Wood energy, why is everybody talking ?

International framework: • Climate protection (Kyoto protocol, Johannesburg

implementation plan )• Energy supply security• Sustainable energy supply (International conference on renewable

energies - Bonn) Europe:• EC Strategy and action plan on renewable energy sources • EU Directive on Electricity from Renewable Energy Sources • EU Biomass action plan • EU Forest action plan (bioenergy key action 4)• European directive on wood waste• Ministerial conference on Environment in Europe • Ministerial Conference for the protection of the forests in Europe

wood energy go to?

Where does wood for energy come

from? – How does this affect forestry?

Within the forestry and timber sector differing information wood energy and corresponding volumes of roundwood equivalent can be found on national level.

Official statistics cover traded goods and consumption.

Fuel wood for private use is often traded in informal markets or used through auto consumption.

Wood for energy is a value traded good – poor definition in the harmonized trade HS/SITC.

National data on wood energy often tend to make a

=> Underestimation of wood energy

and its role for national energy supply as well as its role for the forestry and timber sector.

Dilemma

+ Provide complementary information to studies on potential wood volumes for energy use

+ Avoid double work: cooperate and decrease the amount of circulating enquiries for different sectors. Merge existing questionnaires ?

Collecting disaggregate detailed data keeps national information precise when possible. Provide good energy overview.

Aggregates/estimates accepted and desired in case of missing details (collected under “Total”).

Correspondents are encouraged to reach out to specialistsand other involved sectors (energy, waste, statistics).

Output scheme:

Comprehensive aggregate data deriving from the UBET scheme (User =>Consumer).

17 replies: Austria, Cyprus, Czech Republic, Finland, France, Lithuania, Netherlands, Slovenia, Sweden, Switzerland, USA and Canada + 5 statements of unavailable data.

5 pending replies:Italy, Estonia, United Kingdom, Germany and Norway.

The quality of the received data is good for the direct and partly for the indirect wood supply.

Problems could be found for the energy generation and the recovered wood …

Recovered wood is a weak point in many responses.

Excellent possibility for cooperation =>no danger of double counting

Actual work:Verification of the supplied data with other available data bases.Clarify remaining questions with the correspondentsComplete missing data based on studies/projects etc.

Data presentation:Feed national data into the Output Matrix and line out the importance of wood energy for wood and energy sector in each country (few desktop studies)Sub-regional sum-up (Europe and North America)

If data collection successful, baseline for future data collection (continuity and comparability over time)

Encourage improved data collection at the national level (use Joint Wood Energy Enquiry as archetype ?)

Improve communication between different sectors (waste management, COST e31, Bioenergy (IEA) etc.)

Harmonization of definitions and conversion factors ?

The Joint Wood Energy Enquiry – Future

By participating in the COST E31 meeting we hope to:

Learn about projects, processes, progress and problems inclosely related fields like recovered/post-consumer wood.

Encourage cooperation and networking.

Explore adoption or harmonization of structures and/or figures to facilitate data compatibility.

Use national figures from COST E31 in the JWEE ?

Before we come to the questions…
