Project Summary

The District of Columbia Office of the Surveyor has submitted a proposed alley closing and easement establishment for Commission review and comment. The alley is located in Square 274, which is roughly bounded by 13th Street, NW, U Street, NW, 12th Street, NW and T Street, NW in Washington, DC. The portion of the public alley to be closed have a combined land area of approximately 5,050 square feet and runs north-south in the center of Square 274. The alley is located within the original boundary of the L’Enfant City.

The applicant, Back Lot Partners, LP, also proposes to establish two non-exclusive public alley easements, up to a height of 16 feet above grade. Specifically, one easement will be located adjacent to a portion of the existing 15.25-foot wide east-west public alley in Square 274, and will extend the width of the alley in that location by approximately 4.75 feet, resulting in a practical alley width of 20 feet. The second easement will be located adjacent to a portion of the existing 10-foot wide north-south public alley in Square 274, and will extend the alley in that location by approximately six feet, resulting in a practical alley width of 16 feet.

The alley closing and associated easements are requested to facilitate the development of a new mixed-use project containing residential, hotel, and retail uses.
