IN AFGHANISTAN

About 400 people are displaced every day in Afghanistan. With the

conflict intensifying in recent years, entire communities have fled their

homes in search of greater security and their numbers are rising.

Tens of thousands of people have sought shelter in slums in the capital,

Kabul, as well as Herat, Mazar-e-Sharif and other cities. They construct

makeshift dwellings in abandoned lots, living day to day under the

constant threat of eviction.

Even in the context of widespread poverty and malnourishment in

Afghanistan, displaced families who seek safety in these slums are

among the worst off. The abysmal conditions in which they are forced

to live with little or no access to clean water, food, health care andschools, often for months or years fall far short of the requirements

of international law.

Yet many Afghan officials deny that internal displacement is a problem,

or dismiss those who have fled insecurity as economic migrants.

As a consequence of the conflict, many of the displaced are viewed with

suspicion, even by those who are charged with ensuring their safety. But

such attitudes cannot be used to deny them protection Working with
