4. Type of Services

4.1 Personal briefing and consultation for flight crew members is provided at Larnaka InternationalAirport. At Pafos International Airport briefing and consultation for flight crew members isprovided by the Meteorological Office at Larnaka Airport through telephone line.

4.2 Flight documentation is available and provided for local or domestic flights if requested. Forinternational flights the flight documentation comprises a significant weather chart upper air andtemperature charts at all significant levels (FL050, FL080, FL100, FL140, FL180, FL210, FL240,FL300, FL340, FL390) and the latest available en-route and aerodrome forecasts and warningsfor the destination and the alternate aerodrome(s).

5. Notification Required from Operators

5.1 Notification from operators in respect of briefing consultation, flight documentation and othermeteorological information needed by them (as per ICAO Annex 3, Chapter 2 para 2.3) isnormally required. Such information shall be received usually 2 hours, but not later than 3 hours,before the expected time of departure.

6. Aircraft Reports Required from Operators

7.1 Meteorological information which is supplied through VOLMET broadcast are:

c. For Nicosia FIR: SIGMET.

8.1 General

8.1.1 For the safety of air traffic, the Department of Meteorology maintains a continuous watch overmeteorological conditions affecting flight operations within the FIR and when necessary,SIGMET information is issued by the Meteorological Larnaka Watch Office, in accordance withAnnex 3, Chapter 7, Appendix 6. Furthermore, aerodrome warnings are issued to operators, inaccordance with Annex 3, Chapter 7, Appendix 6 and with local arrangements, by LarnakaMeteorological Office.

8.2 Aerodrome Warnings

8.2.1 Aerodrome warnings are issued by Larnaka Meteorological Office, if one or several of thefollowing phenomena are expected to occur at the airport:

a. Thunderstorm;

b. Hail;

c. Squall: sudden increase in wind speed over 22 KT by 16 KT, lasting over 1 MIN (in caseof thunderstorms or active storms);

d. Waterspouts;

e. Tornadoes;

f. Strong surface wind and gusts (mean speed 25 KT or more and/or gusts to 30 KT or more;also issued when runway crosswind is expected, with mean speed>20-25 KT);

g. Gale (mean speed 34 KT or more and/or gusts to 43 KT or more);

h. Fog: Fog or fog patches resulting in visibility ≤ 1000 M;

i. Low cloud (Base: 1000 FT or less above aerodrome level and cloud amount ≥ SCT);

j. Frost;

k. Hoar frost or rime;

l. Rising sand or dust;

m. Low level vertical wind shear: if one of the following is/are satisfied:

1. Mean surface wind speed ≥ 25 KT;

2. Magnitude of vector between mean surface wind and the gradient (2000 FT) wind ≥ 40 KT;

3. Thunderstorms or heavy showers within 10 KM;

4. Significant wind shear (WS) has been reported by aircraft in the vicinity: Moderate WS 5-8 KT/30 M, strong WS 9-12 KT/30 M and severe WS >12 KT/30 M;

n. Snow (including the expected or observed snow accumulation);

o. Freezing precipitation;

p. Sandstorm or duststorm;

q. Volcanic ash;

r. Tropical Cyclone (to be included if the 10-minute mean surface wind speed at theaerodrome is expected to be 34 KT or more);

s. Tsunami;

t. Intense precipitation (either ≥ 45 mm/3 HR or ≥ 50 mm/6 HR or ≥ 55 mm/24 HR).

8.2.2 The aerodrome warnings are distributed in accordance with a distribution list (including warmingamendments and cancellations).

8.3 Dissemination of SIGMET Information to Aircraft in Flight

8.4 SIGMET information shall be transmitted to aircraft with the least possible delay on the initiativeof the appropriate ATS unit, by the preferred method of direct transmission followed byacknowledgement, or by a general call when the number of aircraft would render the preferredmethod impracticable.

9. Pilot Reports of Vertical Wind Shear on Take-off or Landing

9.1 As no suitable equipment is provided for vertical wind shear measurement, and as it is notpossible to forecast the onset, duration and severity of these conditions by conventional means,warnings of existence of vertical wind shear effects, must be based on aircraft reports. Pilots aretherefore requested to provide verbal reports whenever, during take-off or landing, significantand unexpected changes in the flight path occur, which in the opinion of the pilot, are due tometeorological causes and are of such magnitude as to justify notification to other aircraft.

9.2 To be of value these reports should be passed to Air Traffic Control or the Meteorological Officeat the aerodrome as soon as possible. If a pilot is confident that the effects experienced are dueto vertical wind shear this should be stated, but reports of gustiness and turbulence are alsorequired. Reports which should include, where possible, the height band affected and any otherrelevant details will initiate a meteorological warning which will remain valid for one hour if nosubsequent aircraft reports are received.

10. Transmission of Special Air Reports

10.1 Special air reports shall be transmitted with the least possible delay to aircraft likely to beaffected and shall cover the portion of the route up to one hour’s flying time ahead of the aircraft.

11. Transmission of Amended Aerodrome Forecasts

11.1 Amended aerodrome forecasts shall be passed to aircraft within 60 minutes from the aerodromeof destination, unless the information would have been made available through other means.

12. Meteorological Briefing at Aerodromes

12.1 Details of meteorological briefing at aerodromes are given in the individual aerodrome sub-sections i.e. AD2.

12.2 Contingency Plans

12.2.1 The Department of Meteorology has in place contingency plans for all services it provides in thecase of events which results in significant degradation or interruption of its services. Acontingency office and an emergency weather observing unit at the airport will operate in caseof absolute destruction of the Larnaka Meteorological office.

ENR 1.2 VISUAL FLIGHT RULES

1. VMC visibility and distance from cloud minima (SERA.5001)

VMC visibility and distance from cloud minima are contained in Table S5-1.

2. ATC Service to VFR Traffic and Restrictions

2.1 Air traffic Control Service is provided to VFR traffic in the following airspace:

a. Airways within the FIR below FL 200 (class C);

b. Larnaka and Pafos Control Zones (CTR) (class C);

c. Larnaka and Pafos aerodrome Traffic Zones (ATZ) (Class B).

2.2 All the airspace of Cyprus is a prohibited area except those parts designated as training areas for light aircraft and the designated cross-country routes.

NOTE: Designated training areas are given in AIP section ENR 5.2.

3. Visual flight rules (SERA.5005)

3.1 Except when operating as a special VFR flight, VFR flights shall be conducted so that the aircraftis flown in conditions of visibility and distance from clouds equal to or greater than thosespecified in Table S5-1 above.

3.2 Except when a special VFR clearance is obtained from an air traffic control unit, VFR flights shallnot take off or land at an aerodrome within a control zone, or enter the aerodrome traffic zone or

aerodrome traffic circuit when the reported meteorological conditions at that aerodrome arebelow the following minima:

1. the ceiling is less than 450 M (1500 FT); or

2. the ground visibility is less than 5 KM.

3.3 VFR flights at night may be permitted under the following conditions:

1. a flight plan shall be submitted;

2. flights shall establish and maintain two-way radio communication on the appropriate ATScommunication channel, when available;

3. the VMC visibility and distance from cloud minima as specified in Table S5-1 above shallapply except that:

i. the ceiling shall not be less than 450 M (1500 FT);

ii. the reduced flight visibility provisions specified in Table S5-1(a) and (b) shall notapply;

iii. in airspace classes B, C, D, E, F and G, at and below 900 M (3000 FT) above MSLor 300 M (1000 FT) above terrain, whichever is the higher, the pilot shall maintaincontinuous sight of the surface;

iv. for mountainous terrain, higher VMC visibility and distance from cloud minima maybe prescribed by the competent authority;

4. except when necessary for take-off or landing, or except when specifically authorised bythe competent authority, a VFR flight at night shall be flown at a level which is not belowthe minimum flight altitude established by the State whose territory is overflown, or, whereno such minimum flight altitude has been established:

i. over high terrain or in mountainous areas, at a level which is at least 600 M (2000FT) above the highest obstacle located within 8 km of the estimated position of theaircraft;

ii. elsewhere than as specified in i), at a level which is at least 300 M (1000 FT) abovethe highest obstacle located within 8 km of the estimated position of the aircraft.

3.4 Unless authorised by the competent authority in accordance with Regulation (EC) No 730/2006,VFR flights shall not be operated:

i. above FL 195; Exceptions to this requirement are the following:

a. an airspace reservation has been established, where practical, by the MemberStates, in which VFR flights may be allowed; or

b. airspace up to and including flight level 285, when VFR traffic in that airspace hasbeen authorized by the responsible ATS unit in accordance with the authorizationprocedures established by the Member States and published in the relevantaeronautical information publication.

ii. at transonic and supersonic speeds.

3.5 Authorisation for VFR flights to operate above FL 285 shall not be granted where a verticalseparation minimum of 300 M (1000 FT) is applied above FL 290.

3.6 Except when necessary for take-off or landing, or except by permission from the competentauthority, a VFR flight shall not be flown:

1. over the congested areas of cities, towns or settlements or over an open-air assembly ofpersons at a height less than 300 M (1000 FT) above the highest obstacle within a radiusof 600 M from the aircraft;

2. elsewhere than as specified in (1), at a height less than 150 M (500 FT) above the groundor water, or 150 M (500 FT) above the highest obstacle within a radius of 150 M (500 FT)from the aircraft.

3.7 Except where otherwise indicated in air traffic control clearances or specified by the competentauthority, VFR flights in level cruising flight when operated above 900 M (3000 FT) from theground or water, or a higher datum as specified by the competent authority, shall be conductedat a cruising level appropriate to the track as specified in the table of cruising levels in ENR 1.7.

3.8 VFR flights shall comply with the provisions of GEN 3.3:

1. when operated within Classes B, C and D airspace;

2. when forming part of aerodrome traffic at controlled aerodromes; or

3. when operated as special VFR flights.

3.9 A VFR flight operating within or into areas or along routes designated by the competentauthority, in accordance with SERA.4001(b)(3) or (4), shall maintain continuous air-ground voicecommunication watch on the appropriate communication channel of, and report its position asnecessary to, the air traffic services unit providing flight information service.

3.10 An aircraft operated in accordance with the visual flight rules which wishes to change tocompliance with the instrument flight rules shall:

1. if a flight plan was submitted, communicate the necessary changes to be effected to itscurrent flight plan; or

2. as required by SERA.4001(b), submit a flight plan to the appropriate air traffic servicesunit as soon as practicable and obtain a clearance prior to proceeding IFR when incontrolled airspace.

4. Special VFR in control zones (SERA.5010)

4.1 Special VFR flights may be authorised to operate within a control zone, subject to an ATCclearance. Except when permitted by the competent authority for helicopters in special casessuch as medical flights, search and rescue operations and fire-fighting, the following additionalconditions shall be applied:

a. such special VFR flights may be conducted during day only, unless otherwise permittedby the competent authority;

b. by the pilot:

1. clear of cloud and with the surface in sight;

2. the flight visibility is not less than 1500 M or, for helicopters, not less than 800 M;

3. at speed of 140 kts IAS or less to give adequate opportunity to observe other trafficand any obstacles in time to avoid a collision; and

c. ATC shall not issue a special VFR clearance to aircraft to take off or land at an aerodromewithin a control zone, or enter the aerodrome traffic zone or aerodrome traffic circuit whenthe reported meteorological conditions at that aerodrome are below the following minima:

1. the ground visibility is not less than 1500 M or, for helicopters, not less than 800 M;

2. the ceiling is not less than 180 M (600 FT).

5. Regional additions

a. VFR flights at night shall be authorized by ATC to operate in the vicinity of Larnaka andPafos aerodromes and on the cross-country route between these aerodromes only,provided the pilot a holder of a valid PPL license with a night rating.

b. VFR flights at night shall be authorized by ATC to operate in the vicinity of Larnaka andPafos aerodromes only, for the purpose of obtaining a night qualification provided aninstructor authorized the solo training flight.

NOTE: Conditions concerning VFR flights at night and the cross-country route are available in the Local VFR Manual.

5.1 Pilots of VFR flights should make a position report in the following circumstances:

a. over the designated points of VFR routes. These are the reference points of VFR routes, as indicated in Local VFR Manual;

b. five minutes prior leaving uncontrolled airspace;

c. when operating in the aerodrome circuit, on “downwind” and “final” or “long final”;

d. every 20 to 40 minutes for “Operations normal” report. This requirement also applieswhen operating within uncontrolled airspace;

e. when instructed by ATC.

5.2 Enroute GAT VFR above FL 195 will not be permitted. GAT VFR flights above FL 195 and upto and including FL 285, will only be authorized in airspace reservation (Temporary SegregatedAirspace) (TSA) or its equivalent or according to the following specific arrangements:

a. flights will be entirely contained within the accepting sector (or within ACC) in order not toaffect the integrity of Air traffic Flow Management effectiveness throughout ECACairspace;

b. these particular flights will be subject to prior request, at least 3 weeks prior to the flightand in coordination with the Cyprus Airspace Management Cell.

AD 2.LCLK - 11AIP CYPRUS

of the Airport Operator. Instructions to aircraft are given on the understanding thatseparation between aircraft and vehicles not under ATC is not included in the instruction.Pilots should maintain a careful lookout whilst manoeuvring on aprons and associatedstand taxi lanes and be aware that they are crossing service roads where vehicles andpersonnel are moving at times which are not under ATC.

c. Aircraft shall taxi on aprons, stand taxi lanes and taxiways at the minimum obligatoryspeed.

1.2 Aprons & Stand Taxi lanes

a. Aircraft shall keep all engines running in order to reduce the necessity for high thrustlevels on the remaining engines.

b. Use of reverse thrust within the aprons is prohibited.

c. Aircraft Code E are not permitted to use the following stand taxi lanes:

1. LA (Apron 1)

2. CV (Apron 2) with the exception of stand 81.

d. Apron 1 stands 21-28, 31A, 32A, 33 and 42A-47 are equipped with a Visual Docking Guidance System (VDGS).

e. Apron 1 stands 11A-18, 31, 32, 41 and 48A are accessed by marshaller guidance. If nomarshaller is present at the assigned stand, aircraft shall stop and inform LarnakaGround.

f. ”FOLLOW ME” service within Apron 2 not available. Arriving aircraft shall use taxi lane CUto stands 61-66, taxi lane CV to stands 71A-76 and 86A and taxi lane CW to stands 81-86, 86B, 87 and 92-94.

1.3 Visual Docking & Guidance System Pilot Instructions

1.3.1 Aircraft Stands 21-28, 31A, 32A, 33 and 42A-47 on Apron 1 are provided with a Safegate Visual Docking Guidance System. Azimuth guidance, distance to stop information, aircraft type, door in use etc. is shown on a LED display that is clearly visible for both pilots.

1.3.2 The system can be controlled either from the operators panel, located in the passenger boardingbridge or at ground level, or from a Gate.

Pilot Instructions

a. Approach at a maximum speed of 3KT.

b. Follow the Lead in Line. When the solid yellow closing rate field appears, the aircraft has been detected by the scanning unit. Aircraft type is checked and the display provides azimuth guidance information

c. Check that the correct aircraft type is displayed. The scrolling arrows indicate that thesystem is activated.

d. When VDGS is unserviceable, aircraft shall stop and inform Larnaka Ground formarshaller assistance

Look for the flashing red arrow and solid yellow arrow which provide azimuth guidanceinformation.The flashing red arrow shows which direction to steer, while solid yellow arrow givesan indication of how far the aircraft is off the centre line.

When the aircraft is 12 M from the stop position, closing rate information is given. “Distance torun” is indicated by turning off one row of LED’s for each one half meter that the aircraft advancestoward the stop position.

When the correct stop position is reached, all of the LED’s for the closing rate field will be off,the word “STOP” will appear in the display and two red rectangular fields will light in the azimuth
