to en-ergy efficiency,whereas our tradi-tional water manage-ment systems are notshowcased at all. Theonly people assistingour official delega-tions are corporateconsultants. How dothey represent theviewpoint of millionsof Indians?" Singhasked.

Singh went on toadd that India hadmissed a great op-portunity to becomea rallying point forother nations?

He cited the exam-ple of how PrinceCharles had ap-proached him to helpprovide solutionsfor the flooding ofthe Thames river inthe United Kingdom."I went there to makean on-the-spot as-sessment. I providedhim with a tradition-al Indian solutionwhere the flow of theriver was sloweddown by the con-struction of smallbarrages at the plac-es where the rivermeandered. I provid-ed them with a typi-cal Indian solution

which the UK gov-ernment has happilyaccepted,"

"Now I am invitedthere (periodically)to monitor the riverflow. There are hun-dreds of Indians whopossess similar ex-pertise. Why is thegovernment not us-ing their skills andknowledge?" he won-dered.

"All our water bod-ies - whether our riv-ers or our tanks,ponds and wells - arefacing major en-croachments. Weare also plagued withthe problem of over-extraction. Ourpresent educationalsystem has come upwith a breed of stu-dents who are taughtsubjects such as soil,climate and wateruse without under-standing that theseare evolutionary re-sources that are irre-placeable," Singhsaid.

Realising the grav-ity of the situation,Satguru Jaggi Va-sudeva in his Rallyfor Rivers campaignhas proposed that aone-kilometre-widebelt along riverbanks be reservedfor generating treecover. He furtherproposed that theCompensatory Af-forestation Fund Actcould make Rs 6,000crore available annu-ally to state govern-ments to grow treesalong the river banksas these would pro-vide environmentaland economic bene-fits to the farmingcommunity and tothe people at large.

Out of all the wateron the planet, onlyabout two percent isfresh water. A largeportion of this waterworldwide has al-ready been contami-nated by chemicals,industrial effluents,sewage, and fertilis-ers. Only fresh watercan be used for hu-man consumptionand agriculture. Thiswater is not just forhuman beings. I tmust be shared withall living creaturesand it is this two per-cent of the fresh wa-ter that we must en-deavour to save.
