2019 BOND ELECTIONThe Allen ISD Board of Trustees has approved a bond proposal that would fund a number of school renovations, improvements and upgrades over the next five years. The proposal is included on the May 4, 2019 ballot for Allen ISD voters to consider. If approved, the sale of bonds would not increase the existing Allen ISD debt service tax rate.

The proposal originated from the Allen ISD Project SOAR Facilities Committee. The citizen’s committee was formed by the Board in October 2018 to review the school district’s current and future facility needs. The committee used as its guide, the school district’s com-mitment to provide quality facilities; ensure all campuses are furnished equitably; and give all students learning tools and environments that prepare them to thrive in a changing world.

The 2019 bond proposal represents the com-bined efforts of PROJECT SOAR, our citizen’s committee, Allen ISD staff and board members. I hope you will take time to review this import-ant information and learn more about the Allen ISD May 4 bond election.

1. New Facilities / Equipment / School Programs .................................................................. $47,801,000 - Build a new Agricultural Science Center on Greenville Avenue on land south of Ridgemont Drive to replace the 40-year-old facility in Lucas. - Expand the current number of devices on campuses so that every student has access to a mobile device (laptop/tablet) every single day. - Provide instructional staff with a mobile device (laptop/tablet) to support teaching and learning.

- Purchase 35 new school buses over a 5-year period and purchase additional communications (radio), maintenance and safety equipment.

2. Renovations .....................................................................................................................$342,412,000- Allen ISD has sought to upgrade and renovate campuses on a 15 to 17-year cycle. The bond pro- gram would finance the renovation of five elementary schools, two middle schools, the AHS Athletic Facility, the Administration Building, and a portion of Allen High School between 2020 and 2025. Bonds would also fund repair and maintenance projects throughout the district. Athletic facility improvements would include resurfacing of the AHS and Lowery Center track, shade structure and upgrades to the AHS tennis facility, shade structures at the AHS baseball and softball facilities, turf replacement at Eagle Stadium, Lowery & Curtis Stadiums. Additionally, playground turf would be installed on one field at each elementary campus.

3. Districtwide Upgrades ........................................................................................................ $32,587,000- Expand the wide area network (WAN), upgrade campus and classroom technology to increase accessibility and improve speed and quality, upgrade classroom multimedia technology, including the replacement / upgrade of printers, document cameras, projectors and library computers.- Install safety doors and secure window frames at campuses, upgrade building access control and security camera systems.

2019 BOND ELECTIONWhat is a bond election?A bond election asks voters to approve the school district’s sale of bonds to financial institutions to fund construction projects and major purchases such as school buses and technology. The bonds are usually sold over three to five years, which means bond projects will not begin until funding is available for them. The bonds are then paid back over an extended period of time similar to a home mortgage.

Where Can I Get More Detail On The Bond Proposal? There is documentation on all of the projected costs. These figures were gath-ered either from current quotes or estimates from our architects. Historical pricing on technology and school buses, for example, is also used because the price variations are minimal compared to construction costs. The estimates do include the current projection of a 12% annual increase in construction costs. We anticipate this to continue while commercial and residential growth continues in the area. What Do Building Renovations Include? The Board of Trustees is committed to maintaining quality facilities for all students. Therefore, a majority of the bond proposal is dedicated to building renovations for eight campuses. These renovations will include upgrades to HVAC systems, local area networks, classroom multimedia and technology, new carpeting, wall coverings, paint and energy efficient lighting systems. Recent renovations at Bolin and Kerr Elementary Schools have added lower-maintenance floor and wall coverings. The renovations will be completed over the next six years as buildings reach 15 - 17 years of usage. Proposed renovations include Boon (2021), Chandler (2022), Evans (2023), Olson (2024) and Cheatham (2025) Elementary Schools, Ereckson (2020-21) and Curtis (2024-25) Middle Schools and a portion of Allen High School (2020-23).

What Is The Status of the 2015 Bond Projects Approved By Voters?Bond projects approved in 2015 have been completed or will be complet-ed during the 2019-2020 school year. Projects completed include: Preston Elementary School, the Lowery Freshman Center, the STEAM Center, Kerr and Bolin Elementary School renovations, Ereckson Middle School Stadium, partial renovation of Allen High School, technology and security upgrades. Projects still on the schedule include the renovation of Marion Elementary School, renovation of Allen High School F-Hall, repurposing of the current Dillard Center, demolition of portions of the old Lowery Center and moving the Dillard Center to the south end of the former Lowery Center.

How Will the Bond Proposal Affect My Property Tax Rate? If approved by voters, the bond proposal would not increase the debt ser-vice tax rate. Fiscal planning by the school district and rising property values would allow the debt service tax rate to remain the same or decrease over the next five years. The Allen ISD tax rate has dropped each of the past five years. More tax information is available at www.allenisd.org/2019bond.

The newly renovated Kerr Elementary School provides a more flexible learning environment for teachers and students. Renovations also upgrade HVAC systems and networks to provide conmfortable and efficient spaces.

The current Ag Science facility in Lucas would be closed and a new facility on south Greenville Avenue at Ridgemont will be built to accommodate an Ag program that has changed significantly since it began in 1982.

Upgrades to the local area network (LAN) and technology systems are needed to keep thousands of student and staff computers and mobile devices connected.

The security of students and staff continues to be a high priority. Improvements to campus facilities and video security systems are part of the bond proposal.
