1 Developing Leaders’ Day As part of AIESEC’s National Conference- Discover 2012 Venue: Hong Kong University of Science and Technology Time: November 3rd, 2012 10:00am - 6:00pm (For non-conference delegates) 10:00am - 8:30pm (For conference delegates) Discover 2012 is the first and the largest seasonal conference for session 2012-13 of AIESEC Hong Kong which will be held on 2nd - 4th November 2012. Over 280 students from 7 universities and 40 international AIESEC members from more than 10 countries will jointly participate in this 3-day conference with the goal to leverage exter- nal resources for students’ learning & develop- ment, as well as to provide a platform for discov- ering more about themselves and their relevance to our society. Developing Leaders’ Day is one of the highlights in Discover 2012. It is a unique occasion which brings together young talented individuals and business and civil society leaders to exchange views on social issues under the annual theme of “Hong Kong Future 2022 – Humanity & Happiness in a Green Globe” The day has been designed for current and future leaders to learn from each other through interactive workshops, simulation and panel discussions. Opening SpeechMr Paul Tang Kwok-wai, JP, Secretary for the Civil Service

Mr Tang, 56, joined the Administrative Service in October 1978 and rose to the rank of Administrative Officer Staff Grade A1 in April 2008.

Mr Tang has served in various bureau and departments including the Home Affairs Department, the former Social Services Branch, the former City and New Territories Administration, the former Urban Services Department, the former Lands and Works Branch, the former New Airport Projects Co-ordina-tion Office, the former Chief Secretary’s Office Administration Wing, and the Secretariat of the Standing Commission on Civil Service Salaries and

Conditions of Service. He was Deputy Secretary for the Environment and Food from January 2000 to April 2001, Deputy Secretary for Transport (later renamed Deputy Secretary for the Environment, Transport and Works) from May 2001 to October 2003, and Director of Social Welfare from November 2003 to March 2007. Mr Tang was appointed as Permanent Secretary for Economic Development and Labour (Labour)/Commissioner for Labour in April 2007 until June 2007.

After the re-organisation of the Government Secretariat in July 2007, Mr Tang served as Permanent Secretary for Labour and Welfare until June 2012.

Keynote Speech:“Hong Kong - the Golden 5 Years (2010 - 2014) and the Decline that may follow...?”

Mr. Franklin Lam will address the unprecedented inflow of opportunities in the immediate few years and the danger for Hong Kong if we fail to anchor these opportunities and let them slip away to into the hands of our competing neighbors.

The record-breaking influx of business opportuni-ties, people, and capital into Hong Kong has led to soaring property prices across all segments of the market, from residential to retail to office proper-ties. Instead of focusing on building new capacity of offices, hospitals, universities etc, we are resist-ing such inflows. Against such influx of opportu-nities, the inability of supply factors to increase

will result in structural inflation and cause political problems.

Hong Kong stands at the gate of yet another big challenge. How the local community rises to these challenges in the golden years of high economic growth in the region will have great impacts on the vitality of Hong Kong economy, the employment market, and ultimately the long run economic prosperity. What Hong Kong choos-es to do in the immediate 5 years will define the next 50. Mr. Franklin Lam will share his thoughts on this unprecedented development and how Hong Kong can leverage on these opportunities.

Mr. Franklin Lam founded HKGolden50, an independent and non-profit re-search platform with the mission to encourage awareness, discussion and ownership of Hong Kong’s Golden 5 Years’ (2010-2014) challenge. Prior to this, Mr. Lam was the Senior Portfolio Manager with UBS Global Asset Man-agement in Hong Kong. He joined UBS in 1997 as Head of Regional Property at UBS Securities Asia, UBS Investment Bank. He has headed Asian property research since 1990. He also held management responsibilities at UBS as the Head of Hong Kong Equities.

Franklin has been rated top Hong Kong researcher and Asian property researcher for well over a dec-ade by a number of professional fund managers’ poll, including the Institutional Investors magazine. He served as a member of the Hong Kong Government’s Central Policy Unit during the period of the Asian financial crisis. He is a Chartered Accountant in the UK and holds a B.A. degree in Economics and Finance from the University of Manchester.
