Methodology

Please describe shortly how/methodology you organised the AlpCafé The following questions could help you in the description: Have you organised preliminary meetings? Have you sent participants preliminary information? Is the event an “ad hoc” event or you organised in conjunction with other events (i.e. panels)? With which criteria did you organise the tables? Who were the facilitators?

After identifying the target group and the persons, we have sent them information about the event, the goals and the topics of discussion via the e-mail. Beside the key stakeholder were the observer ICS internationalization center Styria and the chamber of commerce Styria invited. After we contacted the persons via telephone and explained them in detail the purpose, objectives and scenario of the 1st AlpCafe. We also invited the Partner in Slovenia and stakeholders like the chambers of craft and small business. For some invited stakeholders and experts did the date not fit. Those were also interviewed and the input has been incorporated into the report. The AlpCafe was moderated by an external Moderator. One part was dedicated to presentation of CTEMAlp project and presentation of activities in selected EU countries (including the implementation report of European Commission on transfer of businesses) as well as presentation of participants, their experience and expectation concerning the topic of transfer of businesses. In the second part we have organized two round tables in which we collected answers, ideas and wishes of participants. The facilitators were C-TEMAlp staff in order to drive people conversation on the project main topics.

The AlpCafè was organised in conjunction with the Panel. Therefore some of the panel speakers were also invited

to attend the afternoon AlpCafé session.

Information about the existing expert group in Styria The “Follow me” network of experts exists about 10 years. The aspect of trans-national business transfer was a clearly new aspect for the group of experts.

Follow me - service for business transfer of the chamber of commerce Follow me is a joint initiative of WKO Styria. The initiative is sponsored by the economics department of Land Styria - by the Styrian Business Promotion Agency - SFG. The initiative will be accompanied by renowned project partners: Bank - Steiermärkische Sparkasse, Chamber of Public Accountants, expert group of engineering offices and Austrian chamber of notaries.

The task "Follow me" has the task to initiate and to accompany Business Transfers for styrian companies. The focus is on publishing and stimulating the marketplace for transferors and followers. The marketplace will be an active meeting point of supply and demand. The topics The goal is the optimum support for the implementation of follow-up projects - both transferor and for successors. The offer Comprehensive information to companies which what to transfer Direct access to entrepreneurs who are looking for a company (both for followers and company expansion) An active matching: we bring together fitting supply and demand A styrian network of experts for technical questions about business transfer

Main findings:

“Follow me” has no experience with transnational BT, but there is a big interest for the topic. Based on the experience of the last years the first step would be to build transnational networks to upgrade the service on transnational level

Specific business transfer aspects: tax, accounting, financial, labor and legal issues – it is absolute necessary to have a functional service to these aspects.

Even “Follow me” exists already 10 years, there is a need for better awareness-raising initiatives

For owners of family business is the business transfer often a psychological / sentimental problem. It is important to raise the awareness of business transfer, its opportunities, possibilities and procedures.

It has to be paid more attention on start ups. Here is a big potential for BT.

Funding and Financing - There are existing public measures via the Steirische Wirtschaftsförderung SFG as funds for companies, even if not specifically designed for Business Transfer, they also can used to foster the process.

One main finding was in the discussion about the branches/sectors. Agriculture and the companies In addition to the regional strength of Styria, must be paid attention to the sector of agriculture and forestry, in associate with the value-added chain. There must be a holistic view in different directions, which is very important for the theme BT. In addition to the production and trade, plays the machinery sector a major role.

The issue has important economic aspects; it is still not arrived at the enterprise level.

The discussion topics C‐TEMAlp main topic is the business transfer, with the aim of improving the support services so that companies can more easily manage this important phase in the life of businesses, in order to maintain human capital, knowledge and main company's assets in the territory. The following are the three selected themes that will be discussed: TOPIC 1 THE COMPANIES IN THE BUSINESS TRANSFER PROCESS How many are the target group for public services? 25% of the affected companies provide a generational change alone 25% of the affected companies are not passed to the next generation (structural change, to large operational barriers) 50% of the affected companies have the potential on successful succession to with professional support In Styria are the 5,700 employers companies plus approximately 1,000 one-person companies. TOPIC 2 THE SUPPORTING SERVICES – Experience

1. The public electronic “Nachfolgebörse” Together with “Follow me” experts a profile is created and published on the electronic marketplace. This is also possible anonymously.

2. The confidential Follow me entrepreneur market There is also a profile created, but this is only accessible and completely confidential within the internal matching process of the Follow me team. There is no publication on the Internet! If there is a request from the network Follow me, which fits to a profile, the concerned entrepreneur will be informed upon the request. Benefit The combination of both platforms results in a lively marketplace as a meeting point of supply and demand. The long-term goal Business succession is the successful generation change. Two orientations are focused by Follow me in supporting Styrian companies: 1. Quantity: Even if approximately 1,000 businesses find a successor each year, more than 7000 companies until 2023 affected. From the successful continuation of these establishments around 57,000 Styrian jobs depend. (Source: KMU Forschung Austria) 2. Quality: Together with our experienced partner network, we help to use the critical stage of development leaps: innovation of products, growth, focusing

Another Service in Styria offers “The Styrian Business Promotion Agency”, which aims to contribute to the

consolidation and growth of the Styrian economy. As a 100 % subsidiary of the Styrian Government, SFG operates

all business support tasks for its owner. This is the provision of monetary support with a broad range of grant and

financing programs, as well as tasks like raising and steering clusters and networks, technology parks, technology

transfer, and the consulting of foreign investors. The Investors Service Department helps on the following tasks:

information support about general and economic conditions in Austria and Styria

organization of fact finding missions

information and consultancy about own financial support programs as well as programs of third partys

support in the site selection

finding partners and service providers

integrating in existing clusters, networks and centers of competence

help on official channels

attendance during the whole process of a new business establishment

help for expatriates

Not specifically designed for Business Transfer, but it also could used to foster the BT process in some ways.

TOPIC 3 WHICH ASPECTS ARE IN TRANSNATIONAL BUSINESS TRANSFER and in networks

It is important to create awareness. Topics which are seen and well known by experts and actors, are not (yet) recognized by the companies. Company size with 70-120 employees , which have grown in the past - their next growth step must be transnational Company size 20-25 employees, which want to be fit for the future have to ask theirselfs: Where is my market in five years? What is my USP? For whom am I transnational exciting? Who can second sourcing use? Challenge: Standardized rates for the individual needs A very interesting aspect is for some investors of course BT (purchase) as growth (Image, Price). The challenge will be to find the right companies. The organization of new value-added chains Critical aspects:

The aspect of Cash Flow as transnational investor (taxes, etc.) How long stay terms/frame conditions).Is the management structure for transnationally given? How to manage data on a meta-level? Traceability? Increases the distance new questions?

The process The event was implemented on 16.06.2016, starting at 09.00 and ending 13:00 as morning session. The World Café methodology (http://www.theworldcafe.com/ ) was be used. For PP05 it was the first time to use this format. So there was an intensive exchange with the LP (Maria Sole D'Orazio) Brief description on methodology (copied from LP report) THE WORLD CAFE’ METHODOLOGY Coffee is historically a place where people talk and communicate, in a direct, conversational, pleasant and informal way. The World Café is a methodology that is inspired by the old cafés, creating a work environment that invites participants to a free and passionate discussion. Its particularity is to stimulate self‐managed discussion by participants within a common framework and under the guidance of some reference questions. The idea behind the World Cafe is simple but revolutionary: working to create relevant conversations, sharing in a creative and unconventional environment, reasoning together on complex projects, but in a concrete, fun and productive way. People sit around tables and discuss the questions posed by the facilitators. As in every coffee they write and draw on the tablecloth (of paper we used big flip charts) and if they want, they can get up and change table (this is managed by the facilitators). TIME SCHEDULE 09:00 Welcome Coffee and presentation of the method AlpCafé Introductions of participants 10:00 Intensive analysis of existing services business transfer at regional level and the experience with these. Exemplary questions a. What incentives support innovative business succession? b. Which sectors have special innovation potential (in generation)? c. Which barriers are most operational successor? d. Are there standardized services for business succession? 11:00 Table discussions and documentation (on flip chart paper) at tables. Every 30 minutes the participants were changing the tables and the “table host” leaded the discussions further on. Documentation and writing down ideas on the table-papers (flip-charts). 12:30 At the end the contents was presented and communicated clearly 13:00 Lunch and Networking

Alpenraum) als Partner beteiligt. Das Projekt zielt darauf ab, die Geschäftskontinuität und Innovation im

Alpenraum im Einklang mit der Makroregionalen Strategie EUSALP zu unterstützen. Besondere

Aufmerksamkeit wird dem Service für Unternehmensübertragungen und Innovationsprozessen für

Unternehmen auf transnationaler Ebene gewidmet. Möglichkeiten (entsprechend Angebot und Nachfrage)

der Unternehmensübertragungen und die Kontinuität der Unternehmen werden auf transnationaler Ebene

unterstützt. Das Projekt sieht eine erste Phase der Analyse und Abbildung, mit regionalem Bezug in

Hinblick auf die rechtlichen, finanziellen und steuerbezogenen, aber auch psychologischen Aspekten in

Bezug auf Übertragung vor.

Das Ziel des AlpCafes ist es zum einen eine klare Übersicht auf das bestehende System zum Thema

Betriebsnachfolge zu haben und das Netzwerk auf lokaler Ebene zu vergrößern.
