Oregon averages 1700 fatal and serious injury crashes each
year

HSIP was traditionally only spent on State Highways, but 50% of our Fatal and
Serious injury crashes occur on local agency roads

We are developing data driven process targeted at reducing Fatal
and serious injuries

Using proven Safety Countermeasures and prioritizing based benefit/cost, most good for
dollar spent
![Page 7: All Roads Transportation Safety (ARTS)](https://reader036.fdocuments.in/reader036/viewer/2022062500/568150f3550346895dbf10b7/html5/thumbnails/7.jpg)
Using traditional hot spot methods we will target locations with histories of fatal and serious
crashes
![Page 8: All Roads Transportation Safety (ARTS)](https://reader036.fdocuments.in/reader036/viewer/2022062500/568150f3550346895dbf10b7/html5/thumbnails/8.jpg)
Using the Systemic approach half the funding will be used for low
cost measures that can be widely implemented
![Page 9: All Roads Transportation Safety (ARTS)](https://reader036.fdocuments.in/reader036/viewer/2022062500/568150f3550346895dbf10b7/html5/thumbnails/9.jpg)
ODOT rolled out a Transition program in 2013 to begin
addressing local road safety with systemic measures
![Page 10: All Roads Transportation Safety (ARTS)](https://reader036.fdocuments.in/reader036/viewer/2022062500/568150f3550346895dbf10b7/html5/thumbnails/10.jpg)
Funding will be split 50/50 between hot spot and systemic
![Page 11: All Roads Transportation Safety (ARTS)](https://reader036.fdocuments.in/reader036/viewer/2022062500/568150f3550346895dbf10b7/html5/thumbnails/11.jpg)
Hot Spot lists will be developed by ODOT and shared with local
agencies who will give input into the selection of the hot spot
projects
![Page 12: All Roads Transportation Safety (ARTS)](https://reader036.fdocuments.in/reader036/viewer/2022062500/568150f3550346895dbf10b7/html5/thumbnails/12.jpg)
Systemic selection will be through an application process, funding for each emphasis area will be
split roughly proportional to the amount of F&A
![Page 13: All Roads Transportation Safety (ARTS)](https://reader036.fdocuments.in/reader036/viewer/2022062500/568150f3550346895dbf10b7/html5/thumbnails/13.jpg)
Once a refined list of projects are selected for each area and multi-
disciplinary assessment will assure the right measure for the
location
![Page 14: All Roads Transportation Safety (ARTS)](https://reader036.fdocuments.in/reader036/viewer/2022062500/568150f3550346895dbf10b7/html5/thumbnails/14.jpg)
Federal funds requires matching funds currently 7.78% for HSIP
![Page 15: All Roads Transportation Safety (ARTS)](https://reader036.fdocuments.in/reader036/viewer/2022062500/568150f3550346895dbf10b7/html5/thumbnails/15.jpg)
During the fall of 2014 through the spring of 2015 ODOT will work
with local agencies to develop refined project lists for the STIP
