Greetings from Alagappa University.

Cultural festival is a celebration of the traditions of a particular people or place. Cultural celebrations foster respect and open-mindedness for other cultures. Celebrating our differences, as well as our common interests, helps unite and educate us. People all around need to understand and learn to appreciate other cultures, and this is one way to accomplish that.

Cultural Festival is required to proclaim our faith in the oneness of humanity and to hold our ground in support and advocacy of peace and harmony amongst all the peoples of the earth.

In India, cultural festival is an annual cultural event at a College / University involving participants from other Colleges / Universities.

Alagu Fest 2019 is not only about raising community spirit and removing imaginary boundaries of cultural separation but more than that, it is about offering a platform for equal opportunity, for the amplification of lesser heard voices and perspectives, and the establishment of equity over equality.

We hold this space for anyone and everyone. This space we create is for us to remember what home feels like, and for us to remember that it's not a place or a time, but a feeling we carry with us in our hearts.

We are delighted to inform you that Association of Indian Universities (AIU), New Delhi has

entrusted Alagappa University with the joyous responsibility of hosting 35th Inter-University South Zone Youth Festival 2019 (Alagu Fest-2019) to be held from 18th to 22nd December, 2019.

In view of this, we request you to send teams from your University to participate in various

events of the Youth Festival as per the rules and regulations charted by AIU. The details regarding the festival which include about the University, participation, venue, rules & regulations, eligibility, registration fee, accommodation, event guidelines and other forms (Annexure I to V) are enclosed herewith. You are requested to download the forms from our website www.alagappauniversity.ac.in.

The youth festival commences on 18th December 2019 at 10:00 am and the valedictory is

scheduled on 22nd December, 2019. You are requested to send the entries as early as possible, but not later than 9th December, 2019 by forwarding the completed Annexures (I to V). ABOUT KARAIKUDI & IT’S SURROUNDING

Karaikudi town is in the district of Sivaganga in Tamil Nadu State. It is the 20th largest urban agglomeration of Tamil Nadu. It is part of the area commonly referred to as "Chettinad" and has been declared a heritage town by the Government of Tamil Nadu, on account of the palatial houses built with limestone called karaiveedu. Karaikudi is located in the Tiruchirappalli–Rameswaram Highway at 10.07°N 78.78°E. Thennar River flows through South Karaikudi. It has an average elevation of 82 meters (269 ft). The average maximum temperature is about 34°C (93°F), and average minimum temperature is about 24°C (75°F). The annual average rainfall in Karaikudi is about 920 millimeters (36 inches). CULTURE Kannadasan Mandapam, Kamban Manimandapam, Thousand Windows House and Chettinad Raja Palace are other visitor attractions in Karaikudi. The first Temple for Mother -Language (Tamil) is located in Karaikudi, established in 1993. Chettinad cuisine originated in the areas around Karaikudi. Some prominent temples around the town are:

Ariyakudi Thiruvengamudayan Temple-Southern Tirupathi (3 km) Kundrakudi Shanmuganathan Temple (10 km) Pillayarpatti Karpagavinayagar Temple (12 km) Thirumayam Sathyamurthi Permual Temple (22 km)

TRANSPORT

Roadways are the major mode of transportation to Karaikudi. The town has two bus terminals namely "Old Bus stand" and "New Bus stand". The State Transport Corporation run moffusil buses terminate at the New Bus stand. Karaikudi Railway (KKDI) Junction is the major railhead serving the town. Nearby airports are Tiruchirapalli (TRZ) International Airport (95 km) and Madurai (IMX) International Airport (100 km). Pillaiyarpatti Karpagavinayagar Temple

Pillaiyarpatti Karpagavinayagar Temple is an ancient rock-cut cave shrine dedicated to Lord Ganesha, located at Pillayarpatti 12 km far, west to Karaikudi. The presiding deity of the temple is Karpaka Vinayakar. In the cave temple, there are rock cut images of Siva and other gods as well as several shrines. The Agama texts found on stone inscriptions in the temple help to date the temple between the years 1091 and 1238 B.C. The temple is open from 6 am to 1 pm and from 4 pm to 8.30 pm.

Kunnakudi Shanmughanathar Temple Kunnakudi Shanmughanathar temple (also called Kunnakudi Temple or Kunnakudi Murugan Temple) in Kundrakudi, a village in the outskirts of Karaikudi is dedicated to the Hindu god Murugan. Constructed in the Dravidian style of architecture, the temple is located in the Tirupattur - Karaikudi Road, around 10 km far from Karaikudi. There are three caves located on the western side of the lower rock that has rock-cut shrines from the Pandyan Empire from the 8th century. The temple has a five-tiered gateway tower, the gopuram in the hill, leading to a pillared hall and the sanctum. The temple is open from 6 am to 11 am and from 4 pm to 8 pm. The rock-cut caves are maintained as a protected monument by the Archaeological Survey of India. Thirumayam Sathyamurthi Perumal Temple

Sathyamurthi Perumal Temple in Thirumayam, is dedicated to the Hindu god Vishnu. Constructed in the Dravidian style of architecture, the temple is glorified in the Divya Prabandha, the early medieval Tamil canon of the Azhwar saints from the 6th –9th centuries AD. It is one of the 108 Divyadesam dedicated to Vishnu, who is worshipped as Sathyamurthi Perumal and his consort Lakshmi as Ujeevana Thayar. The temple is believed to have been built during the 9th century

by the Pandyas. A granite wall surrounds the temple, enclosing all its shrines. The temple has a five-tiered rajagopuram, the gateway tower and is behind a fort built during the 15th century. The temple is maintained and administered by the Archaeological Survey of India as a protected monument. Meenakshi Temple, Madurai

Meenakshi Temple (also referred as Meenakshi Amman or Meenakshi Sundareswar Temple), is a historic Hindu temple located on the southern bank of the Vaigai River in the temple city of Madurai about 100 km far from Karaikudi. It is dedicated to Meenakshi, a form of Parvati, and her consort, Sundareswar, a form of Shiva. The temple is at the center of the ancient temple city of Madurai mentioned in the Tamil Sangam literature, with the goddess temple mentioned in 6th century CE texts.

Rameswaram Rameswaram is a town in the Ramanathapuram district and 140 km away from Karaikudi. It is on Pamban Island separated from mainland India by the Pamban channel. It is in the Gulf of Mannar, at the tip of the Indian peninsula. Pamban Island, also known as Rameswaram Island, is connected to mainland India by the Pamban Bridge. Together with Varanasi, it is considered to be one of the holiest places in India to Hindus, and part of the Char Dham pilgrimage.

The Ramanathaswamy Temple, dedicated to the Vedic god Shiva, is at the center of the town and is closely associated with Rama. The temple and the town are considered a holy pilgrimage site for Shaivas and Vaishnavas. The temple in its current structure was built during the 12th century by Pandya Dynasty. The temple has the longest corridor among all Hindu temples in India. The breadth of these columned corridors varies from 17 to 21 feet with a height of 25 feet. Each pillar is sculpted in Nayak style as in Madurai Meenakshi Amman Temple. The contribution of the kings of the Sethupathy

dynasty (17th century) to the temple was considerable. Chettinad Cuisine Chettinad cuisine is the cuisine of a community called the Nattukotai Chettiars, or Nagarathars as they call themselves, from the Chettinad region of Tamil Nadu state in South India. Chettinad cuisine is perhaps the most renowned fare in the Tamil Nadu repertoire. It uses a variety of spices and the dishes are made with fresh ground masalas. Chettiars also use a variety of sun-dried meats and salted vegetables, reflecting the dry environment of the region.

Most of the dishes are eaten with rice and rice-based accompaniments such as dosai, appam, idiyappam, adai and idli. The Chettiars, through their mercantile contacts with Burma, learnt to prepare a type of rice pudding made with sticky red rice.

ABOUT ALAGAPPA UNIVERSITY

Institutional Legacy

Blossoming Citadel of Learning

Alagappa University was brought into existence in May 1985 by the Government of Tamil Nadu as a State University, in deference to the wishes of its munificent patron educationist Padma Bhushan (Late) Dr. RM. Alagappa Chettiar, by taking over a few entities from the galaxy of educational institutions founded by him at Karaikudi during 1950`s. Alagappa Chettiar, in spite of his short span of life of exactly 48 years (6.4.1909 to 5.4.1957), had the vision and foresight to establish an array of educational institutions in Education, Physical Education, Engineering, Polytechnic, Arts and Science disciplines. He was instrumental in establishing the Central Electrochemical Research Institute (CECRI), a national research laboratory under the CSIR, Government of India, at Karaikudi, in 1952. Alagappa Chettiar was a unique businessman, channelizing earnings from his diverse business–banking, insurance, textile mills, hotels, plantation estates, airlines, stock trading, etc. for building a massive educational and research infrastructure. Even as early as in the 1940`s-1950`s, he envisioned the value of Teacher Education, Physical Education, Technical Education, and Research as well. Reverentially known as Vallal Alagappar, he averred “my boundless happiness consists in that of thousands of students who read in our vast educational campuses”. He was profusely admired by many national leaders of his time with whom he had loving contact, as vouchsafed by his letters. He made many national leaders visit Karaikudi, a feat. Notably among them are: Jawaharlal Nehru, then Prime Minister of India, for laying the foundation stone of Central Electrochemical Research Institute on 25th June 1948, Dr.S.Radhakrishnan, the then Vice-President of India, for the opening of Central Electrochemical Research Institute on 14th January 1953, Dr.Rajendra Prasad- the then President of India for laying the foundation tablet of the Alagappa Chettiar College of Engineering and Technology on 19th February 1953. He was revered by Political leaders and statesmen like Shri.C.Rajagopalachari, the then Governor General, Shri.K.Kamaraj, the then Chief Minister of Tamil Nadu and host of leaders. His Excellency Sri Prakasa, and His Excellency Sri Maharajah of Bhavangar-Highness the Maharaja of Mysore, the Maharaja of Travancore, and many great personalities called on Vallal Alagappar on many occasions. The Father of our Nation, Mahatama Gandhi, and the Iron Man of India, Shri. Sardar Vallabhai Patel, came to Karaikudi on the invitation of Dr.Bhatnagar, the first Chairman of the UGC. Vallal Alagappar bequeathed even his palatial dwelling house for the cause of education to the masses. Appropriately, Nehruji has described him as a “Socialistic Capitalist”. As a mark of abundant admiration and affinity to its illustrious Founder, Alagappa University commemorated his Birth Centenary Celebrations (6.4.1909 to 5.4.2009) marked by numerous national and international events. The distinguished qualities of the great Founder namely, his farsightedness, profound vision, total dedication and commitment, unequalled hard work, tremendous self-confidence, and serene gem -like such other characteristics act as a guiding spirit to lakhs of students emerging from the university portals every year. Never do they fail to hold the flag of Vallal Alagappar aloft in many international fora.

ALAGAPPA UNIVERSITY – GENESIS AND GROWTH

Alagappa University, established as a State University in 1985, by the Government of Tamil Nadu, has emerged into a citadel of knowledge, by providing opportunities for commendably High Quality Education, Research, and Outreach Activities. The University has emerged from a galaxy of institutions initially founded at Karaikudi by the munificent personality Vallal Alagappar during 1950`s. Alagappa University, located on a sprawling expanse of about 420 acres, in the business town of Karaikudi, in Sivagangai District, Tamil Nadu, has an ideal ambience for higher education. It is easily accessible from Thiruchirapalli and Madurai in about 2 hours by road or rail. The University is recognized under Section 2(f) and 12(B) of the UGC Act. It is a member of the Association of Indian Universities and Commonwealth Universities. Alagappa University is the first University in the state to obtain A+ Grade with a CGPA of 3.64 by the National Assessment and Accreditation Council (NAAC) in May 2017, in the 3rd Cycle of Assessment and Graded Category-I University by MHRD-UGC. The University has secured 28th position among Universities in India in the MHRD-NIRF Ranking 2019 and secured 24th place in QS India ranking 2020. Alagappa University received the ISO 9001:2015 Certification Award (2016) for imparting quality higher education and research. The university has received World Clean and Green University Campus Award, World Environment, and Livelihood Award (WEAL) 2017 from the National Institute of Cleanliness and Education Research (NICER), New Delhi. Alagappa University has secured the 4th place among Government Institutions in the country as a whole in the Swachhta Ranking 2018 of higher Educational Institutions, declared by the MHRD. The University has been awarded IAB Indian Blind Empowerment Champions 2018 (SILVER ZONE) by Indian Association for the Blind Award. The motto of the University is Excellence in Action. In the conformity with its sublimity, the University, being a fore runner in introducing several frontier level programmes of learning, has constantly been striving to perform and excel in all its academic spheres of activity by consistently upgrading its programmes of study and research. Alagappa University has 16 Schools, comparing 44 Departments, 9 Centers, 3 Constituent Colleges and 3 Directorates. It has 47 affiliated colleges in Sivagangai and Ramanathapuram Districts in its fold. About 1.20 lakh students are pursuing their studies under various streams of the university. At present, 206 Faculty Members with rich teaching and research skills, and project and consultancy acumen take care of its academic work and research activities. They are very strong in publication, paper presentation in National and International Conferences and in Collaborating with Indian and Overseas research institutions.

In addition, the University has strength of 196 members of the Administrative and Technical staff. The University focuses its attention on development of all skills of the learners through co-

curricular activities. There are about 40 Cells/Clubs that provide opportunities for students to learn and serve the society divergent modes. The temple of learning has good educational infrastructure, with state-of-the-art Science Laboratories with modern advanced scientific equipment. All schools have smart classrooms, and

good number of computers with 24x7 internet connectivity. There are Central, faculty, and Departmental Libraries with online surfing facility, besides latest volumes of books and journals. There are 10 modern Auditoria, suitable for the conduct of international level colloquiums and Conferences. Separate hostels with modern amenities, and with sufficient number of rooms are available for men and women students separately.

The university is proud of the visits of enlightened leaders, like His Excellency Dr.A.P.J. Abdul Kalam, former President of India, Dr.Manmohan Singh, former Prime Minister of India, Thiru Ch.Vidhyasagar Rao, Thiru K.Rosaiah, and Thiru Surjith Singh Barnala the former Governors of Tamil Nadu, Justice M.Fathima Beevi, Dr.M.Chenne Reddy, Shri Narain Singh, and Thiru P.C Alexander. Other distinguished visitors include Thiru P.Chidambaram, former Home Minister, Government of India, and Dr. Kalaignar M. Karunathi, former Chief Minister of Tamil Nadu.

Besides, Dr. Vedprakash, former chairman UGC, Dr. H. Devaraj, former Vice-Chairman UGC, Prof. Suhadeo Thoart, former Chairman UGC, Dr. K. Kasthurirangan, renowned space scientist, Dr. M.S. Swaminathan, renowned Agri Scientist, Parliamentarians, Hon’ble Union and State Ministers, distinguished Judges, Bureaucrats, Foreign and National Scientists, Professors, and Social Thinkers have paid visits to the University.

IMPORTANT GUIDELINES FOR REGISTRATION & PARTICIPATION The participating students must carry their Identity Card issued by their respective Universities /

Colleges. The team managers should submit valid Identity Cards of the participants for verification at the time of registration.

The Eligibility Certificates signed by the Director / Dean / Principal of the Institute / College and countersigned by the Dean of Student Welfare / Cultural Coordinator / Registrar is a must and should tally with the above documents.

Age of the participants should not be more than 25 years as on 1st July, 2019. All the students will have to carry the copy of 10th Std, 12th Std marks sheets, previously passed

University exam (i.e. a student studying 3rd year of college need to carry the final mark sheet of 2nd year). However, students studying 1st year of college can carry the mark sheet of 10th and 12th Std. Besides, students must also bring current year University fee receipt as part of eligibility.

Maximum size of the contingent will not be more than 42, including the Contingent in-Charge. Extra members accompanying the team will not be entertained. They will be required to make

their own arrangements for accommodation, etc., CONTINGENT LEADER IN-CHARGE

A maximum of two contingent Leaders / In-Charges will accompany the team. It is advisable to have a Lady Team Manager; in case there are female participants (the total number of the contingent should not exceed 42). CAUTION DEPOSIT MONEY

A sum of Rs.5000/- refundable caution money has to be deposited by each team at the Registration Desk. In the event of any damage / loss of the University property caused by any participant, appropriate amount shall be charged and deducted from the caution money.

ACCOMMODATION

Accommodation shall be made available to all the participants. The temperature in the month of December fluctuates between 20°C and 31°C. Participants are requested to bring light cottons, cotton blankets, light bedding, mosquito net, medicine and locks. FOOD

Food (Breakfast, Lunch and Dinner) shall be provided from 18th to 22nd December, 2019. PHOTOGRAPH

Four copies of passport size photographs of each participant are to be submitted at the Reception Desk.

FLAGS & BANNERS

The Team managers should bring two Flags, Posters and a Banner of their respective University and deposit one Flag at the time of registration and retain the Banner, Posters and one flag with them for display during the Procession (Rally) only.

PROHIBITED ACTIVITIES: Consumption of liquor / smoking, Eve teasing, Attempt to influence the Judges,

Going to the press / media including social-media against the University on any controversial issue, Indecent

behaviour inside and outside the campus and at the venue are prohibited.

(4) Duration of the song shall be between 4 to 6 minutes. (5) Only non-film songs/ geet/ ghazal/ bhajan/ shabad and abhangas can be presented. (6) Judgment will be made on the qualities like swara, taal, selection of raga, composition and general impression. (e) Western Vocal Solo: (1) Only one entry per Institution is allowed. (2) Time for Stage/ Instruments setting is maximum 2 minutes. (3) The number of accompanists would not be more than two. (4) Duration of the song shall be between 4 to 6 minutes. (5) Language of the song shall only be English. (6) Judgment will be made on the qualities like, composition rhythm, coordination and general impression. (f) Group Song (Indian): (1) Only one entry per Institution is allowed. (2) A team has to present two songs, one patriotic and another will be a folk song. (3) Maximum 6 singers in a group and number of accompanists playing instruments shall be three. (4) The group songs should be taken from Indian songs which can be in regional language. (5) No film song should be presented as group song. (6) Maximum time allowed for the group song is 10 minutes which does not include setting time. The setting time for a group shall not exceed 4 minutes. (7) Judging of this items will be on the basis of quality of singing only and not on make- up, costumes and actions of the team. (g) Group Songs (Western): (1) Only one entry per Institution is allowed. (2) Maximum 6 singers in a group maximum number of accompanists playing instruments shall be three. (3) The group songs should be taken from English language. (4) Maximum time allowed for the group song is 10 minutes which does not include setting time. The setting time for a group shall not exceed 5 minutes. (5) Judging of this items will be on the basis of quality of singing only and not on make- up, costumes and actions of the team. (h) Folk Orchestra: (1) Each University can send only one team. (2) The team shall consist of up to 12 participants. (3) The group can consist of all boys or all girls or combined. (4) The duration of the performance will be a minimum for 7 and a maximum for 10 minutes. (5) This does not include setting time which shall not be more than 5 minutes. (6) Up to three professional accompanists are allowed who should be in different dress from the student participants so that they could be easily identified.

(7) The professional accompanists shall sit / stand separately from the participants and shall not lead the team. (8) The team may present preferably those folk tunes which are recognized as folk tunes of the state to which the university belongs) (i) Western Instrumental Solo (1) A participant shall play western music on any percussion or non-percussion instrument. (2) The duration of the performance is minimum 6 and maximum 8 minutes. The computation of time shall start immediately after the final announcement by the organizers. (3) Maximum 2 accompanists are allowed. (4) The participant is to perform any one genre/style or fuse various genres/styles of western music. (5) Three minutes of setting time will be given to each participant. 2. DANCE (a) Folk / Tribal Dance (1) Only one entry per Institution is allowed. (2) Maximum 10 participants allowed per team. The team may consist of all boys, all girls or a mixture of both. (3) The number of accompanists permissible is five. (4) The dance can be either primitive or a folk dance ( Indian Style) but not a classical one. (5) Duration of dance should not be more than 10 minutes. (6) Three copies of a brief note giving the theme and the text of song if any, is to be submitted along with the entry form at the time of registration. (7) The participating team will be responsible for removal of their sets / properties etc. immediately after the completion of their performance. (8) Judgment will be based on the basis of Rhythm, Formation, Expression, Costumes, Make-up, Sets on Overall Effect. (9) Time for sets/ Instruments setting is maximum 5 minutes. (b) Classical Dance (Indian) (1) Each Institute can send only one entry. (2) The classical dance can be from any of the approved schools of dance. Such as Kathak, Kathakali, Bharat Natyam, Manipuri, Kuchipudi, Mohinittam, Odissi etc. (3) Participant will be allowed up to 15 minutes including time for preparation. Maximum three accompanists are permissible. (4) Judgment will be based on the qualities like Tal, Technique, Rhythm, Abhinaya or Expression, Costumes, Footwork and general impression etc. (5) Three copies of a brief note on the description of dance story involved in it, if any, and of the accompanying song, with its meaning in Hindi or English must be submitted at the time of registration.

3. LITERARY EVENTS

(a) Quiz

(1) Each Institute can send a team of three persons. (2) There will be a written preliminary round and teams will be elected for the final. (3) Finals will be oral with audio- visual questions. (4) The Specific rules regarding evaluation procedure, time to reply a particular answer and the type of round will be given before the actual start of the competition. (b) Elocution: (1) Each Institute will be represented by one speaker. (2) Medium of expression will be Hindi or English. (3) Each speaker will be allowed to speak for maximum five minutes in the Zonal Festival and 10 minutes in the National Festival. (4) Subject / Topic of Elocution will be announced in the managers meeting. (5) The performance will be judged in one language. (6) The item shall be prose or poetry and not song. (7) The sequence of speakers will be decided by a draw of lots. (c) Debate: (1) Each Institute will be represented by the two debators, one will speak FOR, While another will speak AGAINST the motion. (2) Medium of expression will be Hindi or English. (3) Topic of Debater will be announced 24 hours in advance. (4) Each debater will be allowed to speak for maximum five minutes in the Zonal Festival and 10 minutes in the National Festival. (5) The competitor from each Institute will speak FOR and AGAINST the motion. Paper reading is not allowed. 4. THEATRE (a) One-Act-Play: (1) Only one entry shall be accepted from each Institution. (2) The duration of the play should not exceed 30 minutes. (3) Time will be counted as soon as the signal is given or the team starts giving introduction, whichever is earlier. Empty stage to empty stage shall be followed strictly. For stage setting and removal of set and properties, up to 10 minutes will be given after taking charge of the stage. (4) The number of participants should not exceed nine and the maximum number of accompanists should not exceed three. The participating team shall bring their own set/ stage property, make up material etc. Light and general property such as ordinary furniture may be provided on advance information. (5) Participants may speak in Hindi, English or any regional language of India. In case, the language is a regional one, the synopsis of the play with translation in, English or Hindi must be submitted to the In-charge of the competition on the day of registration. (6) The participating team must report to the In charge of the competition at least two hours before the presentation of the play.

(7) Judgment will most likely be based on the qualities of the play like theme, work on acting, stage craft, design and general impression etc. (8) Decision of the panel of judges will be final and binding upon all. (9) Accompanists will either speak from the background or will play upon musical Instruments for background music. They shall not appear on the stage. (b) Skit: (1) Only one team per institute will be allowed. (2) Maximum number of six participants are allowed to participate in this item. (3) Maximum time allotted for each team is 10 minutes. (4) Use of make-up, drapery and background music is allowed. No personal remarks, aspersions, character assassination etc. is allowed. (5) Participating team should submit three copies of the synopsis of the theme of Skit, along with language of presentation (Hindi or English) on the day of registration. (6) The item will be Judged basically on the qualities like theme, work on acting, stage craft, design and general impression. (7) Vulgarity or bitter insinuations in presentation should be avoided. Only innocent satire or humour is expected. (c) Mime: (1) Only one entry per institute will be entertained. (2) Maximum number of six participants are allowed to participate in this item. (3) Judgment will most likely be based on the qualities like idea, creativity of presentation, use of make-up, music and general impression. (4) Duration of performance shall be maximum of 5 minutes. (d) Mimicry: (1) Each student artist shall be given 5 minutes item both in the Zonal and Inter Zonal Festivals. (2) Participants may mimic sound of machines and speeches of will know persons etc. including film personalities. (3) Only one entry. (4) Marking will be based on:

(i) Skill imitating. (ii) Variety of sound and voices imitate. (iii) Presentation.

5. FINE ARTS (a) On the Spot Painting: (1) Each Institute will be represented by one participant. (2) Item will be conducted on the spot and participants will be requested to do painting on the subject given by the In charge (s) of the competition. (3) Duration will not be more than 2 hours 30 minutes. (4) Size of the painting will be half imperial size drawing paper i.e. 22 inches X 15 inches. (5) Painting can be done in oil, water, poster or pastel colours. (6) Candidate shall bring their own material like brushes, paints etc. Only the paper/ sheet will be provided by the host institute.

(b) Collage: (1) Each Institute will be represented by one participant. (2) Item will be conducted on the spot on the given topic / subject, sheet size 22” X 15”. (3) Duration will not be more than 2 hours 30 minutes. (4) Participants shall bring their own scissors, pasting and other material required for the contest. (5) Collage has to be prepared from old magazines. The host University will provide the drawing paper of the size 22” X 15”. (c) Poster Making: (1) Each Institute will be represented by one participant. (2) Item will be conducted on the spot and the participants will be requested to do poster making on the subject / topic / theme given by the In- charge of the competition. (3) Duration will not be more than 2 hours 30 minutes. (4) Participants shall bring their own material. Only the Drawing paper/ Sheet 22” x 15” will be provided by the organizers. (d) Clay Modelling: (1) Each Institute will be represented by one participant. (2) Item will be conducted on the spot. (3) Duration will not be more than 2 hours 30 minutes. (4) Topics/ size and other specific rules shall be announced on the spot. (5) Clay shall be provided by the host institute. (e) Cartooning: (1) Each Institute will be represented by one participant. (2) Item will be conducted on the spot on the given subject/ idea. (3) Duration will not be more than 2 hours 30 minutes. (4) Participants shall bring their own material. Only the Drawing paper 22” x 15” will be provided by the host University. (f) Rangoli: (1) Each Institute will be represented by one participant. (2) Duration will not be more than 2 hours 30 minutes. Participants shall bring their own material. This art is know differently in various regions such as Mandna, Alpana, Alekhan, Kolam, Rangoli, etc. For this the medium and form for expression can be free hand, pictorial and descriptive (3) Only one medium shall be used – Poster Colours or Flower Petals or Saw- dust or Pulses or Rice without pasting. (4) The Participants shall have to prepare a rangoli within the space provided by the organizers. (g) Spot Photography: 1. An Institution can send one participant. 2. The participant has to bring his/her own digital camera. 3. The digital camera should have a memory card which will be formatted by the judges before the commencement of the contest. 4. The time limit will be 2.30 hours. 5. The participant has to capture 5 photographs on the theme announced on the spot by the judges.

6. No mixing, matching or morphing of photographs will be permitted. 7. Software such as Photoshop etc. for enhancing images not permitted. 8. The organizers will have all rights for the use of these pictures as and when they deem fit. 9. Digital images are evaluated on the basis of (I) Impact, (II) Composition, (III) Technical Quality, and (IV) Suitability for the specific theme. 10. The additional instructions will be announced on the spot. (h) Installation: Install or create an atmosphere related with the subject or title of the installation. The size of the installation should be 5'x5'x5' maximum. 1. Participants can use all the material which they use in other art compositions like cartooning, painting, rangoli,poster, collage and clay modeling. 2. Participants can use waste material also which is available in the surroundings or can take any material from outside also. 3. Participants are not allowed to use any already composed images or forms available in the market. They should compose or create their own image with the raw material. 4. This is a group activity as four (4) participants can participate but they will create only one installation whose size must not be bigger than 5'x'5'x5'. (i) Mehandi: 1. The due credit will be given on originality, creativity, decorative art with aesthetic sense. 2. Use of hand print, any kind of mold and any kind of decorative material is not allowed. 3. The participant has to bring its own Mehendi and other materials required for it. 4. The total duration for completing the painting shall not exceed 2½ hours. 5. The Mehendi must be extended to the palmer side forearm with minimum six inch length. 6. The participant has to draw the Mehendi on palmer side of both hands of the model. The model should be the student of the same university. 7. Each participating institute/university can depute only 1 student participant.

JUDGEMENT AND APPEALS

The participants are requested to carefully study the rules and regulations for the various events, given in AIU Handbook of UNIFESTs. The decision of the judges appointed for different events shall be final. It is expected that their judgment will be respected. In case of any dissatisfaction, the matter may be referred to the Jury of Appeals. The protest, if any, should be lodged with the Observer of the Competition within one hour of the end of the competition. No protest shall be entertained on matters regarding judgment. Protests can be entertained on matters relating to violation of rules or improper conduct of the contest. There will be a protest fee of Rs.200/- only. This fee will not be refunded unless the protest has been upheld by the Jury of Appeals. No appeal shall lie against the decision of the Jury of Appeals.

IMPORTANT The participants are requested to study the rules and regulations for the various events give

above. The decision of the Judges appointed for different events shall be final and binding upon all.

IMPORTANT INFORMATION

1. RULES The Youth Festival will be governed by: 1.1. The Inter- University Youth Festival’s Eligibility Rules & Regulations that are available

on www.aiu.ac.in and www.alagappaunivesity.ac.in 1.2. This Notice and the ‘Youth Festival Instructions’ will be issued prior to the

commencement of the Festival.

2. ELIGIBILITY AND ENTRY REGULATIONS 2.1. The Universities of the South Zone that are eligible are invited for participation in the Inter University South Zone Youth Festival 2019. All interested Universities are requested to send their entries as early as possible, but not later than 9th December, 2019 with Annexure I. 2.2. Annexure II, III, IV and V with relevant documents may be forwarded after receiving acknowledgement of registration from the host University. 2.3. The students shall carry their Identity Cards issued by their University/ College. The team managers shall submit valid Identity Cards of participants for verification at the time of registration. 2.4. The eligibility certificate signed by the Director/ Dean/ Principal of the Institute/ College and countersigned by the Dean Student’s Welfare/ Cultural Coordinator/ Registrar is a must and must tally with the documents mentioned above. 2.5. The maximum size of the contingent will not be more than 40, including Contingent-In-Charge. Extra members coming with the team will not be entertained. They have to make their own arrangements for boarding and lodging. 2.6. A maximum of two Contingent Leaders/ In-Charges will accompany the team. It is advisable to have a Lady Team Manager, in case there are female participants. However, the total number of contingent should not exceed 42. 2.7. The age of the participants should not be more than 25 years as on 1st July, 2019.

3. REGISTRATION FEE 3.1. Registration fee @ Rs. 1000/- per person will be charged from the participants,

accompanists and Officials of the team. The fee is required to be paid online using the https://alagappauniversity.ac.in

No entry shall be accepted after the last date of registration. 3.2. The closing date for receiving entry forms is 9th December, 2019. 3.3. A sum of Rs. 5000/- refundable caution money has to be deposited by each team at the

5. YOUTH FESTIVAL INSTRUCTIONS Youth Festival Instructions’ will be available on the day of registration i.e. 18th December 2019.

6. REGISTRATION & ISSUE OF PHOTO ID CARDS 6.1. Contingent In-Charges are requested to fulfill registration formalities by 9th December,

2019. 6.2. Contingent In-Charges are also requested to bring one passport size photo of each

participant in addition to the one affixed on Annexure II. This additional photo shall be affixed on the place specified in the ID card issued at the time of registration and the Photo ID card shall be made validated by signing and affixing seal of the contingent In- Charge.

7. VENUE 7.1. All activities of the Youth Festival will be conducted within the University Premises. 7.2. The Cultural procession will entail a distance of approximately one km. Universities are

requested to attire their contingents in their local regional costumes. As such, they are requested to bring along the following: 7.2.1. Local regional costumes 7.2.2. Two University Flags. One Flag is required to be deposited at the time of

registration and the other retained for the Procession. 7.2.3. University Banner/ Posters 7.2.4. Respective University Placards

8. PENALTY SYSTEM

8.1. Any disqualification of a participant on ground of ineligibility will result in the automatic scratching of the contingent for that academic year. The contingent shall also be debarred from participating in the Youth Cultural activities to be held in the following years.

8.2. A participant disqualified on the grounds of ineligibility shall not be permitted to participate in Inter University Youth Cultural Activities in the next year.

8.3. Any form of indecent behaviour either from a student, accompanist or Team in the University campus will lead to disciplinary action. This may lead to the termination of the team from participating in the event/festival. The following are strictly prohibited: 8.3.1. Consumption of liquor/ smoking 8.3.2. Eve teasing 8.3.3. Influencing the Judges 8.3.4. Going to the Press/ Media (including social-media) against the University on any

controversial issue. 8.3.5. Indecent behavior inside and or outside the campus and venue.

9. SCORING

9.1. The methodology of assessing and awards of points by the judges will be based on the parameters announced by the AIU in its website www.aiu.ac.in. Assessment of each parameter of every item will be approved from the AIU and made known by means of the Youth Festival Instructions.

10. DISCLAIMER OF LIABILITY Competitors participate in the Youth Fest entirely at their own risk. The organizing authority/ Host University and Association of Indian Universities will not accept any liability for material damage or personal injury or death sustained in conjunction with, or prior to or during or after the Youth Fest.

11. PRIZES Prizes will be awarded to competitors as per prevalent AIU norms and will be given in detail in the “Youth Festival Instructions”.

12. BOARDING AND LODGING 12.1. Hostel rooms will be provided to the participants. Participants are requested to bring

warm bedding, mosquito net, clothing, bedspreads, light bedding, etc., 12.2. Team managers will be housed in student’s hotel rooms. Suitable accommodation in

the guest houses will be provided for the Judges, invited Guests and AIU Officials. 12.3. Allotted accommodation on confirmation will be available from 17th to 22nd

December, 2019. 12.4. The first official meal will be the Breakfast in the morning of 18th December, 2019

and the last official Meal will be Lunch on 22nd December, 2019. Those (Teams) who reach on 17th December 2019 evening are requested to give prior intimation for providing dinner on that day. Those (Team) who require dinner on 22nd December 2019 are requested to give prior intimation for providing dinner on that day.
