ALDER CREEK WATER STORAGE AND CONSERVATION PROJECT PROJECT PURPOSE The Alder Creek Water Storage and Conservation Project (Project) has been evaluated for water storage and power generation as far back as 1916. Recent extended droughts, stressed downstream fisheries and recent mandates for green energy are additional, present-day considerations supporting renewed interest in the Project. The El Dorado County Water Agency and the United States Bureau of Reclamation are undertaking a Feasibility Study of the Project to assess its viability for meeting future water needs locally, regionally and statewide. This study is a comprehensive watershed analysis, addressing how the Project will: Capture and store water to improve local/regional water supply reliability Produce green (carbon free), dependable energy that is flexible Improve the health of downstream aquatic and riparian ecosystems Enhance Central Valley Project/State Water Project adaptive operations Create new local recreation and enhance regional recreation Expand drought resiliency/climate change mitigation capabilities PROJECT SUMMARY The proposed 175,000 acre-feet storage Project, located in the upper Alder Creek watershed (above a natural fish barrier), will create storage off-stream from the upper South Fork of the American River through a series of tunnels and water conveyance conduits. Key features include: 168,000 acre-feet of versatile, active water storage with adaptive water system operations 110 MW of new, green hydropower generation and increased downstream hydropower A multipurpose water resource project, with flexibility to address future water supply needs 168,000 acre-feet of active water storage 110 MW of new, green hydropower generation A multipurpose water resource project

ALDER CREEK WATER STORAGEAND CONSERVATION PROJECT

PROJECT PURPOSEThe Alder Creek Water Storage and Conservation Project (Project) has been evaluated for water storage and power generation as far back as 1916.

This study is a comprehensive watershed analysis, addressing how the Project will:

• Capture and store water to improve local/regional water supply reliability

• Produce green (carbon free), dependable energy that is flexible

• Improve the health of downstream aquatic and riparian ecosystems

• Enhance Central Valley Project/State Water Project adaptive operations

• Create new local recreation and enhance regional recreation

• Expand drought resiliency/climate change mitigation capabilities

PROJECT SUMMARYThe proposed 175,000 acre-feet storage Project, located in the upper Alder Creek watershed (above a natural fish barrier), will create storage off-stream from the upper South Fork of the American River through a series of tunnels and water conveyance conduits. Key features include:

• 168,000 acre-feet of versatile, active water storage with adaptive water system operations

• 110 MW of new, green hydropower generation and increased downstream hydropower

• A multipurpose water resource project, with flexibility to address future water supply needs

OTHER PROJECT BENEFITSThe Project would produce significant local, regional and statewidebenefits associated with high elevation storage. Initial assessmentsof public benefits from the Project include:

A 10 percent increase in storage in the Upper American River watershedThe proposed Project is approximately 18 percent of the total storage capacity of Folsom Lake, which is 977,000 acre-feet. The Project would increase total watershed storage to 2 million acre-feet.

Measurable water resource benefits and operational flexibility through integratedoperations with Folsom Reservoir within the broader context of the Central ValleyProject/State Water ProjectThe Project would substantially improve Lower American River and other downstream water quality conditions and help meet Bay-Delta Water Quality Control Plan requirements.

Additional benefits to the Lower American River, and for broader Central ValleyProject/State Water Project operations These include enhanced water supply reliability, improved temperature management for anadromous fish, enhanced waterfowl refuge management, expanded emergency response capabilities, and extended recreation opportunities.
