TIMELINE

• June 30, 2013: report to the appropriate authority on the state of the implementation of the rules

• January 30, 2014: exemptions 3rd countries listed in Attachment 4-D expires

• Ultimate January 31, 2014: regulation as regards the screening of liquids, aerosols and gels at EU airports:

‘All airports shall screen upon entry to the SRA, at least LAGs obtained at an airport or on board an aircraft that are sealed in a STEB inside which is displayed satisfactory proof of the purchase at airside at an airport or on board an aircraft, as well as LAGs to be used during the trip for medical purposes or a special dietary requirements, including baby food’

Exempted from screening: • LAGs in containers < 100 ml in transparant re-sealable

plastic bag not exceeding 1 litre. • LAGs sealed in dedicated STEB upon purchase locally at the

airport airside; • LAGs from other EU airports or aircraft EU carrier and

resealed in dedicated STEB before leaving the SRA • LAGs screened locally and sealed in a dedicated STEB.

• End 2014: next steps to reach the objective full lifting of

restrictions of the carriage of LAGs • January 31, 2015: (re)screening + 3 hour rules expires

EU LAGs REGULATIONS AS FROM JANUARTY 31, 2014

NEW: Allowed as from January 31, 2014: • LAGs in STEB from third countries or obtained on board of an

aircraft are allowed to transfer via European airports • Screening < 100 ml containers in 1 litre re-sealable

transparant plastic bag including medicine and special dietary requirements (including baby food) < 100 ml

NEW: Mandatory as from January 31, 2014: • Screening medicine and special dietary requirements

(including baby food) > 100 ml • Screening transferring LAGs in STEB obtained at

airports/aircrafts, 3rd countries • Screening LAGs in STEB from former exempted countries

listed in Attachment 4-D (Singapore) • Screening LAGs in STEB leaving the SRA (purchased locally or

re-packed with proof of purchase/re-sealing within the preceeding period of 3 hours)

• Procedure for (re)screening in steps. If the alarm cannot be resolved, search of the passenger and cabin baggage and interview the passenger

IMPACT ON THE EU AIRPORTS

For ALL EU airports per January 31, 2014 mandatory screening • Departing EU and non EU pax medicine, dietary requirements including baby food • Transferring pax from 3rd countries NEU/EU en EU/NEU. LAGs in STEB and medicine, dietary

requirements including baby food • Procedure in 5 steps: initial screening, re-screening same or different principle, re-screening other

principle, open the LAGs containers (not permitted in NL), if alarm cannot be resolved search passenger, his cabin baggage and followed by interview.

ADDITIONAL for airports with gate security (expires on December 31, 2015) • LAGs in STEBs from transferring pax (NEU/NEU and NEU/EU) will be screened and re-packed in a

dedicated Schiphol STEB with proof of re-sealing, valid max 3 hours • LAGs in STEBs purchased locally (retail, tax free) at the non SRA part of the airport will be re-packed in a

dedicated Schiphol STEB with proof of purchase, valid max 3 hours • EU STEBs from transferring pax will be re-packed in the SRA part of the airport before entering the NEU

part of the airport. The STEBs will have a proof of re-pack with timelable max 3 hours • Schiphol STEBs offered when re-entering the SRA (EU part, gate security) will be re-screened in

accordance with the screening procedures

Interim measures up to June 3, 2015 (realisation Central Security Non Schengen) principles • As few LAGs screenings at the gate as possible (time, flow, capacity) • Lean, mean and flexible

Implementation as from January 31, 2014 up to June 3, 2015* • Screening medicine, dietary requirements and baby food at departure, transfer, gate security (NEU) and

where possible in combination with the LAGs screening at the central LAGs screening service points • 3-6 Service points for screening LAGs situated in the Non Schengen area. Pax transferring with LAGs in

STEBs from 3rd countries will have to offer their LAGs/STEB for screening and re-packing in a Schiphol STEB valid for 3 hours

• Medicine, dietary requirements and baby food will be checked at the gate security filters. The equipment (type C and B) will be used for fall back and expired (3 hours) LAGs

• Re-packaging service point before entering Schengen/Non Schengen security filter all EU STEBs will be re-packed with timelabel valid max 3 hours

After the realisation of Centrale Security Non Schengen as from June 3, 2015* • Via Central Security filters screening procedures in accordance with EU airports. Screening via Central

filters at E-, partial D-, F- and G-pier and departure filters • One stop security (without re-screening) for pax originating from USA and UK (and Canada?) • Screening LAGs in STEBs and medicine, dietary requirements and baby food

* Note: January 31 ,2015? New EU regulation next steps in lifting the ban on LAGs

OPERATIONAL IMPACT AND FOLLOW UP

Report on the implementation of the rules on LAGs screening equipment per June 27, 2013 Due to the impact of the screening of LAGs, the airport has to anticipate on: • Major operational impact

The LAGS –Phase 1

• On 19 March 2013 the Commission adopted the necessary legal

changes to implement the first step of this phased approach.

• Phase 1 will enter into force on 31 January 2014 at the latest and will

make it mandatory for airports to screen with special liquid explosive

detection equipment at least LAGs in STEBs (security tamper evident

bags) purchased at airports and any liquid medicine or special dietary

needs.

The LAGS –Phase 1

• This first phase will allow passengers transferring via/departing from

European airports to transport duty free LAGs bought at non-European

countries within 36 hours of purchase as long as they are held within an

International Civil Aviation Organisation (ICAO) specification Security

Tamper Evident Bag (STEB

• Passengers will also be allowed to travel with medicines and baby food that

is required during the flight.

• The only discernible difference will be that airports will have dedicated

equipment for the screening of LAGs in STEBs, instead of using

conventional screening equipment that is not designed to effectively scan

them, to enable those transferring at EU airports to keep their duty free. -
