1. Aim and Tasks of the Master’s Study ProgramThe strategic aim of academic study program is to provide theoretical knowledge and develop research skills to prepare for independent research in the chosen scientific field.

The aim of the Masters Program – “International Relations” is to prepare highly qualified specialists in international relations who would be able to do scientific research and make analyses and evaluation of the international processes at both global and regional level.

The topicality of the Master’s Study Program is determined by trends in contemporary European and word’s politics, changes in the world’s political situation, integration of the countries which have regained independence after the collapse of the social system into global politics at a new quality level, necessity to resolve practical problems of Latvia’s domestic and foreign affairs grounding them on the results of the theoretical research. The actuality of the Program is emphasized by the necessity to develop a stable political international and regional system, as well as the strategic aim of the Baltic States including Latvia is to use political and economic opportunities provided by the European Union and NATO.

The tasks of the Masters Program are: to give theoretical knowledge on tendencies and influences of the development of

international politics; to give knowledge on actual problems of political economy of the European Union and

the world; to give knowledge on the defining process of international politics in Latvia, comparison

of this process with the European and the world countries; to evaluate Latvia’s and other Baltic States’ place in the EU political and social space in

future; to develop skills to do independent scientific research grounded on modern methodical

and methodological principles; to develop critical thinking and ability to foresee the development of political processes,

develop skills for analysis of alternative situations; to prepare for doctoral studies, enhancing positive motivation for obtaining PhD degree

The Master’s Study Program has been developed by examining and analysing the programs on international relations offered by the EU and the USA universities and it complies with the requirements of the State Academic Education Standard.

2. Organization of the Study ProgramThe Master’s study programme is designed for full-time students and is realized in 4 semesters (2 academic years). It consists of theoretical courses and the Master’s Paper. To graduate successfully students have to attend all theoretical courses, pass examinations, prepare and defend required projects, course papers and the Master’s Paper. For the latter the 4th semester is envisaged.

The teaching process is organized according to module system, implying students’ active independent work and involvement of the famous Latvian and foreign experts of the field. On average students complete 4 subjects in a semester. The volume of the study programme is translated into credit points. For each module student receives 5 credit points. The total volume of the Master’s Study Program is 80 credit points, including 60 credit points or 75% for theoretical courses (A and B part) and 20 credit points (25%) for working out and defending the Master’s Paper. Credit points are given for each completed subject if the evaluation at the of subject is positive. The study program consists of two parts: A part - core subjects and B part – electives. The theoretical part of the Master’s Program focuses on the fundamental theories and research in the field of politics as well as mastering of latest cognitions and discourses in politics.

At the end of the second year, students work out a scientific project – the Master’s Paper which consists of 60-80 pages. The Master’s Paper is a research work which discusses original issues of the field as well as comprises independent scientific conclusions and suggestions. During the studies students develop research skills that would allow them to carry out independent researches and they also accumulate experience by working out an individual projects on the topics given or coordinated with the teacher. In this process students are required to learn and adhere to the basic principles of research work – use various sources in Latvian and foreign languages, to develop accurate and correct structure of the research work and list of sources.

The Study Program corresponds to the aims and tasks of the Riga Stradins University. It provides the graduates of the Faculty of European Studies with opportunity to continue their studies to obtain Master’s Degree and raise their qualification by obtaining Degree of Master’s in International Relations. It means that succession of the study programs will be ensured which will positively affect the development of the Faculty of European Studies in future. Necessity of the Program also can be explained by the transition from 4 year study programs to 3 year study programs. Majority of the students studying in the Bachelor’s Program would like to continue their studies at the Master’s program due to the competent and experienced teachers who have a good mastery of the subject and are able to provide sophisticated learning experience. For the Degree of Master’s in International Relations the graduates from other Latvia’s universities who take interest in integration processes in the world and problems of the European Union and Central and East Europe are eligible. Alumni of Master’s Study Program are prepared to continue their studies in the Doctoral Program of the RSU Faculty of European Studies as well as in other universities. They will be able to use their knowledge to develop and convene subjects for the Bachelor’s Study Program.

3. The Practical Realization of Master’s Study ProgramTeaching forms and methods. The main teaching form of the study program is lectures which make 60% of the total number of contact hours in which according to the study programme and the subject content the teaching materials, seminars, practical classes (making 40% of the total number of contact hours) are provided as well as students’ independent work is included in it. The following teaching methods are used in the programme: concretisation of theoretical knowledge the students master at seminars, analysis of dilemma situations, tests, home assignments, working out the course papers and individual and group projects. Particular focus is put on students’ independent work – analysis of literature, essay writing for seminars, working

out of reports and individual projects. In this process the teachers take the role of consultant, expert and supervisor.

The teaching methods aim to develop students’ skills to analyze crosswise political situations applying theoretical knowledge and logically assess the prospective development of events in the future. Much attention is paid to students’ independent work that is directed to the mastering and analysis of scientific literature, writing summaries and essays per each lecture and seminar, preparation of papers and projects as well as course papers. The task of teachers is to help the students organize independent work if necessary to consult and supervise. There are 5 hours for consultation in each module envisaged. Each academic course will be provided with a detailed course description which contains accurate information about the course topics, teacher’s requirements, core literature and themes of the assignments. In order to facilitate the mastering of the material, copies of the books from the course literature list will be provided. Teachers mostly are available also apart from the consultation hours. The Master’s Study Program “International Relations” has clearly defined the procedure with the students who have not submitted the assignments and are lagging behind. Catching up procedure takes place according to the Instruction about the Studies at the RSU. Students who are lagging behind are allowed to catch up with the subject assignments during the schooling year. In August, teachers of the Department work with those students who have not finished the course and have an academic debt. Students are informed about their academic debt and if necessary the Department ensures them additional consultations.

The scientific experience and activities of the academic staff involved in the realisation of the study program (look for the detailed description of the academic staff in the Chapter 7) allows ensuring a meaningful learning process and reciprocal integration of scientific and academic process. It must be admitted that there is a lack of the well-qualified teachers for certain courses in Latvia therefore foreign lecturers were invited to give the course or our teachers were stimulated to work out the necessary courses. It must be taken into account that the political science in Latvia started to develop after the regaining of independence in 1991 and the lack of the experts in the field is noticeable. There is a lack of the well-qualified teachers on subjects related to the EU problems.

Department of the Political Science is aware of the necessity to ensure several enhancements to perfect the Study Program: to continue to improve the study process by putting into practice students’ suggestions and proposals, introduce new subjects in the B part (compulsory electives), continue cooperation with visiting scholars and guest lecturers to get students familiar with the experience and practice from similar study programs, to foster the academic experts to develop practical courses with the aim to train experts in foreign policy as analysts and practitioners. One of the indicators of the academic life of university is the level of involvement of students in various extra-curricular activities both academic and social. One of the very important and potential activities is involvement of students in the research projects carried out by the Faculty and Department. At the moment students of the Master’s Study Program are exploiting and actively using the opportunities which are offered by the international institutions which develop projects in Latvia and other countries. Students have participated and are planning to participate in the Conference of Students Scientific Research Papers organized by the Faculty of European Studies as well as public and scientific events in Latvia (for instance, academic events organized by the Latvian Transatlantic organization and the Ministry of Foreign Affairs) and abroad (for instance, academic workshops in Georgia in November 2008, Summer Institute organised by the

Institute of Foreign Affairs of Germany in July 2009 and working seminars on EU-Russia relations at Tartu University in August 2009).

4. System of assessment and evaluationThe system of assessment and evaluation is worked out in accordance with the Instruction about the Studies at the RSU and for each course the course description is provided. The knowledge and skills are evaluated according to 10 point system which allows to give objective evaluation. In all study programs of the Faculty the students’ work, knowledge and skills are evaluated by accumulating the average mark. The final mark is calculated out of the total of all the marks received at the seminars, tutorials, essays, reports, and examination. This system of evaluation prevents students from learning shortly before exam and motivates them to learn systematically throughout the semester.

The system of evaluation is given in the course description of each subject. At the beginning of every module students get acquainted with the assessment criteria. The knowledge is evaluated according to 10 point system where 4 is the lowest mark and the final mark is calculated out of the total of all the marks received.

The assessment is done taking into account the following points:1. Attendance of lectures and seminars, participation and excellence of knowledge in

seminars and tests;2. Written assignments – essays in which students give critical analysis of scientific

papers, provide their opinion;3. Report or an individual project. The aim of the report in to develop the ability of

students to analyze and identify the essence of the basic problem of the theme, to estimate alternative opinions, to find solution to the problem.

4. Examination. The examination schedule is worked out in accordance with the terms of the whole study process - at the end of the study course.

5. The perspective evaluation of the Study Program from the perspective of the interests of Latvia and international community

Academic Master’s Study Program “International Relations” corresponds to the Standard of Academic Higher Education (approved 3 January 2002).

The academic Master’s Study Program “International Relations” is worked out in accordance with the 4th level state Standard of Academic Higher Education with the qualification level No.6. The program aims to train highly qualified specialists in political science who will be able to do scientific research with the aim to use these results in practical work, analyze and evaluate the dynamic changes in political field of Europe and Latvia.

The content of the study program allows reaching the established objectives. The volume of the Master’s Study Program is 80 credit points (according to the Standard) including 20 points for the Master’s Paper. Duration of the full-time studies is 4 semesters (not set in the Standard). Master’s Study Program consists of the compulsory part – 40 credit points (the Standard implies not less than 30 credit points), Master’s Paper – 20 points and the compulsory elective part – 20 credit points (the Standard implies not less than 15 credit points).

On completion of the program students are conferred the Degree of Master of Social Sciences in International Relations (code 45310).

The substance of the Master’s Study Program is determined by the modern tendencies in political integration, changes in the global politics, necessity to solve international and domestic problems using the results of theoretical researches. The actuality of the program is strengthened by the necessity to promote the growth of the democratic institutions and the civic society in Latvia, to develop a stable political system and to fulfil the strategic aim of Latvia and the other Baltic States – to use the political and economic opportunities provided by NATO and the EU.

The problem that is faced is the lack of highly qualified experts in Latvia’s universities and research centres who could work out and teach new courses on global politics, European integration and regionalisation and the problems of international politics of the Baltic States, participate in international scientific and practical projects. Latvia’s people who are interested in acquiring the knowledge on these topics are forced to seek for leaning opportunities in the foreign countries. As a result having graduated they often choose to seek for job opportunities there and stay in those countries. This leads to the loss of the qualified and competitive labour force. That creates necessity to develop academic programs which would improve the training of the qualified specialists in international relations and European studies. Academically trained specialists will become a potential staff for academic and scientific institutions able to promote integration process working and governmental and the EU institutions.

Comparison of the Master’s Study Program with the similar programs offered by other universities of Latvia. There is only one Master’s study program in International Relations available in Latvia (Master’s study program in International Relations offered by the University of Latvia, Faculty of Economics and Management). This program deals with analysis of economic and juridical processes and confers the Degree of Master of Economics in International Relations and the Degree of Master of Law in International Relations. The issues of international relations as a part of curriculum are also offered by the UL Faculty of Social Sciences Master’s Program of Political Science. Apart from the differences of content there are also differences in the organizational part of the studies. RSU has system of modules while the duration of the UL courses is a semester. Another difference observed is the amount of independent work. The RSU assignments cover markedly bigger amount of work which is reflected in the students’ essays on the topics included in the course syllabus.

The Master’s Study Program includes the theoretical courses on the specificities of international political processes in the world, Europe and the Baltic region. A special attention is paid to the analysis of the political processes, its quantitative models and their practical application. On completion of the Study Program the students will be knowledgeable on the issues of the international politics of the world, Europe and Latvia. They will be able to do analysis of comparing politics. It will help to increase the competitiveness of the experts in both the domestic and international labour market and they will be required in Latvia as they will be able to give consultations to the EU institutions. Taking into consideration the arguments mentioned above the Master’s Study Program “International Relations” developed by the Riga Stradins University Faculty of European Studies can be evaluated positively and can meet the interests of both the state of Latvia and international community.

6. Comparison of the Master’s Study Program with the similar programs of the foreign universities

Comparison with the Master’s study program of the University of Birmingham. University of Birmingham is one of the most famous social sciences research and teaching centres in the Great Britain. Russian and Eastern European teaching centre of University of Birmingham offers academic Master’s study program in social sciences “International Relations”. The objective of the study program is to train highly qualified specialists who are competent in international relations. One academic year is envisaged for the realization of the program. The volume of the program is 180 credit points. Students are offered compulsory courses in international politics and history, methodological research courses and compulsory electives. The study program includes courses in international problems. 60 credit points are scheduled for working out and defending the Master’s Paper .

Master’s study program for the students of the Faculty of European Studies is partly alike in its content with that of the University of Birmingham’s. However, it includes courses which deal with the actualities of Latvia and other Eastern European countries in aspects of regional policy - Russia and the European Union, Germany’s politics, regionalization, The European Union, the EU and its new member states.

Comparison with Master’s study program in Central European University. Central European University is one of the most prestigious universities in the central Europe. Its Faculty of Political Sciences offers Master’s study program “International Relations and European studies”. The aim of the study program is firstly, to train lecturers in international relations and, secondly, specialists who are planning to become policy makers, public administration employees or experts in the respective field in their own countries. The length of the training course is 10 months. The volume of the program is 32 credit points. A part of the courses include basic subjects (they comprise analytical and empirical base of the program). According to the program, the courses of theoretical analysis are followed by empirical ones on global, regional and home politics. Similar to the RSU Master’s degree study program, also in the study program of Central European University in the first semester students develop profound theoretical, methodological and analytical skills. In Budapest University the main accent is on the theoretical aspects of the international relations and analysis of empirical materials with the focus on interdisciplinary approach integrating research and teaching standards of the USA and Europe with the needs of students from the post-communist countries. In the second semester, students focus on the empirical issues. 8 credit points are scheduled for working out and defending the Master’s Paper.

The Master’s study program of the Faculty of the European studies to the great extent corresponds to the Master’s study program of the Central European University. Although the CEU offers a wider range of courses the methodological and theoretical courses included into the programme of the Faculty of European studies are more detailed and profound than those in Central European University. Electives are directed to the problem analysis of the Baltic States and the regions actual to Latvia.

7. Students of the Master’s Study ProgramEntrance to the Master’s Degree courses in International Relations is open to graduates with a Degree of Bachelor of Social Sciences. The applicants having the Degree of Bachelor of other specialities of the social sciences have to complete special RSU Preparatory Courses designed for the applicants of the Master’s Study Programme and have to submit a certificate. Selection of the candidates for the Master’s study programme “International Relations” (applications for admission will be considered) is held as a competition procedure. The total score consists of the average mark from Bachelor’s Diploma, mark in the English Language and the evaluation of the essay where the candidates are supposed to give positive motivation with regard to the acquisition of the programme and obtaining the academic Degree of Master in “International Relations”. Foreign students must have education equalised to the Degree of Bachelor in Latvia. The correspondence of diploma is determined by the experts of the Academic Information Centre.

In 2006, 16 students were admitted out of whom 8 students had graduated from the RSU. In 2008 12 students graduated with the master degree in International Relations. In 2007, 21 students were admitted out of whom 13 had graduated from the RSU. In February 2009, 13 students were allowed to elaborate master degree thesis. In 2008, 16 students (6 RSU graduates) were immatriculated. Alongside RSU graduates, master degree progam has attracted graduates from the University of Latvia, Academy of Culture, Vidzeme University College and Ventspils University College.

Thus the University offers learning opportunities to the graduates from different universities of Latvia. Majority of them employed in the governmental institutions admit that the knowledge acquired at the Master’s Study Program has enhanced their professional growth. Students’ suggestions have been taken into consideration in the process of development of the course content and promoting the quality of the study process.

In order to become aware of the students’ interests and to work towards the improvement of learning process an enquiry was carried out on both the study process in general and the particular teachers and courses. Thus the feedback of the students is ensured. At the end of each module students are surveyed in order to find out how successful the teaching has been and to identify directions that need improvement. The results obtained are analysed and they are taken into consideration in the process of organisation of the study process.

The students are satisfied with the module system. As an advantage of it the students have pointed out the examinations which take place at the end of the module. It has been stressed that taking the examinations at the end of the semester is an ineffective way of knowledge testing

since students do learning twice a year. Applying the module system excludes such practice and students are bound to learn throughout the year. In addition, they get used to take exams regularly. This system prevents the big stress which is typical during the examination period. The module system envisages that full attention is devoted to each subject and it is acquired intensively. Students consider that the module system ensures more effective learning.

Another reason why the module system is considered to be effective is the clear structure of the course and the course requirement (provided in the course description). It aims to develop a habit of doing regular learning by acquiring the material gradually. In addition, the acquisition of the new material takes place independently. As an advantage can also be regarded the opportunity to learn the subject content fast and the course is not dragged out. The subject content is concise and it is easy to relate it with other subjects. Each sixth week a new topic is started and it helps to maintain the students’ constant interest in studies and avoids routine. Besides, the module system allows an involvement of foreign teachers for a short period (2-5 weeks).

The drawbacks of the module system are the intensified study process and lack of time. Occasionally students point out that a module is too short period of time for subject acquisition and learning takes place in a hurry. Another minus being mention by students is the big amount of materials that need to be covered in a short period of time.

According to the 2007/2008 survey on subject quality of the Master’s Study Program “International Relations” the courses and teachers have been assessed positively (6.4 points in 7 point system). Almost all students think that teachers encourage them to express themselves, students admit that teachers are understanding and interested. Several teachers have been praised for creative approach in teaching the subject matter. Also learning environment – rooms, equipment have been assessed as sufficient and satisfactory.

8. The academic staff, their qualification and professionalismThe realization of the Programme is guaranteed by the participation of highly qualified specialists in the Study Program.

The academic staff consists of 11 teachers. 7 are Doctors of Science including one professor, two associated professors, the rest of teachers are assistant professors un lecturers with considerable working experience. The total number of the teachers involved in the Study Program on permanent basis is 7 which makes approximately 63% of all teachers involved in the Study Program. On the whole the teachers have academic background, expertise and experience that allow them to work in the Study Program.

Teachers do researches on regular basis in their fields of science. Their academic activities also include participation in seminars and conferences in Latvia and in foreign countries, publication of articles in Latvian and foreign serials as well as participation in the scientific projects which are financed by foreign institutions or Scientific Council of Latvia and ministries.

Teachers of the Faculty of European Studies involved in the Master’s Study Program do research in following fields:

There is awareness of the necessity for highly qualified and competent university level academic staff in order to reach the aims set by the program and to ensure acquisition of necessary research skills, theoretical knowledge and competences. Politics of the selection, training and development of academic staff for the next six years includes regular participation in the scientific research, in the seminars and conferences. Teachers who haven’t obtained the PhD (Spolītis, Bērziņš, Svece) are studying in the Doctoral Programs (University of Helsinki and the University of Latvia). In 2010 Spolītis plans to defend his Doctoral thesis.

Other improvements include: increasing the number of permanent academic staff of the Department of Political Science; meaningful involvement of new doctors in the academic and research work; improvement and variation of teaching methods; visiting colleagues classes and promotion of communication on pedagogical issues among the teachers of the Department; ensuring the participation of the academic staff of the Department in methodological and scientific seminars outside the RSU.

9. Financial Sources and technical and methodological provisionStudies at the Master’s Program of the RSU FES Department of Political Science are paid studies. A tuition fee for academic year 2006/2007 was Ls 850. As the expenses of the realisation of the Master’s Program have been growing so is the tuition fee of the Study Program: in academic year 2007/2008 – Ls 950, in year 2008/2009 Ls 1045 (for the second year) and Ls 1250 (for the first year). 2009/2010 it is planned to remain on the same level.

The University ensures students with a well – organized study process: well-equipped classrooms, up-to-date library, modern computers and the Internet Classrooms. The library has a large book and serial collection in social sciences to support the course and research needs of students. However, there is a necessity to increase the number of materials available for students in the library. There is also access to a wide range of international scientific serials which partly compensates the limited number of books. Internet is broadly used among all scientific sources. Electronic information data bases like EBSCO and ProQuest are available for students. Information Centre also provides computers which are located at the library. The Information Centre opens at 9.00 and closes at 21.00. Apart from that there are also 3 Internet Classrooms with 37 computers. Teachers use materials from the Internet to prepare lectures for the courses and include the Internet sources in the list of compulsory readings. Using Internet sources is particularly important in analytical courses as it allows relating theories with the newest empirical data.

Classrooms are equipped with overhead projectors and whiteboards. Video equipment is available on teachers’ request. Students use computers of the Information centre that is located at the library of RSU. European standard library and the informative resources on politics, economy, business management, and law are available there. Academic staff of the Department does scientific research on regular basis and takes active part in different projects with scientific and practical disposition involving the students of the Master’s study programme.

Necessary improvements include: to increase the number of computers accessible to students in the Information Centre and Computer Class as the member of students increase year by year, to improve cooperation between the library and staff lecturers in ordering new teaching and scientific materials, to cooperate actively with different international funds to provide lecturers and students with indispensable modern scientific and teaching materials.

10. External relationsExternal relations in Latvia and internationally are regarded as a crucial and inevitable element in the development of the content and quality of the International Relations Program. Cooperation at individual and institutional level has been carried out. Teachers from other universities (Latvia University, Academy of Police, Bank College) are involved in the Program. There is exchange of information among the universities on the scientific events where the students of the Program can take part. Department of Political Science on the whole and Bachelor’s and Master’s Programs in particular have extended cooperation with the Ministry of Foreign Affairs. The Ministry and RSU have concluded an agreement on cooperation. Common events take place between the institutions, a considerable number of students continue their professional careers in the Ministry and RSU teachers deliver classes to the new diplomats of the Ministry.

International cooperation has also been carried out. A wide range of visiting scholars from the foreign countries have delivered lectures on the wide range of important topics: development cooperation (Dr. Helen O’Neill, University of Dublin), sustainable economic development (Dr. Elmar Rompcyk, head of the Eberth Fund in the Baltic States, Germany), contacts of civilisations (Dr.Zahid Bukhari, University of Georgetown, USA), EU-Russia relations (Economist journalist Edward Lucas, Carnegie Center director Dmitri Trenin), Turkish identity and foreign policy (Dr.Tanju Tosun EGE University, Turkey). Both students and teachers take active part in the international conferences and EU exchange programs. There is an advancement of raising awareness of the opportunities for cooperation between the Latvia and EU in the Master’s study programs of political science and international relations.

Thus particular areas of improvement are identified: it is necessary for the Department of Political Science to develop cooperation with relative institutions abroad to compare and improve the Study Program, to further involvement of qualified foreign specialists into the teaching process, to further exchange of students and lecturers from the RSU with foreign universities and practical studies in the equivalent programs, to promote cooperation of the teachers and doctoral students of the Study Program and institutions abroad in projects with scientific disposition.

11. Development Plan of the Study ProgramThere are several activities designed for the successful development of the Master’s Study Program “International Relations”:

1. Ensure knowledge on the theories of political science and political processes.15

2. Improve the range of pedagogic methods.

3. Continue to improve the structure of the Study Program putting particular focus on the subjects which deal with the political processes in the world.

4. Continue cooperation with foreign teachers who give lectures on the subjects where there are no teachers in Latvia.

5. Facilitate increasing of the number of sources for the course and research needs.

6. Ensure participation of the academic staff in various methodological and scientific seminars in RSU and outside it.

The Long-term Development Plan comprises several directions of development:

1. Promote teachers and students involvement in various research activities especially those related to political science.

2. Introduce research results to the vast audiences

3. Enhance students ability to adopt to the changing needs of labour market

4. Develop and enlarge scientific and methodological cooperation with universities of Latvia and foreign universities.

5. Cooperate with employers in setting the direction of the practical research needs.

6. Promote supplementing of the RSU library with indispensable modern scientific and teaching materials on politics and international relations (including the articles written by the teachers).

The crucial elements of the development of Latvia in the 21st century is enhancement of educated labour force, investments in the human resource, motivation of society for acquiring new knowledge to ensure competitive economics in the era of globalisation. The higher education is to meet the increasing needs of the science of politics and international relations which demand a good mastery of the problems of the field. It is necessary for the new specialists to be able to successfully work in both public institutions and organisations of Latvia and private organisations, successfully defend Latvia’s interests in the global political arena and develop productive cooperation. It must be particularly stressed in connection with Latvia’s joining the European Union and NATO. Students must be given opportunity to acquire education, skills and qualification necessary for competitiveness in the labour market. Employers very often regard the skills being too narrow for practical non-standard activities and require competence which comprises individual skills developed through education, ability to work in team, initiative and taking responsibility. It becomes clear that subjective qualities (given by nature and developed by nurture) in combination with academic knowledge will make up the necessary competence of prospective specialists.

To provide the analytic tools in order to understand and analysis the dynamic of the nowadays process of globalisation, dealing with its changes and challenges, focusing on international economic relations and international political economy.

Tasks of study program –The course objectives are to help the students to understand:a) The theoretical basis of the nowadays political

economic system and the main theoretic approaches – liberalism, Keynesianism, institutionalism and their variations;

b) The role of the State’s policies in the economic process, internally and in internationally;

c) the main models of market based economies, which are present in almost all world’s countries;

d) the economic crisis of socialism and its fall; the process of transition and its specificities (also in Latvia);

e) the determinants of the process of globalisation, its essence and expressions, as the movements of anti-

To teach students the theoretical roots and present dynamics of regionalization in Europe. Regionalization is a relatively new phenomenon in the international relations literature, therefore the course is based on discussion of the case studies in the Baltic Sea region.

ADMISSION REQUIREMENTS FOR THE ACADEMIC MASTER’S STUDY PROGRAMS

1. Applicants for studies in Riga Stradins University (further – RSU) Faculty of

European Studies are admitted in following Academic Master’s Study Programs to obtain Degree of Master’s in Social Sciences:

Political Science; Sociology; International Relations.

2. Studies at the RSU Faculty of European Studies are accomplished in accordance

with the Contract about Studies.

3. To be eligible for studies in Academic Master’s Study programs in Faculty

of European Studies the applicants must be citizens and residents of the Republic of Latvia, citizens of the European Union and their children having the Degree of Bachelor of Social sciences in

Sociology and Communication Science who have completed the competition and signed the Contract about Studies.

4. Applicants having the Degree of Bachelor in Human Sciences or another speciality of the Social Sciences not mentioned in the Admission Requirement are obliged to complete the preparatory course and entrance examination to be eligible to apply for the Master’s Study Program.

5. Applicants from foreign countries must have obtained education equal to the Degree of Bachelor in Latvia. Relevance of diploma is determined by the experts of the Academic Information Centre.

6. Applicants for the Master’s Study program at the Faculty of the European Studies have to submit the following documents in the state language (documents in foreign languages must be legalised according to laws and regulations (5th October,1961 Convention on the Abolishment of the Claim on Legalisation of Foreign Public Documents) and must be added to the regulations (22nd August, 2000 Rules of the Cabinet of Minister No 291 “Procedure of the Approval of the Translations of Documents in the State Language”) according to the procedure):

6.1. an application to the Rector (on the form);6.2. a copy of the passport (the original must be shown);6.3. four identical photos (3x4 cm);6.4. a copy of the Academic Master’s Diploma (the original

must be shown) and the copy of the appendix of the diploma (the original must be shown);

6.5. applicants having the Degree of Bachelor in Human Sciences or another speciality of the Social Sciences not included in the Admission Requirement – the document of the completion of the Preparatory Course;

6.6. for orphans - a copy of the orphan’s certification from Ministry of the Welfare (the original must be shown);

6.7. for militaries - the copy of the military service certificate (the original must be shown) if the applicant is retired less than two years ago.

7. When applying for the studies the passport must be shown by its holder and the entrance payment at the registration of documents must be done at the cash-desk of the RSU. The entrance payment is determined by the Instruction of the Rector.

8. Submitted documents are returned to the applicants who are not matriculated according to the motivated application of the applicant.

9. Entrance payment is not returned to the applicants.

10. Selection of applicants to the Academic Master’s Study Programs in the Political Science and Sociology is held as the competition procedure.

11. Total score consists of:

11.1. the average mark of the Bachelor’s diploma;11.2. evaluation of one of the foreign language

knowledge (English, German, French) – the international language test completed within last two years or examination mark from the appendix of Bachelor’s diploma;11.3. the assessment of the entrance interview is

scored in 10 points.

12. Time of the documents registration and interviews is determined by the RSU Admission Committee.

13. Applicants who have received the low assessment in the interview (less than 4 points) are not matriculated.

14. Applicants have right to submit the notice of appeal on the day of learning the results or within three days after it.

15. Appeals are considered in accordance with RSU Procedure Description No 4 – Consideration of the Appeals of the Applicants. Complaint on the Appeal Committee must be submitted to the Rector (final decision).

16. Results of the competition are announced within one week after the end of submitting process of the admission documents.

17. If the score are identical those applicants who have the highest evaluation in the interview will be selected.

18. Applicants are admitted after having passed the entrance examination, standing the competition and signed the Contract about Studies.

19. Admission Committee has right to announce the additional admission in the Academic Master’s Study Programs in August and September.

20. All questions concerned the admission which is not included in the Regulations of the Republic of Latvia or Admission Requirements are considered by the Admission Committee of RSU.
