Our principle of loss prevention is to offer customer service to avert theft, property damage, etc.

Therefore, the Officers will be required to offer assistance to any City staff member or Patron who

genuinely appears to need assistance, as well as to any person reasonably believed to be acting in a

suspicious manner.

Officers are required to familiarize themselves with the City Hall store layout, to be able to answer

questions from Staff or Patrons regarding department locations, and to be able to respond in a

timely manner to situations that may arise in City Hall campus, to include Believe Plaza, and the

Parking Garage. The presence of an Officer patrolling the campus will have the most impact on any

potential vandals or troublemaker.

Most of the Officer's shift time will be spent in the designated assignment areas of the campus [as

deemed by the City Hall's representative (Kyle West)]. There is also the expectation that regular

checks will be conducted on the interior and exterior of City Hall and/or the Parking Garage.

Officers must be alert to anyone who may be engaging in suspicious conduct, such as:

•Anyone who has remained in a particular part of the campus for an unusually long period of time;

•Anyone who appears to be 'keeping watch;

• Anyone constantly looking around to ascertain the whereabouts of staff, or to determine whether

anyone is watching them;

•Anyone who, for no apparent reason, approaches and interacts with staff/security in an over- friendly

manner; or

• Persons acting suspiciously in blind corners or areas not in the general flow of Patrons or Staff;

(When someone is acting in any way described above, the Officer should maintain a strong visual

presence in the area in an attempt to deter the suspect.)

Under no circumstances are you to approach any person and tell or accuse them of what you think they

have done.

• Once you have spoken to the suspect, walk away to give them sufficient room to leave the campus

area discreetly, although continue to observe them from a suitable distance, in case they do not

take your advice.

It is important that the Officer learns to remember suspicious individuals and their faces, so that next

time they are in the area you are able to discreetly let them know you are aware of their presence

e.g.; approach them and say "Hello again, how are you today"? This information is to be listed on

the Daily Activity Log maintained by the Officer assigned to the Parking Garage.

Conduct Officers should never engage in any of the following conduct:

• Never accuse a person on the basis of what someone else has told you.

• When you are in doubt do not attempt to act, just observe and remember it for the future, because

you may be wrong.

• Never engage in an argument of any kind with a Patron of Staff, no matter how wrong you think they

are. Call your supervisor (CliffTebbitt), inform them ofthe circumstances and request they attend

the customer. Remain nearby, in case further assistance is required. Be aware that if the Patron or

Staff has a complaint, your presence may only agitate the Patron or Staff. However, if the Patron or

Staff acts in a boisterous and unruly manner, stand back and observe.

•All Officers are to comply with Company values and behavior. Diversity and Equal Opportunity

policies. Sexual Harassment, Harassment, Discrimination or Bullying will not be tolerated.

•All Officers are to ensure the safety, Health and well being. Behave in a way that ensures your safety

and the safety of others.

General Responsibilities/Information Security Officer duties will include maintaining a visible presence to deter criminal activity; reporting

hazards, suspicious circumstances to law enforcement and appropriate chain of command; escorting

employees to vehicles; responding to emergencies; and handling other duties requested by the "client"

Reno City Hall.

The Security Officer assigned to the RCH Garage will contact the RCH Allied Universal site Supervisor

(Cliff Tebbitt) by phone to request assistance or report an incident 24/7. After RCH normal business

hours incident also needs to be reported immediately to Allied Universal Patrol & Site Supervisor.

The Security Officer assigned to the RCH Garage will be assigned a cell phone, a key, access card

(Proximity Card), and will have access to the garage security office on the ground floor of the garage.

RCH has provided a parking spot for the duty garage officer and this is located on the south side ofthe

ground floor access to the security office. The parking spot is reserved and marked with an "S".

The security office provided is to be kept at 68 degrees at all times as there is an adjustable thermostat.

The window glass is 1-way glass so RCH has provided a reading light on the supplied desk for security

purposes. There is a "read file" and/or "Memo binder" located in the office. The assigned Officer will

make sure to review this daily and on all appropriate memo, etc. The garage is connected to Cal Neva

and they are leasing the basement currently. Monitor the basement entrance area and report all

suspicious activities to CalNeva security ASAP. All assigned Officers will maintain and Activity Log to

record all activities and incidents, i.e., suspicious activities observed or reported, patrols, and critical

information obtained while conducting their assigned security duties.

Areas to be patrolled by a security officer on a regular basis including the parking garage floors,

stairwells, elevators, ramps, alleyways and RCH main building. All incidents will be reported on the daily

activity log and an Incident Report is to be completed for any Trespass Issues, assumed Parking

Violations, Emergencies, damage to property, criminal incident, and/or critical information supporting

the successful completion of the assigned post's mission. Officers will highlight any anomalies in their

daily activity log.

Documentine/Reportine Activities The Security Officer shall document all relevant and material activity observed or performed during the

shift. Such activities may include but not limited to completed patrol checks, RCH employee escorts,

unsecured doors, safety hazards, criminal activities, suspicious persons, suspicious circumstances, and

emergencies.

The Security Officer assigned to the RCH Garage will maintain a daily activity log and present the final

version to the relieving officer at the end of the workday. All incident, emergency and issues noted must

be highlighted with the provided highlighter on site. Emergencies and incidents that have occurred will

immediately be reported to the site supervisor (Cliff Tebbitt).

Exit and entrance gates are to be monitored 24/7. Officers will be responsible for reporting any service

issues with the equipment to BTS in accordance with the guidance provided below in this document. The

assigned officer has access to a golf cart which is to be used for patrols and escorts, on property, only.

(All Officers must pass the Allied Universal EDGE driver training course(s) prior to assignment.)

Access Control Employee parking is provided to active City Hall employees. City Hall staff (to include Allied Universal

Officers) is issued a Proximity Card that can be obtained with the following:

Identification Badeine • A permanent badge will be issued to the employee by the Human Resources Office.

•Select individuals who have a continuing need for access to program areas

and personnel will be issued permanent badges by the Human Resources

Office.

• Badges shall be promptly recovered, or when appropriate, re-issued whenever an

employee's/individual's requirement for entry to a program area no longer exists due to an internal

transfer, termination of employment, or for other appropriate reasons.

Badee Preparation •The Security Officer prior to badge preparation will make verification of clearance and required area

access.

• A color photograph is then made of the badge recipient and through the use of a "mug board," the

individuals first and last name with picture appears on the card

• Badges must be worn on the outer garment, above the waist. Necklaces are acceptable for display of

badges, should the wearer choose.

Control /Accountability • A system for badge control and accountability is in force.

Card Access • In addition to the identification badges worn by all employees Card readers are on all cleared area

doors. These access cards are issued to those cleared individuals working in those project areas or in

the cleared area of the building.

• Access Cards are issued and accounted for by database.

• The S~curity Office prior to card preparation will make verification of clearance and required area

access.

As a recipient of a new City Hall/Parking Garage Badge, please note the following information:

• This badge will grant you access to the Parking Garage effective April 17, and upon completion of

the new City Hall Security Access System (approximately May 15), grant you access to City Hall.

Until notified, you must maintain your old badge, as well as your new badge. {In approximately June,

this new badge will also work at the PW Corp Yard for applicable PW and Community Development

employees.)

• Once the new City Hall Security Access System is completed, the new badge must be visible on any

person in City Hall that has been issued a badge, with the exception of uniformed first responders,

security officers, and SAVE officers. The badge must be placed in a sleeve - DO NOT PUNCH A

HOLE IN THE BADGE, AS IT WILL RENDER IT UNUSABLE.

• Only one badge will be issued per person. If you lose your badge, please contact Kyle West at

[email protected] and Andrena Arreygue at [email protected] so the badge can be deactivated.

• After this first badge distribution is completed, HR will take pictures and prepare badges for new

employees, tenants, and vendors, and replace badges as needed. Replacement cost for a lost badge

is $10. Damaged badges will be replaced at no cost.

• After-hour access to City Hall (evenings and weekends) will require use of both a key pad and the

new badge at all City Hall entrances. You will be provided a PIN in the next 30 days.

Non-Business Hour Entry/Exit From City Hall

• Entry: Non-business hour access to City Hall (early morning, evenings, weekends, and holidays) will require use of both a key pad and new badge at the City Hall entrances, effective approximately Friday, June 2. The PIN for City Employees granted non-business hour access is the last four (4) numbers of your employee ID number. This number is available on your pay statement. The PIN for non-employees or temporary badges is a four (4) digit code that will be provided to your primary office contact in a separate e-mail or memo by May 31 or when a badge is issued.

o Badge/PIN Process: (1) When entering the Virginia Street or 2nd Floor entrances during non-business hours, place the badge closely to the PIN Pad/Badge Reader until light turns green. (2) After light turns green, type in PIN followed by# key to unlock door.

• Exit: Exit doors located at Virginia Street, 2nd Floor, and in the elevator lobbies on each floor will

automatically unlock as you approach the doors. If the door doesn't unlock, see trouble shooting

information, below.

• Trouble Shootine: o Badge Reader Light is Red: Red light indicates door is locked. Place badge close to badge

reader until light turns green. If light on badge reader alternates red and green when badge

is presented, you do not have access to that door. If you believe that you should have

access, contact Kyle West at [email protected] for assistance.

o Elevator Lobby Doors or Building Exit Doors Don't Unlock When Attempting to Exit: Press

red or green button marked "Press to Open" (located next to door) and push door open

simultaneously.

• Interior Doors with Keypads: With the exception of the two basement restroom/shower room doors

and the 4th Floor Conference Room, which will remain in service, all other keypads located on interior

doors within City Hall will be deactivated.

• Security Reminders: • If you lose your badge, please contact Kyle West at [email protected] immediately so badge can be

deactivated and arrangements for a new badge can be made.

• When entering City Hall during non-business hours, do not allow any individuals to follow you into

the building that you don't recognize. If they belong in the building, they will have been issued an

access badge.

• New access badge must be visible when present in City Hall, with the exception of uniformed first

responders, security officers, and SAVE officers.

Emergency Procedures Emergency Procedures: The City of Reno (City) Emergency Procedures Manual serves as the primary set

of instructions to all City employees regarding who to contact in the event of an emergency,

whether or not to evacuate or shelter-in-place, and what steps to take in specific emergency

situations. While this Manual provides some specific details for City Hall, it also applies to all other

City facilities.

This Manual is located on the Biggest Little Intranet in the Human Resources Section under the Safety

and Security category and copies of relevant information included in this Manual can be copied and

maintained at all applicable facilities, as needed. This information will be accessible to all employees

to review at any time. In addition, there are evacuation plans clearly posted throughout City

facilities.

Included in this Manual is an "Index of How to Proceed in Specific Emergencies", beginning on Page 14.

The Index includes step-by-step instructions of what to do in specific emergencies and provides

specific instructions on the locations of emergency exits, equipment, first aid, supplies, and shelter­

in-place locations.

General Emergency Procedures During an emergency situation, the primary concern is the protection and safety of all employees and

non-City personnel working in or visiting City facilities.

The following are general emergency guidelines.

If an emergency situation is recognized, you should STOP whatever task you are working on and take the

following actions:

• Remain calm

• Assess the nature of the emergency and the extent o Specific emergency guidelines (Pages 14-24)

• Contact necessary individuals: o Emergency Personnel (Pages 5-6) o Emergency Contact Numbers (Page 7)

• Determine whether or not there is a need to evacuate, or if one should shelter-in-place (Pages 8-13)

• Refer to this Manual for specific emergency guidelines, location of emergency supplies and equipment, and evacuation plans (Pages 27-28)

Emergency Response Systems (City Hall) Activating Alarm Systems

• Automatic: Sprinklers and Smoke Detectors o The sprinkler system is heat activated. When the air around a specific sprinkler head

reaches a certain temperature, the sprinkler will activate and after a 30 second delay, set off the fire alarm system.

o The smoke detectors are smoke activated and will trigger the fire alarm system.

• Person Activated: Panic Buttons o Panic buttons are located throughout the building. When activated, the alarm monitor will

immediately contact 911 to request law enforcement response. Medical Emergency

In the event of medical emergency, do not use the panic alarm system, but contact 911 (dial 9-911 if

using a City phone).

Emeq:ency Personnel In the event of an emergency, the following individuals will take responsibility for the actions listed

below:

Fire Department

• Respond to all applicable emergencies (i.e., medical emergency, fire, chemical weapon and/or hazardous materials, earthquakes, etc.)

Police Department

• Respond to all applicable emergencies (i.e., armed individual, bomb/explosion, chemical weapon and/or hazardous materials, earthquakes, etc.)

Incident Commander

• Manage all incident operations

In the event of an emergency, an evacuation may or may not be necessary. In some situations,

employees should remain in place (Shelter-in-Place) until instructed to evacuate. In other

circumstances, employees will be directed to conduct a partial or full evacuation. Emergency

responders or the Safety and Training Manager will provide evacuation or shelter in place instructions.

The full description of City Hall policy for following three evacuation options and procedures related to

each of these scenarios are available in the City of Reno's Emergency Procedures Manual dated July 1,

2014:

• Evacuation of Persons with Disabilities

CCTV Closed Circuit Television Cameras (CCTV) is an important crime prevention and security measure for City Hall and the adjacent parking garage. Thirty-three(+) cameras collect images and transfer them to a monitoring-recording device(s) located at three (3) locations, i.e., the first floor City Hall information and security desk, the second floor security desk, and the parking garage security office work station where they are available to be watched, reviewed and/or stored. When in need of reviewing recorded camera footage request the assistance of the site Allied Universal Security Supervisor.

City Hall's CCTV is a situational measure that enables remote surveillance of a locale, i.e., key City Hall and Parking Garage public access areas. This makes it possible Allied Universal security to respond to incidents when alerted and to have information about what to look for when we arrive. The storing of images facilitates post-incident analysis that may be helpful to an investigation. There are many

different cameras locations that have different capacities to meet a variety of objectives, as an assigned security officer to the City Hall account you are responsible for familiarizing yourself with the CCTV system and the specific camera locations.

Despite the tendency to assume the CCTV system as if it were a single measure, the City Hall CCTV system can differ quite markedly. Cameras can be:

• static (focusing on a single view) • able to pan, tilt and zoom (moved by operators or placed on 'tours' to

survey a succession of scenes) • fixed (permanently installed in one location) • redeployable (moved around power points within an area) • mobile (placed in vehicles and transported to where they are needed)

They transmit digital images via cable or wireless links. The images can be recorded in different ways with different implications for quality. City Hall's method of storing and manipulating images have different implications for the type and speed of monitoring that can be carried out. The availability of specialized uses generated yet more potential applications of this flexible technology, i.e., still shots for persons of interest consideration.

However, the technology is only one part of a CCTV system of our security mission measures. The City Hall's system can work without effectively with regular, randomly, and frequent area foot patrols. The CCTV system is monitored for a limited number of hours a week by a dedicated operator assigned to the first floor City Hall information and security desk, the second floor security desk, and the parking garage security posts who has other duties besides CCTV monitoring. Staffing levels vary from two (2) officers during normal business hours to one (1) officer assigned to the parking garage during non-business hours. This staffing pattern influence the way the CCTV system contributes to our mission to secure the City Hall campus.

The overall City Hall campus effort to support the security mission also incorporates the installation of parking garage lighting in design and to improve camera coverage. If the officer becomes aware of installed lighting outage(s) it should be reported to the Security Supervisor to report to the client and request maintenance to reestablish lost lighting. These improvement requests are then treated as part of the scheme design rather than as confounding factors.

Locks&Keys Each officer assigned to the City Hall account will be issued a set of master keys and proximity (identification) card that is to be maintained with positive control at all times, and if either is lost the officer should immediately report the loss to the Security Supervisor. Locks are City Hall's most widely used security devices for protecting facilities, materials and property. All containers, rooms, and facilities must be locked when not in actual use. Regardless of their quality or cost, locks are considered delay devices only. Some locks require key and/or proximity card manipulation to open, but all locks can be defeated by force and with the proper tools. Locks must never be considered as a stand-alone

method of security. The officer's CCTV monitoring and patrolling of the campus areas is essential in accomplishing the security mission.

The systematic control of locks, keys is one of the most important components of any security program. Without proper key control, locks provide little deterrence to illegal or unauthorized entry into a facility. If the officer suspects key control shortcomings it should be immediately reported to the Security Supervisor. Officers should be committed to good key control that requires ongoing maintenance and cooperation by all staff, that lost or stolen keys increase the risk of loss, and the lack of accountability invites unauthorized possession and duplication of keys. Any assumed violations to these standards should be immediately reported to the Security Supervisor.

Bomb Threats Source: Federal Bureau of Alcohol, Tobacco and Firearms

Bombs can be constructed to look like anything and can be placed or delivered in any number of ways. The probability of finding a bomb that looks like the stereotypical bomb is almost nonexistent. The only common denominator that exists among bombs is that they are designed and intended to explode. Officers need to be hyper-vigilant and aware of the campus surroundings to spot the unordinary, and detect would be bombs.

What officers need to do to help prevent a bombing disaster? First, consider whether you or your organization could be a possible target. Motives for bombings include revenge, extortion, terrorism and City Hall business and/or politics disputes.

Your situation awareness is essential and you need to take the initiative to be fully informed of the City Hall activities to be best equipped an abreast of the current situation to ensure you are prepared for possible controversial political and/or social issues public and/or employee response, be aware that you could be targeted for violence.

If a suspicious object or package is found during your scheduled duty, under no circumstances should anyone move, jar or touch the object. Removing and disarming a bomb must be left to the professionals. Call your 911 immediately! Notify the Security Supervisor as soon as possible to report the situation.

While waiting for emergency first responder arrival, take the following steps:

• Identify the danger area. Generally, a 300-foot area should be considered in the danger zone, including floors below and above the object. • Contact Kyle West at cell #(775) 848-8909, office #(775) 334-2364, [email protected] immediately. • Follow the evacuation plan if directed to facilitate evacuating the building. Evacuation decisions will be determined by Kyle West or higher in the City Hall management authority. • Open all door and windows in order to minimize damage in the event the device explodes. • Do not reenter the building until bomb squad personnel tell you it is safe.

Alarms Alarm systems are a worthwhile investment in the protection of City Hall. Studies reveal that it is far less likely that you will become the victim of a burglary at City Hall if you have a correctly-fitted and well­maintained alarm system.

There are basically two types of alarm systems:

Remote Signaling Alarms, including intruder alarms terminating at an approved central monitoring station. The central station will automatically contact the appropriate law enforcement agency to respond.

Audible Only and Hybrid Alarms, including bells-only and automatic dialing alarms. These require some indication that an offense is occurring such as from a witness or neighbor who calls the police.

Before choosing a company who installs the central monitoring type of alarm system, you should answer the following questions:

• Before disclosing personal security details, have I checked the address and credentials of the company and seen proof of identity from the representative? • Is the company subject to an independent inspection process and if so, which organization? • Is the installation of an alarm a requirement of my insurance company and if so, is the company acceptable to my insurer? • Can the company representative provide a list of police rules for occupiers of alarmed premises and written confirmation that the alarm and the company are currently acceptable to the local police for the transmission of alarm messages from new installations? • Have I sought written quotations from at least two alarm installers? • Does the quotation specify that the installation will be to established federal standards? Include the terms of maintenance and monitoring contracts? Does the company operate a 24-hour call-out service and emergency attendance within four hours?

All alarm systems should have at least two keyholders who are trained to operate the alarm, able to attend activation within 20 minutes and available to be contacted by telephone.

Parking restrictions can help to keep potential threats away from a building. In urban settings, however, curbside or underground parking is often necessary and sometimes difficult to control.

Mitigating the risks associated with parking requires creative design measures including parking restrictions, perimeter buffer zones, barriers, structural hardening and other architectural and engineering solutions. Operational measures may also be necessary to inspect or screen vehicles entering parking garages.

The following considerations may help designers to implement sound parking measures for buildings that may be at high risk: • Locate vehicle parking and service areas away from high-risk buildings to minimize blast effects from potential vehicle bombs. • Restrict parking from the interior of a group of buildings. • If possible, locate visitor or general parking near, but not on, the site itself. • Restrict unauthorized personnel from parking within the secure perimeter of an asset. • Locate general parking in areas that present the fewest security risks to personnel. • If possible, design the parking lot with one-way circulation to facilitate monitoring for potential aggressors. • Locate parking within view of occupied buildings. • Prohibit parking within the stand-off zone. • When establishing parking areas provide emergency communication systems (e.g. intercom, telephones, etc.) at readily identified, well-lighted, closed circuit television-monitored locations to permit direct contact with security personnel. • Provide parking lots with closed circuit television cameras connected to the security system and adequate lighting capable of displaying and videotaping lot activity. • Request permits to restrict parking in curb lanes in densely populated areas to company-owned vehicles or key employee vehicles. • Provide appropriate setback from parking on adjacent properties if possible. Structural hardening may be required if the setback is insufficient. In new designs it may be possible to adjust the location of the building on the site to provide adequate setback from adjacent properties. • If possible prohibit parking beneath or within a building. • If parking beneath a building is unavoidable, limit access to the parking areas and ensure they are secure, well-lighted and free of places of concealment. • Do not permit uninspected vehicles to park under a building or within the exclusive zone. If parking within the building is required, the following restrictions may be applied:

-Public parking with ID check -Company vehicles and employees of the building only -Selected company employees only or those requiring security

General Responsibilities/Information Security Officer duties will include maintaining a visible presence to deter criminal activity; reporting

hazards, suspicious circumstances to law enforcement and appropriate chain of command; escorting

employees to vehicles; responding to emergencies; and handling other duties requested by the "client"

Reno City Hall.

The Security Officer assigned to the RCH Garage will contact the RCH Allied Universal site Supervisor

(CliffTebbitt) by phone to request assistance or report an incident 24/7. After RCH normal business

hours incident also needs to be reported immediately to Allied Universal Patrol & Site Supervisor.

The Security Officer assigned to the RCH Garage will be assigned a cell phone, a key, access card

(Proximity Card), and will have access to the garage security office on the ground floor of the garage.

RCH has provided a parking spot for the duty garage officer and this is located on the south side of the

ground floor access to the security office. The parking spot is reserved and marked with an "S".

The security office provided is to be kept at 68 degrees at all times as there is an adjustable thermostat.

The window glass is 1-way glass so RCH has provided a reading light on the supplied desk for security

purposes. There is a "read file" and/or "Memo binder" located in the office. The assigned Officer will

make sure to review this daily and on all appropriate memo, etc. The garage is connected to Cal Neva

and they are leasing the basement currently. Monitor the basement entrance area and report all

suspicious activities to Cal Neva security ASAP. All assigned Officers will maintain and Activity Log to

record all activities and incidents, i.e., suspicious activities observed or reported, patrols, and critical

information obtained while conducting their assigned security duties.

Areas to be patrolled by a security officer on a regular basis including the parking garage floors,

stairwells, elevators, ramps, alleyways and RCH main building. All incidents will be reported on the daily

activity log and an Incident Report is to be completed for any Trespass Issues, assumed Parking

Violations, Emergencies, damage to property, criminal incident, and/or critical information supporting

the successful completion of the assigned post's mission. Officers will highlight any anomalies in their

daily activity log.

Documentine/Reportine Activities The Security Officer shall document all relevant and material activity observed or performed during the

shift. Such activities may include but not limited to completed patrol checks, RCH employee escorts,

unsecured doors, safety hazards, criminal activities, suspicious persons, suspicious circumstances, and

emergencies.

The Security Officer assigned to the RCH Garage will maintain a daily activity log and present the final

version to the relieving officer at the end of the workday. All incident, emergency and issues noted must

be highlighted with the provided highlighter on site. Emergencies and incidents that have occurred will

immediately be reported to the site supervisor (Cliff Tebbitt).

Exit and entrance gates are to be monitored 24/7. Officers will be responsible for reporting any service

issues with the equipment to BTS in accordance with the guidance provided below in this document. The

assigned officer has access to a golf cart which is to be used for patrols and escorts, on property, only.

(All Officers must pass the Allied Universal EDGE driver training course(s) prior to assignment.)

Notification Guidance Any issues that arise during normal business hours should be reported to the site supervisor. Any issues

occurring after hours should be reported to the Allied Universal Patrol and the site supervisor. All

incidents must be logged on the daily activity log and an Incident Report if warranted or directed. (If the

assigned officer has any question regarding the need to complete/write a report, you should!) Any after

hour issues needed to be reported to the Allied Universal Patrol Supervisor and site supervisor (Cliff

Tebbitt).

Please refer to the Public Works "REDBOOK" for all emergency response reporting and protocol. If the

assigned Officer has a question about calling a number in this book, ask the site supervisor immediately.

The site supervisor can and will direct you if unsure of the protocol as they have RED BOOKS available.

Trespass Issues The client prefers the "3-strikes you're out" rule in regards to trespassing, which is applied in both the

Garage and Main Building. The officer will give an individual 2 chances to vacate the premise if not there

to conduct business during business hours. The third infraction will result in the subject being trespassed

from the property. This will include issuance of a trespass card, reading the statute as the trespass is

issued, and will fill out all information on the trespass log provided and located in the security desk of

the RCH main building's first floor security desk.

Parkine Enforcement Assigned Officers will monitor all areas associated with the parking garage for posted parking violation

and abandoned vehicles. All assumed violations and/or abandoned vehicles will be reported to the site

supervisor (Cliff Tebbitt) and recorded in the duty activity log. The assigned Officer will contact the site

supervisor on specific protocol of parking enforcement.

getting out will not let them use the device.

Only VISA or MASTERCARD logo cards are accepted for payment.

There is a time limit on putting in the credit card. If an individual cannot pay, the ticket is likely ejected

from the machine. The ticket must be re-inserted and then the individual may attempt to insert their

card.

If a person tries to use the QR reader (open area bottom left corner of the exits labeled "Do Not Use") it

activates the system and makes it unable to read tickets or use credit cards. The big red button will be

flashing. Press the red button to cancel, and then re-insert the ticket and credit card. Should resolve the

issue.

Security Staff - GATE OPERATION It is imperative we maintain as much continuity of operation as possible. Do not take an exit out of

operation if it may be prevented.

May 17, 1945 hrs, Visa debit card). Then open the gate arm and let them through.

• A single individual's issue to a few separate individuals having an issue: Keep the gates in

operation. Let the vehicle out, documenting as described.

• 5 separate individuals have an issue: Close the gate and direct traffic to the other exit.

• Multiple separate issues at the single remaining exit: Open both exits for traffic to freely exit;

call BTS on call at 232-0341after7:00 am.

When an assistance call is for improper change issue:

• Verify the issue if you are able. Log the individuals name, number, address, and description of

the incident. Put a sign on the Pay on Foot station: "Payments: Please press 'phone' button for

assista nee".

• With a posted sign: Calls for assistance from the Pay on Foot station: Tell the individual to drive

to either exit then tell them to press the assistance button at the exit. When they call for

assistance at the exit, you can open it remotely from the phone or intercom. (use your badge if

you happen to be out in the garage). Contact BTS on call at 232-0341 after 7:00 am.

Abandoned Vehicles VIOLATIONS: In order to keep our lots safe and well maintained, we ask and expect our patrons to

refrain from the following actions. Please be advised that any of the violations below could result in

your vehicle being impounded at your expense.

• Storing or abandoning vehicles in the lot is prohibited.

• Only one vehicle is permitted to be parked in the lot at a time.

• Campers, motor-homes, trailers, and RVs are prohibited. Conversion vans and oversize vehicles that

take up more than one parking space are not allowed.

• No vehicle maintenance, washing of vehicle, changing of vehicle fluids or storage of such fluids will be

allowed. (Oil, Antifreeze, Brake Fluids, Transmission Fluids.)

• Do not park vehicles in the garage that are leaking any fluids.

• Do not damage any Reno City Hall property. This will be cause for prosecution. The same will apply

for any employee caught breaking the entry gate and/or tampering with the card reader.

Lost/Found/ Abandoned Property It has recently come to my attention that additional clarification is needed regarding the areas within

the Parking Garage for which Allied Universal is responsible and the handling of private property that

has been left on City on Reno property, specifically on the interior/exterior of City Hall, and the

interior/exterior of the City Hall Parking Garage.

Areas of Responsibility For clarification, the City of Reno owns City Hall and the adjacent sidewalks and alley, as well as the City

Hall Parking Garage and adjacent sidewalks. However, the CalNeva Casino is currently leasing and has

exclusive use of the following portions of the Parking Garage:

Restrooms, elevators, casino entrances, security office, and storage room on the North side of the

parking structure and the basement and ramps from/to the Ground Floor. Therefore, the City and its

representatives (Allied Universal Security) are not responsible for taking action within these specific

locations.

While we appreciate the professional working relationship that we have with CalNeva Security, and

welcome the opportunity to share vital security information and observations with one another, Allied

Universal Security Officers shall not enter these locations to take security action, with the exception of

the Cal Neva Security Office, which may be entered to communicate necessary security information.

In the event that an Allied Universal Security Officer observes any suspicious activity in the

aforementioned locations, contact CalNeva Security immediately and, if necessary, the Reno Police

Department.

Property Handlin" Procedures The City of Reno takes security of personal property very seriously, and does not advocate moving

property located in a secure location into an unsecure location, without the property owner's

permission. If an individual's property is left in a location that threatens the safety, security, or well

being of others; is in a clearly marked location that disallows the item's presence; or appears to be

abandoned, then that property may be removed by authorized authorities, but must be logged (see

attached form) and placed in an alternate, secure location so that the property owner has the ability to

recover the property.

• Property collected in City Hall shall be placed in the lost-and-found on the 2nd Floor of City Hall (City Clerk's Office).

• Property collected outside City Hall or in the Parking Garage shall be secured in the Parking Garage Security Office for 90 days, or until returned to owner, whichever is sooner.

• Property shall not be returned to the owner unless the item(s) are properly identified and the owner signs the log.

• If unclaimed property remains in the Security Office after 90 days, a copy of the property tag shall be provided to the City of Reno Safety and Training Manager and he will follow-up with a written disposition order.

Patrol Reports from the account client indicates Allied Universal staff has done a very good job of making our

presence known, extending "white glove customer service" and instilling an increased sense of security

among Reno City employees, patrons and tenants with the patrols that we have been performing and

your consistent presence on the 2nd Floor of City Hall as outlined in our original post orders. In an effort

to further enhance security at City Hall critical entry points, the following revised City Hall Patrol and

Post-Manning Procedures shall be followed, effective immediately:

1st Floor Security Officer Post shall remain manned at all times during the hours of 0800-2000 (plus additional hours as necessary to cover early morning or late night meetings), Monday-Friday except holidays, with the following exceptions:

• Exterior Patrols - Each security officer manning this post shall conduct one exterior patrol of 5-10 minutes per day.

• Interior Patrols - Each security officer manning this post shall conduct a maximum of one interior patrol per day. Patrol times and routes shall be varied and should not last more than 15-20 minutes, with the exception of the patrol performed by the "late-shift" officer who shall take whatever route and reasonable amount of time necessary to ensure that the building is secure.

• Breaks - All meal and/or other breaks (with the exception of bathroom breaks), shall be taken when an officer is assigned to the 1st Floor Post.

2nd Floor Security Officer Post shall remain manned at all times (with exception of bathroom breaks) during the hours of 0730-1700, Monday-Friday except holidays.

It is acknowledged that there will be instances when one or both posts will not be manned due to an officer (or officers) responding to an emergency or other call for service within City Hall.
