To meet challenges most effectively, emergency manage ment teams need reliable, integrated mobile communications, across both broadband and narrowband networks. To meet these crucial needs, Alcatel-Lucent and EADS offer a quantum leap in first responder communication. This comprehensive, end-to-end solution for the 700 MHz spectrum enables advanced multimedia capabilities over wide areas, along with enhanced communication across agencies and regions. It delivers narrowband and broadband capabilities using technologies based on 3GPP standards for LTE and APCO Project 25 (P25) standards for digital two-way radio communications. As a result, it can support a growing range of advanced data services, facilitate communication across jurisdictions and networks and provide expanded interoperability at the network and device level.

How it worksMission-critical communications, and associated applications, are provided through a P25 digital land mobile radio from EADS, CORP25. And CORP25 radio access networks are software-based and use IP throughout, new functions can be added easily.

Advanced multimedia applications are enabled by a companion broadband LTE network that allows real-time transmission of high throughput data. LTE technology provides low latency and much higher transmission rates — up to 31 Mb/s download (and up to 8.5 Mb/s upload) within the 5 MHz-wide PSBB channel. As a result, existing data applications benefit from better performance, and a growing selection of new bandwidth-intensive applications can be supported. LTE also supports location and presence information, so these new applications can deliver more information about responders in the field.

With this combination of standards-based technologies, public safety organizations gain stronger interactions between narrowband public safety and 4G/LTE broadband networks, with better collaboration between two-way radios and data devices. To meet the public safety related broadband needs of local, state and federal governments, the Alcatel-Lucent and EADS solution for public safety uses an open-standard LTE technology. This fourth generation wireless technology is uniquely suited to deliver high-data-rate services to public safety officials over broad coverage areas. The Alcatel-Lucent and EADS solution offers an interoperable communications infrastructure that can be shared across cooperating public safety agencies. This infra-structure enhances inter-agency cooperation, while leveraging investment in public safety radio infrastructure and training.

In addition, standard interfaces maximize interworking with other vendors’ equipment. LTE standard specifications help ensure interoperability at both network and device levels, while the open, standards-compliant nature of the CORP25 enables public safety agencies to select components from multiple vendors, including subscriber units. Flexibility and controlWhen it authorized a new spectrum-channelization plan for the 700 MHz band in 2007, the FCC also expressed its intent that future nationwide licensees of both the D-block and Public Safety Broadband Block (PSBB) enter into network-sharing agreements to enable roaming between the public safety networks and commercial networks. Public safety agencies can have flexible broadband coverage through partnerships with commercial operators, roaming with other public safety jurisdictions — and optimized

cost and control when operating at “home” in private LTE networks. In areas where fixed infrastructure is not available to handle emergencies, the LTE infrastructure also supports rapid deployment of additional capacity on portable platforms; for example, in mobile incident command centers.

Cutting-edge data and multimedia capabilities can play a crucial role in helping key public safety personnel communicate faster and more effectively — in emergency situations and in their daily operations. No matter where they’re located, first responders can stay in constant communication with the emergency command center, so everyone has the accurate, up-to-date information required to save lives and minimize risks.

By using LTE, the most robust wireless technology available, the Alcatel-Lucent and EADS solution can deliver far more visual information faster. For example, applications could quickly provide a digital photo or a short video clip, instead of returning a text response to a database query.
