8. Presentations

Alex Bell, health services coordinator, gave an overview of how the program is funded and

shared information about staffing and office hours. She reviewed some of the types of services

provided which include: illness assessment and treatment of short-term, acute illness; blood

pressure testing; over the counter medications; lab tests and health screenings. She also

mentioned that they offer special services which include tobacco cessation counseling, planned

parenthood, and STI/HIV testing. They also offer counseling services at the Santa Maria and

Lompoc campuses and class presentations on suicide prevention and alcoholism. Health

services also sponsors wellness events that provide information on suicide prevention, alcohol

awareness, and hand washing. Ms. Bell provided data on the number of students that they have

helped in 2010-11. Ms. Bell went over the special accomplishments for 2010-11. She went on

to discuss how anxiety, sleep difficulty, stress and other conditions impact academic

performance. She stressed that this information is vital in order to develop services and

programs to assist students. After Ms. Bell reviewed planned activities for 2011-12, she gave a

brief overview of services offered and rates charged at other colleges.

On a motion by Trustee Lahr, seconded by Trustee Pensa, the Board voted unanimously to

approve the minutes of the October 18, 2011 Board meeting.

On a motion by Trustee Lahr, seconded by Trustee Grennan, the Board approved the consent

agenda on a roll-call vote as follows:

11. Oral Reports

11.A. Superintendent/President’s Report

Dr. Ortiz discussed the Chancellor’s Student Success Task Force. He said that new

legislation has mandated changes in order to obtain student success. He emphasized

that the focus of the Task Force is on student transfer programs, basic skills, and career

programs. He added that community colleges will be supporting these changes. He

referred to a newspaper article on Cal Poly’s plans to provide a south campus in

southern San Luis Obispo county. He mentioned that Congresswoman Lois Capps was

at Hancock College to discuss health field jobs. He added that representatives from

Santa Barbara City College, Cuesta College, Marian Medical Center, Hancock College

addressed our students, and the secretary of health via conference call from

Washington D.C. He reported that vice president Sanchez and he were able to visit

Lompoc High School. The high school showcased the programs they have to prepare

students to attend Hancock College.

Trustee Jones reported that he attended the military appreciation football game.

Trustee Grennan was able to attend the faculty lecture series and thought the topics

were very interesting. He was also able to attend the choir and band concerts. He

commended all athletes for their efforts. He complimented Rebecca Alarcio for her

speech at the Foundation dinner.

Trustee Pensa commended Ardis Neilsen for putting together the culinary program for

students from Denmark. He mentioned that the Solvang Center is very busy largely

due to the new computer lab. He added that work to provide signage for the Solvang

Center is still taking place.

Student Trustee Toledo provided a report on behalf of the Associated Student Body

Government (ASBG). He shared that the peanut butter and jelly program (affordable

bag lunches) went well. He said that ASBG provided 45 lunches in Lompoc. He

mentioned that ASBG will participate in the parade of lights and plan to sponsor a trip

to Magic Mountain on December 10. They are also working on Initiative 1481. He

said that they want the taxes from oil drilling to be collected and used for education.

They are also reviewing the recommendations on the Chancellor’s Student Success

Task Force and deciding which recommendations they will support.

4) California School Employees Association

Regina Smith, union treasurer, extended apologies from Rebecca Andres for not

being able to attend the board meeting. She noted that negotiations will begin in

January. She reported that newly elected officers will be taking office effective

January 1 for a one-year term. She announced that new union stewards have been

elected and commended staff members who have attended training workshops.

She also thanked the administration for hiring new classified staff. She said that

in the last few months, six new classified staff members were hired to fill vacant

positions. She acknowledged staff who have taken on additional duties as a result

of empty positions. She noted that there are ten unfilled classified positions.

She hopes that all staff is recognized and compensated for out-of-class work they

are performing.

6) AHC Foundation

Jeff Cotter, foundation director, introduced Karen Tait, faculty representative to

the Foundation and asked her to share some good news with the Board. Ms. Tait

mentioned that she is one of the advisors of the Society for Advancing Chicanos

and Hispanics and Native Americans in Science (SACNAS). She credited Ms.

Irene Wong for creating the Hancock College chapter. She thanked Dr. Ortiz and

Mr. Cotter for their support in enabling Hancock College students to attend the

national SACNAS conference. She said that Dr. Ortiz, through his President’s

Circle funds, paid for eight students to attend the conference. She added that

these students would have not been able to attend without his financial support.

She said that SACNAS was started by eight scientists as a way to foster the

success of individuals who are underrepresented in the science fields. She went

on to provide additional information on the Allan Hancock College chapter. She

explained that the mission of this chapter is to provide service to the college and

the community. She said that in 2007, the Hancock chapter was selected to

receive one of eight role model awards in the nation. She named the different

community service activities the students participated in that made it possible to

receive this award.

Ms. Tait relayed a story of the effect the experiences had on the first group of

students that attended the conference. She said that students were very

encouraged to see presenters with very similar backgrounds who had succeeded.

She introduced Eddie Triste, former ASBG president, and Elida Gonzalez,

SACNAS chapter president. Ms. Tait asked Ms. Gonzalez to share her

conference experience with the Board. Ms. Gonzalez reviewed some of the

highlights of the conference activities. She expressed appreciation of the support

provided by Dr. Ortiz and presented him with a framed picture of the conference

attendees. She said that after they attended the conference, all the students were

motivated to succeed. Eddie Triste spoke a little about the mentor in the picture.

He said that Dr. Gustavo took time to speak with the students. He shared his

background and the students were very impressed with how his story coincides

with many Hancock students. He thanked Dr. Ortiz for his support.

Dr. Ortiz thanked the foundation donors who contribute to the President’s Fund

that make supporting projects not funded by the general fund possible.

12. Action Items

12.A. Public Hearing for Redistricting of Trustee Area Lines

Dr. Miller gave an overview of the changes required to the boundary maps in order to

meet federal voting right laws. She introduced Mr. Chris Chaffee with Redistricting

Partners and Elaine Reodica with the Community College League. Mr. Chaffee went

over the impact to Orcutt in Option A and Option B. He went on to review

redistricting principles. He explained that boundary lines go into effect when the

trustee’s seat is up for re-election. As requested by the Board, Mr. Chaffee will check

to see if the prison’s population and the Vandenberg Air Force Base population are

included in the calculations.

Dr. Miller noted that a resolution must be adopted and filed with the County of Santa

Barbara indicating where the new trustee boundary lines have been drawn by March 1,

2012. She went on to explain the repercussions of not passing a resolution by the

March deadline.

On a motion by Trustee Lahr, seconded by Trustee Pensa, the Board voted to table this

item.

12.B. Approval of Proposed Trustee Area Lines

12.C. Public Hearing for State Categorical Program Transfer

On a motion by Trustee Grennan, seconded by Trustee Pensa, the Board voted

unanimously to adopt resolution 11-29 authorizing the transfer of $1.00 from the

matriculation program to the disabled students program duties on a roll-call vote as

follows:

Ayes: Grennan, Jones, Lahr, Pensa

12.E. Voice Over Internet Protocol (VOIP) Equipment and Related Services Contract

On a motion by Trustee Grennan, seconded by Trustee Lahr, the Board voted

unanimously to approve an increase of $250,000 to the contract awarded to Packet

Fusion, Inc. for the purchase of VOIP equipment and related services.

unanimously to approve the 2012-2013 academic calendar and tentative academic

calendars for 2013-2014 and 2014-2015.

12.H. 2012-2013 Five-Year State Scheduled Maintenance Plan and Special Repairs Program

– District Order of Priority Approval

On a motion by Trustee Lahr, seconded by Trustee Grennan, the Board voted

unanimously to approve the 2012-2013 Five-Year State Scheduled Maintenance Plan

and Special Repairs Program – District Order of Priority and authorize the vice

president, facilities and operations, to submit the 2012-2013 State Scheduled

Maintenance and Special Repairs Plan.

Vice President Hernandez mentioned that last month the Board was given information

that the City of Santa Maria was going to consider a proposal from the City of Santa

Maria Parks and Recreation Commission supporting the Hancock College Industrial

technology and fields project. The agenda item for the city was moved to November

15. He said that an update on the action taken by the city will be provided at the next

Board meeting.

13.D. Bond Measure I Status Report

Dr. Ortiz provided a status report on Bond Measure I projects.

13.E. District Monthly Financial Report

Dr. Miller explained why there appears to be two invoices paid in one month for health

insurance.

BACKGROUND:

In accordance with Education Code 72000, the governing board of each community college district shall

hold an annual organizational meeting. At this organizational meeting the board of trustees shall elect

the officers of the board. The current officers are president and vice president. The

superintendent/president serves as secretary to the board, in accordance with board rules and regulations.

It has been the practice of the Allan Hancock College Board of Trustees to rotate officers after they have

served at least two years. Trustee Bernard Jones has completed his first year as president and Trustee

Larry Lahr has completed his first year as vice president.

A recommendation that the board of trustees elect a president and vice president of the board for the year

BACKGROUND:

The purpose of the annual organizational meeting is to elect officers and to set the date, time, and place for all

regular board meetings in the subsequent year.

For 2012, it is recommended that the board continue to hold its regular meetings on the third Tuesday of each

month at 6:00 p.m. in the student center conference room, or in the building B Captain’s room if that room is

not available. Closed sessions would be held prior to the 6:00 p.m. open sessions as needed. The September

and December meetings might be scheduled prior to the third Tuesday, in which case the dates will be

determined and announced at least one month prior to those respective meetings.

BACKGROUND:

Pursuant to Education Code 72403, the governing board of each community college district annually, at its

organizational meeting, selects one of its members as its representative to nominate and elect members to the

County Committee on School District Organization. The representative has one vote for each member to be

elected to the committee, pursuant to Article 1 (commencing with Section 4000) of Chapter 1 of Part 3 of the

California Education Code. Trustee Bennett served as the representative in 2011.

The County Committee on School District Organization is comprised of eleven elected members, two from

each of the five supervisorial districts and one member at large. Their term of office is four years.

BACKGROUND:

A. The bylaws of the Allan Hancock College Foundation specify that two of its directors shall be members of the

district Board of Trustees, and each shall be appointed annually by the board of trustees for a one-year term.

Trustee Pensa and Lahr served in 2011.

B. The bylaws of the PCPA Foundation specify that one of the directors of the foundation shall be designated by the

district Board of Trustees. Trustee Bennett served in 2011.

C. The agreement between Allan Hancock College and Solvang Theaterfest includes the establishment of a

coordinating committee composed of three representatives from Solvang Theaterfest and three representatives from

the college. Trustees Pensa and Bennett were the trustee representatives for 2011. The district

superintendent/president serves as the third college representative. The board may appoint two board representatives

for one year or for a specified period of time.

D. The bylaws of the Allan Hancock College Auxiliary Programs Corporation specify that a college trustee serve as a

non-voting member of its board of directors. Trustee Grennan served in 2011.

E. The operating agreement between the district and Hancock College Boosters, Inc. specifies that a college trustee or

designee serve as a voting ex-officio member of the boosters board of directors. Trustee Grennan served in 2011.

The academy needs flexibility to schedule tactical officers, as they are available; for instance, if a fire officer is scheduled to work in a class on a certain day, but is called to fight a fire that day, another officer is called to fill in. Bridges to the Baccalaureate student Brianna Arreola will be presenting her summer internship research at this

conference with Cal Poly Professor, Dr. Carrie Langner. The Bridges to the Baccalaureate grant is a partnership

between Allan Hancock College and California Polytechnic State University, San Luis Obispo.

FISCAL IMPACT:

AHC Bridges to the Baccalaureate student travel is paid for by the NIH Grant and there is no fiscal impact to the

District.

RECOMMENDATION:

It is recommended that the board authorize the out-of-state travel for Brianna Arreola to attend the Association of

(CNC) machining center to our industrial technology department for use in the machining and manufacturing

technology program. The donated equipment will be located in the program’s machining lab and will become the

fifth component of the program’s CNC inventory. This machine will be used by students in beginning, intermediate,

and advanced machining classes.

BACKGROUND:

Redistricting is the process of reviewing and redrawing district trustee area lines every 10 years, based on the United

States census data, as required by Education Code Section 5019.5. At the August 16, 2011 meeting of the board of

trustees, representatives from the Community College League of California provided a brief overview of the

redistricting process and a status report of the district’s existing trustee areas. Further information on the process and

three initial map options were presented by Mr. Paul Mitchell from Redistricting Partners at the September 13, 2011

board meeting.

Mr. Chris Chaffee of Redistricting Partners presented a revised set of maps at the October 18, 2011 meeting of the

board of trustees to include all of Mission Hills in Area Four. That change made Area Five smaller, and it dropped

below a five percent deviation, the legal guideline used for population equality. In order to accommodate that change,

the Orcutt boundary line had to be moved. Trustees requested that Old Orcutt be kept together and that revised maps

include street names.

At the November 15 board meeting, Mr. Chris Chaffee from Redistricting Partners presented two map options, Option

A with Orcutt whole and Option B with Orcutt split along highway 135, keeping Old Orcutt intact.

At the beginning of the board meeting on December 13, Chris Chaffee of Redistricting Partners will present two

additional options. Option C has moved the federal prison population out of Area 4 and into Area 5, which enabled

Santa Maria to be divided into only three trustee areas instead of four. Options A, B, and C draw Trustee Lahr’s

residence out of Area Three. Option D has redrawn the lines to include Trustee Lahr’s current residence and keep him

in Area Three.

The public has been given opportunities for input at public hearings held during the September 13, October 18, and

November 15, 2011 board meetings. After adoption of the attached resolution adopting Plan A, B, C, or D, the new

map lines and other documents will be filed with the County of Santa Barbara Surveyor’s Office and the Elections

Division.

FISCAL IMPACT:

None.

RECOMMENDATION:

It is recommended that the board of trustees adopt resolution 11-30 approving adjusted trustee area boundaries.

A RESOLUTION OF THE BOARD OF TRUSTEES OF THE

ALLAN HANCOCK JOINT COMMUNITY COLLEGE DISTRICT

APPROVING ADJUSTED TRUSTEE AREA BOUNDARIES

WHEREAS, the Allan Hancock Joint Community College District (“District”) currently

uses a by-trustee area election process to elect its governing board members; and

WHEREAS, Education Code section 5019.5 requires districts that elect by-trustee area to

adjust the trustee area boundaries following each decennial federal census using population

figures validated by the Population Research Unit of the Department of Finance; and

WHEREAS, the adjustments shall ensure that the population of each trustee area is

proportional pursuant to Education Code Section 5019.5(a)(1) or (2); and

WHEREAS, District has retained the services of Community College League of

California and Redistricting Partners (“Consultant”) to prepare draft adjusted trustee area

boundary plans for the District’s consideration (the “Plans”) that the Board has considered; and

WHEREAS, the Board conducted public hearings on September 13, October 18, and

November 15, 2011 to receive public input and comment on the Plans; and

WHEREAS, the Board has considered all such public input and comment on the Plans;

and

WHEREAS, the Board desires to adopt Plan ___, a copy of which is attached to this

Resolution as Exhibit A.

NOW, THEREFORE, BE IT RESOLVED by the Board of Trustees of the Allan

Hancock Joint Community College District as follows:

1. That the above recitals are true and correct.

2. That the Board hereby adopts Plan ___.

3. That the Superintendent/President and/or his/her designee take all actions

On August 16, 20111, the board of trustees awarded the contract for the Child Care Center Addition project,

bid 11-01, to Pacific Mountain Contractors of California, Inc. The project seeks to construct a new 8,919

sq. ft. Child Care Center Addition and the renovation of existing Building J. Construction of these buildings

will include testing, balancing, commissioning of the new and existing renovated buildings, and site

improvements. In addition to this project, demolition and abatement of existing Building Z is also required

after the completion of the new child care facilities. Abatement and demolition will start once the new Child

Care Center Addition is completed, licensed, and occupied by the District. All occupants of Building Z will

then be relocated to the new child care building. The project also includes construction and renovation of

parking lot 5.

Change Order 1 provides rerouting of storm drain in conflict with unforeseen fiber optic duct bank and add

an additional storm drain manhole; removed additional existing playground equipment and shade structure;

and removed and disposed of all grass pavers discovered during excavation.

The contingency balance prior to the approval of change order 1 is $383,850.00.

On November 15, 2011, the City Council of the City of Santa Maria approved a recommendation from

the City of Santa Maria Recreation and Parks Commission, Resolution #2011-138, “A Resolution of the

City Council of the City of Santa Maria, California, Approving Financial Support for the New Sports

Facilities at Allan Hancock College Contingent Upon Successful Approval of a Joint Use Agreement

with the College.” The resolution approves financial support in the amount of $250,000 towards the

Physical Education/Athletic Fields project. The financial commitment, funded through the City of

Santa Maria’s Park Development Funds, proposes an annual payment plan of $62,500 over four years

beginning in the fiscal year 2011-2012. Attached is the approved and signed Resolution No. 2011-138.

Authorization from the board of trustees, for district staff to investigate and identify the potential terms

of a long-term agreement with the County, will allow the district to commence discussions with the City

of Santa Maria to explore what mutually beneficial and acceptable terms can be achieved. District staff

will present proposed terms for the board of trustees’ consideration and approval at a later date.

At the board of trustees meeting of December 13, 2011, administration is requesting the board of trustees’

authorization to investigate and identify the potential terms of a joint-use agreement between Allan

Hancock College and the City of Santa Maria for the Physical Education/Athletic Fields project.

FISCAL IMPACT:

The fiscal impact to develop a draft joint-use agreement with the City of Santa Maria is approximately

$4,000.

RECOMMENDATION:

A recommendation that the Board of Trustees authorize the district’s Vice President, Facilities and

Operations, Felix Hernandez Jr., to investigate and identify the potential terms of a joint-use agreement

WHEREAS, provided that sports facilities at Allan Hancock College are madeavailable through an equitable Joint Use Agreement for community recreation programsand for expanding Santa Maria's ability to host large regional sporting events, the CítyCouncil is willing to provide specified financial support, and

The Central Coast Cal-SOAP Consortium, with AHC as the fiscal agent, has been awarded continued funding

to increase the accessibility and information of postsecondary educational opportunities for elementary and

secondary school students in schools with low college going rates.

A 1:1 match is required and is supported by member agencies through in-kind costs of salaries, facilities,

supplies, and administrative oversight. The total matching contribution is $384,684 of which AHC is

contributing $26,435 in work study, facilities, and unrecovered indirect costs. The project period is August

FISCAL IMPACT: There is no direct fiscal impact to the district based on the adoption of curriculum. New courses will be supported based on current budget allowances within the disciplines/departments either by reallocation of existing funds or cycling existing offerings to allow for the offering of new curriculum. The associate degree in Physical Education prepares students to move into a curriculum in a four-year institution to pursue a baccalaureate degree in such areas as exercise physiology, kinesiology, physical therapy, and teaching. The physical educator with a baccalaureate degree is prepared to enter graduate or professional programs of specialized study such as adapted physical education, coaching, exercise physiology, physical therapy, and education.

APPLIED DESIGN/MEDIA: ANIMATION (A.S.) The Animation program provides a comprehensive foundation in the traditional and digital artistic skills that are at the center of the animation, visual effects, and video gaming industries. Our program allows students to build their own emphasis in either traditional 2D or computerized 3D animation through their choice of electives. DENTAL ASSISTING (A.S. & Certificate of Achievement) Approved by the California Dental Board Examiners, this program provides technical skills needed for employment in a dental office. The student develops skills to participate as a member of the dental health team in chairside general and specialty procedures, office management and x-ray techniques.

Admittance to the dental assisting program requires the student to obtain program application forms and follow outlined procedures for enrollment. Applications and specific information are available at the Health Sciences Department Office, located in the Building M Science Complex. A grade of "C" or better in the designated dental assisting classes is required to progress in the program.

Upon completion of the dental assisting certificate requirements, students are eligible to take the California Registered Dental Assistants Examination. Students are encouraged to complete the associate in science degree.

The graduate of the AS or certificate program in dental assisting will:

• Perform all Registered Dental Assistant duties as specified by accreditation standards through directed lectures, demonstrations, guided practice, written assignments, exams, and evaluation of skills to prepare for taking the Registered Dental Assisting State Board Exam and the Law and Ethics examination and gain employment as a Registered Dental Assistant.

• Demonstrate chairside assisting skills and procedural knowledge of restorative and specialty procedures.

• Complete requirements to obtain a dental x-ray certificate and a coronal polishing certificate.

• Practice assisting skills that demonstrate a working knowledge of infection control protocols.

• Demonstrate office management skills including scheduling, treatment planning, and patient charting.

• Demonstrate the fabrication of a bis-acrylic temporary crown and fabricate a Class II sedative dressing.

MACHINING AND MANUFACTURING TECHNOLOGY (A.S. & Certificate of Achievement)

Machining and Manufacturing Technology is an occupational program designed to prepare students for a variety of entry-level positions in a manufacturing environment. These positions may include manual machine operator, computer numerical control operator, computer aided drafting and manufacturing (CAD/CAM) designer, manufacturing generalist or programmer.

Classes are designed for first-time college students, re-entry students, and current industry employees requiring skill enhancement or upgrade training. Learned skills may include the ability to operate conventional and computer numerical controlled (CNC) machinery, program CNC machinery, operate various CAD/CAM systems and interpret blueprints. A degree or certificate in Machining and Manufacturing Technology is structured to encourage transfer to a comparable program at a four-year college or university.

BACKGROUND

The board of trustees, at the meeting of July 19, 2011, approved and authorized the district to submit the

Kinesiology/Recreation Management/Athletics Modernization Building N Initial Project Proposal (IPP)

to the State Chancellor’s Facilities Planning System Office as the first step in the process for state funding

consideration.

At the October 18, 2011 meeting, administration updated the board regarding the initial project proposal.

The district’s Facilities Specialist of the State Chancellor’s Facilities Planning System Office, Mr. Eric

Thorson, recommended changes. State funding supports physical education instruction, however,

the Board of Governor’s policy considers space dedicated to intercollegiate athletic facilities capable

of generating revenue, therefore not eligible to receive state funding. His recommended changes include

renaming the project to focus on Kinesiology, adjusting room use codes, and acknowledging portions

of the project dedicated to intercollegiate athletics are a local responsibility.

The district resubmitted the IPP with the new name of “Kinesiology Modernization, Building N,” minor

room code adjustments, and communicated that although no local funding has been committed for this

project to date, the district recognizes state approval of a Final Project Proposal (FPP) would be based

on local funding for non-state supported portions of this project, in the amount of $408,922.31.

Mr. Thorson has informed the district that our office capacity ratio for the project will exceed the allowable

state supportable allowance. The district has the option of omitting construction of or locally funding all

office space. In order to maintain the project’s design intent to meet the department’s programmatic goals,

the district recognizes an additional $334,180 of local funding is needed.

The district has communicated to the state that recognizes that state approval of a Final Project Proposal

(FPP) would be based on local funding for non-state supported portions of this project, in the amount of

$742,876.

CAPITAL PROJECTS

One Stop Student Services Center:

The project is constructing a new 44,788 sq. ft. two-story student services building (building A) and

a new 21,053 sq. ft. two-story administration building (building B) with associated on- and off-site

improvements targeting LEED Silver Certification. In addition, the project develops a new north Bradley

Road driveway, north-east loop road, and parking lot in accordance with the board approved 2008 Bond

Measure I, Facilities Site and Utilities Master Plan. The project also includes the demolition of existing

buildings A, B, I, N-Annex, T, U, V, and X.

Interior wall framing continued in the student services and administration buildings with electricians

installing conduit and electrical boxes. Galvanized roof top supports for the screen wall were installed and

HVAC piping and ductwork installation continued inside both buildings.

Of the current project budget of $33,457,000, a total of 91.5% has been committed; of 91.5% committed,

50.3% has been paid.

Public Safety Complex:

This project consists of a 36,678 sq. ft. academic building, 8,568 sq. ft. six-story fire tower, 12,286 sq. ft.

apparatus storage building, a 42,406 sq. ft. shooting range, scenario village, prop house, fitness track, skid

pad/slow speed driving skills area, and a one-mile emergency vehicle operator course (EVOC).

Building pads have been graded to subgrade elevations. Excavation of building foundation continued on the

shooting range (building 5) and the over excavation and placement of fill of the fire tower (building 3) is

complete. The foundation for the confined space trench rescue structure has been excavated and fill is being

placed. Electricians and plumbers are excavating trenches and installing underground conduit and pipe for

the classroom (building 1).

The revised budget for this project is $37,936,539, a total of 88.1% has been committed; of the 88.1%

committed, 11.7% has been paid.

Childcare Center Addition:

The project consists of a 11,666 gross building sq. ft. addition (approx. 8,900 building sq. ft. and 2,700 sq.

ft. of canopies and overhangs) to the existing building J on campus. The addition will replace building Z

which is scheduled for demolition upon completion of the project. The project will provide additional

classrooms to accommodate the increased number of children that are housed in the to-be demolished

building Z. The project will also provide a hands-on learning lab for the degree and certificate programs in

early childhood studies.

Surveying of the project site and build-up of the building pad began. The building pad was completed and

certified in mid-November and the contractor began installation of underground utilities including electrical

and plumbing rough-ins. The new storm drain line was completed and backfill of parking lot 5 began. The

City of Santa Maria updated the conditional use permit to require preventing pedestrian crossing at the

temporary Jones Street entrance due to pedestrian safety concerns. In response to this action, work

originally schedule for the winter break began this month. The district anticipates opening the North

Bradley Road entrance for access to parking lot 6 prior to the 2012 spring semester.

The revised budget for this project is $7,564,508, a total of 89% has been committed; of the 89%

committed, 12% has been paid.

Fine Arts Complex:

The Fine Arts Complex is a new 68,000 sq. ft. two-story building that includes visual arts, multi-

media and applied design, photography, film and video, dance, music, and shared amenities. The project

consolidates all of the fine arts and performing arts (except theatre arts) currently in buildings

D, E, F, O, and S, into one Fine Arts Complex. The district is also developing bid alternates; such as, the

Theatre Arts Complex, south commons site utility infrastructure and landscape improvements, and

reconstruction of parking lot 8 (gym parking lot).

The architect submitted the drawings to Division of the State Architect (DSA) on July 1, 2011, with

the commitment from DSA to provide approval by November/December 2011. In July 2011, the district

reported to the board of trustees regarding a bond issuance constraint that may cause this project to bid in

the fall of 2014, instead of the spring of 2012, as originally anticipated.

Of the current project budget of $39,198,920.00, a total of 13.4% has been committed; of the 13.4%

committed, 47.3% has been paid.

Theatre Arts Complex:

The Theatre Arts Complex was approved by the board of trustees as a bid alternate to the Fine Arts

Complex. The concept design, including remodeling building F, demolishing building E, and constructing a

19,600 sq.ft. stand-alone structure in its footprint, was approved by the board at the January 18, 2011

meeting.

This project was submitted to DSA as an alternate to the Fine Arts Complex on July 1, 2011. In July 2011,

the district reported to the board of trustees regarding a bond issuance constraint that may cause this project

to bid in the fall of 2014, instead of the spring of 2012, as originally anticipated.

Of the current budget of $1,676,000.00, a total of 33.2% has been committed; of the 33.2% committed,

31.1% has been paid.

Industrial Technology and Physical Education/Athletic Fields Project:

This new facility will provide space for the Industrial Technology programs including: automotive

transportation technology, auto body technology, architecture/engineering technology, machine technology,

welding, and administrative support. This project proposes to construct a new building

to the south of building O, in the space currently occupied by the track and football field. Of the estimated

total project cost of $19.6M, a preliminary allocation of $8.5M has been approved by the board of trustees.

A stakeholder kick-off meeting for the project was held November 3, 2011. Vice president Mr. Hernandez

and bridging architect Mr. Craig Atkinson, traveled to Sacramento to meet with the Division of the State

Architect (DSA) in preparation for submittal of design documents in early 2012. The 50% complete

construction documents were submitted on November 14, 2011, for review by district stakeholders. The

95% complete documents are on schedule to be completed by February 2012.

Of the revised project budget of $24,712,722, a total of 83.9% has been committed; of the 83.9%

committed, 4.3% has been paid.

SCHEDULED MAINTENANCE PROJECTS

Fire Alarm Upgrades:

This project replaces the existing fire alarm systems in buildings E, F, H, K, M-300, M-400 and N.

The new system will be designed and installed to current DSA requirements. The project will install new

panels, devices, and wiring in the above listed buildings.

The district, with the assistance of O’Connor Construction Management, Inc., developed two bid alternates

for inclusion in the project. These alternates are currently included in two capital projects, Theatre Arts

Complex and Physical Education/Athletics, Remodel Building N, however, they have been developed as

alternates to this scheduled maintenance project to ensure their completion in the event the capital projects

are not realized.

JMPE Engineering received comments from Division of the State Architect (DSA) in October and has

scheduled a back check meeting in December to review plan revisions prior to resubmission.

Of the current budget of $40,800, a total of 92% has been committed; of the 92% committed, 93% has been

paid.

Building D Repairs and Upgrades:

This project addresses many deficiencies in building D, with the major areas of work being ADA

renovations, door and hardware replacements; interior and exterior painting; restroom, dressing room, and

lobby upgrades for code compliance; fire alarm replacement to meet current DSA requirements; electrical

upgrades to connect to the 12Kv loop system; roof replacement; in-building water and gas piping

improvements; HVAC upgrades, including DDC controls; and replacement of the non-DSA approved

catwalk.

Westberg + White Architects Inc. submitted the plans for this project to DSA on November 17, 2011.

Of the current budget of $500,570, a total of 95% has been committed; of the 95% committed, 76% has

been paid.

Lompoc Valley Center Repairs and Upgrades:

This project replaces a failed back-up battery system for the emergency lighting with a new emergency

generator; addresses ADA retrofits; constructs a new roof for the central plant building to extend the

operating life of the mechanical equipment; installs new water heaters and softeners; and repairs to damaged

concrete around the site.

This project has been submitted to DSA, Harris Design and Architect Inc. is awaiting approval.

Of the current budget of $169,000, a total of 68.5% has been committed; of the 68.5% committed,

80.9% has been paid.

TECHNOLOGY PROJECTS

Phoenix Project: In November, DegreeWorks scribe training was completed. DegreeWorks is a

computerized degree audit program and academic advising tool designed to assist students and advisors in

reviewing degree progress. Scribe is the program language used to code the degree and certificate

requirements in DegreeWorks. The IFAS HR/Payroll team made good progress using 100 sample

employees to verify that the payroll totals in IFAS match up with the county payroll checks.

Of the $8,098,954 budget, a total of 96.5% has been committed.

Solvang Center Computer Lab Project: A Security video system was selected for the Solvang Center and

is in the process of being purchased.

Of the $200,000 budget, a total of 44% has been committed.

VOIP Equipment Project: The Uninterruptible Power Supply (UPS) to support the new phone system

was installed. A power shutdown of the data center is scheduled for January 3rd

to complete the UPS

connection to the power source and generator. The contract with Packet Fusion Inc. for the VOIP

equipment and services is being finalized.
