1. GENERAL
This report covers the Technical Bid Evaluation for Air Dryer Packages; 065-V-1001A/B for the Tangguh LNG Project.
2. VENDOR NAMES AND ACCEPTABILITY

3. SUMMARY OF EVALUATIONS
Atlas Copco
- Atlas Copco proposed to supply their standard Air Dryer Package with acceptable deviations. For details of deviations, please refer to Attachment 2.1.
- Atlas Copco’s proposed Air Dryer Package is a proven standard and proprietary design of their principal company in Belgium.
- Atlas Copco has many successful experiences of supplying Air Dryer Packages in Indonesia.
- Atlas Copco, as a local subsidiary company of Atlas Copco-Belgium, will be able to provide the expedient and quick technical service when need arises during normal operation and downtime.
Airpack
- Airpack proposed to supply their standard Air Dryer Package with acceptable deviations and some pending clarifications. For details of deviations, please refer to Attachment 2.2.
- Airpack’s proposed Air Dryer Package is a proven standard and proprietary design from its own company in Netherlands.
- Airpack has no experience in supplying Air Dryer Package in Indonesia.
- Airpack has no local subsidiary in Indonesia.
Delair
- Delair proposed to supply their standard Air Dryer Package with acceptable deviations except for unacceptable deviations to Quality Control. For details of deviations, please refer to Attachment 2.3
- Delair proposed Air Dryer Package is a proven standard and proprietary design from its own company in Netherlands.
- Delair has no experience in supplying Air Dryer Package for the last 5 years in Indonesia.
- Delair has no local subsidiary in Indonesia.

3.2 Delivery Schedule
Atlas Copco
Atlas Copco’s proposed delivery schedule is 5 months after issuance of the Purchase Order. This proposed schedule is appropriate for the project execution of the Tangguh LNG Project.
Airpack
Airpack’s proposed delivery schedule is 5 months after receipt of the Purchase Order. This proposed schedule is also acceptable to meet the project schedule for the Tangguh LNG Project.
Delair
Delair’s proposed delivery schedule is 8 months after issuance of the Purchase Order. This proposed schedule is not appropriate for the project execution of the Tangguh LNG Project.
3.3 Experiences
Please refer to Attachments 3.1 - 3.3 for vendor’s list of experience.
The three (3) vendors have various experiences on the supply of Air Dryer Package worldwide.
Atlas Copco has many successful experience of supplying Air Dryer Package in Indonesia.
4. DEVIATIONS AND CLARIFICATIONS
For details of the deviation and clarifications of the three (3) vendors, please refer to Attachment 2.1-2.3.
4.1 General Deviations
Each vendor had proposed several deviations from applicable documents except for the performance and process requirements of Air Dryer Package specified in the Equipment Data Sheet.
4.2 MIGAS Inspection Requirements and Instructions
Atlas Copco and Airpack will comply with MIGAS Inspection, Requirements and Instruction.
Delair will not comply on the MIGAS Inspection Requirements and Inspection. This is unacceptable.
4.3 Sub-vendor List
Basically, the three (3) vendors proposed to utilize their standard component sub-vendors particularly for valves and instrumentation, with proven performance according to their experiences.
Each bidder has proposed different sub-vendors for each component of the Air Dryer Packages.
For details of the sub-vendor list, please refer to Attachment 4.1-4.3
