§ Safety Audit of the Cascade St /
Hargrave St project has identified restricted sight distance for the Taylor St/Hargrave St intersection and indicated that the regulatory control of this intersection should be altered to improve pedestrian safety.
§ Provision of ‘Stop’ controls to
replace the existing ‘Give Way’ controls is considered to be a satisfactory means of improving pedestrian safety at these locations.
§ The existing signage on the northern
leg of this intersection is partially obstructed by signage belonging to the corner shop and as the bottom of the current ‘Give Way’ sign is 2.25 metres above the adjacent footpath, lowering the new ‘Stop Sign’ by 0.15 metre will greatly improve the visibility of this sign.

1. That as the parked vehicles on the

§ Safety Audit of the Cascade St /
Hargrave St Project states that the parking on the eastern side of Cascade Street between Hargrave Lane and Hargrave Street should be banned.
§ When questioned, the auditor indicated that this action would provide 2 lanes for vehicles and a dedicated bicycle lane going up the hill on this section of road, thereby removing conflict situations between bicycles and cars.
§ Concern was that vehicles driving up the inside of vehicles wanting to turn right into Gurner Street, would drive through the bike lane.
§ The removal of parking would require the bike lane to be installed adjacent to the kerb.
§ Restrictions would result in the loss of 3 car spaces and provide a perception of a much wider carriageway than is currently available, thereby encouraging a higher speed for vehicles.
§ The loss of parking and potential for higher speeds is not supported and the WTC is requested to support this recommendation.

Subject: KILMINSTER LANE, WOOLLAHRA – TRAFFIC CALMING Author: Frank Rotta – Traffic Engineer, Traffic & Transport File No: 267. Reason for Report: Provision of Traffic Calming in Kilminster Lane in vicinity of Elms
Reserve. Recommendation:
A. That a rubberised, low profile road hump and the associated signage be installed across
Kilminster Lane at the following locations:
1) 34 metres south of the southern kerb line of Queen Street.
2) 55 metres south of the southern kerb line of Queen Street. _______________________________________________________________________________ Background: A resident of the area in the vicinity of Elms Reserve has contacted Councillor David Shoebridge requesting the provision of traffic calming measures in Kilminster Lane in the vicinity of Elms Reserve. The resident reports that there have been a number of recent instances where children have nearly been run over in this lane and that vehicles speed in this lane. Existing Conditions: This section of Kilminster Lane is closed to through traffic approximately 90 metres south of Queen Street, Woollahra. There is a short stub section of Kilminster Lane which runs off the main section of the lane in an easterly direction for approximately 30 metres and Elms Reserve is located on the eastern side of the main section of the lane, midway between Queen Street and its closure. Elms Reserve has a children’s playground, is fenced and is used quite extensively by the young children of this area. Proposal: A site inspection earlier this year by Council Officers confirmed the usage of Elms Reserve by children and the usage of the street by vehicles which travel at higher speeds than they should in a street of this nature. In discussions between Councillor Shoebridge and Council officers, it was considered that two minor road humps, across Kilminster Lane, one at either side of Elms Reserve would sufficiently slow the traffic down to make motorists aware of the fact that children cross regularly at this location. The proposed product is marketed as a Rumble Strip and is used by the RTA on its some of its Motorway exits. Each strip is 1800mm long, 20mm high and 150mm in width. Due to the strip being manufactured from recycled rubber, the supplier claims that the noise produced by vehicles crossing the strip is minimal. A description of the proposed product is attached. It is intended that the standard signage designating the presence of a road hump will be installed as per the RTA standards Identification of Income & Expenditure: The installation of rumble strips at an estimated cost of $500 each will be costed against Council’s Block Grant for Traffic Facilities for signage

Consideration. Subject: MITCHELL ROAD, DARLING POINT – PROPOSED ANGLE

amount of available parking in the street. Recommendation:
A. That the 90 degree angle parking concept shown as Annexure C for Mitchell Road, Darling
Point be supported in principle. B. That Council consult with the residents of Mitchell Road and if the proposal is supported by a
majority of respondents, the proposed altered parking arrangements be implemented. _______________________________________________________________________________ Background: Complaints have recently been received from residents of Mitchell Road, Darling Point following Council Rangers booking a number of vehicles in this street on Mothers Day for parking at 45 degrees to the kerb, a practice that is currently followed in this street to maximise the amount of available street parking. Existing Conditions: The width of the Mitchell Road carriageway, varies from 8.75 metres in the section off Darling Point Road and widens to 10.6 metres in width for the remainder of the street. There is no angle parking currently signposted in the street and vehicles must therefore park ‘close and parallel’ as required by the Australian Road Rules. Council officers have investigated the street layout and a number of sketch plans are provided for the perusal of the Committee members. Annexure A shows the current situation and indicates the way vehicles should be parking. This shows a net yield of 26 available on-street car spaces in this street. Proposal: Annexure B provides for the 45 degree angle parking which appears to be favoured by the residents. However due to the width of available carriageway, any provision of angle parking on the northern side of Mitchell Road would require the banning of parking ( 6-7 spaces) on the southern side of the road to coincide with the extent of the angle parking. This scheme would provide a net yield of 27 on-street car spaces which is an increase of one (1) car space on the current scheme. Due to the available width, it was decided to investigate a third option, Annexure C which would allow 90 degree angle parking on the northern side of Mitchell Road where the carriageway width is 10.6 metres. This would require the banning of parking (10 spaces) on the southern side of the road to coincide with the extent of the angle parking and allow for an adequate width for 2 way travel lanes. This scheme would provide a net yield of 33 on-street car spaces which is an increase of seven (7) car spaces on the current scheme and is approximately equal to the number of spaces the residents are currently using, albeit illegally.

It is considered that the concept plan shown in Annexure C maximises the availability of on-street parking in Mitchell Road, Darling Point. Mitchell Road is not a through road and the manoeuvres required to park at 90 degrees on the northern side of Mitchell Road would not be onerous provided that parking was banned on the opposite side of the road. It is also considered that rear to kerb parking should be provided in this street to reduce the nuisance of headlight glare into the Etham Street residences which are just north of this section of Etham Street. It should be noted that it is considered that this scheme should only be introduced if residents in this street favour this scheme. As such, in principle approval is sought for the 90 degree parking concept shown in Annexure C prior to Council undertaking consultation with the residents of Mitchell Road, Darling Point. Identification of Income & Expenditure: The cost of signposting will be costed against Council’s Block Grant for Traffic Facilities. Annexures:

Subject: No.61 LIVERPOOL STREET, PADDINGTON - WORKS ZONE Author: Frank Rotta – Traffic Engineer, Traffic & Transport File No: 407.G Pt7 Reason for Report: Request for a Works Zone Recommendation: A. That approval be granted for a Works Zone to be temporarily installed for No.61 Liverpool
Street, Paddington. The length of the proposed Works Zone is 12 metres, and it is to be located on the eastern side of Liverpool Street across the frontage of this property from a point 25.7 metres north of the northern kerb line of Glenmore Road to a point 37.7 metres north of the northern kerb line in Glenmore Road and is subject to the following conditions:
i. Any directive provided by the NSW Police Department is to be complied with.
ii. The Works Zone is to operate between the hours of 7.00am-4.00pm Mon-Fri for a period of 12
weeks commencing 3 July, 2006. iii. Existing Resident Parking is to be maintained outside of the operational hours of the Works
Zone. iv. Suitable traffic control measures are to be put in place to manage truck movements to and
from the construction site. v. The applicant must ensure that the traffic lanes, footpaths and driveways, adjacent to the
Works Zone, remain free of obstruction at all times during the construction. vi. The applicant must inform Council’s Traffic Engineer when the project is completed and the
Works Zone can be removed.
vii. This Works Zone is in a residential area. The fee payable shall be in accordance with Council’s adopted fees and charges applying to the period for which the approval is given, and must be paid prior to the Works Zone being installed. Should the Works Zone be required for a shorter period, application may be made for a pro-rata refund.
viii. Failure to comply with any of these conditions may result in the cancellation of the Works Zone at Council’s discretion.
ix. Should the Works Zone be required for a period longer than the approved period, permission from the Director of Technical Services is required to extend the Works Zone.
x. Should the Works Zone be required for additional hours of operation on any particular day,
any amendment will require the approval of the Woollahra Traffic Committee. B. That the applicant notifies all adjacent residents and business owners by a letterbox drop of

Background: The applicant has requested that a Works Zone be installed in Liverpool Street, Paddington adjacent to No.61 Liverpool Street, Paddington. The applicant has requested that the Works Zone:
• Be 15 metres long and positioned across part of the property frontage.
• Operate Monday to Friday 7am – 4.00pm for a period of 12 weeks, and be in place from 3 July, 2006 to 29 September, 2006.

The existing conditions at the location of the proposed Work Zone are summarised as follows:
• Liverpool Street is a 2 way carriageway with a through lane in each direction and a parking lane
on each side of the road and forms a cul-de-sac at its intersection with McDonald Street. • Liverpool Street is a local road which is utilised by local residents. • Residents Parking exists at this location. Proposal: The Works Zone was requested to operate between the hours of 7.00am – 4.00pm Monday to Friday for a period of 12 weeks. The applicant has been advised that 15 metres is excessive and a reduction in the length of the Works Zone to 12 metres will reduce the loss of resident parking spaces. The applicant agreed to reduce the requested Works Zone to 12 metres. The Works Zone will result in the temporary loss of 2 resident parking spaces, however these spaces will be maintained outside of the Works Zone hours of operation. This will result in this parking being maintained in the evenings. The developer is to be made aware that should the Works Zone be required for a period longer than the approved period, permission from the Director of Technical Services is required to extend the Works Zone. 1. That the applicant be advised
that due to the restricted availability of Residents Permit Parking spaces and the absence of unrestricted parking in Mary Place, the provision of a disabled zone does not comply with Council’s guidelines for these zones and is therefore not considered appropriate for this street.
§ A request has been received for a Disabled zone in the single Residents Parking space outside 5 Mary Place, Paddington from a lady who is moving into the property on 6 June, 2006.
§ A site inspection reveals that all available parking spaces in Mary Place are 2 Hour Resident Parking and due to the width of this street there is not a good availability of these spaces.
§ The applicant has a disability sticker and suffers from Multiple Sclerosis and claims that she has had to move to this property quickly due to her physical and financial situation. She states that she needs easy access to her vehicle to maintain her independence, but that she won’t be able to pay for the cost of signposting this zone.
§ Due to the scarce availability of parking in this street and the absence of unrestricted parking, the application does not comply with Council’s guidelines for these zones and cannot be supported.
§ The applicant has been advised that the provision of a disabled parking zone at this location would not guarantee her exclusive use of this zone as any person with a valid mobility permit can use this car space.
§ Since the applicant is the holder of a disability sticker, she does not require a Residents Permit to park in the space outside her residence, but she must compete for this space with other valid permit holders.

§ Request has been received from a

§ Illegally parked vehicles at this
location create conflict for bicycle riders wishing to turn left from Kiaora Road into Court Road.
§ Site inspection reveals that this is the
only leg of the intersection that is not signposted.
§ Both site inspections on 2 separate
days indicates that the offending vehicle is a regular and the problem could be solved by enforcement rather than signposting. A CRMS has been raised to carry out this enforcement on an ongoing basis.
