1.1 Local Custom Clearance Operations

Knowing that the shipment is being customs cleared in a timely manner and being delivered to the

Our clients’ import requirements range from General Cargo to Chemicals, with its individual special

INLAND TRANSPORTATION TO

JOB SITE

AMCO shall transport the cargo safely w/o any

damage & loss from ports of entry to jobsite &

will secure delivery confirmation with receiver’s

signature on a Delivery Note.

SECURE PERMITS FOR SPECIAL

CARGOES

AMCO shall prepare, apply & monitor required

permits & authorizations from government/local

authorities for importation of chemicals, DG,

telecommunications, etc.

RETURN EXPORTS AMCO shall arrange for cargo inspection,

collection, packing and freight to the origin

country and export formalities for repair and / or

replacement goods.

REPORTING AMCO shall prepare all necessary reports in a

regular basis as required by Client & shall send

copies of all documents such as Bayan & official

receipts not later than 3 days from customs

clearance.

5. GENERAL RECOMMENDATION/ADVICE

AMCO RECOMMENDATIONS

The only areas of concern are airport storage, sea port storage and Demurrage charges where costs saving

are essential. As your onshore forwarder, we can only provide guidance, but cannot be held accountable for

incurring such charges, since it is not always possible to overcome the short duration of free period provided

by Port Authorities.

In order to minimize the effect, our suggestions are as follows:

Cost and Time Saving

1) Work 7 days a week with late delivery acceptance. This can incur additional overtime Charges for you but need to study the effect of storage charges v/s Overtime.

2) Timely Pre alerts and receipt of documents for timely customs clearance.

3) If practical we can look at the possibility of consolidating shipments ready for clearance within 48 hrs. For Airport cargo, in AMCO warehouse for one time delivery to the client sites especially for far places.

4) To look at possibilities of using more bulk cargo movements rather than containers so : a. We avoid the indirect deliveries at ports hence save inspection time lost. b. Timely loading at port is possible and unloading at site will be faster for quick trailer

turnaround.

5) Possibility of provision of a temporary lay down area inside Raslaffan for oversized cargo by having RasGas requesting directly to RLIC port management .This will allow faster discharge of vessel and avoid port accumulation especially with police escort schedules.

6 – Conditions & Documents Required.

CONDITIONS

(For more details please refer to ALS– Documentary Guidelines)

- Temporary Import

a) Permission for import should be obtained in advance from "The Director of Customs"

if the cargo is on a temporary import

b) The consignee is required to keep a guarantee cheque payable to the customs

Department for the period of import

c) There is no need to pay the legalization charges in Doha, if the goods are

Imported on a temporary basis and all the necessary documentation is complete

DOCUMENTATION GUIDELINE FOR IMPORT SHIPMENTS IN QATAR

Documentary Requirements

1) Commercial invoice

Must be in original form on an original lPttPrhPgd with the shipper’s signature and

the company stamp.

To be attested by local Chamber of Commerce at origin.

The items in each box must be given realistic values item wise and unit wise

respectively

The mandatory details in the commercial invoice are as follows

if a temporary import, the serial number which are physically marked permanently on the items must be shown with respective values of each item with serial number

Note: in this event, it’s vital that each commercial invoice will be allocated with one AWB/BL do not

Allocate For many commercial invoices

No Performa invoices or invoices carrying clause “for customs purposes only “ is not accepted by

Customs. Clearly mark COMMERCIAL INVOICE on top of the shipper’s invoice. Also prevent using the clause “ No commercial value “in shipper’s invoices

The details must match with the Airway bill / Bill of lading.

Note: Failing to comply with the above requirements will result in Customs penalty of QAR.500 or 1% of

the commercial invoice value whichever is greater (the client can refund the penalty through 90 days).

2) Certificate of Origin

This must be in original and stamped and signed by the issuing authority at the origin country.

Note: Failing to comply with the above requirements will result in Customs penalty of QAR.500 or 1% of

the commercial invoice value whichever is greater this acceptable for one time only for the client if it

repeated again the shipment will re-export to the origin..

3) Packing List:

Must show the of which item package wise

The gross weight and net weight should be shown

The details must match with Airway Bill/Bill of Lading

Must be in original form on original letterhead with shipper’s signature and company stamp.

4) Commercial Documents:

To be legalized from Qatar Embassy at origin or legalization can be done at Qatar by paying applicable

charges.

Approvals

Bricks & Cement: Requires approval from the ministry of municipal affairs (Baladiya) which needs to

be obtained by the consignee.

Chemicals & Dangerous Goods: Requires approval from supreme council for Environment and

Natural Reserves which need to be obtained by the consignee. In such cases where fire related items

are imported, the approval (Fire Stamp) from the Fire Department should be obtained. Batteries

May be exempted, yet subject to customs decision during physical inspection.

Telecommunication Equipment: Requires approval from Qatar Telecom (ict Qatar) which needs to

obtain by the consignee.

Food Stuff: Requires approval from the Health Authorities which needs to be obtained by the

Consignee.

Books and Publications: Requires approval from the ministry of Education which needs to be

obtained by the consignee

It is advisable to refer to IATA TACT Rules under country Variations /Regulations or refer to Amco Logistics

Services for assistance.

Shi pper ’s L abel & Tags

Country of origin label/tag must be permanently fixed to each item imported into Qatar. The label should be

either engraved or must be labeled such as which cannot be removed by any means. If labels are not fixed,

Custom Authority will hold the shipment and possibly take legal action against the consignee. Customs can

also impose a minimum penalty of QAR.1000 or above (no limit) and fines are imposed purely on Customs

discretion and they can re-export the shipment to the origin.
