Dr Hj Mohd Yusop began his professional career as a

trained teacher in January 1979 after receiving his

Teacher’s Certificate in 1978 from the Sultan Hassanal

Bolkiah Teacher’s College, Brunei Darussalam. He

continued his study at the University of Kent, United

Kingdom (UK), and graduated in 1987 with a

Bachelor’s degree in History. Upon his return to Brunei,

he was promoted to education officer in July of that

same year.

At a later stage, he pursued a Master’s degree in

Southeast Asian Studies, also at the University of Kent,

which he completed in 1989. In January 1990, he was

appointed as tutor at the Faculty of Arts and Social

Sciences (FASS), Universiti Brunei Darussalam (UBD).

Later on, he continued his study again and in 1995 he

was awarded a Doctor of Philosophy degree (Ph.D.) in

History from the University of London, UK. He

resumed his work as lecturer until he was promoted to

senior lecturer in May 1998.

Dr Hj Mohd Yusop held administrative posts at UBD.

He was the Deputy Dean of FASS from January 1996 to

January 2000, when he was appointed the Dean of

FASS, UBD. In July 2001 he became the Dean of

Postgraduate Studies and Research until he was

appointed Assistant Vice Chancellor in September 2004.

In obedience to Allah’s will, Sultan Sharif Ali Islamic

University (UNISSA) was officially established on 1st

January 2007 by His Majesty Paduka Seri Baginda

Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah,

Sultan and Yang Di-Pertuan of Brunei Darussalam.

Upon the establishment of UNISSA, Dr Hj Mohd Yusop

was appointed the Deputy Rector of UNISSA. He held

the post for just over two years until His Majesty

Paduka Seri Baginda Sultan and Yang Di-Pertuan of

Brunei Darussalam consented to his appointment as the

new Rector of UNISSA with effect from 26th March

2009.

“Selamat Datang” to the readers of Al-Mishkah issue

number 6 which reports on UNISSA’s activities from

January - April 2009. Much happened in this period, so

if one word could summarize this Al-Mishkah, it would

be ‘hectic’.

You will notice that there are no articles in Bahasa

Melayu in this Al-Mishkah. All articles are now either

in Jawi script or in English. We hope that this will

diversify our audience, while, at the same time it will

give those who need it practice in reading Jawi script.

This issue focuses on the celebration of the second year

of UNISSA’s establishment which took place in

January 2009. At a special gathering UNISSA’s former

Rector, Yang Mulia Pengiran Dato Seri Setia Dr Haji

Mohammad bin Pengiran Haji Abdul Rahman gave

words of advice and encouragement to students,

lecturers and non-academic staff.

This Al-Mishkah also highlights the appointment of the

new Rector of UNISSA, Dr Haji Mohd Yusop bin Haji

Awang Damit. Dr Yusop replaces the former rector who

is also the Deputy Minister of Education. The handling

over of roles and responsibilities took place at UBD.

This issue also reports on the UNISSA Sports Week,

when students, academic and non-academic staff

participated in games and sports, competing for their

‘houses’ Al-Mustansyiriah, Al-Nizamiyah, Al-Azhar and

Bait al-Hikmah.

(UNISSA) launched its military

cadets on 23 April 2009. The guest of

honour for the ceremony was the

UNISSA LAUNCHES MILITARY CADETS

As an activity, the military cadets fall

under the university’s co-curriculum.

It is in line with the MOE’s hopes

and aspirations to produce graduates

who are well-rounded role models

who have leadership qualities,

confidence and show team spirit. The

co-curriculum activities provide

opportunities for students to gain

certain skills, while at the same time

the activities encourage a healthy

lifestyle long after graduation.

Currently about 40 undergraduate

students make up the team of

military cadets, together with four

supervising lecturers and staff. To

mark the launch, a festive dinner was

arranged at the Holiday Lodge,

Jerudong for the students and

lecturers. The guest of honour was

On 14 February 2009, Sultan Sharif Ali I s l amic Unive rs i t y (UNISSA) participated in the Paduka Seri Begawan Sultan Science College (MSPSBS) Career Expo. The expo, organised for the first time by the college, aimed to expose MSPSBS students to employment opportunities available in the government and private sector in the Sultanate. UNISSA was represented by the Registrar, Haji Tarip bin Mat Yasin, the Dean of the Faculty of Business and Management Sciences, Dr Mohamed Sharif Bashir, and the Head of the Law Programme, Associate Professor Dr Abdul Mohaimin Noordin Ayus. In the 2009/2010 academic year UNISSA is offering three new programmes: Bachelor of Business Management (BBM) and Master of Islamic Banking and Finance by coursework, both in the Faculty of Business and Management Sciences, Master in Law (LLM) by research in the Faculty of Syariah and Law. The BBM programme has a strong core curriculum aiming to build a foundation of knowledge generally applicable in a

business career. It is designed to offer a broad-based programme incorporating business and management sciences together with the necessary technical skills and Islamic values. According to the Dean of the Faculty of Business and Management Sciences, Dr Mohamed Sharif Bashir, the programme allows graduates to embark on careers both in the public and private sectors. Students can specialize in their 3rd and 4th year of study in Entrepreneurship, International Business, or Information Systems Management. The Master of Islamic Banking and Finance programme caters for the Islamic banking and finance industry. The LLM programme that is offered by the Faculty of Syariah and Law aims at developing an advanced legal research environment in the country and the region. The programme is designed for law graduates and professionals with relevant qualifications who wish to develop research skills at an advanced level as well as legal writing. The Head of the Law Programme, Associate Professor Dr Abdul Mohaimin Noordin Ayus, stressed that the objectives of the programme are to produce candidates who specialise in specific areas of law in research and analytical legal skills, and who have the ability to undertake a comparative study of law from the perspective of various jurisdictions and from the Common Law and Syariah perspective. The uniqueness of the programme is that it incorporates some components of Syariah law, which allow the graduates to practise both in Civil and Syariah Courts.

OPEN DAY

On 22 February 2009, Sultan Sharif

Ali Islamic University (UNISSA)

held an open day at its temporary

campus at Tungku Link, Gadong. The

open day was in fact a continuation of

the “Open Day for the Scholarship

Department and Higher Education

Institutions of Ministry of Education,

Brunei Darussalam” held on 7th and

8th February 2009 at the International

Convention Centre (ICC), Berakas.

In his briefing, the Deputy Rector of

UNISSA, Dr Haji Mohd Yusop, stated

that the open day aimed to provide

students and parents the opportunity

to meet academic staff and get

information about the programmes

offered in UNISSA.

In add i t ion to the cu r ren t

programmes, three new programmes

are to be introduced in the 2009/2010

academic year, namely, Bachelor of

Business Management, Master of

Islamic Banking and Finance (by

coursework), and Master of Law (by

research).

In the 2008/2009 academic year, 66

academic staff lecture 253 students

including 14 international students.

NEW UNIT TO ADVANCE TEACHING AND LEARNING

Sultan Sharif Ali Islamic University

(UNISSA) established a new unit to

handle all matters related to the

advancement of teaching and

learning. The responsibilities of the

unit are to plan, initiate and

i m p l e m e n t a c t i v i t i e s a n d

programmes as well as to monitor

matters relating to teaching and

learning. As a first step, a workshop

was organised on "Teaching

M e t h o d o l o g y a n d Le a r n i n g

Outcomes" which was held on 2 – 3

March 2009.

In his welcoming remarks, the

Deputy Rector of UNISSA, Dr Haji

Mohd Yusop, mentioned that the

workshop was designed to equip the

participants with skills to design

course outlines. This included

understanding the structures of

course outlines, learning outcomes

and assessment of students.

Participants were exposed to student-

centred and problem solving learning

strategies and methods of teaching.

in-depth study no longer suffices for

university graduates for they need to

demonstrate sharp thinking and an

ability to communicate well.

The students who were enrolled in

this programme are from the Arabic

medium schools. They will be

UNISSA’s third intake in August

2009. The course is designed to

enhance students’ fluency and

proficiency in English and Arabic

languages. In addition, the Pre-

Session Programme aims to make

students more active in their

participation of extra-curricular

activities to help in enhancing their

leadership skills and build self-

confidence.

The Deputy Rector also advised the

students to practise speaking the

languages among themselves as it is

only through daily practice and

interaction that they will master the

languages.

MoU WITH MARKFIELD INSTITUTE HIGHER OF EDUCATION

On 27 April 2009, UNISSA signed a

Memorandum of Understanding

(MoU) with the Markfield Institute

of Higher Education (MIHE). The

event took place at the Conference

Room, Administration Building of

Universiti Brunei Darussalam. The

MoU facilitates cooperation and

collaboration in the academic fields

and aims at the advancement of

knowledge and i n t e l l ec tua l

development between the two

institutions.

UNISSA was represented by the

Rector, Dr Haji Mohd Yusop bin Haji

Awang Damit and MIHE was

represented by its Rector, Dr

Muhammad Manazir Ahsan. The

event was witnessed by the Deputy

Minister of Education of Brunei

Darussalam, Pengiran Dato Seri

Pengiran Haji Abdul Rahman and the

British High Commissioner, Mr John

Saville.

MIHE is an institution which offers

academic programmes in Islamic

Studies and Islamic Banking and

Finance. It is based in Leicestershire,

ENGLISH WEEK

The Centre for the Promotion of

Knowledge and Language Learning

launched its English Week on 24

January 2009. The launch was

chaired by the Deputy Rector of

UNISSA, Dr Haji Mohd Yusop bin

Haji Awang Damit.

The English Week programme

targets both Arabic and English-

medium first year and second year

students. The Deputy Rector stated

that “Fluency in English makes your

study much easier because you can

comprehend better, read faster and

express yourself fluently." He also

said to the Arabic medium students

that employment opportunities are

much wider with a good command

of English in addition to Arabic.

The English Week was designed to

give opportunity to students to

enhance and improve their English

proficiency through practising the

language. The programme also aims

to motivate students to use English

in their daily conversations in

preparation for real life situations.

Activities that were held throughout

the week were: a public speaking

competition, spelling bee, poetry

recitation, choral speaking, sketches,

creating crossword puzzles, making

scrapbooks using newspaper articles

and dictionaries, and writing

interesting articles for the students’

newsletter “Voice of UNISSA”.

مسنون مساعدة مدير اجلامعة ذه املناسبة ذكـرت أن

اهتمام املركز بإقامة شهر اللغة إمنا يأيت استجابة لتوجهات

اجلامعة لتخريج جيل من الشباب املسلح بثالث لغات، وإن

الفهم الصريح لإلسالم وللشريعة اإلسالمية، وللـقـرآن

وأن تعلم اللغة العربية . الكرمي لن يكون بغري اللغة العربية

WORKSHOP ON LEARNING OUTCOMES AND QUALITY MANAGEMENT OF TEACHING AND LEARNING

On 27 and 28 April 2009, UNISSA

organized a workshop on ‘Learning

Outcomes and Quality Management of

Teaching and Learning’. It was held at

the Chancellor Hall of UBD and

officially opened by the Rector, Dr

Haji Mohd Yusop bin Haji Awg Damit.

The invited presenter was Professor

Dr Abdelaziz Berghout, the Deputy

Dean of Corporate Strategy and

Quality Assurance, International

Islamic University Malaysia. The

workshop focused on issues such as

w r i t i n g l e a r n i n g o u t c o me s ,

understanding the student learning

process, preparing a learning

outcomes matrix, aspects of quality

teaching, research and publication.

The participants were given hands-on

practice to refine course synopsis,

objectives and learning outcomes. The

workshop will lead UNISSA to move

from teacher-centred to more student-

centred, proactive and participative

teaching and learning processes.

Amongst the participants were

lecturers from Brunei Institute of

Technology (ITB) and the Seri

Begawan Rel ig ious Teachers

University College (KUPUSB). At the

end of the workshop, the participants

were presented with certificates.

UNISSA'S SECOND ANNIVERSARY CELEBRATION

UNISSA celebrated its second

anniversary on 17 January 2009 at

Masjid Universiti, Universiti Brunei

Darussalam. The guest of honour was

Deputy Education Minister, Pengiran

Dato Seri Setia Dr Haji Mohammad,

who urged the students to enhance

their knowledge and proficiency in

other languages as well as in

Information Communication Skills.

He encouraged UNISSA’s academics

to produce at least one article per year

in their respective fields since they

had the ability to publish high quality

research papers.

During his speech, he reminded

academics and students to unite in the

name of Allah Subhanahu wa Ta‘ala

to propagate the teaching of Islam

with sincerity.

At the event, prizes were presented to

top students in each program. A mass

Hajat prayer was held together with

the recital of the Surah Yaasin for

UNISSA’s second anniversary

celebration as well as for the

Palestinians currently suffering in

Gaza.

INTERNATIONAL HIGHER ISLAMIC EDUCATION SEMINAR

UNISSA hosted an International

Higher Islamic Education from 4 – 5

February 2009 at LR Asma Hotel,

Jerudong. The theme was “Quran and

Hadith as the Foundation of Studies in

Islamic Higher Education”.

The seminar aimed to strengthen the

vision and mission of universities in

facing globalisation challenges and

finding ways of ensuring that Islamic

institutions become centres of

success. This seminar was also a

platform for a gathering of religious

experts and scholars at international

level.

The guest of honour for the opening

ceremony was the State Mufti of

Brunei Darussalam, Yang Berhormat

Pehin Datu Seri Maharaja Dato

Paduka Seri Setia (Dr) Ustaz Haji

Awang Abdul Aziz bin Juned. His

speech was read by his representative,

the Deputy Minister of Education cum

UNISSA's Rector, Pengiran Dato Seri

Setia Dr Haji Mohammad bin

Pengiran Haji Abdul Rahman.

The seminar was a sequel to the 2008

seminar, which was held in

conjunction with the establishment of

UNISSA. The seminar will be an

annual academic event on UNISSA’s

calendar.

INTERNATIONAL HIGHER ISLAMIC EDUCATION SEMINAR

The keynote paper entitled "Sultan

Sharif Ali Islamic University: Vision

and Future Direction" was presented

by the Deputy Minister of Education

cum UNISSA's Rector, Pengiran

Dato Seri Setia Dr Haji Mohammad

bin Pengiran Haji Abdul Rahman.

Papers during the seminar were

presented in three languages, Malay,

Arabic and English. The seminar

featured invited speakers from

Brunei, Malaysia and Jordan.

A total of seven working papers were

presented during the two-day

seminar.

VISIT FROM DR HISHAM HELLYER

On 21 March 2009, UNISSA received a visit from Dr Hisham Hellyer. He is a

fellow at the Centre for Research in Ethnic Relations at University of

Warwick, United Kingdom. The Dean of the Faculty of Shariah and Law, Dr

Ayman Abdel Raouf Saleh welcomed him. Dr Hellyer gave a talk at the

Universiti Brunei Darussalam on "Western Muslim Communities: The UK

experience" which touched on the history of Muslims in the UK.

Students India Tour".

The UNISSA students

left for India on a study

tour from 22 March

until 2 April 2009.

They experienced the

sights and sounds of a

fast-growing India. The

tour was sponsored by

the Confederation of

Indian Industry and the

I n d i a n H i g h

Commission.

Students were taken to

places such as Chenai,

Jaipur, New Delhi and

B a n g a l o r e . T h e

programme focused on

the interaction of

ASEAN students with

their counterparts in

India, and included

visits to schools,

f a c t o r i e s , m a j o r

industries, places of

historical and cultural

interests so that

students got firsthand

experience of India.

Students also visited

the Indian School of

Business (ISB) and

Hitec City, one of the

modern monuments of

trade and technology

and the Cyber Tower

which houses several

well-known software

companies . Other

places that the students

visited were the Green

Business Centre, the

Export Import Bank of

Exchange, St. Xavier's

MASS HAJAT PRAYER FOR STUDENTS

Sultan Sharif Ali Islamic University

(UNISSA) held a mass Hajat prayer

for the students on 25 April 2009 at

Masjid Universiti, Universiti Brunei

Darussalam.

The purpose of the Hajat prayer was

to pray for the well-being of the

students, and pray to Allah

Subhanahu wa Ta’ala to give them

the confidence to focus and perform

well in the forthcoming examinations

from 4 - 16 May 2009.

The Rector, Assistant Rector,

lecturers, staff and students attended

the ceremony which started with a

mass Zuhur prayer which was led by

UNISSA’s Dean of Students’ Affairs,

Ustaz Pengiran Haji Saiful Bahrin

bin Pengiran Haji Kula, in his

function as imam.

INTERVIEW WITH PROFESSOR DATO’ DR MUNIR

Madam Sanda: Where did you

work prior to joining UNISSA?

Prof Dato Dr Munir: I was working

with the Department of Shariah and

Law, Universiti Malaya, as a

professor for one year and a half.

Before that, I was the Director

General at the Institute of Islamic

Understanding, Malaysia (IKIM).

Madam Sanda: When did you join

UNISSA?

Prof Dato Dr Munir: Officially on

19 May 2007 since I will be leaving

on 18 May 2009, and I had a two-

year contract.

Madam Sanda: What made you join

UNISSA?

Prof Dato Dr Munir: I was invited

by Pengiran Dato Seri Setia Dr Haji

Mohammad bin Pengiran Haji Abd

Rahman, the Deputy Minister of

Education to join UNISSA as

Academic Adviser and was called for

a meeting with the Minister of

Education in Brunei which I

attended. Subsequently, I received

the offer from the Public Service

Commission, Department of the

Prime Minister for the post of

Academic Adviser to UNISSA. It

took me a month to make the

decision to accept, with the intention

to wholeheartedly serve Islam and

UNISSA, as an Islamic university.

Hajah Annisa: As an academic

advisor, what was your contribution

to UNISSA?

Prof Dato Dr Munir: During my

tenure as academic advisor in

UNISSA, I have contributed to the

development of programmes, given

much input with regards to rules and

regulations of the university,

e spec ia l l y t he Un ive rs i t y’s

Constitution. My most successful

contribution is the establishment of

the Law Programme in UNISSA,

LL.B, which is the first and only

programme offered in Brunei.

INTERVIEW WITH PROFESSOR DATO’ DR MUNIR

Hajah Annisa: What important

advice do you have for the staff and

students of UNISSA?

Prof Dr Munir: My advice would

be to make sure that the teaching

staff is of good quality in order to

produce students of excellent quality.

I have proposed to the university to

c on du c t p ro f e s s i on a l s t a f f

development courses and workshops

in order to expose the staff to the

latest teaching strategies. I have also

advised the Rector to encourage

local staff to do postgraduate studies

so as to reduce the dependency on

foreign lecturers. The staff of

UNISSA should also be exposed to

organize seminars, chair seminars

and conferences in addition to being

encouraged to write research papers.

Lastly, it would be good to prepare a

complete framework of strategic

planning for UNISSA involving

students, lecturers, administration

and bring this in line with UNISSA’s

vision and mission. I came to Brunei

with the intention to serve the newly

established university, UNISSA, and

contribute towards its progress and

Alhamdulillah I feel I have managed

to fulfill my duties.

Hajah Annisa: What do you plan to

do upon returning to Malaysia?

Prof Dr Munir: My proposal to the

University of Malaya to establish an

Institute of Islamic Legal Research is

being considered carefully by the

university’s top management. I may

join the new Institute.

Hajah Annisa: What are your

hopes?

Prof Dr Munir: UNISSA is a new

university. Its community needs to

work collectively to achieve the

university’s vision. Everybody

should understand the content and

objectives of the university’s

strategic plan. UNISSA still has a

long way to go to achieve its vision

and hopefully will become one of the

excellent and reputable universities

in Brunei. I would also like to extend

my thanks and gratitude to the

government of His Majesty the

Sultan and Yang Di-Pertuan of

Brunei Darussalam and UNISSA for

giving me the opportunity to serve

this university and Brunei.

Academic staff participated in two workshops to improve their teaching methodology. These workshops were designed to help lecturers learn and enhance their program objectives, course learning outcomes and efficient teaching methodologies in order to produce marketable graduates of quality. UNISSA is honoured to receive visits from renowned and highly respected representatives and experts. Among them were the Australian High Commissioner to Brunei Darussalam, Mr Mark Douglas Sawers, Dr Hisham Hellyer, a fellow at the Centre for Research in Ethnic Relations at Univerity of Warwick, United Kingdom, and Dr Simon Booth, professor at Reading University. Three students had the opportunity to participate in the twelve-day “ASEAN students visit India” sponsored by the Confederation of Indian Industry and the Indian High Commission. UNISSA officially established its own army cadets which is part of the co-curriculum activities.

Dr Hajah Masnon binti Haji Ibrahim, the Assistant Rector of UNISSA, joined Seri Begawan Religious Teachers University College (KUPUSB) as the Ra’es in February 2009. She served UNISSA for about two years. We wish her well in all her future undertakings.
