The Airport Committee met on the above date in Conference Room A at City Hall, 169 SW Coast Highway.

In attendance were: Committee Members Terry Buggenhagen, Ralph Busby, Jeff Bertuleit and Jim Shaw. Also in attendance were: Airport Director Lance Vanderbeck, Community Development Director Derrick Tokos, Deputy City Recorder Gloria Tucker, and City Council Liaison Laura Swanson.

Absent were: Committee Members Mark Watkins, Susan Reese Painter, and Ken Brown.

APPROVAL OF MINUTES

MOTION was made by Busby, seconded by Buggenhagen, to approve the minutes of the March 13, 2018 meeting with one grammatical correction. The motion carried unanimously in a voice vote.

DISCUSSION/ACTION ITEMS:

Runway 1634 Restricted Zoning Overlay

Tokos introduced the Runway 1634 Restricted Zoning Overlay agenda item. Tokos said the airport’s protection zones were last updated in 1991 and the Planning Commission is in the process of updating them. He said although the Oregon Department of Aviation suggests restricting uses in residential areas near airports as well as water impoundments, the Planning Commission does not plan to follow those restrictions in Newport. He said the Planning Commission does plan to update the language regarding height restrictions.

Busby suggested the Planning Commission hold off on updating the zoning until the FAA considers lowering minimums at the airport.

Tokos said the Planning Commission will be mindful of the minimums effort and maps can be updated later in response to the FAA.

Bertuleit said he is concerned about notification of noise levels to nearby property owners. He suggested putting a system into place so new residents know about noise levels.

Tokos said the Planning Commission will explore ways to address Bertuleit’s concerns and covenant agreements may be a possible solution.

MOTION was made by Buggenhagen, seconded by Busby, to approve the Planning Commission’s recommendations to the Restricted Zoning Overlay at the airport and for the Planning Commission to take into account lowered minimums and notification of noise levels. The motion carried unanimously in a voice vote.

Vanderbeck introduced the Rural Air Service agenda item. He said City administration has been in talks with Boutique Air about possibly applying for the state’s Small Community Air Service Development Program. He said there is interest from Corvallis to set up a route from Corvallis to Newport to Portland.

Buggenhagen suggested including the university as well as the city of Corvallis in talks.

Vanderbeck said he would put together a letter to the Oregon Department of Aviation about the possibilities in Newport.

Pavilion Update

Vanderbeck introduced the Pavilion Update agenda item.

Busby suggested pouring a concrete pad, rather than build a pavilion and use tents as needed.

Shaw suggested redesigning the project.

Bertuleit suggested building a carport.

Vanderbeck said prefabricated pavilions are used in other places in the city, and one could be added at the airport.

MOTION was made by Shaw, seconded by Buggenhagen, to recommend to the City Council construction of a concrete pad and sidewalk at the airport. The motion carried unanimously in a voice vote.

OPERATIONS REPORT

Vanderbeck presented the operations report included in the April 10, 2018 packet.

Re: Rural Air Service

A recap and update on rural air service. The City of Newport had a conference call with Boutique Air about rural air service from Newport to Portland. Boutique Air asked if there was another city that might be interested in air service or would make sense for a partnership with the City of Newport. We came up with couple of options, but the City of Corvallis made the most sense. Boutique Air said they would get us a proposal, and the City of Newport would contact the City of Corvallis to inquire if there was interest in air service.

A conference call was set up between the City of Newport and the City of Corvallis. The City of Corvallis is interested in pursuing the conversation further. I have been working with Corvallis’sAirport Manger Anthony Beach on this in the meantime while waiting to receive the proposal.

The deadline for the ODA ROAR grant was April 30th. City of Newport staff had an internal meeting to discuss where everything was at in the process. At the time of the staff meeting we had not received a proposal from Boutique Air. It was discussed that with expressed interest in a partnership from the City of Corvallis; the time we need to work out an agreement between the two Cities, we concluded there would not be enough time to complete a meaningful grant for submission before the April 30 deadline. The City of Newport composed a letter to the ODA explaining what we are doing and what we will hopefully accomplish. The ODA was understanding and said that the application may be submitted anytime.

We received the proposal from Boutique Air. In the proposal they would need an annual subsidy to be able to provide one flight a day from Newport-Corvallis-Portland. Boutique also provides their own fleet of rental cars and wanted to set up their own rental cars at Newport. The City of

Corvallis thought the proposal from Boutiques was wonderful, and far less than what they hadanticipated.

Funding: with the annual amount needed in the proposal, finding annual funding is one of the hurdle’s we need to figure out to get over. Right now there are two possible grant sources, the ROAR grant through the ODA, and a Small Community Air Service Development Program (SCASDP) by DOT. Talking with other airport managers the SCASDP grant is tough to get. It was recommended to work with a consultant to write it.

SCASDP Grant- after digging into the DOT grant system here are a few airports that have received this grant in Oregon to help subsidies air service, 2015- Redmond, 2013- Klamath Falls, 2012 – Medford, Pendleton, and Redmond, 2011- North Bend, 2010- Eugene, 2007-Klamath Falls and Newport and Astoria jointly. 2006- North Bend.

I contacted North Bend and ask how their airline subsidy program works. North Bend put in for the SCASDP grant in 2017. There is an annual payment from Bandon Dunes Golf Resort that paid directly to United Airlines. They have contributions from private parties and local areabusiness annually, and the airport puts funding in too.

We are in a holding position until funding is worked out for now and the near future. There will have to be an intergovernmental agreement between the two Cities before we can move forward with the grant applications.

The City of Newport has explored, and is very interested in, the opportunity to apply forROAR grant funding as a tool for bringing rural air service back to Newport.

The City of Newport has been in contact with Boutique Air and they are considering aproposal to provide air service. Unfortunately, discussions with Boutique Air will not beconcluded before the April 30 grant submission deadline. When the city submits a grantapplication, we want it to be fully developed and meaningful, as regularly scheduled airservice is extremely important to Newport.

As part of our discussion with Boutique on how air service could be successful, inclusionof an additional airport could potentially create a more well-rounded and successfulservice. Toward that end, city staff has been communicating with the City of Corvallis todiscuss the formation of an air service partnership. Both cities continue to considerpossible pathways to providing rural air service for their respective communities. Wouldboth cities be eligible for ROAR grant funding? This may make a difference regarding thefeasibility of having a viable proposal for air service.

Please let me know whether funding would be available after the April 30 deadline so thatthe Cities of Newport and Corvallis, in coordination with Boutique Air, could continuediscussions and submit a thoughtful application for grant funding.

Re: Drone School Development at Airport.

Had a meeting with Spencer, myself, and Dr. Chuck Getter, who directs the “using drones for natural resource management program” at Career Tech High School in Lincoln City, Oregon. Dr. Getter has been building a relationship with the airport over the past few years. He brought his students out for a tour and held one class period in the FBO.

Dr. Getter is the founder and director of the Coastal Drone Academy. He has spent over 20 years as a coastal scientist and university researcher, flying in planes and helicopters mapping the coast of the US and other countries and helping to assess man’s impact there. He is alicensed pilot for over thirty years, and has hundreds of hours flying manned and unmanned aircraft, and is currently enrolled and completing USI Certified Instructor™ this summer which (combined with his State of Oregon Teacher’s License) will authorize him to teach Unmanned Safety Institute’s (USI) nationally recognized curriculum to advanced students starting in the Fall of 2018 utilizing USI’s proprietary technology, curriculum, and materials.

Dr. Getter has a goal of moving the Career Tech High School drone program to Newport to be more centrally located with in the Lincoln County School District, and opening up the drone program to the rest of the District’s High School students. Along with that, he would like to have a FAA certified testing facility for the paper portion of the test.

Currently, Dr. Getter has a grant to help with funding the operation, but finding a place large enough has been challenging. He would like locate the school at the Newport Municipal Airport. However, I am out of rental able space; and after talking with the FAA, we cannot stop Dr. Getter from buying an already existing hangar on the airfield. The FAA would only allow the

school to operate out of the hangar for 5 years or less. The FAA is fine with the drone school outside the AOA, but would prefer it is not inside the fence.

I am asking the airport committee for its opinion on having a drone school on airport property before we move forward. We could possibly have Dr. Getter come to a future meeting to give a presentation on what the school is and what they are looking to do.

NW Jets in Salem - FAA is still reviewing the location on the ALP. Waiting to hear back for Sean Callahan the FAA Environmental Specialist for Oregon.

Seal Rock Water and the City of Newport will be re-running the water flow test. They will be testing the flow outside the airport and again on the inside to compare flow rate. This will happen hopefully in May.

We hosted the Yaquina Kindergarten class visit. Life Flight was on hand and let all 120 kids go into the Helicopter. We had a station the kids could look in an aircraft, stand on the tug, walk around a plane, climb in the Kubota tractor. The second group watched Life Flight taking off for a response call. We gave each kid an ONP sticker and ONP balsawood glider. Each group had a wonderful time and was very excited to visit the airport.

Had phone conference with Spencer, Derrick, and Mark Shepard City Manager of Corvallis, and Anthony Beach Airport Manager of Corvallis airport. We discussed the idea of a rural air service route that went from Newport-Corvallis-Portland. The City of Corvallis was very interested in the idea and we are slowly moving forward to make sure it will be a good fit for everyone.

ROAR Gant- we did receive a proposal back form Boutique Air for service to both Cities. Do to the time constraintsof putting together a meaningful grant with both Cities; the City of Newport drafted a letter to the ODA expressing our interest but we would not be able to meet the April 30th deadline. I have attached the letter. The ODA responded that they understand and there will be many grant cycles and can submit our application any time.

Had a meeting with Spencer, and Chuck Getter with Career Tech School about the possible Development of adrone school at the airport. He is looking for space that would accommodate the indoor school and testing facility for people wanting to test for their 107 license, along with the school. I have attached a memo with more information on the subject.

Land acquisition south of Runway 34- We have heard back from all but one property owner in regards to the proposed property purchases. The larger parcel owners have accepted the City’s offer to buy 25 acres for $188,000. This will go to Council on May 7th for final approval.

I had a sight visit with Geoff Vaughn PEA, Jayson Buchholz city project manager, and a rep from Michel’s pipe lining to talk about the complexity of the project. Do to the size, length, and curviness of the pipes the recommendation would be using a GeoSpray, a fiber-reinforced geopolymer mortar, to rehabilitate large-diameter storm and sanitary pipes, manholes and other infrastructure of all shapes, bends, curves and angles. The result is a fully structural pipe that is quickly installed and cured without any digging. We also looked at outfall F, which is the outfall on the east side of runway 34. The land has been sluffing off but the pipe is still there and this will be addressed during the construction portion of the pipe-lining project.

EPA tank inspection visit update – I got the review comments back from the EPA on the SPCC plan. PAE will address the comments and add them into the final draft. I am also waiting for a quote from Mascot to bring the fuel farm back into compliance.

Pavilion update- City Council on May 7th will be presented the option of building just the concrete portion of the pavilion and sidewalks.

Operations Equipment – Kubota tractor battery finally gave up and had to buy a new one. Linn Benton Tractor will be out to get Kubota for a servicing. While mowing the deck through a center blade and due to the shaking before the PTO was shut down damaged the PTO gearing and needs to be rebuilt. Along with new center blades on the deck. Zero turn new water pump belt to come back in service.
