February 8, 2018 – Lieutenant. Daniel R. Toth, Oakland County Sheriff’s Office (OCSO), Orion Twp.
Station Commander wrote a two page paper “Lake Orion Middle School Liaison Officer (SLO)
Recommendation”
The bottom line in Lt. Toth’s recommendation comes in the second paragraph on the second page 2 –
“I am recommending that we provide one full-time Middle School Police Liaison Officer into the Lake
Orion Middle Schools effective August 2018. I am requesting a shared responsibility funding formula
split between the Lake Orion Schools, Orion Township and Oakland Township. This same shared
funding formula is currently used by our Neighboring Rochester School District for SLO protection
where schools overlap municipal boundaries.”
The shared funding formula can be found in the document Amended Agreement Police-School Liaison
Program (October 1, 2010). See above. The sharing is 25% Rochester Community Schools and he
remainder according to student population each year on Aug.1 for City of Rochester, City of Rochester

In the section titled "Fiscal Considerations” Lt. Toth says,”The 2018 costs for the 10 month school
period is $112,660.” This covers much more than just salary. Earlier on the page he says. “All police
equipment, uniforms, vehicles, communication devices, insurance and associated liability is provided

February 20, 2018 – Orion Township Board of Trustees passes the motion below conditionally
authorizing a Middle School Police Liaison Officer but requiring equal split between Orion Twp. and LOCS
with undefined Oakland Township participation.
B. Lake Orion Middle School Liaison Officer. Moved by Clerk Shults, seconded by Trustee Birney to
authorize hiring a full-time Oakland County Deputy for Lake Orion Middle School Liaison Officer with
the same law enforcement contract rate established by the Oakland County Board of Commissioners.
Further, the costs shall be split evenly between Orion Township and Lake Orion Community Schools,
with the Orion Township portion of funds coming from police service funds, on a ten-month basis,
pending Lake Orion School Board approval.
MOTION AMENDED Moved by Clerk Shults, seconded by Trustee Birney to authorize hiring a full-time
Oakland County Deputy for Lake Orion Middle School Liaison Officer with the same law enforcement
contract rate established by the Oakland County Board of Commissioners. Further, the costs shall be
split evenly between Orion Township and Lake Orion Community Schools, with the Orion Township

Approval of Agenda:
In the meetimg video Superintendent Ginopolis, Principal Sarah Manzo, Asst. Superintendent John
Fitzgerald and I assume, LieutenantToth are in the second row to the left of the Board and clearly visible
to Manager Stuart. I did not see Chris Barnett in the video “glimpse” of those present.
When made aware that personnel from Orion Township were present (they spoke at Pubic Comment
agenda item) and expecting to present information the Board apologized but stood behind their
decision to remove the item from the agenda.
The Oakland Township Board responded “No” when asked by Orion Township Supervisor Chris Barnett
“ Have you received the letter dated February 8th from the Orion Township Station Commander”

“The School Liaison Officer (SLO) position for Middle Schools is a full-time Oakland County
Sheriff’s Office Deputy position.
The Middle School SLO position duties and responsibilities encompass the safety, health and
welfare of all the Lake Orion School students, parents and employees. The Middle School SLO
works closely with school administrators and staff to enhance school security, prevent school
violence and promote a healthy learning environment that shelters some of the largest daytime
populations in our communities.
The vision for the Middle School SLO centers on a dynamic position, preventing issues before they
arise with intervention and preventive concepts. A visible SLO will increase security and prioritize
the philosophy that students and school buildings are a top priority in our community. This
regular SLO visibility throughout the Middle Schools will improve communication, build trust and
further an understanding of school safety concerns and principles. SLO programing will include
health and safety presentations, occasional traffic assistance and other special events whereas a
uniformed official will add an additional layer of security and comfort to students, parents and
school officials. Having a full-time, SLO in the Middle Schools is preventive and mitigates school
violence.
All monthly, yearly, and specialized training is completed through the OCSO Training Unit. All
police equipment, uniforms, vehicles, communication devices, insurance and associated liability is
provided through the OCSO/Oakland County. The SLO responsibilities focuses on all three Lake
