The Centre will be running a race on the sprint track for 3-4 year olds during breaks in the main program. If you have a child whom is 3-4 years old and would like to compete in the
race please see the Centre Secretary to sign a waiver form.
No child can compete in this race without a signed waiver form.
RECORDS AND RANKINGS
For the purpose of annual records and rankings the season will comprise of meetings 1 to 15 (excluding the centre's multi- event) run by the Altona Little Athletics Centre. Note:
should there be a malfunction in our electronic timing equipment; times will not stand as
records. While authenticating records will be recognised, individual results on Altona Little Athletics Centre's Championship Day will not be counted as far as centre point systems are
concerned.

POLICIES
NO SMOKING POLICY Smoking is not permitted in any competition or spectator areas during any Little
Athletics competition. Little Athletics understands the harmful effects of smoking on health, fitness and
performance in sport, and as a result has adopted the following Policy; Premises and competition areas are declared smoke free zones – smoking permitted only where a special smoking area is designated.
Athletes/Participants are reminded that smoking adversely affects performances and are prohibited from smoking whilst engaged in Little Athletics activities.
Coaches and Officials are reminded of their responsibilities as role models particularly with juniors and are prohibited from smoking whilst coaching or officiating
in our sport. Spectators are reminded smoking is inappropriate behavior in a sporting
environment and are asked to respect our Smoking Policy. Visiting Athletes, Coaches, Officials and Administrators are also asked to respect our
Codes of Conduct and Non Smoking Policy.
SUNSMART POLICY The health of our members is a number one priority for the Altona Little Athletics Centre, because of the high incidence of skin cancer in Australia, the highest in the
world, the Centre promotes the wearing of protective clothing, even on non-sunny days.
We recommend that clothing should include: -wide brimmed or legionnaire hats. - sunglasses
We also recommend members bring portable shade. Shade will be provided for all track and field events.
WEATHER POLICY
If the forecasted temperature the night before a meet is predicted to be no higher than 35 degrees then the Centre may run a modified program.
If the temperature is forecast to be above 35 degrees and the temperature has reached 33 degrees by 8am on the day the meet will be cancelled.
If the temperature reaches 37 degrees or above during the meet the Centre Executive Committee will then decide on whether to continue or cancel the meet.
If it is raining heavily the Centre Committee will decide at 7.30am if the meet will be modified or cancelled.
WASH OUT OR CANCELLED MEETS
Wash out or cancelled meets are counted as an attendance.
Meeting abandoned on the day will be classed as an attendance, only if the child has attended. Note the multi - event is not counted as an attendance day.
Athletes not complying with the attendance criteria because of special circumstances (illness injury, access etc.) may be allowed to compete in the Centre championships at the discretion of the Centre Executive.
Apologies must be submitted in writing to the executive committee for the consideration no later than the 19/02/2017.
DOG FREE ZONE We are a DOG FREE zone. The athletics track is not a place to bring your pets while children are competing. Children may be afraid of dogs or at risk of a possible
allergic reaction. Please be considerate of all at the track, as you & your pet will be asked to leave.
PRESIDENTS MESSAGE Hi, To All Altona Little Athletic Families,
On behalf of the Altona Little Athletics Centre, we warmly welcome you as either a new or returning member. We anticipate that the 2016/17 season will bring new challenges for our young athletes and they will enjoy participating in a sport that will
develop new skills and build new friendships which will assist them during their future journey in Little Athletics.
I truly believe that the Altona Centre is unique, with a fully grassed surface, which is not only easy on the eye but gentle on the joints. The vista which includes, Cherry Lake and surrounding parks area, makes it a relaxing place to meet.
I would also like to take this opportunity to thank all of the committee for their hard work and dedication over the past 12 months. We have an amazing group of hard working committee members and I look forward to working with you all over the next
12 months. We have made a number of changes this year and one of them is the introduction of
a club mascot, we the committee are very excited about the new “Altona Rockets” concept and its fun and engaging design. A number of committee members have also been working hard over the off season to make the clubrooms a much more
enjoyable and user friendly area. I would like to thank all of those who were involved as I’m sure all members will get years of enjoyment out of this space, please take some time to have a look in our new display cabinets for a little history lesson about
ALAC.
The Centre Committee has been working with Hobsons Bay City Council to upgrade
the on field facilities; we made it our focus to concentrate on a new discus ring and permanent cage which will come to fruition after the end of the 2016-17 season. Moving forward we are dedicated to improving a number of the facilities in the near
and distant future. So the scene has been set, we trust that you and your family will enjoy watching your
child participate and improve upon their personal best, and at the same time I encourage you to become involved with the club and assist in whatever capacity you can. It’s a great feeling to walk away at the end of the session, knowing that you
have made a positive contribution which the children will benefit from.

CENTRE
- A BRIEF HISTORY -
The Altona Little Athletics Centre is a member of the Victorian Little Athletics Association (VLAA) and is the 41st Centre to be established in Victoria. The Altona
Centre began when three clubs, Altona North, Seaholme and Westona left the Williamstown Centre to start competition closer to home.
The Altona and St. Mary’s Clubs helped form the new Centre and the 1969/70 season saw five clubs competing in Altona. In the early years the Altona East club formed but has since closed. In 1994 the Altona Meadows/Laverton club joined the
Altona Centre after the Laverton Centre closed.
In May 2014, due to our small numbers, our members voted to form an amalgamated unified Centre – Altona Little Athletics Inc.

OUR AIM
Athletes: Our aim is for you to “grow as a person” through the involvement in Altona
Little Athletics. We hope you will achieve this by sharing friendship, participating in
healthy exercise and by achieving success through friendly competition. This
success should be judged by the extent to which you improve your skills and
personal performance by doing your best. Athletics gives you the opportunity to
participate in a range of activities including running, jumping, throwing and walking.
Parents: you are an essential part of our sport as we do not have a senior body
assisting in the running of our programs. By signing the Register of Ordinary
Members, you have become members of our Centre and of the Victorian Little
Athletics Association. We ask that you actively assist in the many tasks necessary to
run our Centre. Without extensive involvement from parents and other volunteers
there would be no Altona Little Athletics Centre.
VICTORIAN LITTLE ATHLETICS ASSOCIATION
Little Athletics began in Geelong in 1964 and soon spread to other Victorian towns.
In 1967 the V.L.A.A. was formed. Interest grew and, within five years, Australian Little Athletics was born. Victoria now has over 100 centre's. The Altona Centre was
started in the 1969 and was the 41st centre to form, hence our number - 41. The
chart below indicates the levels that comprise the V.L.A.A.

UNIFORMS
A strict uniform code will be enforced.
Only the uniform identified below will be recognised. A track suit is NOT part of the
uniform. Athletes must wear socks that are predominantly white as part of the
centre's uniform. All shorts are to be plain black with no pockets or logos larger than
30mm x 30mm (unless LAVic approved).
UNDERGARMENTS If an undergarment is worn it must be plain and the same
colour as the predominant colour of the uniform OR white.
LEGGINGS Leggings of any length may be worn EXCEPT in Race Walking events. Leggings must be plain and the same colour as Centre shorts OR beige. Plain black leggings may be worn in lieu of Centre shorts (any colour) for Cross Country and
Road Relays (XCR) ONLY Shorts with pockets are not permitted.
Representing Altona Little Athletics Centre
Athletes from U9 to U15 may represent the Altona Little Athletics Centre at a number of LAVic events during the year. It is a mandatory requirement for team eligibility
that parents are rostered to act as officials. These events include relays, track and field, multi-events and cross country championships. The Centre uniform must be worn and consist of the Centre singlet top (supplied by the Centre), black shorts
and white socks.

EVENT INFORMATION AND INSTRUCTIONS FOR HELPERS
Discus Age Group Weight Throws Overview Entering the circle: The athlete may enter the circle from any direction.
The throw: Each throw must be commenced from a stationary position within the throwing circle. No part of the athlete's body or clothing is permitted to touch the outside of the circle
during the throw. There is no specific rule as to the way in which the discus leaves the competitor's hand. Leaving the circle:
The athlete must leave from the rear half of the circle and from a standing position. The athlete must not leave the circle until the discus has landed. The discus must land so that the imprint mark is within the inner edges of the marked
sector. Measuring: A prong, with the zero end of a measuring tape attached, is placed on the near edge
of the imprint mark made by the discus; the tape measure is drawn tight through the center of the throwing ring; the distance of the throw is measured at the point where the tape crosses the inner edge of the ring.
Measurement is made to the nearest centimetre below the distance.

Entering the circle: The athlete may enter the circle from any direction. The throw:
Each throw must be commenced from a stationary position inside the circle. When a competitor takes a stance in the circle, the shot must be held in one hand close to the chin.
The shot must be put from the shoulder with one hand, and should not be brought from behind the line of the shoulder. Leaving the circle:
The athlete must leave from the rear half of the circle and from a standing position. The athlete must not leave the circle until the shot has landed. Measuring:
Measurement is similar to that described for discus.
Javelin Age Group Weight Throws Overview The throw:
The javelin must be held by the grip and thrown over the shoulder (not slung or hurled). At no time during the throwing action may the competitor turn completely around so
that their back is towards the throwing arc, only when the Javelin has been discharged into the air. The javelin must be thrown from within the run up zone.
The tip of the javelin must land within, and not on the sector lines. The tip must land before any other part of the javelin. Leaving the run way:
The competitor must not leave the runway until the javelin has touched the ground. Athletes must leave the run up zone from behind the throwing arc, after the javelin has landed.
Measuring: The measurement of each throw shall be made from where the metal tip of the javelin first strikes the ground to the inside edge of the arc, along a line from the
point of the landing to the center of the circle of which the arc is part.
Long Jump
Competitors in the Under 7 to Under 8 age-groups have two jumps, and jump from a 1.22 metres by 1 metre mat placed not less than 0.5 metres from the near edge of the pit.
Competitors in the Under 9 to Under 10 age-groups have two jumps, and jump from a 1.22 metres by 0.5 metre mat placed not less than 0.5 metres from the near edge of the pit.
Competitors in the Under 11 age-groups have three jumps, and jump from a 1.22 metres by 0.5 metre mat placed not less than 0.5 meters from the near edge of the pit.
Competitors in the Under 12 to Under 16 age-groups have 3 jumps and jump from a board 1.22 metres by 0.20 metres placed 1 meter from the near edge of the pit. For a jump result to be recorded, an athlete must take off on one foot from either on
or behind the take-off mat or board, and land in the sandpit. Measurement: Off the mat: A jump is measured from the front of the imprint on the mat to the
closest indentation in the sand made by the athlete. If an athlete takes off before the take-off mat, the jump shall be measured from the break in the sandpit to the back edge of the take-off mat.
Off the board: A jump is measured from the front of the board to the closest indentation in the sand made by the athlete. A foul jump (no-jump) is recorded if:
“Any part of the athlete's take-off foot crosses the front or side edge of the take-off mat or board; “After completing a jump, the athlete walks back through the sandpit;
“In the course of landing, the athlete touches the ground outside the landing area nearer to the take-off point than the nearest break in the landing area made by the jump; or the athlete does not land in the sandpit.
Triple Jump Competitors in the Under 8 to Under 10 age-group have two jumps. Competitors in the Under 11 to Under 16 age groups have three jumps.
The triple jump consists of three distinct movements which must be performed in the correct order. These are: 1. The Hop - where the athlete takes off and lands on the same foot as that from
which s/he took off; 2. The Step - where the athlete lands on the opposite foot to that used for the hop; and
3. The Jump - where the athlete lands on one or both feet in the sandpit. Steps one and two above should be completed on the run-up track.
Competitors in the Under 8 age-group take off for their hop from a 1.22 meter by 1 meter mat. Competitors in the Under 9 to Under 11 age-groups use a 1.22 meter by 0.5 meter
mat.. Competitors in the Under 12 to Under 16 age-groups take off from a 1.22 meters by 0.20 meter board.
Officials will assist children to determine suitable mat placement early in the season The rules for measurement and no-jumps are the same as for long jump.
High Jump Prior to the competition, the chief official shall ensure that all aspects of the landing and run-up area are safe. The Bar shall be set at the appropriate starting height for
the age-group/individual competing. Bar height is checked with the measuring stick perpendicular to the ground at the lowest point of the bar: that is, the middle of the bar.
The Outer edges shall measure equal heights, and be set so that the centre of the bar is at the stipulated height. Each competitor Under 9 to 10 has two jumps and Under 11 to Under 16 has three
jumps, and may commence jumping at any height above the starting height. Athletes must take off from one foot. An athlete shall be eliminated from the event after three consecutive failures.
SAFETY FIRST AT ALTONA
• Children are not allowed to use field event venues or handle equipment unless supervised by an adult.
• Never walk across the Shot-put area, Discus area or through the jumps run-ups when competition is under way. ALWAYS WALK AROUND.
• Equipment sheds are out of bounds to children.
• Children are expected to remain within the ground during competition. They can only use the surrounding areas under the supervision of their parents.
• Children should wear sun hats and sunscreen and drink plenty of water during outdoor activities. SUNSCREEN IS AVAILABLE FOR FREE FROM
THE CLUBROOMS.
• Children and adults must not ride or travel on the equipment trailers.
• Only cross the track at the designated crossing points i.e. behind the 100m
start and behind the finishing gates. Never cross the track once a race has commenced.
• Do not stand too close to the starter when a race is being started.
• Do not leave children unattended in the Centre. If you cannot be present on the day, arrange for another parent to look after your child.
• Please ensure the Centre Secretary, Coach and Registrar is aware of any
special health issues.
CODES OF CONDUCT
Fair Play Code The Centre and Little Athletics Victoria have Codes of Conduct which all members
are expected to comply with. Altona Little Athletics Centre will endeavor to ensure all
athletes, coaches, spectators, parents, officials and administrators are aware and
understand the expected behavior by everyone involved in the Centre. The full policy
can be accessed on the LAVic website. The Centre will take appropriate action
where these codes are breached. Outlined below is a basic overview of the
expectations of all involved.
Little Athletes’ Code of Behaviour Play by the rules.
Never argue with an official.
Always control your temper. Abuse of officials, parents or other athletes, deliberately
distracting or provoking an opponent is not acceptable or permitted.
Work equally hard for yourself and your centre.
Always be a good sport and treat all athletes as you like to be treated.
Co-operate with your coach, club mates and other participants.
Participate in Little Athletics for the fun.
Parents’ Code of Behaviour Encourage children to participate if they are interested.
If a child is not willing – do not force him/her.
Focus on the child’s efforts rather than the overall outcome of the event.
Teach children an honest effort is as important as a victory.
Encourage children to always participate according to the rules.
Never ridicule or yell at a child for making a mistake or losing an event.
Remember children are involved in Little Athletics for their enjoyment not yours.
If you have a disagreement with an official, raise the issue through appropriate
channels.
Support all efforts to remove any verbal or physical abuse at Little Athletics.
Recognise the value of being a volunteer or coach.
Demonstrate appropriate social behaviour, by not harassing athletes, coaches or
officials.
The premises, track grounds and playing areas are “SMOKE FREE” zones.
Spectators’ Code of Behavior Remember children participate in Little Athletics for fun.
Applaud good performances and efforts from each athlete.
Congratulate all athletes upon their performance regardless of outcome.
Respect all official decisions.
Never ridicule a child for making a mistake during competition.
Always aim to give children positive motivational comments.
Show respect for each and every participant. Without them there would be no
events.
Coaches’ Code of Behavior Be reasonable in your demands of young athletes’ time, energy and enthusiasm.
Teach athletes that the rules are mutual agreements which should never be broken.
Whenever possible group athletes to give a reasonable chance of success.
Avoid focusing on high achieving athletes, all athletes deserve equal time.
Remember that children participate for fun and enjoyment and winning is a bonus.
Ensure that equipment and facilities meet safety standards.
Take into consideration the maturity level of the children when scheduling the length
of training sessions and competitions.
Develop respect for the ability of opponents as well as for the judgment of officials
and coaches.
Make a personal commitment to keep yourself informed of sound coaching principles
and the principles of child growth and development.
Demonstrate appropriate behavior at all times.
ALTONA COMPETITION RULES
1. No child may compete unless registered and wearing correct Centre uniform
(registration label and T-shirt). Suitable footwear must be worn at all times.
2. If a program is not completed on the scheduled day, points are awarded only for events completed. Rescheduling events not completed will be at the
discretion of the Centre Executive.
3. Spikes maybe worn by U12 to U15 athletes for lane track events (400m or less), jumps and javelin only. The spikes must only be worn within the
competition arena. The maximum length of spikes must not exceed 7mm.
4. No event may commence or continue unless officials are present. Coaching is not permitted during Centre Championships or selected special Centre events.
5. Runners can have different places in a race but can have the same time. Times taken are by 100ths of a second at Centre competition. The finish line is crossed when the athlete’s torso (neck to hips) crosses the finish line.
Arms, legs and head do not count.
6. Runners must stay in their lanes (between the white lines) during lane events. Any jostling or obstructing another athlete shall be liable to
disqualification. Pacing by non-competitors is not permitted in running events.
7. The Starter has entire control of the athletes on their marks, and is the sole judge of any fact connected with the start of a race. The words the Starter uses to start races up to and including 400 meters are, "On your marks",
"Set" and when all athletes are steady, the starting gun is fired. "Set" is not used for individual races longer than 400 meters.
8. Athletes may attempt the high jump up to any 5 heights chosen at their
discretion. Only 3 attempts at jumping the bar at a given height are allowed. 2 baulks will be recorded as an unsuccessful attempt.
9. A one (1) meter X 0.5 meter take off mat will be used in long and triple jump
events for all children in the under 6 to under 12 groups and the twenty centimetre (0.2 meter) x 1.22 meter mat or equivalent marked area will be used for the under 13 to under 15 age groups. Measurement of each jump
will be taken from the imprint of any part of the athlete's body which is nearest to the take-off point. If the athlete takes off before reaching the mat, the take-off point is taken as the edge of the mat furthest from the pit, except
in the under 13 to under 15 age groups where the measurement will be made from the front of the takeoff area (nearest the pit).
10. Shot-put or Discus throws are not completed until the competitor leaves the ring, then the throw is measured. The competitors must leave the ring from
the rear half of the throwing circle. To be a valid throw, the shot must commence close to the chin, and the hand must not drop below this position,
or behind the line of the shoulders. The shot put and discus must always be carried back to the ring, never thrown.
11. Altona records are only recognised at our own Centre (excluding Open Days) or at Regional, State, or Australian Teams Championships. No record will apply unless a member of the Executive checks the measurement.
12. Athletes competing in special Altona competition days, events at other
Centres, or Regional and State Championships must abide by the rules of those competitions.
13. Blocks can be used for the Under 12 and above age groups for and including
all events up to 400 meters.
14. Training events are Under 8 60m hurdles and all events classed as skills. Participation points only are given for these events.

The Little Athletics on Track Program offers guidance and direction for parents, coaches and those responsible for Little Athletics at the grass roots level in providing
a complete athletics program for its younger members.
