AbOUT THE DATA

This report provides an overview of statehealth insurance facts that should e ofinterest to state health policy leaders andother health policymakers. Key indicatorsare presented for each state, the District ofColumia, and the United States, and coversuch topics as private health insurancecoverage and premiums, jos and wages inthe insurance industry, premium taxes paidy insurance companies, and data on theuninsured and Medicaid.

All information contained in this report wascompiled y Americas Health InsurancePlans Center for Policy and Research frompulicly availale sources. In states wheredata were not availale for a particular

indicator, the notation N/A (not availale) islisted, followed y an explanatory endnote.

People with Private Health InsuranceCoverage/Fully-Insured vs. Self-Insured

The indicators for fully-insured and self-insured coverage reflect the type of coveragearrangement made y individuals employersfor group policies. A fully-insured plan is oneunder which an insurer or health plan ears

the financial responsiility of guaranteeingclaim payments and paying for all coveredenefits and administration. Fully- insuredplans are suject to state enefit laws andmandates, as well as premium taxes. Aself-insured health plan is one under whichan employer or other group sponsor, ratherthan a health plan or insurance company,is financially responsile for paying planexpenses, including claims made y groupplan memers. In general, self-insured plansare not suject to state enefit mandates orpremium taxes.

Total State Premium Taxes Collected fromInsurance Companies

It was not possile to compile state-leveldata on insurance premium taxes paid yhealth insurance companies alone. Moststate agencies do not distinguish among

different types of insurance companieswhen reporting premium taxes collected.Therefore, we chose to list the total premiumtaxes collected from all types of insurancecompanies in each state.

Jos in the Health Insurance Industry

The information on jos is derived from theU.S. Census bureau, using its dataase onthe North American Industry ClassificationSystem (NAICS). The dataase includestwo types of entities that account for theDirect Jos category in our report: DirectHealth and Medical Insurance Carriersand HMO Medical Carriers. Fourtypes of entities in the NAICS dataaseaccount for the Other Insurance-RelatedJos listed in our report: Insurancebrokers and Agents, ReinsuranceCarriers, Claims Adjusting, and Third-Party Administration of Insurance andPension Funds. NAICS definitions of eachof these categories are provided elow.The NAICS dataase does not indicate thepercent of Other Insurance Related Josthat are attriutale to health insuranceplans.

Direct Jos

Direct Health and Medical InsuranceCarriers: Estalishments primarily engagedin underwriting (i.e., assuming the risk andassigning premiums for health and medicalinsurance policies). This classification alsoincludes group hospitalization plans andHMO estalishments that provide healthand medical insurance policies withoutproviding health care services.

HMO Medical Carriers: Estalishmentswith physicians and other medical staffprimarily engaged in providing a rangeof outpatient medical services to HMO

suscriers with a focus generally onprimary health care. These estalishmentsare owned y the HMO. Included in thiscategory are HMO estalishments thatprovide health care services and underwritehealth and medical insurance policies.

Other Insurance-Related Jos

Insurance brokers and Agents:Estalishments primarily acting as agents

(i.e., rokers) in selling annuities andinsurance policies.

Reinsurance Carriers: Insurers primarilyengaged in assuming all or part of the riskassociated with existing insurance policiesoriginally underwritten y other insurancecarriers.

Claims Adjusting: Estalishments primarilyengaged in investigating, appraising, andsettling insurance claims.

Third-Party Administration of Insuranceand Pension Funds: Estalishments

primarily engaged in providing third-partyadministration services of insurance andpension funds, such as claims processingand other administrative services toinsurance carriers, employee-enefit plans,and self-insurance funds.

State Rankings

Each state page displays a ranking ofseveral health indicators. A list of theindicators and a description are providedelow:

Uninsured: States are ranked from lowestto highest, so that the state with the lowestuninsured rate is ranked as #1.

Average Annual Medicaid Payment perEnrollee: States are ranked from highestto lowest, so that the state with the highestaverage annual Medicaid payment isranked as #1.

Percent covered y private insurance:States are ranked from highest to lowest,so that the state with the highest rate ofindividuals covered y private insurance isranked #1.

Percent of employers offering healthinsurance: States are ranked from highestto lowest, so that the state with the highestpercentage of employers offering healthinsurance coverage is ranked as #1.
