Student Commendations TMEA State Honor Band Competition
On Thursday, July 20 at the Texas Bandmasters Association Convention in San Antonio, two Alvin ISD bands competed for
the title of TMEA State Honor Band. The Shadow Creek High
School band finished 15th in Class 5A and Alvin Junior High finished 14th in Class 2C in the entire state! The Alvin Jr. High
Band was able to join us a few months ago and this evening we
are proud to welcome students from the Shadow Creek High School Band.

Shadow Creek High School Band directors: Josh Mooney,
Diana Garcia, Freddy Patrick, and Lou Boldrighini
Lone Star Leadership Academy Camps
One thousand two hundred seventy-four outstanding 4th-8th
graders participated in Education in Action’s summer 2017 Lone Star Leadership Academy camps. During the weeklong,
overnight camps, these distinguished students developed
leadership skills while learning about the great state of Texas. The Lone Star Leadership Academy experience provides a
unique opportunity for outstanding students to learn about
Texas leaders and what it means to be from the Lone Star State. We are proud to announce that Alvin ISD was
represented well by Alana Abraham, Shadow Creek High
School, and Kayla Wilson, Rodeo Palms Junior High.

National Merit Scholarship Program
The National Merit Scholarship Program is an academic
competition for recognition and college scholarships. High school students enter the National Merit Program by taking the
PSAT/National Merit Scholarship Qualifying Test, which serves
as an initial screen of approximately 1.6 millions entrants each
year. SCHS senior, Austin Crews, is a semifinalist in the 2018 National Merit Scholarship Program. Austin is one of 16,000
high scoring students on the PSAT/NMSQT, representing less
than 1% of the national high school graduating seniors to qualify as a National Merit Semifinalist.
Alvin ISD had a number of students that were named “commended” students in the 2018 National Merit Scholarship
Program. Katherine Custer, John (Zach) Garcia, Christopher
Hogan, and Ryan Shaw from Alvin High School and Benjamin
Berryman, and Stephanie Solorzano, both from Manvel High School, have been named Commended students in the 2018
National Merit Scholarship Program. Their scores placed them

among the top 50,000 scorers of the more than 1.6 millions
students who entered the 2018 competition.

Parent Commendation Hero for Children Award
Mr. Frederick Jefferson was one of 15 individuals across the
state who was selected for the Hero for Children Award at the
State Board of Education meeting held on 9/15/17. He was nominated for this award for his tireless volunteer work in the
community to assist families who have children with
disabilities. He leads the Man II Man support group – which is a support group for fathers of children with disabilities. He
brought together a network of individuals to create a
consolidated resource manual for parents of children with
disabilities relocating to the Pearland and surrounding areas. He is a strong partner with the school district and an advocate
for people with disabilities both at the local and state level.

Campus Commendations 2016-17 School of Excellence
Alvin Primary has been selected as a 2016-17 School of Excellence for its use and students growth in Imagine Learning
Espanol. This award represents the highest distinction in the

Imagine Nation customer recognition program. Only 25 schools
met the rigorous usage standards required for a School of Excellence designation.

TASB Update 108 was presented to
the Board of Trustees for approval.
ITEM C – REQUEST TO CONSIDER APPROVAL OF MOVING VAN TRAILER RFP
Pursuant to TEA Code 44.031,
contracts for the purchase of goods
and services valued at $50,000 or
more will be presented for awarding
based on an approved competitive
bidding method.
The RFP for a moving van trailer
(1709 Moving Van Trailer) meets
these requirements. The District
received one qualified response from
Oler Relo Two, Ltd., Houston, TX in
the amount of $19,500 and
recommended approval.
ITEM D – REQUEST TO CONSIDER APPROVAL OF GENERAL OPERATING EXPENSE RFP
Pursuant to TEA code 44.031,
contracts for the purchase of goods
and services valued at $50,000 or
more will be presented for awarding
based on an approved competitive
bidding method. The RFP for
General Operating Expenses meets
these requirements and is a non-
exclusive proposal.
This proposal is requested for award
under a one-year contract with a
two year renewal extension as long
as both parties agree to the terms of
the contract for use on an as needed
basis and funds are available for
these commodities. There were 16
qualified responses for award.
Renewal of this contract is not
anticipated until September 2020.
ITEM E – REQUEST TO CONSIDER APPROVAL OF CUSTODIAL SUPPLIES PROPOSALS
Bid packets were distributed to 81
vendors for supplies, chemicals and
equipment with 25 vendors
responding. A non-exclusive award
was requested with the option to
award for an additional year.
ITEM F – REQUEST TO CONSIDER APPROVAL OF CONTRACTED SERVICE SUBMISSIONS
Eight proposals were received for
Federal Programs Contract Service
with a one-year non-exclusive term
contract – Expiration Date June
2018.
Fifty proposals were received for
other service commodity codes as
classified under the Contractor
Consultant Services for a one-year
non-exclusive award with the option
to renew for an additional two years.
For 2017-2018 school year.
ITEM #7 – REQUEST TO CONSIDER NAMING DELEGATE AND ALTERNATE FOR THE TASA/TASB 2017 DELEGATE ASSEMBLY
The Board annually approves a
delegate and alternate to represent
AISD at the TASA/TASB Fall
Conference. The TASA/TASB Fall
Conference will be held in Dallas,
October 5-8, 2017.
Trustee Humbird made a motion to
name Tiffany Wennerstrom as Alvin
ISD’s Delegate and Julie Pickren as
an Alternate for the TASA/TASB fall
conference. Trustee Harris
seconded the motion. Motion
carried unanimously (7-0).
ITEM #8 – REQUEST TO CONSIDER APPROVAL OF NOMINATING A CANDIDATE FOR A POSITION ON THE BOARD OF DIRECTOS FOR THE BRAZORIA COUNTY APPRAISAL DISTRICT
Mr. Tommy King has served as Alvin
ISD’s representative since 2015.
Trustee Harris made a motion to
nominate Mr. Tommy King as a
candidate to continue to serve on
the Board of Directors for the
Brazoria county Appraisal District.
Trustee Metoyer seconded the
mtoin. Motion carried unanimously

ITEM #9 – REQUEST TO CONSIDER APPROVAL OF BUDGET AMENDMENT #1 FOR THE ADDITIONAL PROJECT COST FOR AHS IMPROVEMENTS FOR UIL EVENTS AND PARKING PROJECTS
Phase IV – Visitors Side Bleachers is
the final phase of the AHS
Improvements for UIL Events and
Parking Projects. Cost impact
related to age of facility, scope, and
market has increased the overall
project cost above the existing
funding available. Additional funds
are needed in order to complete the
award of the GMP contract
amendment with Stewart Builders.

funding needs for Phase IV –

ITEM #10 – REQUEST TO CONSIDER APPROVAL OF AWARD OF THE GMP FOR AHS VISITORS SIDE BLEACHER PACKAGE
Steward Builders, AISD Building
Programs and Huckabee Architects
received competitive proposals from
sub-contractors for the construction
of the Visitors Side Bleacher
Package at AHS.
After review and evaluation, Stewart
Buildings has submitted a GMP
amount not to exceed
$5,403,770.00
Trustee Harris made a motion to
approve the GMP for the AHS
Visitors Side Bleacher Package and
authorize the Superintendent or his
designee to negotiate and execute
an amendment awarding
construction services to Stewart
Builders under the term of their
current AHS Construction Manager
Risk contract. Trustee Metoyer
seconded the motion. Motion
carried unanimously (7-0).
ITEM #11 – REQUEST TO CONSIDER APPROVAL OF TAX RATE FOR 2017-2018
A resolution was presented to the
Board for consideration to adopt a
tax rate for 2017-2018. The
component breakdown of the
proposed tax rate is as follows:
Maintenance & Operations $1.040000 Interest & Sinking 0.410000 TOTAL TAX RATE $1.450000
This recommendation is for the
Maintenance & Operations and
Interest and Sinking rate to remain
the same as the 2016-2017 rate.
Trustee Scheibel made a mtoin to
approve the property tax rate by
adopting a combined tax rate
$1.450000. Trustee Pickren
seconded the motion. Motion
carried unanimously (7-0).
Superintendent Gilcrease
commended the Board of Trustees
on their fiscal responsibility.
ITEM #12 – REQUEST TO CONSIDER APPROVAL OF CLASS SIZE WAIVER
A waiver was needed for class size
due to the anticipation of exceeding
the 22:1 ratio in one or more
classrooms and the anticipation of
possible displaced students
enrolling due to Hurricane Harvey at
the elementary schools.
Trustee Harris made a motion to
approve the class size waiver.
Trustee Scheibel seconded the
motion. Motion carried unanimously
(7-0).

September 7, 2017 AISD Board of Trustees, EC Mason PTO collected $27,708.16 from fundraisers in the 2016-17 school year. They gave Ms. Jones four checks ($9000, $9000, $4854.08, $4854.08). The money is ear-marked for IPads and technology equipment for the students. We intend to put the money in the 8658 2191M1 account to be used for these purposes. Rationale
The “Offer and Recommendation Report” listing this month’s offers for
properties in trust is included. Upon further investigation none of these properties have a value to the District.
The property located at 1312 W. Lobitt is too close to W. Lobitt to widen the bayou.
The 7.5 acres is split into two parcels. This acreage is land locked. The infrastructure needed to make is useful to Alvin ISD would be quite
expensive. A right of way would have to be acquired. Water and sewer systems would have to be installed. Water retention system would have to be added.

Policies and procedures have been established to provide for any and all Service Contract Proposals to be extended
monthly for board award due to the total aggregates in any given category being over the $50,000 threshold pursuant
of 44.031 (a) and 44.031(f). These are September submissions for award by the board at the October board meeting.
All proposals and agreements were extended by fax, email and mailed to various vendors meeting the specified
commodity code qualifications identified per contracts. The proposals and agreements were also made available on
the Alvin ISD Website as well as staff were informed of the proposal process and encouraged to contact vendors.
We are requesting all proposals to be awarded as NON-EXCLUSIVE contracts as one by which multiple vendors

This proposal was established to qualify approved vendors under the State Purchasing Guidelines CH Legal and
Education Code 44.031(a) whereby school districts are required to utilize a competitive bidding method that
provides the best value for the district when making purchases valued at $50,000 or more in the aggregate for a
12-month period. To satisfy this State Law, Alvin ISD extended this proposal.
The proposal was extended based on prior year’s usage, staff requests and vendor requests. Over 64 vendors were
extended packets by our bidding software and email. Additional information on the proposal was extended through
the legal notice in our county newspaper, emails to budget managers as well as the District website to solicit
participation in our bidding process. The proposal was released and monitored through our ION Wave Bidding
Program for participation. The District received 23 qualified responses
The approved vendors from the above proposals mentioned were extended the electronic proposal to provide the
new database information for the campuses. This proposal was extended with 103 identified commodity sub-
categories for vendors to provide discount pricing. The sub-categories were extended with commodity coding to
provide for future yearly aggregate financial track-ability. The following categories were included on 1710 M & O

The purpose of boundary revisions is to optimize school facility usage, and to accommodate
growth patterns throughout the district. The SBAC will develop attendance boundary
recommendations for secondary and elementary schools, to be approved by the Alvin ISD
Board of Trustees.
Procedures for Boundary Change
Committee meetings will be held with the purpose of developing attendance boundary
recommendations. There will be five committee meetings where community delegates,
trustees, district personnel as well as the demographer will be present. The interested
public is invited to attend. Through this process final recommendations will be developed
and presented to the school board for approval. The meeting schedule is as follows:

Decision Principles
Where feasible, boundaries shall support the neighborhood school concept by
combining geographically proximate neighborhoods or developments into school
attendance boundaries.
Where feasible, existing physical boundaries included but not limited to: roadways,
creeks, drainage ditches, utility easements, and similar elements shall be utilized as
boundaries.
Assignment of students shall be made based on building capacity and growth
projections. Attention will be given to the unique needs of the student population at
a given campus, which may not be reflected in numbers alone.
Inter-district transfers for employees who reside outside of the boundaries of Alvin
ISD continue to serve as an incentive to attract the most qualified staff. Placement
of these students will be made based on the employee workplace, and building
capacity and growth projections.
The district does not draw boundary lines for the purpose of creating a particular
demographic or socio-economic attendance zone, all students are equally important.

Rationale Missed School Days Waiver
On August 26th, Hurricane Harvey devastated the Gulf
Coast region and the communities of Alvin ISD. To ensure
the safety of our students and community and to allow
time to recover after the storm, Alvin ISD closed schools for seven days (August 25, 28, 29, 30, 31, September 1, 5).
TEA Commissioner Mike Morath authorized that districts
in the 58 counties that were included in the governor’s disaster proclamation could apply for a waiver for missed
school days (up to 420 minutes per day) due to Hurricane
Harvey. Applying for this waiver exempts districts from having to make up the missed days in the school calendar,
allowing Alvin ISD’s calendar to remain unchanged.
After waiver approval: High School minutes over 75,600 = 1,700 (3.77 days),
Junior High minutes over 75,600 = 840 (1.88 days),
Elementary minutes over 75,600 = 860 (1.93 days)

PROPOSED REVISIONS

All personnel are employed subject to assignment and reassign-ment by the Superintendent or designee when the Superintendent determines that the assignment or reassignment is in the best in-terest of the District. Reassignment shall be defined as a transfer to another position, department, or facility that does not necessitate a change in the employment contract of a contract employee. Any change in an employee’s contract shall be in accordance with pol-icy DC.
Any employee may request reassignment within the District to an-other position for which he or she is qualified.
The principal’s criteria for approval of campus assignments and re-assignments shall be consistent with District policy regarding equal opportunity employment, and with staffing patterns approved in the District and campus plans. [See BQ series] In exercising their au-thority to approve assignments and reassignments, principals shall work cooperatively with the central office staff to ensure the effi-cient operation of the District as a whole.

Paid supplemental duties are not part of the District’s contractual obliga-tion to the employee, and an employee shall hold no expectation of continuing assignment to any paid supplemental duty.
