Aviation Data and Analysis Seminar Paris, France, 4 - 6 April 2018

The Seminar was attended by 60 participants from 25 States and 11 Organizations/Industries. The Seminar was hosted by the ICAO European and North Atlantic Regional Office. Mr. Sainarayan Ananthanarayan, Mr. Antonin Combes and Mrs. Wendy Fu from the Air Transport Bureau, ICAO HQ were the facilitators of the Seminar, supported by Mr. Mohamed Smaoui from the ICAO MID Office, Mr. Elkhan Nahmadov and Ms. Blandine Ferrier from ICAO EUR/NAT Office.

The Tenth CASP-MID Expert Working Group meeting was convened in ICAO MID Office, Cairo, Egypt on the 11th April 2018. The Member State experts discussed the work programme for 2018 and the recent developments in the MID Region as well as the global developments. The meeting was attended by representatives from Jordan and Saudi Arabia. In addition to Egypt and Saudi Arabia Air-lines as observers.

ICAO Regional Seminars on the Carbon offsetting and Reduction Scheme for International Aviation (CORSIA) Cairo, Egypt, 3—5 April 2018

The ICAO Regional Seminar on the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) was successfully held at the ICAO MID Office, Cairo, Egypt, from 3 to 5 April 2018. The Seminar was attended by a total of forty nine (49) participants from nine (9) States (Egypt, France, Germany, Greece, Iran, Saudi Arabia, Sudan, Sweden and UAE) and three (3) International Organizations (AACO, ACAC and IATA).

In support to the implementation of the Regional ATM Contingency Plan, ICAO had the honor to visit Qatar and Bahrain on 10-11 April and 12 April 2018, respectively, to discuss and agree on measures to ensure the continued safety air transport and to enhance the implemented contingency measures.

Second MID ASTC (ASTC/2) Meeting Cairo, Egypt, 12 April 2018

The Middle East Aviation Security Training Centers met on the 12th April 2018 in ICAO MID Office, Cairo, Egypt where mutual topics were discussed to develop the training to cope with all the recent challenges and emerging threats at the global and regional levels. The meeting was attended by representatives from the ASTCs of Bahrain and Saudi Arabia in addition to observers from Egypt.

The ICAO Sponsored National Inspector Course was held from 22 to 30 April 2018 at Dubai ASTC, UAE. The training objective was to qualify more national inspectors for States in need. Twenty (20) participants from Seven (7) MID States (Bahrain, Iraq, Jordan, Kuwait, Lebanon, Saudi Arabia and UAE) successfully passed the Course.

ICAOMID Office RD Mr. Mohamed Rahma and the MID team were honored by the visit of H.E. Dr. Mohammed Al Zaabi CEO of PACA Oman. H.E. was accompanied by Mr. Ahmed Baabood Director of CEO Office and Mr. Hamid Al Brashdi Director General of Strate-gic Planning.

The ICAO Regional Safety Management Symposium - APAC and MID Regions was kindly hosted by the Civil Aviation Authority of Singapore. The main objectives of the symposium were to provide insights on how to implement an effective State safety programme (SSP), including to develop action plans for implementation in the regions; and conduct the oversight of its service providers’ safety management systems (SMS). As well as provide a forum for participants to share information on the overall benefits of safety management and how safety management can contribute to the future air transportation system; and the current challenges in safety management faced by the international aviation community.

Fourth meeting of the MIDANPIRG ATM Sub-Group (ATM SG/4) Amman, Jordan 29 April - 2 May 2018

The Fourth meeting of the MIDANPIRG ATM Sub-Group (ATM SG/4) was hosted by the Civil Aviation Regulatory Commission (CARC) - Jordan in Amman, Jordan from 29 April to 2 May 2018. The meeting was attended by a total of fifty-two (52) participants from thirteen (13) States (Bahrain, Egypt, India, Iraq, Iran, Jordan, Oman, Qatar, Saudi Arabia, Sudan, UAE, United States of America and Yemen) and seven (7) Organizations/Industries (AACO, CANSO, EUROCONTROL, IATA, IFALPA, IFATCA and MIDRMA).

Fourth ATM Contingency Coordination (ACCM/4) Meeting Amman, Jordan, 28 April 2018

The Fourth ATM Contingency Coordination Meeting (ACCM/4) for Qatar was held in Amman, Jordan, on 28 April 2018, kindly hosted by Jordan Civil Aviation Regulatory Commission (CARC). The meeting was attended by eighteen (18) participants from Bahrain, Iran, Jordan, Qatar, UAE and IATA. The objectives of the meeting were mainly to review the post assessments of the implemented contingency plan, carried out by the States concerned, and agree on further enhancements as required.

The Third Meeting of the Advanced Inter-Regional Air Traffic Services Route Development Task Force (AIRARD TF/3) was kindly hosted by the Jordanian Civil Aviation Regulatory Commission in Amman, Jordan, from 01 to 02 May 2018. The meeting was attended by fifty-eight (58) participants from thirteen (13) States and seven (7) International and Regional Organizations, including Bahrain, Egypt, India, Iran, Iraq, Jordan, Oman, Qatar, Saudi Arabia, Ukraine, UAE, USA, Yemen, EUROCONTROL, IFALPA, IFATCA, IATA, MAAR, MIDRMA and ICAO.

The ICAO Asia Pacific– Middle East Regions ATM Special Coordination Meeting (AMA SCM) was held in Amman, Jordan, on 2 May 2018, concurrently with the MID ATM SG/4 meeting and the Third meeting of the Advanced Inter-Regional ATS Route Development Task Force (AIRARD TF/3). The meeting was attended by twelve (12) participants from India, Iran, Oman, Yemen, Monitoring Agency for Asia Region (MAAR) and Middle East Regional Monitoring Agency (MIDRMA). The meeting discussed the issues at the interfaces and agreed on measures that would improve the situation. In addition, the meeting agreed on the need for another AMA SCM with essential attendance of Afghanistan, Pakistan and IATA.

ICAO APAC – MID Regions ATM Special Coordination (AMA SCM) Meeting Amman, Jordan, 2 May 2018

Dr. Fang Liu the Secretary General of ICAO and H.E. Salah Abdel Sadek Ambassador of Egypt to Romania accompanied by ICAO MID RD Mr. Mohamed Rahma at the opening of the ICAO Europe, Middle East and Africa (EMEA) Regions Cybersecurity in Civil Aviation Summit, that was successfully hosted by the Romanian Civil Aeronautical Authority. The multi-disciplinary event focused on promoting and harmonizing the actions in the field of cybersecurity at global and regional levels.

The SECFAL PDG/3 meeting was gratefully hosted by Kuwait and held from 8 to 10 May 2018. The meeting was attended by a total of thirty (30) participants from four (4) States (Kuwait, Qatar, Saudi Arabia and Sudan) and five (5) Organizations/Industries (AACO, ACI, DfT/UK, IATA and TSA/USA).

The Third meeting of the Aviation Security and Facilitation Plan Development Group (SECFAL PDG/3) Kuwait, 8 - 10 May 2018

To establish cooperation with ITU Arab Office in areas of mutual interest, a meeting between ICAO MID and ITU Arab took place on 15th of May 2018 at the premises of ITU Arab Office in Smart Village, Cairo. The meeting discussed several issues such as; the frequency management, GNSS Interference, and the Cyber Security Regional Initiatives, and agreed to collaborate and to organize joint activities in the near future for the benefits of the member States.

Under the No Country Left Behind (NCLB) initiative, MID Office organized ICAO Government Safety Inspector (GSI) Course from 1-18 July 2018. This initia-tive is generously supported by the con-tribution of the Kingdom of Saudi Arabia. The Course aims at increasing number of qualified inspectors and support States to enhance their oversight capabili-ties. The Course was attended by a total of thirteen (13) participants from six (6) States (Bahrain, Egypt, Libya, Oman, Saudi Arabia and Yemen).

Mission to Oman Muscat, Oman, 4 – 7 June 2018

The ICAO MID Office conducted a mission to Oman from 4 to 7 June 2018. The main objectives of the mission were to follow-up on the previous missions, address issues of mutual interest, provide guidance and assistance related to the ICAO’s Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA) as appropriate, and develop a Plan of Actions to be implemented under the framework of the MID NCLB Plan.

The Interregional EUR/MID Workshop on PANS AIM Paris, France, 10 - 12 July 2018

The Interregional EUR/MID Workshop on PANS AIM was successfully held at the ICAO EUR/NAT Office, Paris, France from 10 to 12 July 2018. The Workshop was attended by a total of one hundred and one (101) participants from forty one (41) States from EUR/NAT and MID (Egypt, Iran, Oman, Saudi Arabia, and United Arab Emirates) and nine (9) Organizations/Industries. The objectives of the Workshop was to introduce the new PANS-AIM (Doc 10066) and latest Amendments to Annex 15; and address associated challenges and share best practices for a timely implementation of the new provisions, including the implementation of datasets.

A mission to Jordan was conducted from 22 to 23 July where the ICAO MID team provided guidance and assistance on the implementation of Annex 17 and Annex 9, in addition to the revision of the CAP and provided needed guidance.

Mission to Jordan and Landside Security Workshop Amman, Jordan, 22 — 26 July 2018

As the Landside Security has more importance nowadays due to the change of threats; ICAO team conducted a workshop from 24—26 July, to focus on the requirements and provided guidance and best practices on mitigation measures to secure the landside public areas.

Aviation Security Staff Certification System Workshop Baghdad, Iraq, 8— 12 July 2018

THE Aviation Security Staff Certification System Workshop to fulfill ICAO requirements for Screeners and instructors was conducted in Baghdad Iraq from 8-12 July 2018. The workshop was attended by 24 personnel from the appropriate authorities who worked for 5 days on drafting the Iraqi version of the certification system.

CASP MID Cargo security Dubai, UAE, 30 — 31 July 2018

A visit to Dubai Cargo Mega terminal was initiated on July 30-31, 2018 based on the EWG/10 decision of the CASP-MID members to visit a major Cargo facility in order to aid in the implementation of the international legislative requirements stipulated in Annex 17 amendment 15 for air cargo screening and further enhance the security chain with its comprehensive range of detection solutions. The visit was attended by 4 delegates representing the Saudi civil aviation authority.

The Third Meeting of the Air Navigation Systems Implementation Group (ANSIG/3) was held at the ICAO MID Office, Cairo, Egypt, from 2 to 4 July 2018. The Meeting was attended by a total of twenty-seven (27) participants from six (6) States (Egypt, Iran, Saudi Arabia, Sudan, United Arab Emirates and United States of America) and three (3) Organizations (ACAO, IATA and IFATCA).
