The Maryland Department of Agriculture, Mosquito Control Section, has prepared anestimate of operating expenses for mosquito control in Queen Anne’s County during the 2020season. This budget estimate is based on previous years’ expenditures and anticipated costs forthe upcoming season.

The proposed mosquito control budget for the 2020 season in Queen Anne’s County isenclosed. If these amounts are acceptable, please sign and return two copies. If you wish torevise the suggested amounts, please line through the typed amount, write the new amount,initial and return two signed two copies of the document to the Maryland Department ofAgriculture. Please note that if the local and/or county share is reduced, there will be aproportional reduction of State funds allotted. Once the copies are received by the Department,both copies will be signed, one will be returned to you, and one will remain in the Departmentfile.

Please give this matter prompt attention as mosquito control activities will be startingsoon in many’ areas. Thank you for your continued support. Brad Childress received a Critical Workforce loan around April 2010. Mr. Childress had his firstmortgage through Queenstown Bank and as always our loan subordinates to the first loan. Perthe attached memo, Mr. Childress would like to refinance the first loan with Quicken Loans inorder to reduce his interest rate and monthly payments. Therefore, we need to resubordinatehis loan that he has currently with the County.

Per Patrick Thompson’s review, we are required to complete a Subordination Agreementbecause Mr. Childress is paying more than $5,000 in closing costs. There will be no cash backat the closing.

Per your request, the following is my official “Request for Approval” to use excesscurrent year budgeted funds originally designated for salaries and/or benefits to purchase twoToyota Rav4 hybrid SUV vehicles to be used by our Public Information Officer and ourVolunteer Auxiliary Deputies. The total cost for both of the vehicles, installed emergencyequipment and markings is $66,124. These vehicles will be valuable to our overall operationproviding reliable and cost-effective vehicles for our highly mobile Public Information Officer(soon to be hired) and for our volunteer auxiliary staff who work and attend events andassignments all over the County on a regular basis. The 2020 Toyota Rav4 Hybrid SUV isestimated to get 41 city/38 highway miles per gallon of gas. We also believe these vehicles willbe highly reliable with a very low cost for maintenance. These model vehicles are currently onthe Howard County contract which is the contract we plan to use.

Agriculture is Maryland’s number one industry. This industry is constantly shrinking, while ourpopulation continues to grow. Meaning we have to supply more food on less land. With this in mindagriculture is crucial for our survival. In 2017, a coalition of agriculture educators and professionalsjoined together to host “Agriculture Awareness Day” for all 7th grade students across Queen Anne’sCounty. This event was very well received by students, educators, parents and the agriculturecommunity.

This coalition will again be hosting our 4 annual “Agriculture Awareness Day” on June 4t17 and 5”,2020. We will use Next Generation Science and Maryland Environmental Literacy Standards to guide usin educating the students in all areas of agriculture as well as discuss future careers in agriculture. Wewill do this with the use of four educational stations throughout the day that provide hands oneducational experiences and activities in the areas of crop growth & harvest, technology, farm animals,aquaculture, nursey, produce, plant life cycles, and how to start a career in the agriculture.

This educational experience will be held at the Queen Anne’s County 4-H Park, located outside ofCentreville, during school hours.

We are once again seeking partners to financially support this agriculture education event. Funding isneeded to support transportation of students for two days, supplies for the educational stations, andlunch for our volunteers. New this year we will be purchasing drawstring bags for the students. Thesewill be used throughout the day to keep any materials they collect, as well as help keep them organizedin their color groups when they arrive. If you are interested in being a sponsor of the drawstring bagsspecifically, we will include “sponsored by: your name or logo” on the bags given out as well. Queen Anne’s County Government will be organizing several efforts, sponsored by the MarylandDepartment of Planning to encourage response to the 2020 Census. The Grasonville Community Day will

be the first of two events sponsored by the 2020 Maryland Census to assist residents with response to

the 2020 Census. The State of Maryland awarded grant funding to eastern shore counties to be used for

events and marketing to support the efforts of 2020 Census.

Grasonville Community Day will be held on Saturday, March 28, 2020 from 11:00 am till 2:00 pm at the

Grasonville Community Center located at 5601 Main Street in Grasonville Maryland.

The event will feature free entertainment and lunch for residents and the opportunity to respond to the

2020 Census. The Federal Census Department will be on site and available to assist attendees with

answering the Census via the new online system or by phone. The first 50 people to check in at the 2020

Census tabte will receive a Wawa gift card.

There will be a variety of vendors offering information to promote healthy families. Vendors include

Department of Emergency Services, Nielson Center, QA Master Gardner’s, Board of Elections and League

of Women Voters, Chesapeake Helps, Haven Ministries, QAC Library, Grasonville Volunteer FireDepartment and several more.

BACKGROUNDWe recently became aware that the Mears Point Marina property located in the Kent Narrows was

recently purchased by Safe Harbor Marinas. This includes the Marina as well as the Annie’s and Red

Eye’s restaurant real estate. The marina will now be called Safe Harbor Narrows Point. The new

ownership has plans for infrastructure improvement as well as marketing efforts to drive traffic and

revenues to its new property. This transaction also included the purchase of Great Oak Marina in Kent

County, MD.

PRESENTATIONEconomic and Tourism Development has requested that the Regional Vice President of Safe Harbor

Marinas, Jeremy Rose, come before the commissioners to give an update on the purchase, plans for the

property as well as the future of the proposed development that was previously approved under prior

ownership. The Kent Narrows is an important Tourism Asset for the County and we strive to develop

relationships with the businesses located within this area.

We are looking forward to making our quarterly presentation to the Commission about theDepartment of Community Services. For this presentation I will present the Department ofCommunity Service’s Annual Report for fiscal year 2019. It provides a brief overview of theArea Agency on Aging, Housing and Community Services and the Local Management Board(LMB). The information and statistics included are a testament to the hard work of ouremployees and their committment to serving the residents of Queen Anne’s County.

Following the presentation of the Annual Report and in keeping with our recent theme: HelpingCitizens Across the Lfe Span, Michael Clark, Chief of Housing and Family Services, willprovide a brief overview of the Local Management Board through a presentation entitled:“Making a Difference Through Partnerships.”

It gives me great pleasure to present the QueenAnne’s County Department of Community ServicesAnnual Report for FY 2019, I am extremely proud ofthe agency’s achievements this past year and the hardwork shown by the dedicated staff serving thecitizens of Queen Anne’s County.

Throughout FY 2019, staff continued to excel despitethe challenges that are presented with suchvulnerable populations. The members and staff of theQueen Anne’s County Local Management Boardcontinue to work hard to address the needs of ourchildren and families. For example, Healthy Families isa home-visiting program that provides long-termvoluntary support to families from the prenatal perioduntil their child enters a full-time educational setting.This leads to fewer children in social welfare, mentalhealth and juvenile correctional systems. The Housingand Community Services Division continues tosupport first-time home buyers in Queen Anne’sCounty through the Moderately Priced Dwelling UnitLoan Program and the Critical Workforce MortgageProgram. These programs allow more countyresidents to experience the American dream righthere in Queen Anne’s County. The Area Agency onAging went live with new transit scheduling softwareand completed a five-year TransportationDevelopment Plan, which will vastly improve servicesto county residents. All three divisions are workingwith the county on the development of the newYMCA in Centreville, which will house a Senior Centerfunction as well!

Over the past year, the Department has focused moreon telling the story of our successes and less oftypical data and fiscal accounting information. Thatfocus honored us with a visit by Lieutenant GovernorBoyd Rutherford. The Department was graciouslyappreciative of the Lt. Governor for the opportunityand acknowledgement of valuable programs weextend to the citizens of Queen Anne’s County.

Through such efforts of all divisions, communitymembers, boards, partners and volunteers, theDepartment of Community Services is ready tocontinue advocating for the betterment of ourcitizens.

FY19 ANNUAL REPORT

• FY19 had 2,338 unduplicated participants across thethree Senior Centers, with 94,465 units of service. Therewere also 382 unduplicated congregate participants with6,009 congregate meals being served.

• The first Senior Sports Summit was offered inpartnership with a grant from Maryland Department ofAging. For the weeklong event, September 29,2019-October 4, 2019, there were 50 participants.Seventeen of which signed-up as new Senior Centermembers, participating in events such as: Pickleball,Corn Hole, Puzzle Competition, Frisbee Throw, FreeThrow. 1 Mile Walk, Dance, Bocce Ball, and Shuffleboard.The grant also allowed for training sessions to continueafter the Sports Summit, for people to train for nextyear’s events.

• FY19 provided 26,624 transports in County Ride ofwhich 11,276were door to door trips and 15,348 werepublic fixed-route trips.

• Transit purchased two new buses funded 90% throughMTA and 10% locally. These have replaced older busesthat have met the useful life cycle and needed to beretired due to age and mechanical issues. The buses areused for public fixed-route trips and door to doorservices.

• After receiving the Maryland Department ofTransportation Statewide Transit Innovation Grant,Transit purchased a new innovative transit schedulingsoftware which was installed and activated and runningsuccessfully in place of a very antiquated system. Thenew software includes: dispatch management, driverdata and logs, fixed-route management, mileagetracking, multiple route support, scheduling and billing.

• FY19 served 15,022 Home Delivered Meals to 89individuals, 33 who are at high nutrition risk.

• Successful outreach events included: Annual SeniorSummit; MAP Caregivers Conference, Elder AbuseAwareness event. Centreville Days and Make a DifferenceDay. Outreach and Information & Assistance provided tothe public through our partner QACTV.

• Through the Senior Medicare Patrol (SMP) program, astaff Program Specialist was able to assist an older adultin the community to get medical claims paid that werenot originally submitted with the proper documentation.Appeals were submitted to Noridian who is Medicare’sQIC and over $40,000 of the original $50,000 due weresuccessfully paid.

• Received continued funding for the third consecutiveyear from the Governor’s Office for Crime Control andPrevention to provide the Substance Abuse PreventionProgram in Queen Anne’s County Public Schools forFY20.

• Received $335,286 in funding from the Governor’s Officefor Children to respond to Governor Hogan’s priorityareas of: Opportunity Youth (also known asDisconnected Youth, youth from 16-24 who are not inschool and not working); At- Risk Youth: and ChildrenAffected by a Caregiver’s Incarceration.

• Through enhancement funding awarded by theCommissioners, a Hunger Backpack Program wasestablished in FY16 and continues to thrive in FY20, InFY16, 226 children were given food on a weekly basis. in2019 it increased to serve 401 children.

• Distributed funding awarded by the Commissioners formultiple family programs such as Out of School timeactivities, hunger avoidance programming and supportof the Department of Social Services. Over 1,900 youth,children and families were served by programs fundedby the LMB in FY19.

• The Local Care Team, a comprehensive interdisciplinaryteam, served 13 new youth in FY19, reviewed 30 casesand were able to eradicate problems to eliminate theneed for referrals to in-state and out-of-state residentialplacements.

• Two interactive trainings were provided through outsidefunding sources for Queen Anne’s County professionals,volunteers, and staff to increase knowledge andawareness on communicating with at-risk adolescentsand disconnected youth. Motivational Interviewing washeld in July, presented by Dr. Karen Ingersoll, PhD,Associated Professor at University of Virginia HealthSystem, Department of Psychiatry and NeurobehavioralSciences, and had excellent attendance. The facilitatorprovided methods to elicit internal motivation to changebehavior. In October, through a grant provided by theGovernor’s Office for Children; Dr. LaMarr Shields, TheCambio Group, presented “Hurt People, Hurt People: TheEffects of Trauma on Young People and Those WhoServe Them.” Both trainings had a lasting effect onattendees and created a more trauma-informedapproach and favorable responses in behavior changes.

kTPa• The Resource Development Specialist applied for

12 grants and other funding opportunities in 2019,resulting in total awards of $568,400; and$1,585,650 since the position began in FY16, forthe Department of Community Services.

The Homeless Prevention Unit - Rapid Re-HousingProgram housed 13 families totaling 43 people(adults and children) in FY19. In order to qualifyfor the Rapid Re-Housing Programfamilies/individuals must be “Literally Homeless,”which means they are in a homeless shelter, in acar, on the streets, in a hotel paid for withvouchers from service providers, etc. Thisprogram requires intensive case management toensure that the families/individuals leave theprogram more self-sustainable. Other homelessprevention programs were able to assist 52families totaling 118 adults and children in FY19.

• The Affordable and Critical Workforce HousingUnit - In FY19 the Critical Workforce Programmade 2 first-time homebuyer’s loans for membersof Queen Anne’s County Critical Workforce. TheModerately Priced Dwelling Unit Program made 6first-time homebuyer’s loans.

• The Housing Livability and Rehabilitation Unit - InFY19 the Special Loans Program made 5 loans forvarious rehabilitation projects, such as: repairHVAC, install septic, replace roof and doors, and

• The division orchestrated the sixth annual Make A‘ Difference Day on November 2, 2019. Ninety

families attended the event with a total of 186attendees This year was a 49% increase from theprevious year with 59 families and 95 attendees

Talkie Communications — Introduction and Letter of Recommendation

County staff has spoken with Talkie Communications (Talkie) from Chestertown, Maryland. Talkie hasplans to expand their operations in the northern portion of the County — see attached.

Talkie would like to give a brief overview of their company and plans moving forward. They are alsopreparing to apply for Federal broadband funding through the Reconnect Grant. In preparation forthis grant they have requested a letter of recommendation from the County in support of their efforts.

A draft letter of recommendation is attached.

Queen Anne’s County strongly supports the expansion of broadband to the un- and underserved areas of Queen Anne’sCounty.

There are approximately 4,000 households that do not have access to wired internet in Queen Anne’s County. Theseinclude less dense areas along the Chester River as well as rural areas on the outskirts of incorporated towns andcrossroads. The geography of our County with waterways and large open expanses makes the return on a broadbandexpansion less than inviting for many wired and wireless providers. The County has heard the frustrations from parentswhose kids cannot do their homework or take courses and tests from home. Frustrations are also heard from those in the

c, agriculture industry that know they are at a disadvantage because of the lack of broadband and the technologies notavailable to them. The County has become more aware of the impact that a lack of broadband has as new technologies foreducation, agriculture, public safety, healthcare, etc. are made available in areas that have it.

Queen Anne’s County formed a Broadband Advisory Committee in June 2018 to attempt to address these issues and thereis currently a Broadband Feasibility Study (BFS) underway. The County is already familiar with where there is a lack ofbroadband and the outcome of the study will help determine the “how” to get broadband to these areas.

The Committee and BFS consultant have met with multiple broadband providers to detemine and assess their capabilitiesand willingness to coordinate efforts with the County. A lot has been learned from each potential vendor along with aninstilled belief that the best step forward is to partner with local providers who have a shared interest in expanding theirnetworks and investing in the future of our rural area.
