APD Notables...

Southeast Area Command...During the State Fair, Southeast Area Command •dayshiftofficersworkedtacticalplansaroundlocalparksandonthetransitsystemtomakecertainthatFairparticipantshadasafevisit.Thespecialenforcementresultedin35misdemeanorcitations, ten misdemeanor arrests, and one felony arrest.TheSoutheastImpactTeamadjustedtheir•schedule for most of the month to address issuesaroundtheperimeteroftheFair.Theirworkresultedin17felonyarrestsand43misdemeanor arrests.OnSeptember7th,graveyardOfficerZach•Floydwasdispatchedtoadrive-byshootingincident.Whileenroutetothecall,heobservedthesuspectcar.Amalesubjectjumpedoutfromthepassengersidedoorandbegantorunandappearedtohaveasilverhandgun.OfficerFloydpursuedthesubject,whothenthrewtheobjectaway.Thesubjectattemptedtoscaleafence.Whenhewasunabletodoso,thesubjectturnedandrandirectlytowardsOfficerEnglish.Bothofficerstookthesuspectintocustody.Asilverhandgunwasrecoveredandshellcasingswererecoveredatthescene.OfficersZachFloydandMichelleEnglishreceivedlettersofcommendation.OnSeptember8th,graveyardOfficerAdam•Portilloswasoff-dutyshoppingatastorewhenheobservedasubjectshoplifting.OfficerPortilloswatchedthesubjectandrelayedadescriptiontoAPDCommunications.Asaresult,on-dutyofficersrespondedquicklyandtookthesubjectintocustody.Thesubjecthadtwooutstandingfelonywarrantsforresidentialburglary.OfficerPortillosreceivedaletterofcommendation,theChief’sCoffeeCupAwardandwashonoredastheHerooftheWeekfromthe Mayor.

Foothills Area Command...

OfficersassignedtoWatchIconductedtact•planstoaddressthevariouscrimeandtrafficissuesreportedbycitizens.OfficerDelorisSanchezconductedatrafficenforcementplanatElizabeth/Southerninresponsetoacitizencomplaintofspeeding.Theinitialplanresultedinsevencitationsandzerocitationsonsubsequentdays.OfficerBacausedaspeedlasertowritesixcitationsonTramway

BoulevardatCandelaria.OfficersJ.Dear,A.GarciaandK.MorganincreasedpatrolsintheparkinglotandneighborhoodnearSt.Bernadette’sChurchinresponsetothediscoveryofnarcoticsparaphernalia.BikeOfficersMarioVerbeckandMaxMiranda•conductedseveraltacticalplansinCityparksto address littering, loitering, and deterioration offacilities.Theareacommandhadreceivednumerouscomplaintsoftransientsdrinkingintheparkanddeterringcitizensfromtakingtheirchildrentothepark.Theareacommandalsoreceivedcomplaintsofkidsgoingtotheparksafterschoolandbeingunruly.Officersissued14drinkinginpubliccitations,twopanhandlingcitationsandarrestedtwosubjectsforcharges.Theofficershadseveralcontactswithjuvenilesandeducatedthemonproperuseofthepark.Team1Officersconductedtrafficplans•throughouttheareacommandinresponsetocitizencomplaints.Thetacticalplanswereconducted in the area of Montgomery and DeborahandintheareaaroundJacksonMiddleSchool.Theplansresultedin14movingcitations issued.OnSeptember24,OfficerChrisMaxon•respondedtoanaggravatedassaultwithadeadlyweaponcallatalocalresidence.Asuspectwasidentified,butwasnotimmediatelylocated.OfficerMaxoncontactedthesuspect’smotherthenextdaytotrytolocatehim.Thesuspect’smotherlatercalled911andreportedthathersonhadreturnedhomeandthreatenedtokillher.Thesuspectfledthehomepriortopolicearriving.OfficerMaxonwasworkingonthearrestwarrantforthesuspectwhenofficersreceivedacallthatthesuspecthadassaultedanotherpersonwithahandgun.ThesuspectwasstillpresentwhenOfficerDavidRitchiearrived.ThesuspectheldhisvictimatgunpointandfledinacarfromOfficerRitchie.AlargeperimeterwasestablishedandSWATbegananareasearch.Althoughthesuspectwasnotinsidetheperimeter,diligentinvestigationonthepartofofficersledthemtoanortheastlocation.OfficersJasonandMaxonlocatedthesuspecthidinginabushafterSWAThadclearedtheapartmenthewasallegedlybarricadedinside.

Valley Area Command...ValleyAreaCommandofficerscontinuedto•workonissueswithintheFourthStreetMall,includingpanhandlingandpublicharassment.

beltandchildrestraintviolationswasconductedatRudolphoAnayaElementaryandaseparatetacticalplanintheareaofLavalandElementaryconcentratingontransientsdrinkinginpublicwasconducted.Ineachtacticalplan,severalcitationswereissuedandthesituationwillcontinuetobemonitoredtoensureitimproves.AdditionaltacticalplanswereconductedinresponsetospeedingcomplaintsintheareaofSunsetandCentral,98thandBlakeand47thandCentral.TheSouthwestAreaCommand’sImpactTeam•completed16felonyarrestsandservedfoursearchwarrants.TheTeamalsosolvedarashofstolenwatermeters.Detectiveswereabletoobtainvehicleinformationonthesuspect’svehicleandlocateditintheareacommand.Anindividualwasobservedstealingwatermetersandtakingthemtoalocalrecyclertosell.TherecyclerwillbeinvestigatedforstatelawviolationsandhasbeenreferredtotheCriminalNuisanceAbatementUnit.Watch3officersconductedtraffictacticalplans•inSeptember,focusingonspeeding,noiseviolations,seatbelts,andfailuretostopforstopsigns.CitationswereissuedonBluewater,60th,Gonzales,Merlida,Unser,Eucariz,Fortuna,LosVolcanes,Estancia,Coors,andAtrisco.Watch3issued1,001movingcitationsforthemonth.OnSeptember21st,OfficersE.Jojola,J.•Burley,A.Sanchez,andD.NixrespondedtoastabbingcallintheareaofHanoverandCoors.Thevictimwasstabbedseveraltimesintheabdomen.OfficerNixwasabletoidentifyoneofthesubjectsinvolvedintheincidentbyviewingthesurveillancecamerawheretheincidenttookplace.OfficersNix,Jojola,andBurleywentbacktothehotelwheretheyhadmadecontactwiththeoffenderpriortoviewingthetapeandwereabletolocatetheoffenderinaroom.OfficerJojolalocatedtheweaponthatwasusedinthestabbinghiddenbehindatelevision.OfficerJojolabookedtheoffenderonfelonybatterycharges.

Northwest Area Command...

Allthreegraveyardshiftsquadscontinued•tocompletetacticaloperationsintheareacommand’sapartmentcomplexesthatwereonthetoptencallsforservicelist.Twostolenvehicleswererecoveredandnumerousparkingcitationswereissued.FiveburglaryoffenderswerearrestedonSeptember22;astolenvehicle3

OfficerHindiconductedatacticalplanon•MountainRoadwhichisdesignatedasabicycleboulevardwithaspeedlimitof18mph.Theareacommandhadreceivedrepeatedcomplaintsaboutspeedinginthearea.OfficerHindiissued41citations,onemisdemeanorarrestandtowedone car.OpenSpaceandSearchandRescuepersonnel•assistedwiththesearchandrescueofamissingsubjectwhowasseenfloatingdowntheNorthDiversionArroyo.Thesubjectwasfoundthreedays later. Graveyardshiftofficersrespondedtoacallat•theGreyhoundBusDepotandapprehendedasubjectwhowastransporting22poundsofmarijuana.Swingshiftandgraveyardshiftofficers•continuedtoworkontheDowntownTacticalPlanonFridayandSaturdaynightsaswellasonSundayafternoons.Theplanfocusesonclosingtimedowntownanddealingwiththecruisersallweekendlong.

Southwest Area Command...WatchIofficerscompleted16tacticalplans•andansweredorcreated2,876callsforservice.Theofficersmade55felonyarrests,112misdemeanorarrests,45DWIarrests,and32domesticviolencearrests.Shiftofficerswrote338reportsandissued817citations,whichincluded37fornoiseviolations.Allthreeteamscollaboratedtofocusonawest•CentralAvenuelocation.OnSundaynights,theareaaroundCentralandOldCoorshadbecomeaproblemforbothswingandgraveyardshifts.Afoodtruckhadbeenstationedinanearbyparkinglot,servingfoodandcausingalargecrowdtogather.Duringthegathering,subjectsweredrinkinginpublic,beingexcessivelyloudandcommittingvarioustrafficviolations.NuisanceAbatementwasbroughtonboardandtheowneroftheparkinglotandtheownerofthefoodtruckwascontacted.Thefoodtruckmovedhisbusinessbecausetheownerofthepropertyhadnotgivenhimpermissiontousehisparkinglotafterhours.Trespasssignswerealsopostedintheparkinglottobeabletobettercontrolloiteringsubjectsafterhours.Allthehardworkhasbeguntopayoffandproblemsaredecreasing in the area.Watch2officersstartedthemonthwithseveral•tacticalplansatelementaryschoolsintheareacommand.Atacticalplanfocusingonchildseat

andastolenhandgunwererecoveredduringtheinvestigation.OfficerHermanSanchezlocatedandidentified•asexoffensesuspectwhohadcommittednumerouscrimesthroughoutthecity.OfficerJohnMontoyalocatedtwosuspectsinastolenvehicleandidentifiedthesuspectsashavingmultiplefelonywarrantsfortheirarrest.OfficerM.Carrilloidentifiedthreesuspectswhowerebreakingintomailboxesandcommittingidentitytheftcrimeswiththeinformationthatwasstolen.Allthreesuspectsweretakenintocustody.CrimePreventionSpecialistPeteGelabert•assistedSt.PiusHighSchoolwithasafetyreviewoftheirfacilitiesandtheiremergencyresponseplan.OfficersoftheNorthwestAreaCommandarepreparingtoperformamocklockdownatSt.PiustoreviewandcritiquetheirsafetyprograminOctober.WatchIIIofficerswereresponsibleforthe•apprehensionoftwosexcrimessuspects.TheNorthwestImpactTeamfocusedonbeats•635-639,inresponsetorecentcrimestatisticdata.Detectivesadjustedtheirhourstoprovidesurveillanceandpatrolofficersassistedinsaturatingthearea.Arrestsweremadeforresidentialburglary,breakingandenteringandautoburglary.TheImpactTeamalsocollaboratedwiththeU.S.•Marshallsonawarrantroundupthatresultedinsevenfelonywarrantarrestsforpropertyandviolentcrimes.

Northeast Area Command...OnSeptember15,Sgt.SanchezandLt.Olstad•attendedCoronadoCenter’sfirstcriticalincidenttrainingscenariotabletopexercise,whichtookplaceattheSheratonUptownHotel.EachmemberofTeam3wastaskedwith•conductingatraffictactplanduringthemonth.Duringthetactplans118movingcitationsand9parkingcitationswereissued,and4misdemeanorarrestsweremade.Inresponsetoanincreaseinautothefts,auto•burglariesandresidentialburglaries,atacticalplanwasconductedincollaborationwithSWAT,BurglaryandNITedetectivesfromPaseodelNortetoI-40andI-25toWyoming.Duringthistimeperiod,twoarrestsweremadeandthreevehicleswererecovered.OnSeptember8,anattempttolocatecallwent•outcitywideinresponsetoanautoburglaryin

theFoothills.ThecalleradvisedtheoffenderswereinagoldNissanminivan.OfficerPerezimmediatelystartedtosearchforthevehicleand located it near San Mateo and Douglas MacArthurNE.Duringthestop,thepassengerofthevehicleattemptedtofleefromOfficerPerezonfoot,andindoingsodroppedagloveandburglarytools.OfficerPerezdetainedthesubjects,andobserveditemsinsideofthevehiclethatmatchedtheitemsstolenfromthefoothillscallThevictimsoftheautoburglarylaterarrivedonsceneandidentifiedalloftheirpropertyincludinga.44caliberSmith&Wessonhandgun.Thepropertyrecoveredvaluedatapproximately$3,000dollars.Duringtheinvestigation,OfficerPerezdeterminedthatthegoldNissanminivanwasstolenearlyinthenight.Thethreesubjectsarrestedallhadlonghistoriesofpropertycrimes,whichincludedcommercialburglary,fraud,burglary,androbbery.Team10personnelweredispatchedtoa•suspiciousdisturbancenearLafayetteandAztecNEonSeptember5.Officersdismountedtheirvehiclesandcheckedtheareaonfoot.Whileonfoot,fourmaleswerelocated.Themaleshadbloodontheirpersonsandinjuriestotheirhands.Theindividualsrefusedtoansweranyquestionsofficersaskedofthem.Afteranintensesearchoftheareaforapossiblevictim,theindividualswereidentifiedandreleased.Thefollowingday,departmentpersonnelwerenotifiedofasuspiciousdeathofahomelessmalefoundinapark.OfficerMontanoandOfficerRamoscontacteddetectivestoprovideinformationonthefourindividualsthatwereidentifiedthepriornight.Followupinvestigationsresultedinthearrestoftheindividualsforthedeathofahomelessman.Team10participatedintheDepartment’spistol•competition.Theirteam,Sgt.Harmon,OfficersMontano,MacFarlaneandBurttookfirstplaceinthefourmanteam.OfficerJustinJoneswasthefirstplacetopshooter.

Scientific Evidence Division...Criminalisticsrespondedtosevencall-outs•inSeptember,includingoneofficerinvolvedshooting at Second and Gold.AtthebeginningofSeptember,acadreof•forensicinvestigatorsarrivedfromMexico.StaffwereabletoarrangetrainingforthesixdaystheywerevisitingtheCrimeLab.Sgt.

K.Johnsonwasinstrumentalinorganizingtheimpromptutrainingfortheweek.TheprocesswashamperedslightlybecausethevisitorsspokeonlySpanish.Translatorswerefoundandtheprocesscontinued.PreparationsfortheCitizen’sCSIacademy•havebeenfinalized.Thesyllabusandteachingmaterialswererevised.ThefirstclassisscheduledtooccuronOctober5th.MediaspotspromotingtheclasswereplayedduringthelastweekofSeptember.InSeptember,PhotoLabemployeeshavebeen•travelingtoeachoftheareacommandsandridingalongwithofficerstogetphotographsoftheofficersworkinginthefield.Thephotoswillbepostedinthesubstations.TheIdentificationUnitprocessed2,097•fingerprintsintotheAFISandprocessed1,791arrestsintotheTiburonCriminalHistoryRecordduringnormalshiftoperations.TheDispositionUnitprocessed423court•dispositions,82employment,21evidenceand90FBIbackgroundrequests.TheEvidenceUnitreceivedover3,657evidence•itemsinSeptember.42,823itemsweredisposed,355notificationlettersweresenttopropertyownersand191itemswerereturnedtoowners.

Communications Division...TheAPD911CommunicationsCenterstaff•answeredover66,000incoming911and242-COPScallsinSeptember.Therewere24,516callsfor911and42,171callsfor242-COPS.911Operatorsanswered96.67%ofthe911•callswithin10seconds(thenationalstandardis90%,APD’sstandardis92.5%);operatorsalsoanswered98.62%ofthe242-COPScallswithin30secondsAPDgoalis90%answeredwithin30seconds).Communicationsstartedamonthlynewsletter•forthestaffcalled“TheBeatGoesOn”.Itincludesmotivationalinformationalongwithnewsandemployeehappenings.Preparationfortheupcomingcontinuing•educationclassforall911anddispatchemployeesbeganwithclassestobeheldinOctober.Additionally,fourhoursessionsforalltrainersinthecenterareinprogresstoupdatetrainerskills.

Planning and Policy Division...APD Planning staff conducted a tour of the •partially-constructedSixthAreaCommandfor

theChiefandtheChiefPublicSafetyOfficerinSeptember.ThePlanningDirectorcollaboratedwithtwovendorstoselectandprovidefurnitureforthenewfacility.ThePlanningDirectoralsoworkedwithvendorstoprovidegymequipmentandvendingmachinesforthenewfacility.ThePlanningDirectorcompletedinterviews•withAPDstaffaspartofthedevelopmentoftheFY11-15StrategicPlan.AroughdraftoftheplanwascompletedinSeptember,withafinaldraftduebytheendofOctober.PlanningDivisionstaffreceivedthreegrants•awardswerereceivedinSeptember(2010JAG,2010COPSTechnology,and2010PSNforaGREATprogram).Theawarddocumentsareinthesignaturephase.TheAPDOmnibusbillpassedtheFinanceandGovernmentOperationCommitteewithafewsmallmodificationsandwillbeheardattheOctober4Councilmeeting.

Technical Services Division...TheTechnicalServicesUnit(TSU)continuesto•receivedHelpDeskcallsthroughthe768-2930telephonenumber.TiburonMobileCommunicationstraining•continuesattheAcademyinpreparationfortheupgrade.Thelapelcamerapilotprojectwascompleted•andthetraining,policies,andproceduresrequiredfordeploymentarebeingdeveloped.ASystemsAnalystwasdeployedfromAPD•MaintotheCrimeLabforadditionalQuetel(evidencesystem)andAFIS(fingerprintsystem)support.TheTSUhasdiscoveredmanysubstandard•computers,basedonmemory.Toeffectivelyworkinamultitaskingcomputingenvironmentwithmorethanoneopenwindow(e.g.,Email,web-browser,Tiburon),thePCneedsatleast1gigabyte(1GB)ofmemory.MemoryisrelativelycheapandTSUencourageseveryonetoupgradetheirmemoryifithaslessthanonegigabyte(1GB)ofRAM.

Prisoner Transport Unit...InSeptember,thePrisonerTransportUnit•processed1,785prisonersthroughthePrisonerTransportCenter.TheAlbuquerquePoliceDepartmentarrested1,499prisonersandotheragenciesarrested286prisoners.ThePrisonerTransportUnitmade211tripstoMDCandaccepted99walk-inprisonersatMDC.Thesavingsinhoursandfuelcostsforthe•

Strategic Support Division...Chief Schultz and Karen Fischer attended •theNewMexicoMunicipalLeagueAnnualConferenceinTaos,NMonSeptember1-3andpresentedapaneltoattendeeson“OrganizedRetailCrimeandItsWide-RangingImpactonYourCommunity:TheyAren’tJustPettyShopliftersAnymore!”ThepresentationwasverypositivelyreceivedandAPDhashadfollow-upcontactwithanumberofjurisdictionsregarding their engaging in the ARAPA partnership.InSeptember,therewere79incidentssubmitted•ontheCONNECTwebsitebyacombinationofbusinesspartnersandAPDpersonnelregardingcriminalactivityduringthemonth.Ofthesealerts33werefromARAPApartners;2wereHospitalityPartners;16byFISOApartners;8byCICAPartners;2byApartmentPartners;2byDowntownAreaPartners;and16LEHotSheetpostings.InSeptember,26newregistrationrequestswerereceivedforthemonthforthevariousareascontainedintheCONNECTwebsite.InSeptember,CONNECThadatotalof1,819visitorsin30daysforanaverageof60.633visitors/day.TheCICASteeringcommitteemeton•September23,tofurtherdiscusseshowtoimproveCICAandhelpitcontinuetogrowandtobegindiscussionsaboutthelinkbetweenCICAandARAPAincidents.ItwasdecidedthatfortheOctober12,2010,CICAmeeting,thatARAPApartnerswouldpresentinformationonrecenttool,materialandpreciousmetalthefttrendswhichcouldbecommittedbyindividualswhoinvolvedinCICAtypecrimes.Additionally,theneedtohaverepresentativesfromtheCity’sDepartmentofMunicipalDevelopmentbegintobeinvolvedinandpostincidentstoCICAandtheyareexperiencingtheft/lossofmetalitemssuchassteeldrainagegratesandmanholecovers.TheneedtoinvolveotherutilitycompaniesinCICAandpostingwasalso discussed.

Traffic Division...

TheTrafficUnitissued1,794citationsand•investigatedonefatalaccidentinSeptember.TheDWIUnitarrested244peoplefordriving•whileintoxicated.TheSeizureUnitconfiscated200vehiclesin•

September,totalling$184,483.OnSeptember14,Air5wasutilizedtoassistthe•DepartmentofHomelandSecurityinaphotomissionforanupcomingwarrant.Air5flewanAgenttothewestmesaareaofRioRanchoandassistedhiminphotographingseveralresidencesthattheywillbeservingwarrantsoninthenearfuture.OnSeptember25,Air1returnedtoserviceafter•sixweeksofinspectionsandrepairgeneratedfromthe500hourinspection.

Special Operations Division...SWATwasactivatedsixtimesinSeptember,in•responsetobarricadedsubjectsandtohelpservehighriskwarrants.TheK-9Unitconducted62buildingsearches,•10areasearchesandmadeeightapprehensions.TheAPDBombSquadrespondedonSeptember•4,to465MainStreetinLosLunas,NMattheLosLunasFireDepartmentinresponsetoacallaboutapillbottledevice.Thedevicewasfoundonaditchbankandthrowninatrashcan.Thefinderofthedevicesawthepreviousdeviceonthenewsandrecognizeditwassimilartotheonetheyfound.Thedevicewasfoundtonotbeanexplosivedevice.Weremovedthedeviceandprocesseditforevidence.OnSeptember17,theAPDBombSquadwas•called to a large retailer in Rio Rancho, in referencetoasuspiciousdevicefoundattachedtoavehicle.Thecarownerremovedtheitemfromthevehicle.Theitemswereremotelyviewedandrenderedsafe.Theitemwasfoundnottobeanexplosivedevice.TheHorseMountedUnitparticipatedinthe•September11ceremoniesonCivicPlaza.OfficerCandelariaattendedaonedayurbanrifleclassdesignedforfemaleofficers.ThisclasswasdevelopedtoencouragemorefemaleofficerstotrainandcarryAR-15’s.

Investigations Bureau...TheCrimesAgainstChildrenUnitreceived750•CYFDreferralsinSeptember.CACUdetectiveswereassigned87newcases,respondedtoeightcall-outs,wrotethreearrestwarrantsandinvestigatedtwochilddeaths.TheChildExploitationDetailcleared11cases•inSeptember,respondedto13call-outsandobtainedninesearchwarrants.TheDetailcompleted20forensiccomputerexaminations.TheSexOffenderRegistrationDetailconducted•6

warrants,resultingin20felonyarrests,therecoveryof44gramsofcrackcocaine,48gramsofheroin,and72gramsofmethamphetamine.WestsideNarcoticsrecoveredapproximately•21poundsofmarijuanafromaGreyhoundbuspassengerattheAlbuquerqueterminal.Detectivesconducted14searchwarrantsthatresultedintheseizureof134gramsofheroin,46gramsofmethamphetamine,14felonyarrestsandtwofirearmsrecovered.TheDEATaskForceseizedover1200grams•ofmethamphetamineusingsearchwarrants,resulting in three felony arrests.TheAutoTheft/WreckerServicesUnitclosed•15casesbyarrestinSeptember.TheUnitclosedatotalof47casestotal.ThetotalvalueofpropertyrecoveredforSeptemberwas$339,535.TheUnitconductedaVINetchingevent,markingapproximately75vehicles.TheWhiteCollarCrimesUnitcleared14•casesinSeptember.Thecasesclearedwereresponsibleforabout$44,777inlossestotheirvictims.TheBurglaryUnitclosed21casesbyarrest•andatotalof53caseswereclearedforvariousreasons.ThePawnShopDetailcontinuedtohave•meetingswithAPDImpactTeamsergeants,CNAU,ATFandtheDistrictAttorney’sofficeinanefforttoworkonpolicingthepawnshopsandrecoveringstolenproperty.TheDetailchecked6,633itemsthroughNCICinSeptember.NITeDetectivescompleted13felonyarrestsin•September.Theteamissued11felonywarrants,completedseventacticalplans,andwrote20reports.TheCrimeStoppersUnitreceivedtips•thatresultedinthearrestof28suspectsinSeptember.GeneratedfromtheAlbuquerqueJournal’s“30MostWanted”page,65arrestshavecompleted,resultingin$29,325paidouttotipsters.
