The funds were raised from the auction of a Mule Deer tag and a California Bighorn Sheep tag to be hunted on the Island this fall. The tags were auctioned last February at the Western Hunting and Conservation Expo (WHCE) held in Salt Lake City. The Mule Deer Tag sold for $265,000 and the Sheep tag sold for $50,000. The WHCE retains ten percent of the sale price. Mule deer have not been hunted on Antelope Island for more than 30 years. Bighorn Sheep have not previously been hunted on the Island. The bighorn sheep were transplanted to the Island in 1997 by the Utah Division of Wildlife Resources. The sheep herd has served as a source of transplant animals for the West Desert area of Utah. The most visible Island resident is the bison. “From bison and bighorn sheep, to mule deer and pronghorn, all island wildlife will benefit from this generous gift,” said Director Mary Tullius, Utah State Parks and Recreation. Mike Styler, Executive Director of the Department of Natural Resources said, “This is a prime example of sportsmen reinvesting in habitat, and in this case the recipient is a great state park. Because of one deer and one bighorn sheep tag, we will have more than $280,000 invested directly into habitat work.” Byron Bateman, President of Sportsmen for Fish and Wildlife said, “The $283,500 raised at this year’s Expo is a win/win for Utah State Parks and the bighorn sheep and mule deer that live on Antelope Island with 100% of the money going directly to projects to benefit both species.” State Park budgets have been reduced in recent years resulting in layoffs and some parks potentially being shut down. The auctioning of these special tags will bring much needed funds to help maintain and improve wildlife habitat on the Island that wouldn’t be available due to the budget cuts. “We are glad we can help fund wildlife projects on Antelope Island during these difficult economic times,” said Miles Moretti, President and CEO of the Mule Deer Foundation. “This is a great example of a public/private partnership finding innovative ways to provide funding for the Park.” In addition to the two auction tags, a public drawing was held for one deer and one sheep tag. SALT LAKE CITY, Utah –-(Ammoland.com)- The Mule Deer

Foundation and Sportsmen for Fish and Wildlife presented a check for

$283,500 to the Utah Division of State Parks and Recreation for wildlife

habitat improvement and management work on Antelope Island State

Park which is located in the Great Salt Lake.

The funds were raised from the auction of a Mule Deer tag and a

Mule deer have not been hunted on Antelope Island for more than 30

years. Bighorn Sheep have not previously been hunted on the Island. The

White House OK’s Multiple Gun Purchase Tracking to Distract

ATF to Require Multiple Sales Reports for Sporting Rifles

AmmoLand Gun News

Manasquan, NJ --(Ammoland.com)- The White House on Monday

gave the green light to a controversial new gun rule requiring dealers in

Southwestern states to report multiple sales of semiautomatic rifles in a

“crackdown on gunrunning to Mexico“.

The rule, which had been opposed by the National Rifle Association and

members of Congress, takes effect immediately. It requires dealers to

alert authorities when a person buys within five days two or more

semiautomatic rifles greater than .22 caliber with detachable magazines.

The new rule will apply to about 8,500 dealers operating in California,

Arizona, New Mexico and Texas, where drug traffickers are known to

acquire most of their new weapons.

The decision comes in the middle of a congressional investigation into a

bungled ATF gun-smuggling investigation code-named “Fast and

Furious.” Many current and former ATF agents said that if the new

reporting rule had been in place, it might have prevented the types of

mistakes made by the ATF in that investigation.

semiautomatic rifle sales. http://tiny.cc/mp0ti

Key Campus Firearms Carry Victories in Wisconsin & Virginia

Students for Concealed Carry

Any Campus, USA --(Ammoland.com)-As college students across the

country prepare to convene in the nation’s capitol to discuss college gun

bans on August 8th, two more states have expanded the right to carry

concealed weapons on campus.

Wisconsin became the 49th state to decriminalize bearing arms for

defense when Governor Scott Walker signed SB 93 into law on July 8.

The law, which goes into effect in November, removes the state

prohibition on concealed carry, limiting possession of firearms on K-12

institutions but excluding college campuses.

“Carrying a concealed weapon for protection is no longer a

criminal offense in Wisconsin,” said David Burnett, a

spokesman with Students for Concealed Carry.

“It remains to be seen how much power the colleges will have

to regulate self-defense on campus, but this is clearly a step in

the right direction.”

The bill passed despite efforts of gun control advocates to maintain the

ban on self-defense. “[G]un violence cannot be stopped with more guns,”

argued Virginia Tech victim and gun control advocate Colin Goddard in a

June 24th editorial. Ironically, the perpetrator of the Virginia Tech

massacre had more than 200 rounds of ammunition left when he took

his own life in response to the approach of officers, who were

presumably carrying guns.

Meanwhile, Virginia’s Attorney General Ken Cuccinelli issued an opinion

on July 1 stating that policies set in place by the University of Virginia

“may not be used to prohibit persons with such a permit from carrying

a concealed firearm into the buildings covered by the policy.”

The ruling invalidates the University of Virginia’s previous ban on

lawfully-armed visitors to the campus, though the college can still

penalize residents, students and faculty of the campus for protecting

themselves with firearms.

“It certainly can be argued that [gun ban] policies are

ineffectual because persons who wish to perpetrate violence

will ignore them, and that the net effect of such policies is to

leave defenseless the law-abiding citizens who follow these

policies,” wrote Cuccinelli.

The opinion is forcing other colleges, including Virginia Tech, to revisit

their rules.

“This is a tremendous step forward for college students and

teachers in both Wisconsin and Virginia,” said Burnett.

“Almost half the states in the union took up the issue this

year, and our group won’t stop until we vote down every law

that forbids us from fighting back.”

About:

Students for Concealed Carry on Campus (SCCC) is a national, non-

partisan, grassroots organization comprising over 44,000 college

students, professors, college employees, parents of college students, and

concerned citizens who believe that holders of state-issued concealed

handgun licenses should be allowed the same measure of personal

protection on college campuses that current laws afford them virtually

everywhere else. SCCC has members in all fifty states and the District of

Columbia. SCCC is not affiliated with the NRA or any other organization.

Second Amendment Foundation Continues To Fight For Your

Rights At The United Nations

Second Amendment Foundation

BELLEVUE, WA --(Ammoland.com)- The Second Amendment

Foundation, represented by Alan Gottlieb and Julianne Versnel, is in

attendance at the Third Preparatory Committee Meeting for the Arms

Trade Treaty (ATT) in New York this week.

These meetings lay the ground work for the final negotiation sessions of

the ATT in 2012. SAF’s position is firm- an ATT which in any way affects

the constitutional rights of American gun owners is totally unacceptable.

Civilian firearms and ammunition must not be within the scope of the

United Nation’s Arms Trade Treaty. There is no compromise on this

crucial point.

The Second Amendment Foundation has been active for years at the

United Nations both its headquarters in New York and Vienna, Austria

and elsewhere internationally in response to anti-gun rights initiatives

that would restrict our sovereignty. In addition to attending the first two

preparatory meetings, SAF was represented at the May meeting of

Governmental Experts where marking, tracing and record keeping

policies were discussed.

SAF is a Member of the Executive Committee of the World Forum on the

Future of Sport Shooting Activities, a recognized Non-Governmental

Organization (NGO) at the United Nations. This status allows us to

closely monitor the internal UN debate over firearm issues and report

back to our members and supporters.

This NGO status has also allowed SAF to take an active role in speaking

at the UN, most recently at the Programme of Action to Prevent and

Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its

Aspects in 2010.

In addition to its UN and World Forum on the Future of Sport Shooting

Activities, SAF is a founding member of The International Association

for the Protection of Civilian Arms Rights (IAPCAR) which includes

scores of national and international organizations, representing tens of

millions of firearm and knife owners worldwide.

In March, Alan and Julianne received a commemorative muzzleloading

rifle in recognition for their international work protecting the rights of

gun owners presented by FISAT (the Italian shooters association), and

Chiappa Firearms during the EXA exhibition in Brescia, Italy.

The Second Amendment Foundation (www.saf.org) is the nation’s oldest

and largest tax-exempt education, research, publishing and legal action

group focusing on the Constitutional right and heritage to privately own

and possess firearms. Founded in 1974, The Foundation has grown to

more than 650,000 members and supporters and conducts many

programs designed to better inform the public about the consequences of

gun control. In addition to the landmark McDonald v. Chicago Supreme

Court Case, SAF has previously funded successful firearms-related suits

against the cities of Los Angeles; New Haven, CT; New Orleans; Chicago

and San Francisco on behalf of American gun owners, a lawsuit against

the cities suing gun makers and numerous amicus briefs holding the

Second Amendment as an individual right.

Pennsylvania Game Commission

HARRISBURG, PA --(Ammoland.com)- Pennsylvania Game

Commission officials today announced the technical problems that

disrupted hunting license sales statewide for 10 hours on Sunday, July

10, have been resolved.

Thousands of hunters were inconvenienced.

Active Outdoors, the Nashville-based license sales company contracted

by the Game Commission and Pennsylvania Fish and Boat Commission

to sell licenses, experienced a service interruption with its point-of-sale

system that prevented licenses sales from being finalized from 11 a.m.

until 9 p.m.

The disruption has been resolved and the automated system is

functioning properly. But hunters who purchased licenses during the 10-

hour period are being contacted to straighten out validation issues

associated with their license transactions.

“During this 10-hour period, about 85 percent of our issuing

agents were unable to complete license sales transactions,

and 5,173 attempted transactions needed to be corrected,”

said Dot Derr, director of the Game Commission Bureau of

Administrative Services, which oversees license sales. “Active

Outdoors is contacting issuing agents involved in the faulty

transactions, and then will be reaching out to the individual

license buyers to correct the problems with those sales.

Presently, Active Outdoors has corrected nearly 2,000

transactions, and will continue until all have been addressed.

“However, we don’t know how many hundreds more, if not

thousands, of license buyers were turned away when they

attempted to purchase their licenses due to Active Outdoors

system error.”

Derr noted that those issuing agents on a web-based system were able to

process license sales without interruption. Additionally, those who

purchased licenses through the Game Commission’s “Outdoor Shop” on

the agency’s website were able to complete the transaction, but those

customers will be mailed a license within 10 business days.

“License sales were underway today, and everything appears

to be back on track,” Derr said. “Also, county treasurers

utilize a web-based system for issuing antlerless deer licenses,

so this weekend’s problems will in no way impact the

processing of antlerless deer licenses that began today.”

Active Outdoors said that the system malfunction was not related to the

volume of license sales, but rather it was due to an incorrect behavior of

the system.

“We sincerely regret the inconvenience to our valued

customers – the Pennsylvania Game Commission and the

Pennsylvania Fish & Boat Commission – and their license

vendors and customers due to the system issue on Sunday,

July 10, which prevented POS license vendor locations from

selling accurately printed license documents to customers,”

said Denny Bennett, General Manager, Active Outdoors.

“We are working with the Game Commission and Fish and

Boat Commission and their license vendors to minimize the

adverse effects of this incident. The root cause of the incident,

which does not appear to have been related to volume or

capacity issues of our system, is being thoroughly

investigated. Any system infrastructure or software issues

that are identified will be promptly remediated.

“We have been proud to operate the ASLS for the Fish and

Boat Commission since 2007, and for the Game Commission

since 2009, with very few technical issues. We remain

dedicated to maintaining a very robust and reliable system

for our valued customers.”

Derr encouraged those who were unable to purchase a license yesterday

to visit a local issuing agent today, especially if they are interested in

applying for an antlerless deer license. For those who purchase a license

online and want to apply for an antlerless deer license now, they will

need to have the copy of their purchase receipt, which will have their

Customer Identification (CID) number.

“Using the generic antlerless deer license application from

the Game Commission website, or on page 47 of the 2011-12

Digest that they can pick up at any issuing agent, and an

official pink envelope, resident hunters still can submit an

antlerless deer application,” Derr said.

Generic antlerless deer license applications can be printed by going to

the Game Commission’s website (www.pgc.state.pa.us), putting your

cursor over “SELF-HELP” in the banner menu listing, then clicking on

“Download Forms and Brochures” in the drop-down menu listing and

then selecting “Application for Antlerless License” in the first column

under the “Forms” section.

Georgia DNR WildlifeResources Division Celebrates ACentury Of ConservationJUL 11, 2011 04:08P.M.

Georgia DNR Wildlife Resources Division Celebrates A

Century Of Conservation

Georgia Department of Natural Resources

SOCIAL CIRCLE, Ga. --(Ammoland.com)- July 11 marks 100 years of

conservation in Georgia, where outdoor recreation packs a $3 billion-

plus economic punch each year and biological diversity ranks among the

richest in the U.S.

A century ago, concerns about declining wildlife populations fueled a

national conservation movement. Georgia lawmakers responded by

approving legislation on July 11, 1911, to create the state’s first wildlife

agency.

What was then the Department of Game and Fish was envisioned as a

network of county game wardens and regulations aimed at protecting

and restoring populations of “game, fish and birds … for the enjoyment

of all the people.”

What is now the Department of Natural Resources’ Wildlife Resources

Division is fulfilling that vision, and more.

“As one of the fastest-growing states in the country, Georgia

faces the enormous task of balancing increasing demands on

our land and water with the conservation and management of

important wildlife habitats and species,” DNR Commissioner

Mark Williams said. “For 100 years, DNR’s Wildlife

Resources Division has done an outstanding job of protecting

our natural resources while also providing abundant

opportunities for outdoor recreation.”

The Wildlife Resources Division regulates hunting, fishing and boating,

protects nongame and endangered wildlife, provides conservation

education, manages habitat, and enforces laws for the protection and use

of Georgia’s natural resources.

Division Director Dan Forster said that with “roots firmly embedded in

law enforcement,” the agency has “effectively evolved over time to meet

the new and varying challenges of the day.”

The evidence is easy to find. Georgia’s deer herd has boomed from about

12,500 animals in 1937 to nearly 1 million. Sport fisheries are thriving in

lakes, trout streams, rivers and public fishing areas. Some 200

conservation rangers patrol woods and waters, safeguarding wildlife and

the public. Wildlife management areas provide almost 1 million acres of

public hunting opportunity. A State Wildlife Action Plan guides

conservation of nongame wildlife, helping preserve Georgia as a top-six

state in biological diversity while also grappling with significant

challenges such as habitat loss.

The division’s work helps fuel an annual economic impact estimated at

$3.3 billion alone from hunting, fishing and wildlife watching, according

to the most recent U.S. Fish and Wildlife Service survey.

Yet, suggested Forster, the impact reaches even further, to clean air,

clean water and the conservation of wildlife and wild places that enrich

all Georgians’ everyday quality of life.

Now and for the next 100 years.

New Jersey Second Amendment Society

New Jersey --(Ammoland.com)- I recently had the opportunity to try

out the F.A.T.S training system after taking a level two Urban Pistol class

at the Police Academy range.

The class was fantastic but after it was over, I peeked in the room where

the F.A.T.S training sessions were being conducted.

F.A.T.S stands for FireArms Training Simulator.

It is an entirely interactive system that uses a computer program, a large

screen and very realistic firearms that are loaded with computer chips

instead of ammunition. It looks somewhat like a big video game, but it is

definitely not a game.

The F.A.T.S system is used in police and military training. It costs

upwards of $150,000 and was designed to be used with many types of

firearms – however, each type of firearm added to the system costs

several thousand dollars. The software on this F.A.T.S system was

designed to simulate police calls and stops and the firearms were all

corded (i.e. attached) to the computer. There are systems where the

firearms are not corded, and the guns have magazines filled with

nitrogen gas to simulate recoil. With certain software, it is also possible

to create scenarios where the suspects will not only be shooting back at

you from the video screen, but the instructor can launch soft foam

projectiles at you from a device called the Hostile Fire Simulator. In this

case you would need to make use of available cover in the room to avoid

being hit.

The instructor personalizes each scenario for the individual shooter and

can increase or decrease the intensity of the situation to match the

shooters ability level even as the situation progresses. For example, if the

shooter is handling the scenario well, the instructor can increase the

stress level by adding threats to the scene or having the shooter run out

of ammunition. When I was offered the chance to try out a few scenarios

I jumped at it.

To begin with I chose my weapon, and since I am most familiar with my

Glock 19, that is what I chose. The gun is created so that the physical

dimensions exactly replicate the real firearm. The first thing the large

screen tells you is to “load your weapon”. This is done as you would

expect, by pressing the magazine release button which pops the

magazine out about an inch from the grip. Then you push it back in and

rack the slide and you are good to go. I stood in the ready position

aiming the gun at the screen waiting to see what would come next. My

first scenario was a woman with mental health issues who was crouched

down on the grass in a park. The scenario was introduced by another

police officer and although I was standing in place, it appeared as if I was

approaching the threat. The woman was wailing about her dead

husband’s grave when she pulled out a gun and aimed it at me. I fired a

few times until she was down and the computer decided my scenario was

over.

The next part is the replay and analysis of what happened. The software

can track exactly where the muzzle of your gun was as at all times, when

you decided to fire, how many shots you fired, whether they were lethal

hits or not and so on. I did alright on my first try – three shots, three

hits, one was lethal and brought her down. The computer can tell where

each shot was placed and know how the suspect would react to the

gunshots, thus either continuing or ending your scenario. You will know

instantly whether you made the right decisions and if not, where to

concentrate your attention the next time.

The other great component of the experience was the fantastic

instruction I got from the Gun for Hire instructor. Even though I was

shooting at a video screen it was still a very different feeling to aim at a

moving “person” who was pointing a weapon back at me – instead of at a

piece of paper. In the replay analysis, I could see how the muzzle of my

gun was jumping a bit off target after taking my first shot which required

a realignment of the sights before firing again. I was instructed to let the

trigger out more slowly and just until it reset to keep the sights lined up

and on target and therefore decrease the time needed to pull off my next

shot. I was able to try this over and over and a get a good feeling for it

before trying my next scenarios. (I was also eager to try it out at my

next outing at the range – I had success easing the trigger out shooting

.22s, but I’ll need more practice with 9mm.)

The next couple of suspects went down with all shots fired being lethal

shots. I was feeling pretty good and all was well until a second threat was

introduced in one of the scenarios. Now there were two people to divide

my attention between, who would become a threat first, where should I

point the muzzle of my gun? I found as well, that I was only firing a few

shots each time, instead of just unloading my magazine at the suspect.

The machine becomes very addicting, even as I could feel my stress level

increase as the scenarios progressed it did not stop me from wanting to

continue. Each time the instructor said, “Do you want to try one more?”

There was no hesitation from me, “Yes!”

Although the FATS system was created as a great training tool for law

enforcement, anyone who is looking to take their shooting to the next

level should seek out the opportunity to take instruction using it. Each

time I take an advanced live fire class, I take it because I enjoy it, but I

also know that whether or not I hit my targets each time I am gaining

knowledge that will always stay with me. I hope I never need to draw

upon that knowledge to protect my family, but there is no question in my

mind that I would do anything in my power to protect my children.

The difference with the FATS training is that I had a chance to test my

reflexes and my judgment and have it analyzed by the computer.

Speaking as a mother, I can tell you that I take my job to protect my

children very seriously. Whether it is advocating for my children in

school setting, or standing between them and a threat to their physical

being, there is no question that I will always run towards the danger if it

means they remain safe.

To this end, there is definitely valuable information to be learned about

your ability to shoot under stress and at another human being by

running through the FATS scenarios. Thank you to Anthony at Gun for

Hire (www.gunforhire.com) for giving me the opportunity to try it out.

And as for future training, my husband doesn’t know this

yet, but if we ever get around to refinishing our basement, I

may try to slip a FATS setup into the plans.

No-Knock Warrants from theDepartment of Education?JUL 11, 2011 12:03P.M.

No-Knock Warrants from the Department of Education?

By Jeff Knox

FirearmsCoalition.org

Manassas, VA --(Ammoland.com)- It’s 6 AM and a groggy Ken Wright

is getting ready to start the day. Thinking about jumping in the shower,

getting the coffee on, and wake the kids… Suddenly noise from outside

draws his attention and he looks out the window.

He sees dozens of black-clad, armored men swarming on his lawn and

now someone is pounding on the front door.

As he starts down the stairs in his boxer shorts the front door shatters

and the heavily armed men charge into the house pointing guns and

shouting orders.

They grab Wright, drag him from the home, throw him down in the front

lawn and roughly handcuff him as the neighbors look on in horror.

Wright is placed into a police cruiser and then sees the black-clad figures

with their guns and body armor dragging his three children aged 3, 9,

and 11 out of the house screaming and crying. They too are locked in the

police cruiser where Wright can at least talk to them and try to calm

them down. The search of the house goes on for six hours as Wright and

the children sit helplessly in the hot police cruiser wondering what it’s all

about.

Is it the FBI raiding a suspected terrorist cell? The DEA busting a major

cocaine smuggling ring? A local SWAT team searching for a murdered

wife? No, it’s a team of agents from the U.S. Department of Education

Office of the Inspector General (EDOIG) looking for evidence of student

loan fraud.

The Department of Education? With guns, armor, and

battering rams?

This is not some far-fetched TV script or the delusional rantings of a

kooky conspiracy theorist. These are the facts as reported by local

Stockton, California media. Apparently the EDOIG agents were looking

for evidence in an investigation of Wright’s estranged wife Michelle who

does not currently reside in the home. It is not yet clear whether the

EDOIG agents knew that Michelle Wright no longer lived there or that

the children were in the home.

I have long been vocal in my strenuous objection to “No-Knock” and

“Announce and Enter” search warrants. I believe they, and the

paramilitary forces and tactics employed to serve them, are not only an

affront to the Fourth Amendment, but are inherently dangerous to all

concerned. Their use in certain types of cases dealing with drug gangs,

kidnapping, murder, and terrorism might sometimes be justified, but

their use in the vast majority of cases is simply unjustifiable. Military

tactics employed in a case of student aid fraud – by an agency of federal

bean-counters – goes well beyond unjustifiable and solidly into the

realm of criminal.

I have previously raised concerns about the Department of Education,

and various other bureaucratic agencies within the federal government,

developing their own law enforcement agencies with full arrest powers

and special assault forces. Over a year ago I raised an alarm after the

EDOIG put out a request for bids to purchase 27 Remington 870, 12

gauge shotguns with 14 inch barrels and special, adjustable stocks. You

can read that column by clicking here. The quote request included a brief

statement explaining that such 14inch Remington 870s were the “only

shotguns authorized for ED based on compatibility with ED existing

shotgun inventory, certified armor and combat training and protocol,

maintenance, and parts.”

That statement raised even more questions. Specifically, why

*123456* Lineitem #123456, tabblo #1, page 13 (13 of 21), generated 2011-07-12 02:29:15.304666 on g1t0307, dpi=225

Today’s Tabbloid PERSONAL NEWS FOR [email protected] 12 July 2011

14

did the Department of Education have an “existing shotgun

inventory” and “certified armor,” and why on earth would

they have “combat training and protocol”?

Exploring those questions led to the startling revelation that Inspectors

General for over two dozen federal agencies – from the Environmental

Protection Agency to the Department of Veteran’s Affairs to NASA –

have been authorized by Congress to seek law enforcement powers from

the Attorney General without having to demonstrate any proof of need or

ability. At this point it is not totally clear just how many of those IGs

have taken advantage of the opportunity, but even just one is way too

many − as demonstrated by the outrageous raid on Ken Wright’s home.

What if Wright had not realized that the people breaking down his front

door were law enforcement? What if he had grabbed a gun to protect his

home from the violent invaders? As I have previously reported, exactly

that scenario played out in Tucson last month when Pima County

Sherriff deputies raided the home of José Guerena. Guerena was shot

some 60 times and died at the scene. The debacle is still under

investigation. Similar tragedies are all too common with innocent

victims, non-violent offenders, and officers paying with their lives.

How could anyone possibly justify placing Wright and his children’s lives

– not to mention the lives of the EDOIG agents – in such jeopardy over

allegations of fraudulent student loans?

The federal agent who swore out the warrant against Wrights home, the

agents who executed it, and the judge who signed it should all face

serious disciplinary action as should any agency or judge executing or

issuing such warrants in such a cavalier and clearly reckless manner.

Meanwhile, Congress needs to repeal the law authorizing law

enforcement powers for bureaucracies.

Federal thugs – as these agents proved themselves to be –

have no business coming into our communities and crashing

into people’s homes – regardless of the validity of the

allegations.

Wisconsin Concealed CarryLegislative SummaryJUL 11, 2011 11:50A.M.

Wisconsin Concealed Carry Legislative Summary

Wisconsin Carry

Wisconsin --(Ammoland.com)- Greetings in Freedom. On Friday July

8th, 2011 Governor Scott Walker signed a “shall-issue” concealed carry

bill into law.

The majority of the provisions in the law take effect in Novermber. The

Wisconsin Dept. of Justice will be administering the program.

The original SB93 was a constitutional carry bill. The senate committee

passed a modified SB93 that had an optional permit for concealed carry

within school zones.

Unfortunately, that modified “constitutional carry” bill did not survive

the full senate and it was amended to a “shall-issue” type system. Once

the “shall-issue” legislation passed the senate it was clear that

constitutional carry had no chance in the legislature this session and in a

judicious consideration of our members time, we did not believe further

action/legislative contact from our members was required or would have

any effect on the final legislation so we did not send any action alerts

during that time as we waited to see what the final bill included.

Under the new law you will continue to be able to open carry without a

permit in the places you can now. You will also be able to open-carry in

your vehicle provided you do not cross a school zone. [good luck on that

one -ammoland]

You may continue to conceal carry in your home and business as you can

now, but in other places you will effectively be required to get a permit in

order to carry concealed. The permits cost $50 and are good for 5 years.

The renewal is slated to cost $25. The Dept. of Justice is suppose to have

application forms available on Sept. 1st. We will send further updates

when they are.

There are a great deal of specifics to the law which I won’t write a novel

here to describe, but the following links provide you legislative analysis

of the bill. I encourage readers and members to read through these and if

you have any questions, I encourage you to join our facebook group

(from facebook search “Wisconsin Carry”) and pose your questions

there.

In order to obtain a concealed carry permit you will need to have proof of

training and pass a background check. There are a number of specifics

with regard to the training, but in general here is what qualifies:

• The hunter education program established by the Department of

Natural Resources or a substantially similar program that is

established by another state, country or province and that is

recognized by DNR.

• A firearms safety or training course that is conducted by a national

or state organization that certifies firearms instructors.

• A firearms safety or training course that is conducted by a firearms

instructor who is certified by a national or state organization that

certifies firearms instructors or who is certified by the Department

of Justice.

• Documentation that the individual participated in organized

shooting competitions or completed military, law enforcement or

security training that gave the individual experience with firearms

that is substantially equivalent to a course or program described

above.

• Documentation of completion of small arms training while serving

in the U.S. armed forces.

Wisconsin Carry intends to develop a training course that will qualify for

the requirements of the law that we will offer at no charge to members.

We do not want anyone to be unable to exercise their right to carry in the

manner of their choosing because they cannot afford or do not have

access to training. Please keep in mind that Wisconsin Carry is a 100%

volunteer non-profit corporation so the time it takes us to put together

that class may not be as quick as some will desire.

Once you obtain the permit, you will be able to carry in the manner of

your choosing (open or concealed) everywhere you can currently open

carry IN ADDITION to within “school zones”. Carry remains prohibited

on school GROUNDS for everyone (permit or not).

If you are a Wisconsin resident, you will need to get the Wisconsin

permit. Your non-resident permit from another state cannot be used as

your permit. It is my understanding that it can be used as proof of

training if it is from a state that required training to obtain their permit.

This information is just a basic overview of the shall-issue legislation that

was signed into law. You should not rely on it as legal advice. As always,

you should read, research and understand the law completely. The above

links will allow you to do so.

I will be writing another article shortly to discuss the past

year’s successes and failure as well as the future goals and

initiatives of Wisconsin Carry.

About:

Wisconsin Carry, Inc. is a non-profit corporation dedicated to the

preservation and reclamation of the rights of law-abiding Wisconsin

residents to carry in the manner of their choosing. We believe that “open

carry” and “concealed carry” are choices to be made by law-abiding

citizens based on their situation and preference. Wisconsin Carry, like

many gun-rights organizations in Wisconsin, is investing a great deal of

resources to get Wisconsin law changed to allow concealed carry this

next legislative session by proposing Constitutional Carry. Wisconsin

Carry, Inc. will continue to use legal recourse to deter unlawful treatment

of law-abiding Wisconsin residents who currently exercise their right to

open carry, and soon will exercise their right to concealed carry in

Wisconsin. Visit: www.wisconsincarry.org

ATK Receives $77 Million Contract to Develop Next-

Generation Ammunition for U.S. Army Abrams Main Battle

Tank

ATK Has Delivered More Than Four Million Rounds of 120mm Tank

Ammunition to U.S. and Allied International Forces

ATK Has Developed 10 of the 12 120mm Tank Rounds Type Classified

Since 1980.

ATK

MINNEAPOLIS, Minn --(Ammoland.com)- ATK (NYSE: ATK) has

received a $77 million, three-year contract to develop and qualify the

M829E4 120mm Advanced Kinetic Energy (AKE) tactical tank round for

the U.S. Army.

At the completion of this contract, ATK will have completed the second

phase of the Engineering Manufacture Design (EMD) work required to

qualify the new round for use with the Army’s M1A2 SEP Abrams Main

Battle Tank. Upon qualification, the round will enter full-rate

production.

“During our 30 years of program experience partnering with

the Army, we have type classified 10 of the 12 120mm tactical

and training rounds for the Abrams tank. This experience

makes ATK uniquely qualified to develop this next generation

capability for the Army,” said Bruce DeWitt, Vice President

and General Manager for ATK Advanced Weapons Division.

“ATK provided the 120mm ammunition that helped ‘upgun’

the Abrams from a 105mm to a 120mm main gun and we look

forward to working with the Army to maintain the Abrams’

standing as the world’s dominant tank.”

The M829E4 is the Army’s fifth generation, 120mm kinetic energy

cartridge. The round is being developed to provide the Abrams M1A2

SEP (System Enhancement Package) with heavy armor defeat

capabilities that allow the tank crew to engage and destroy threat Main

Battle Tanks protected with advanced, explosive reactive armor at

extended ranges as well as in Military Operations in Urban Terrain

(MOUT), mountain, and nontraditional battlefields. The round will allow

for the use of fewer rounds and allow for faster enemy engagements –

factors that will ultimately increase crew and platform survivability.

Having successfully completed the first EMD phase, ATK was selected to

advance to the second EMD phase based on an industry competition that

included the results of a ballistic demonstration test and shoot-off and

final proposal used to provide the best value decision for the Army.

Since 1980, ATK has delivered more than four million rounds of 120mm

tactical and training tank ammunition to the U.S. Army, U.S. Marine

Corps, and allied militaries. Through its proven, system-level contracting

approach that reduces the risk to the customer, ATK has delivered a

constant supply of 120mm ammunition that is consistently reliable and

affordable.

ATK is an aerospace, defense, and commercial products company with

operations in 22 states, Puerto Rico, and internationally, and revenues of

approximately $4.8 billion. News and information can be found on the

Whitetail Properties

Pittsfield, IL --(Ammoland.com)- If you’ve already tuned in to

Whitetail Properties TVthis season, you’ve no doubt been entertained by

the exciting hunts and massive bucks taken on the land managed by the

Whitetail Properties’ folks. But trust us, you ain’t seen nothin’ yet.

Set your dial to the Sportsman Channel on July 13, 2011 for a hunt you

won’t soon forget. You’ll watch on pins and needles as Cal Bergsma goes

after an Illinois record breaker with stunning results.

Paul Sawyer, Whitetail Properties’ Chief Operating Officer,

says, “If you only watch one episode of Whitetail Properties

TV this season, this is the show to watch.”

We’ll save you the suspense. Not only does Bergsma get the impressive

6-year-old buck, which netted 213 5/8 inches, but he does so with a 7-

yard shot using his Bear Kodiak recurve bow. In addition to Whitetail

Properties TV, the buck is also featured on Realtree Monster Bucks XIX,

Vol. 1 and in an article for North American Whitetail.

“Anytime you encounter a 200″-plus whitetail, it’s a special

moment in the whitetail woods,” Dan Perez, host of Whitetail

Properties TV, says. “But, to kill a pending state record at 7

yards with traditional archery equipment, that is truly a once-

in-a-lifetime event.”

As the pending Illinois non-typical traditional archery state record, the

Bergsma buck is a sight to behold.

A Land Specialist for Whitetail Properties, Bergsma spends a great deal

of time scouting hunting property in northern Illinois in search of

megabuck hideouts. He had scheduled three days in early November to

go after one particular megabuck with his brother Jonathan Bergsma.

They had trail camera pictures taken weeks before of the giant and knew

he was in the area. They also had video footage of the buck from the past

season when his youngest brother, Daniel, had him within bow range but

was busted when the wind swirled. The duo took turns hunting while the

other filmed. When Cal Bergsma’s turn came, he got that unmistakable

feeling that something big was about to happen; and sure enough, it did.

“Taking that caliber of a deer with my recurve bow is an

accomplishment beyond anything I’d ever considered

possible,” Bergsma says. “I can’t even begin to explain how

excited I was.”

You can share Bergsma’s excitement on the July 13th episode of

Whitetail Properties TV. Make sure you tune in, as this is one you

definitely don’t want to miss.

How to Lost Proof Your Child by J Wayne Fears

It has been said that an ounce of prevention is worth a pound of cure. If

you or someone you know has ever been involved in trying to locate a

lost child, you know this statement certainly holds true.

“It is far easier to prepare yourself and your child for a lost-

child situation than it is to go through the trauma of having a

child missing,” Fears says.

In the guidebook, Fears adapts his great knowledge of wilderness

survival to the goal of lost-proofing the child. He divides the book into

lost-proofing in suburbia and lost-proofing in the woods. In the section

on suburbia, Fears covers possible scenarios such as malls, public events,

schools and sporting and church events.

He discusses the reasons children wander off as well as providing

strategies that teach safe behavior to children. He then provides a clear

and perhaps life-saving procedure to follow if a child is lost. When

discussing lost-proofing in the back country, Fears draws upon his

wilderness expertise to provide the most thorough approach including

strategies, rules each child must learn, practice and follow, proper visible

clothing, and the building of a child’s survival kit. Fears’ discusses what

to do if your child is missing and how lost children move. The book also

provides a thorough discussion on hypothermia.

Pick up your copy today. Lost-Proofing Your Child is a must-have book

for anyone who enjoys the great outdoors and wants to share it with a

child.

FACTS:

• 7 out of every 10 children will become lost at some point in their

childhood

• Fewer than 9% of the parents or gaurdians of children are prepared

for a lost-child situation

• Over 2000 children get lost in the U.S every day

JPFO’s Response to Mayor Bloomberg’s Deceitful TV Ad

Mayor Bloomberg’s Deceitful TV Ad

Jews For The Preservation Of Firearms Ownership

Washington, DC --(Ammoland.com)- New York City Mayor Michael

Bloomberg, a Jew who should know better, has launched a television ad

campaign with a commercial that is appalling in its deceit, inaccuracy,

and fundamentally perverse motive.

Here’s the ad: http://www.youtube.com/watch?v=F7pQTHpEbVk

Correction: You cannot purchase a “fully automatic” weapon at a gun

show. Only a federally registered Class III dealer, or a person with a tax

stamp for that weapon, may possess a machine gun. The screening for

this license is detailed and probing. Is American-born Adam Gadahn

(aka “Azzam Al–Amriki”) really so ignorant?

While Gadahn might be clueless to this reality, could Bloomberg — the

presumably knowledgeable founder of “Mayors Against Illegal Guns” —

be so incredibly misinformed that he doesn’t know such a basic fact of

U.S. gun law?

Title 26 of US Code, Chapter 53, sets forth the regulations as to who can

deal in machine guns. Are we to believe that Mayor Bloomberg cannot

afford a lawyer to tell him that? Or is he prevaricating?

Why would Bloomberg perpetuate this tired lie about machine guns at

gun shows? Why would he use the words of a known terrorist, bent on

jihad against America, to advance his agenda? Why didn’t he edit out

that part of Gadahn’s appeal?

Let me ask another question. Why have Al Qaeda and Gadahn chosen to

mention gun shows, and American Muslims acquiring guns at gun

shows, at this particular time? Why hasn’t Gadahn been spouting this

message for years? After all, Gadahn has been appearing in Al Qaeda

videos since October of 2004.

With the Bureau of Alcohol, Tobacco, Firearms, and Explosives

desperately trying to cover up and/or spin the travesty of their botched

“Project Gun Runner” (aka “Gun Walker”, aka “Fast and Furious”), it

seems a convenient coincidence that Gadahn should surface at such a

perfect time to draw attention away from the BATFE’s horrifically

boggled gun smuggling schemes to Mexican drug cartels.

In the face of the “Gun Runner” scandal, Bloomberg’s obsessive

campaign against gun shows in America was losing steam. He, and

others who side with his distorted and dangerous advocacy of citizen

disarmament, had absolutely no chance of getting Congress to pass any

sort of gun show legislation. It was a non starter … until Gadahn’s

fortuitous and timely appeal to his fellow terrorists.

I’ll ask the question that should now be on any thinking person’s mind.

Is there a connection between Mayor Bloomberg and Adam Gadahn?

Why is Bloomberg airing and perpetuating the completely dishonest and

deceptive video produced by this treasonous American turned Al Qaeda?

What does it say about Mayors Against Illegal Guns when they are

willing to use a traitor’s intentionally deceptive materials to advance

their agenda?

Wisconsin Constitutional Carry– The Next StepsJUL 11, 2011 10:20A.M.

Wisconsin Constitutional Carry – The Next Steps

Wisconsin Gun Owners

Wisconsin --(Ammoland.com)- As you now know, On Friday July 8,

2011, Wisconsin joined the ranks of the other 48 concealed carry states.

That’s the good news. The bad news is, the strings attached to this new

law are too serious to ignore.

But I wanted to wait a couple days before sending you this note – just

long enough to allow the compromisers to show their true colors.

And to tell you that before you go out and pop the cork on that expensive

bottle of champagne, I’m crashing the party by letting you know the

truth: The law that was rammed through by the institutional gun lobby is

fraught with problems. Big problems.

And to let you know we’re not buying the empty promises by republicans

that they have any intention of removing the anti-gun restrictions they

themselves injected into it … or to continue fighting for Constitutional

Carry.

I hope they prove me wrong.

But I’m not holding my breath. In fact, I expect nothing but more

excuses and lies.

For starters, anti-gun police bureaucrats have much reason to celebrate

the passage of this law. That’s because it creates a statewide registration

list of those who apply for a license to carry a handgun.

That list is maintained by the Department of Justice (DOJ)- an agency

that exists to investigate and prosecute criminals.

But the real question isn’t whether creating a government watch list of

gun owners is a bad idea. It’s always a bad idea.

Gun owner registration always leads to gun confiscation and abuses of

power.

• Do you support gun owner registration? This expanded role for the

Department of Justice is an expansion of government.

• Do you support bigger government? The law imposes an additional

background check fee – a new gun tax.

• Do you support more taxes? The bill requires you to undergo yet

another offensive guilty-until-proven innocent background check.

• Do you relish being treated like a criminal, constantly needing to

prove your innocence? Didn’t you pass a background check when

you bought your handgun?

• The bill also retains the ominous 1,000-foot “Gun Free School

Zone” penalties. Will you unintentionally wander into one of these

zones and find yourself prosecuted as a felon, to lose your guns

forever?

It’s not my job to dissuade you from getting a permit. In fact, the manner

in which you choose to arm yourself is your business and your decision

alone.

But I do believe there’s an obligation to make sure you have all the facts

– information NOT being conveyed by the establishment gun lobby.

The most important question is, can we continue the fight to pass

Constitutional Carry in Wisconsin?

Can passage of permit-to-carry be the momentum needed to move

*123456* Lineitem #123456, tabblo #1, page 20 (20 of 21), generated 2011-07-12 02:29:15.904158 on g1t0307, dpi=225

Wisconsin to Constitutional Carry?

I say we can. But I need to know if you agree … and if you’ll join me in

that fight.

I’m already hearing all the compromisers in Madison tell us to shut up

and “go away, we just gave you your carry bill” just as we predicted

they would. Sadly, many will listen to them.

But not you. And not me. And not thousands of activists all across

Wisconsin who are angry the big-government neoconservatives of the

republican party threw in the towel before the anti-gunners even lifted a

finger.

Make no mistake: The anti-gunners never had a chance to oppose

Constitutional Carry … because the anti-gun republicans did all their

work for them.

Constitutional Concealed Carry was killed by state

republicans … not by anti-gunners.

So I want to challenge you to join with us to demand state legislators

keep their promise and keep moving toward Constitutional Carry.

I truly believe we will succeed in moving from a permit-to-carry system

in Wisconsin to a system dictated by principles of freedom.

Together we will ensure that Constitutional Concealed Carry is passed in

Wisconsin.

Remember, Constitutional Carry was pushed by the grassroots – by

members of WGO and Wisconsin Campaign for Liberty – further than

anyone thought possible.

Even the institutional gun lobby was forced to give lip service to it.

The challenge before us now is to ensure the promise of state republicans

and so-called pro-gun lobbyists isn’t allowed to slip quietly away in the

night.

• Will you pass this note to your friends and family?

• Will you make sure your WGO membership is active so we can

mobilize you in this battle?

• Will you make a contribution of any amount so we have the

resources to fight?

Please let me know right away what you can do to help.

In Liberty,

Corey Graff

Executive Director
