conference. From all reports, theconvention was a great success, one ofthe best ever! If you didn’t attend thisconvention in Philadelphia, then I hopeto see you in Montreal in 2011.
Highlights of the conference includedthe opening keynote session, the visit ofHis Excellency Pierre Vimont,Ambassador of France to the U.S., andthe many wonderful sessions onpedagogy, Francophone culture andliterature, technology, promotion andadvocacy. During the opening sessionwe heard from the leaders of threepartnership organizations. Brock Brady,President of TESOL, discussed theopportunities available for our studentsin the Peace Corps. David Brennick,President of the organization CanadianParents for French, spoke about the birthand evolution of this group which nowhas over 26,000 members. It beganbecause three Canadian Anglophonemothers wanted their children to havethe opportunity to learn French. J. DavidEdwards, Executive Director of the JointNational Committee for Languages/National Council for Languages andInternational Studies, shared his insightson the situation in the nation’s capital.He insisted that this is a “millenniummoment” for foreign language programsin the U.S. He also stated: “No kid reachesthe top monolingual.” In a later featuredsession, Michel Robitaille, président-directeur général Centre de lafrancophonie des Amériques,

HIGHLIGHTS OF THE AATFrd annual AATF Convention, July 4-7, 2010 at the Sheraton Society
Hill in Philadelphia, had as its theme, "La Diversité francophone: passé,présent, futur.” It actually began a day early with a pre-convention Trolley
Tour in French of historic Philadelphia and an excursion to the duPontde Nemours Mansion.
The AATF Executive Council spent two days deliberating anddoing the Association’s business before the convention began.
They met on July 2 and 3.The convention opened officially on Sunday, July 4. AATF
President Ann Sunderland welcomed attendees, and then sheintroduced the keynote speakers, Brock Brady, Peace Corps
and President of TESOL, David Brennick, President ofCanadian Parents for French, and J. David Edwards, Execu-
tive Director of JNCL/NCLIS, all of whom participated in around table discussion entitled “New Partners for New Chal-
lenges.” After the opening session, nearly 200 congressistes président-

I was visiting my daughter’s highschool and decided to peek in on herSpanish class. From what waswritten on the blackboard, the classwas working on an assignmenttranslating a passage from English toSpanish–at least that’s what theywere supposed to be doing. Icounted nearly half the studentsdoing something else. Theyappeared dis-tracted. When I lookedmore carefully I discovered thatmany had their cell phones in theirlaps and were rapidly moving theirfingers. After class, my daughter andher friends told me they were boredwith the lesson and were textingeach other across the room. Two ofher friends bragged that they couldtext blindfolded
st century? Reading MarcPrensky’s short article “Digital Natives,Digital Immigrants” helped meunderstand.
Here is the premise, supported byresearch: “Our students have changedradically. Today’s students are no longerthe people our educational system wasdesigned to teach”(Prensky, 2001). So,why should we use technology in ourteaching? Because it is most effective fortoday’s digital learners.
The real world of the 21st century hasconnected citizens used to multimedia,multitasking, and immediate responses.Rosen explains that students hate schoolbecause education has not caught upwith their tech-savvy. He explains thattheir minds have changed; they havebeen “rewired” (Rosen 2010). Many otherresearchers, such as Howe, Lavine,Prensky, and Small, explain the traits thatdescribe this new generation, whetheryou call them Millennials, the NetGeneration, or Digital Natives:

th Congress enters itsAugust recess, the press of legislativebusiness has even required the House tocome back into session to pass a $26billion bill to preserve teachers’ andgovernment workers’ jobs. WhenCongress officially returns from recessafter Labor Day, they will have a very fullplate considering climate change,national security, Afghanistan, theeconomy, omnibus and supplementalspending bills, and reauthorization of theElementary and SecondaryEducation Act (ESEA), amongother concerns. With partisanshipgreater than ever and mid-termelections approaching,accomplishing anything may bedifficult and a lame duck sessionseems possible.
The first session of the 111th
Congress was almost totallydominated by the economy. Bythe second session, other issues,such as the Race to the Top (RTT)and its impact on educationreform, began to come into play.In releasing the Department ofEducation’s budget, SecretaryDuncan announced a number ofchanges tied to the reformprovisions in RTT. While not atthe top of their concerns, oneapproach to accountability willimpact languages. The budgetand the Administration’sblueprint for ESEA combinesnumerous academic programsand forces them to compete forfunding. For example, the newEffective Teaching and Learningfor a Well-Rounded Education programwill combine the $27 million ForeignLanguage Assistance Program (FLAP)with seven other programs in economics,civics, arts, geography, and history.
In May, during the JNCL-NCLIS’ annualDelegate Assembly and Legislative Day,the language community engaged inadvocacy to save FLAP from thisproposed consolidation, to increasefunding for languages, and to garnersupport for Rep. Rush Holt’s (D-NJ) H.R.4065: Foreign Language EducationPartnership Program (FLEPP). FLEPPcreates sequenced, articulated foreignlanguage partnerships between schoolsand institutions of higher education.
JNCL/NCLIS members discussedprovisions for a new language bill thatwould include national, state, and localprovisions. We are pleased that the JNCL-NCLIS efforts and collaboration during
