Definitions

Aerodrome: A defined area on land or water including any building, installations and equipment, intended to be used either wholly or in part for the arrival, departure, and surface movement of aircraft.

Aircraft Operating Surface: The areas of the airport within the airside intended for the movement of aircraft. Those areas include the aprons, taxiways and runway.

Aircraft Stand or Parking Position: Designated area on an apron used for the parking of an aircraft. The term aircraft stand is often replaced by the term parking position when applied in reference to Apron.

Airside: The movement area of an aerodrome, adjacent terrain and buildings or portions thereof, access to which is controlled.

Apron Taxiway: A portion of a taxiway system located on an apron and intended to provide a through taxi-route across the apron.

Apron. A defined area, on a land aerodrome, intended to accommodate aircraft for purposes of loading or unloading passengers, mail or cargo, fuelling, parking or maintenance.

Control Tower: An Air Traffic Control Unit responsible to provide clearances and instructions to aircraft, vehicles and pedestrians operating on the CMA to ensure a safe and efficient air traffic operation.

Controlled Movement Area (CMA): Defined area on the airside where the access of vehicles and pedestrians is subject to an explicit approval from Kabul Air Traffic Control Tower (TWR).

Foreign Object Debris (FOD): is any misplaced or loose object that is not in fact expected at the Airside such as: metal, plastic, paper and rocks that, as a result, can injure personnel and damage property.

Ground handling: Generic term to describe the servicing of an aircraft while it is on the ground and (usually) parked at an aircraft stand.

Ground Service Equipment (GSE): Articles of a specified nature for use in the maintenance repair and servicing of an aircraft on the ground, including testing equipment and that equipment used on the ground to support aircraft operations.

Ground Side: is defined as the areas and buildings immediately adjacent to the airside and separated from the airside by a perimeter fence and controlled access gates.

GSE Road: An established surface route on the movement area meant for the exclusive use of vehicles/GSE.

Jet Blast: Air generated by a jet engine running and expelled by the exhaust affecting directly objects behind the engines. The distances at which the blast represents a danger to persons and objects depend on the thrust power setting applied to the engine(s).

Maneuvering area: That part of an aerodrome to be used for the take-off, landing and taxiing of aircraft, excluding aprons.

Movement area: That part of an aerodrome to be used for the take-off, landing and taxiing of aircraft, consisting of the maneuvering area and the apron(s).

Non-Controlled Movement Area (NCMA): Defined area on the airside where the access of vehicles and pedestrians is not subject to an explicit approval from Kabul Air Traffic Control Tower (TWR).

Operator: Any person who is in actual physical control of an aircraft, vehicle or GSE.

Organization: Generic term which identifies all companies, airlines and other organizations providing a service related to airport operations.

Runway Incursion: An occurrence involving the unauthorized presence of an aircraft, vehicle or person on the protected area of a surface designated for the landing and take-off of aircraft.

Runway: A defined rectangular area on a land aerodrome prepared for the landing and take-off of aircraft.

Signalman (also known as Marshaller): The term signalman or marshaller refer to a trained staff responsible for providing guidance to either an aircraft or a vehicle by the mean of visual signals.

Taxiway Incursion: An occurrence involving the unauthorized presence of an aircraft, vehicle or person on the protected area of a surface designated for the taxiing of aircraft and the landing/take-off of helicopters.

Vehicle: A device in upon or by which a person or property may be transported, carried or otherwise moved from point to point, including a motor vehicle or a device moved by human power.

Introduction

Maintenance works and construction activities will be ongoing at Kabul Int’l Airport (HKIA) as at any other airport.

When the normal operation pattern of an aerodrome is disrupted through aerodrome works, the risk to aircraft operations is increased due to the changes to normal routine and the fact that personnel have to operate in an unfamiliar environment. Thus, stipulated procedures shall be implemented to minimize the hazard which may be created by airside construction works.

Objective

The Airside Operating Procedure – Airside Works establishes the guidelines which ensure that all works on the airside are carried out in a safe and efficient manner, and in compliance with all statutory legislation and codes of practice specified by the Afghan Civil Aviation Regulation – Part 12 – Aerodromes, in paragraph 12.6.14.

The Airside Operating Procedure – Airside Works intends to assist all airport departments, tenants and external contractors in the process of safe planning and conducting of works on the airside. To ensure that all steps are fully completed and work permit has been properly obtained:

- A safe working environment is maintained at all times for the Contractor, staff, passengers and operators.

- All expected projects are discussed on the quarterly Construction coordination meetings at North HKIA;

- All works are adequately coordinated with HKIA Technical Department and ASO. - All relevant organizations are aware of works being undertaken as to disseminate accurate

information within the organization’s employees. - Airside operational disruption is minimized. - Full and accurate record of works undertaken at HKIA is maintained - The aviation community is informed if required by the mean of Notice to Airmen (NOTAM).

General

All airside works must be coordinated through HKIA Technical Department and Airside Safety Office (ASO) Major works shall be coordinated and approved previously by the ACAA Director of Airports. Any external organization, (tenant, service partner, contractor, etc) or HKIA internal department wishing to carry out any work on the airside must inform HKIA Technical Department in the first instance so that the project may be properly coordinated. An intention to conduct airfield construction works shall be presented with the purpose and the benefits of it. Work location, who is conducting the construction, for how long and how, shall be listed in detailed MoWP (Method of work plan). The Construction has to be evaluated (Obstacle limitation surfaces and NAVAIDs). After proper risk assessment the works, equipment and working time shall be coordinated and negotiated prior to obtain the work permit.

Scope

Airside works cover works on the runway and associated strip, taxiways and associated strips, aprons including associated service roads, facilities with an access to the airside, and systems or equipment located on the airside of HKIA. Also in this group shall be considered any works in the vicinity of the airfield that may protrude the horizontal or vertical obstacle limitation surfaces.

HKIA Management has defined three types of airside works:

- Routine Works: Time limited work of preventive maintenance nature which is carried out in between aircraft operations without major impact on the regular airside operations and regulated by NOTAMs. Examples: Maintenance of lighting systems, pavement’s crack rooting and sealing repairs, rubber removal, markings painting and grass cutting.

- Minor Works: Projects which include small scale civil engineering, building, decorative, mechanical or electrical works primarily associated with maintenance tasks and minor alterations / additions and do not interfere with the aircraft operating surfaces and regulated by a NOTAM or streamed in the ATIS. Examples: small scale pavement repair, small airside building construction / renovation, works which requires closure or restriction of any airside facility such as a stand, passenger loading bridge or an apron GSE road.

- Major Works: Projects with Work permit, which include large high value civil engineering, building, and mechanical or electrical projects which disrupt or have the potential to disrupt regular airside operations or leading to the closure of any portion of the movement area. Examples: the construction of a new apron, terminal building, installation or upgrade of an ILS, taxiways or runway resurfacing/maintenance works.

1. Responsibilities

The Airport Operational Director (AOD) has overall responsibility for operational safety aspects of aerodrome works and for the formal approval of Method of Working Plan (MOWP) for all the works carried on the airside of HKIA.

The Airport Technical Director (ATD) is responsible for the planning, review, notification and technical supervision of all works on the aerodrome.

The ATD has overall responsibility for all works carried out in HKIA Terminals and groundside.

The ATD will appoint a Project Manager for works that require a MOWP.

1.1 The Project Manager is responsible to: - Establish a MOWP in coordination with the Contractor. - Submit the MOWP to the Airside Safety Manager for risk assessment. - Liaise with the Airside Safety Manager for all works conducted on the airside. - Consult with organizations that may be affected by the works. - Determine the restrictions to works and to aircraft operations. - Request/ provide access to the flight line, safety briefing and training for the contractor. - Plan and coordinate the detailed work schedule and subsequent changes. - Ensure works are carried out in accordance with the MOWP. - Ensure all communication process is conducted in accordance with the regulations.

1.2 The Airside Safety Manager (ASM) is responsible to: - Review the MOWP in coordination with the Project Manager. - Consult with ACAA when necessary to identify operational impacts and the measures

necessary to ensure an acceptable level of aviation safety. - Negotiate the MOWP with Air Traffic Services when the works impact the operation of

aircraft. - Submit the proposed staging of works for approval by the Airport Operational Director, as

applicable.

- Disseminate the relevant information about the works to the airport agencies, airlines and tenants.

- Assign Airside Safety Officers (ASO) to act as Work Safety Officer (WSO) ensuring that the WSO skills and competencies are matched to the complexity of the MOWP.

- Coordinate the request, change and cancellation of NOTAM associated with works when applicable.

1.3 The WSO is normally an Airside Safety Officer and is responsible to: - Ensure the safety of aircraft operations and the safe conduct of works in accordance with

the provisions of the MOWP. - Supply ATC on a daily basis, with all relevant information necessary to ensure the safe

conduct of air traffic. - Liaise with the Work Site Manager on a daily basis in matters necessary to ensure the safe

conduct of works in accordance with the MOWP. - Ensure that unserviceable portions of the movement area, temporary obstructions, and the

limits of the works area are correctly marked and lit in accordance with the MOWP. - Ensure that vehicles and equipment engaged on aerodrome works comply with the

obstacle marking and lighting standards or alternatively are directly under escort. - Ensure that vehicles, equipment and materials not directly in use on the works, are parked

or stored outside the movement area, and do not present hazard to the aircraft operations or interfere with radio navigational and landing aids.

- Ensure that access routes are in accordance with the MOWP. - Direct the immediate removal of vehicles, equipment and personnel from the movement

area where necessary to ensure the safety of aircraft operations. - Ensure that the movement area is safe for normal aircraft operations following removal of

markers, vehicles, equipment and personnel from the work area. - Ensure that floodlighting or any other lighting required for works is shielded so as not to

represent glare to the pilots or hazard to ground operations. - Report daily to the ASM in regard to the status of the works and any relevant information

or changes which affect the safety of airside operations. - Liaise with the NOTAM issuance entity, in changes to any work-associated NOTAM.

1.4 The Contractor is responsible to: - Coordinate with the ATD all works to be conducted at. - Coordinate with ASO all works to be conducted on HKIA’s airside. - Provide a MOWP based on the Statement of Work (SOW) originated for the works to be

conducted. - Participate in the elaboration of the MOWP with the Project Manager and ASO. - Notify the Project Manager in a timely manner of any changes to the agreed MOWP. - Appoint a Work Site Manager to liaise with the WSO. - Comply with all arrangements prescribed in the MOWP. - Ensure employees are familiar with Airside Safety Procedures. - Ensure employees required to operate vehicles are trained and certified by ASO prior the

commencement of the works. - Ensure 2-way radio communication with ATC is established on a daily basis, when in

proximity of the CMA.

2. Airside Works Planning and Approval

All airside development and maintenance work requires prior consultation and coordination so that the aerodrome safety and regulatory requirements can be assessed and managed. The scope of the consultation and planning will be commensurate with the nature and scale of the project.

Any proposed new airfield infrastructure will be carefully assessed for its benefit, operational feasibility and safety integrity at the concept stage. Only when it is clear that the construction proposal meets regulatory requirements and an acceptable level of safety then it will proceed to detailed planning and implementation. Significant design changes will be assessed against these requirements.

Whether it be a new development or a maintenance project, airside works in progress will be managed such as to minimize the operational impact but with a bias toward the highest levels of safety which may reasonably be expected. This will be achieved through a partnership approach with the contractor, through good design, risk assessment, a permit system, and active monitoring of safety performance.

Hazard analysis and risk assessment will identify potential hazards and associated risks anticipated with the proposed change. HKIA processes contained within ‘The management of change’ will ensure the change is assessed through safety assurance documentation and is fully integrated into the HKIA safety management system. The risk is mitigated to its acceptable level.

HKIA Technical Department and ASO will ensure that the following actions and issues are covered:

- Compliance with aerodrome licensing requirements, - Compliance with ACAA and HKIA operational policy and specifications, - Assessment and management of operational safety risks, - Continuity of operations, - Minimum disruption, - Stakeholder liaison (aircraft operations-related only), - Production of Safety Assurance Documentation for ACAA approval, - Promulgation of Information.

3. Notification of Airside Works Project

3.1 Routine Works

Routine Work is part of the daily life of an airport. The contractors responsible for maintaining HKIA infrastructures shall present a Preventive Maintenance Plan (PMP) to the ATD and to ASO whereas the maintenance is to be conducted on the airside. The PMP shall include:

- Facility to be maintained - Type of preventive maintenance - Periodicity of the maintenance - Contractor performing the maintenance

The PMP shall be elaborated not later than January of each year to reflect the planned activities from April to March of the following year.

The following preventive maintenance activities shall be included: - Grass cutting - Rubber removal - Pavement crack rooting and crack sealing - Painting of runway, taxiways, aprons and GSE roads markings - Maintenance of electrical systems (runway, taxiways and aprons) - Maintenance of generators associated with air operations - Maintenance of the ILS Localizer and Glide Path - Maintenance of the VOR - Maintenance of the passengers loading bridges - Maintenance of the luggage carrousels (Arrivals and Departures)

- Maintenance of the AOS

NOTE: The activities identified completely or partially conducted by RS HKIA agencies until total transfer of responsibilities to the ACAA.

When Routine Work is carried out by external contractors, it shall be clearly defined in the PMP and ASO notified to ensure the contractor’s personnel is familiar with the airside operation and associated safety requirements, for details consult (Attachment A).

3.2 Minor and Major Works

Minor and Major Works on the airside require a MOWP submitted to the ATD and ASO at least 20 days’ prior the planned start date of the works.

Normally, projects for Minor and Major Works are initiated by the airport in coordination with the ACAA for funding purposes. The allocation of funding indicates the ACAA’s approval for the project.

Projects for Minor Works initiated by any organization operating at HKIA and involving construction of new infrastructures, expansion or destruction of existing structures shall be submitted to the ATD and approved by the ACAA.

It is therefore recommended that organizations intending to conduct minor works to submit the MOWP at the earliest to avoid unplanned delays in the approval process.

Works should only commence upon the satisfactory approval from the ACAA and the acceptance of the MOWP by the Airport Authority ensuring that conditions are met to ensure a safe working and operational environment.

The works shall only commence after the MOWP has been approved and the Work Permit (WP) has been issued by the ATD.

The commencement of works without a valid Work Permit can lead to the temporary suspension of the work until the MOWP has been approved and the Work Permit issued.

4. Method of Work Plan

The MOWP provides formal advice to the aviation industry and other involved parties of the planned arrangements for the conduct of airport works. In particular, it advises of location, time frames, restrictions placed on aircraft operations as a consequence of the works.

Essentially, the MOWP should clearly set out:

- Scope of work and the stages of carrying out the work;

- Methodology of work to be carried out and the restrictions on the organization of the work;

- Communications to aircraft operators and pilots via NOTAM and or other means of the restrictions to aircraft operations at each stage of the work;

- Changes necessary to aerodrome markings and lightings as the work progresses;

- Drawings to illustrate work arrangements and changes to declared distances, taxiing routes, etc.; and

- Identification of persons responsible for the works and those accountable for ensuring safety of the aerodrome facilities to aircraft operations.

In general, these are works that require partial or complete runway or taxiway closures, cause significant disruption to aircraft parking arrangements on aprons, or cause significant disruption to the normal airside activities.

The extent and formality of the consultation process will depend on factors such as the complexity and physical scope of the work and likely extent of disruption to normal aircraft operations.

The draft MOWP is referred to the Airport Operations Department for final comment.

Each MOWP is to be signed as approved by the Airport Operational Director and the Airside Safety Manager prior being endorsed by the ATD.

4.1 Contents of the Method of Work Plan The initial Method of Work Plan shall be submitted by the contractor to the ATD and ASO. The initial MOWP shall document:

- Work Information o Description of the works. A description of the works to be conducted to include

drawings of the approved final project and phasing of the works. o Execution of the works.

Time Schedule. Includes the estimated starting and completion dates and any interruptions such as intervals between different phases.

Hours of work. Includes the daily working hours, non-working days such as public holidays or week-ends and the time for meals if it precludes movement of personnel from/to the work site.

Equipment. Description of the equipment to be used at the work site with the height of cranes or any other obstruction above 5 meters if applicable, list of the vehicles used to access the work site. Working pattern and exact location to be listed as well.

Access to work site. Describe the plan to access the work site. Airport badging and scanning of personnel and equipment.

Safety and Security plan. Describe Occupational Health and Safety measures in the organization and applicable at the work site, risk management. Describe contingency security plans in response to rocket attacks or site intrusion. Describe the proper reaction when UXO (unexploded ordnance) is discovered.

Contacts. Includes the identification and contacts (e-mail and mobile) of the contractor’s Managers and Supervisors whom will be physically present at the site during the works.

The Project Manager and ASM shall analyse the MOWP in coordination with the contractor and document the following in the MOWP:

- Restrictions to aircraft operations o General. Restrictions to aircraft operations in the vicinity of the work site, closures

of any portion of the aircraft movement surfaces, rerouting of taxiing aircraft, visual aids, notification of ATC to close/open areas.

o NOTAMs to be issued in consequence of the works in progress. Aeronautical Information Circular (AIC) to be produced as required.

- Restrictions to work organization o General. Restrictions to the contractor such as basic safety rules to be complied

with, the authority of WSO, procedures of notification prior commencement and at the end of each working day, notification of changes to the initial project or the MOWP.

o Works Limits. The requirements for marking and lighting of the work site, parking of equipment.

o Isolation of work area. Working areas should be blocked off from the active movement areas by physical barriers. The barriers should be marked for day use and adequately lit for night use.

o Control of Personnel and Security. Details on the access to the airside of the airport, security measures in place, identification of personnel, articles prohibited.

o Access to work site. Details of the routes on the airside to/from the work site and procedures to be applied such as two-way communications with ATC or escort by WSO. Requirements for Airside Driving privileges if applicable, requirements for transportation of employees.

o Vehicle and Equipment. Details on the identification of vehicles and equipment, markings and lighting. Restrictions on the parking and overnight accommodation. Control of FOD produced by vehicles from work site along their traffic pattern.

o Other Restrictions. Restrictions on lighting the work site (floodlighting requirements), control of FOD and spillage of hazard materials. Details in stockpiling. Procedures in case of weather deterioration and emergencies.

o Completion of works. Procedures to be applied upon completion of the works either in a daily basis or at the end of the project, depending on the location and type of works.

- Administration. This section includes the contacts of the contractor, of the airport entities involved in the assessment of the MOWP. It includes also the signatories of the MOWP and the acceptance of the MOWP.

- Drawings. All plans, charts and work location drawings pertaining to the project shall be attached.

In preparing the MOWP, an important exercise is to assess and mitigate the risks that the works may create. Works shall be arranged in such way as to minimize risk and the impact to the air and ground operations. An important consideration in the planning of staged work is to ensure that at the end of each stage of the work, the area or aerodrome facility will be restored to an operational state.

As projects require extensive planning, the following areas need to be covered. The following list is neither mandatory nor exhaustive and these elements may not be available or fully developed at the planning stage or not be applicable for all projects:

- Aeronautical Ground Lighting; - Aerodrome Manual Amendments; - ATC Operations; - ATC line‐of‐sight requirements; - Bird Hazard implications; - Changes to existing aerodrome operating procedures; - Emergency procedures; - Environmental impact; - Instrument Approach and Departure Procedures and Minima; - Project Safety Management Procedures; - Proposed Timescale - Revised Low Visibility Procedures; - Revised runway incursion prevention measures; - Signage; - Site access plan;

5. Consultation with Aerodrome Users

5.1 Management

When the physical conditions or environment of an aerodrome is disrupted due to aerodrome works, the risk to aircraft operations can be significantly increased if the disruption is not managed properly.

The management of the disruption extends not only to HKIA staff engaged in the works or the operations of the aerodrome, but also to external people and organizations that may be affected by the works.

To achieve this objective, persons and organizations likely to be significantly affected should be given the opportunity to participate in the planning process.

There are occasions where an aerodrome facility or a portion of the CMA may be temporarily taken out of service for the purpose of aerodrome works. As the service provider, HKIA needs to take into consideration the impact of any withdrawal of aerodrome facility to its users. It will be necessary to plan the work in such a way that does not cause hazard to aircraft or confusion to pilots.

5.2 Coordination

Organizations like airlines, ground handling and ATC often need a long lead time to plan the changes to their schedules or mode of operations. Where the proposed work is likely to affect aircraft operations, it is prudent to initiate a dialogue with organizations concerned at an early date.

5.3 Procedure for crisis urgent repairs In situations, where immediate repairs are required but lead time is not available, the Airport Operational Director in coordination with ATC Tower Supervisor and the Airside Safety Manager shall:

- Identify the hazard - Assess and mitigate the risk - Request ATC to stream the required area or facility closure in the ATIS (Air Traffic

Information Service) - Close /limit operations around the affected area making alternate routes available for

aircraft operations. - Initiate urgent repairs in coordination with the Technical Department and provide all

necessary obstruction markings / lighting and/or delineation by day and by night.

Urgent repairs do not require a MOWP. However, a plan shall be established and the associated risk assessment conducted prior initiating the repairs to ensure the hazards to airside operations are minimized or eliminated.

5.4 Procedure for Handover of repaired area(s) An authorized representative of the Technical Department together with the Project Manager and the Airside Safety Manager shall inspect the site along with the Site Engineer periodically.

Before handing over the site, the Site Engineer and the WSO should ensure that the repaired site and associated areas are fit in all respects for safe operation of aircraft;

After completion of the repairs, the WSO shall arrange to remove the obstructions/un-serviceability markers and ensure that no FOD or loose material is left at the site;

When clear of FOD and markers and barriers are removed, the WSO should inform the ATC TWR regarding availability and operability of the area or facility. The aircraft operators may audit the area or facility for suitability and procedures for recommencement of aircraft operations. ATC TWR shall update their restrictions in the ATIS.

5.5 Promulgating Information on Aerodrome Works Through an effective consultation process, airlines and affected organizations should not be surprised by the aerodrome works. All long term plans shall be submitted by the airport stakeholders and presented on the quarterly Airfield Construction coordination meetings and to the ATD.

When a MOWP is finalized, information on the aerodrome works can be promulgated through the Aeronautical Information Service (AIS) by:

- Announced on the Monthly Safety meetings or Newsletters;

- Producing an Aeronautical Information Circular (AIC) to provide early announcement of the work arrangements no less than three months before the proposed works to allow the users to understand the staging of the works, and the specific aerodrome facilities or areas, which will be affected by each stage of the works to include the actual timing of each stage of the works in accordance with NOTAMs as may be issued, or by

- Initiating NOTAM action before carrying out aerodrome works. To allow for orderly processing of the NOTAM, aerodrome operators, maintenance or contractor should initiate NOTAM action not later than five days’ prior the commencement of the works.
