• Conceptual convergence: What is AIM? AIM functions? AIM Products & Services?• Harmonized Terminology: Same understanding of AIM• Reflect today`s practice: Improved consistency with industry standards• Progressive and incentive: Smooth transition to AIM• Prepare for future: Key foundation for SWIM
New ICAO Provisions for AIM
22 - 26 October 2018 10
• Important reference for National AIM Regulatory Framework• Better identification of responsibilities and functions • Clear set of requirements of data to be collected from data
originators• Reinforce the need for quality of aeronautical information• Better qualify the information to be provided by NOTAM• Split data collection from data provision (important pre‐
requisite for SWIM)
How the new ICAO Provisions for AIM help...

States obligations for AIM Services
• AIM to be included in the National Air Navigation Plan• Funding to AIM is essential• Establishment of effective AIM regulatory frameworks • Clear roles and responsibilities for stakeholders involved• Quality Management System to ensure quality of A.I.• AIM Competent Staff (QMS)• Efficient and cost‐effective services (digitalization of A.I.)

ICAO AIM Implementation activities
• Objective: to assist States and ANSPs in removing roadblocks to implementation• ICAO is working on creating a framework for AIM‐Go‐Teams• Important! No direct control over the implementation process within a State• Process:
• Selection of a candidate State• Data Collection (to perform a gap analysis with implementation)• Coordination with State and Go‐Teams members• On‐site visit• Follow‐up
• Key Performance indicators to evaluate the Go‐Teams outcome
22 - 26 October 2018 19
ICAO AIM Implementation activities
• Business Plan to fund the following training programmes:– AIM Online Trainings:
• How to develop an effective strategy for a successful implementation of AIM (for managers)• How to effectively implement quality management systems (QMS) as applied to Aeronautical
Information Management (AIM) processes • How to effectively manage digital data from origination to distribution to the users
– AIM Classroom Trainings: • Competency‐based Training for AIM Officers• Competency‐based Training for AIM Managers (State CAAs and ANSPs)

The APAC Reality – MANY STATE AIS’ EXPERIENCE:
they (regulator/ANSP/management) don’t listen to us (AIS)
they (data originator) won’t respond to verification requests (AIS)
the military don’t care – they just do what they want (AIS)
we’re going to publish anyway (AIS)
no law says we have to comply (airport operator – data originator)

DRAFT Action Item:
Regulatory Support for Aeronautical Information Services (AIS)
Recognizing the critical importance of quality‐managed aeronautical information forthe safety and efficiency of air navigation, the Conference urgesStates/Administrations to:1. examine and update where necessary the relevant primary legislation and aviationoperating regulations to ensure that all originators and publishers of aeronautical dataare required to comply with the Annex 15 standards and recommended practices, and PANS‐AIM procedures for the promulgation and quality management ofaeronautical information; and2. take all necessary steps to develop collaborative understanding andimplementation of AIS requirements among all stakeholders in the aeronautical datachain

Outcomes of AIM Transition Workshop
52
Held in parallel to DGCA/55 Conference, 22 to 24 October 2018 Considerations for DGCA/55 – Barriers to Successful Implementation
Lack of Policy, Regulation and Regulatory Guidance Lack of understanding at senior decision-making level of the importance of the
AIS to the State/organization, and its significance to all fields of air navigation AIS wants to deliver, but there’s a lack of regulatory support Lack of understanding of the need for transition to the digital world (AIM)
Lack of understanding at senior level of the relevant Annexes, and of the ICAORoadmap Need for education of senior managers/decision-makers
Outcomes of AIM Transition Workshop
53
Considerations for DGCA/55 – Barriers to Successful Implementation Need for investment in human resources
Senior leadership view of AIS as a profession – perceptions that it doesn’trequire a high level of skills
Transition to AIM has changed the competency requirements for AIS officers Need for resources to be applied to recruitment and training Need for more focus on operational training Need for personnel sent overseas for AIS/AIM training to train others on return Need for the profile and rewards of AIS vocations, and its status within the
State aviation apparatus, to be elevated to reflect its true significance and toattract and retain qualified talent – to build and retain capability.
Outcomes of AIM Transition Workshop
54
Considerations for DGCA/55 – Barriers to Successful Implementation Need for sharing of knowledge and experience
Meeting once per year at ICAO Regional TF is insufficient for knowledgesharing
Need more frequent bi-lateral or multi-lateral cross-border information andexperience sharing with other States’ AIS
Uncooperative participants in the aeronautical data chain In many States there’s poorly enforced regulation, or no regulation at all,
compelling aeronautical data originators to comply with AIS requirements (ICAOSARPS and PANS)
Outcomes of AIM Transition Workshop
55
Considerations for DGCA/55 – Barriers to Successful Implementation Fundamental Issue
Aeronautical Information managed and published by the AIS underpins everyaspect of air navigation
Without quality-managed aeronautical information, all dependent projects are atrisk.
Example: Poor quality AIS = no PBN.
