Arkansas Social Studies Standards

“Apeoplewithouttheknowledgeoftheirpasthistory,originandcultureislikeatreewithoutroots.”–MarcusGarvey.

TheimportanceoftheSocialStudiesCurriculumFrameworkstoArkansasK-12educationcannotbeoverlooked.Parentsandeducatorsreadilyagreeontheimportanceofdevelopingreading,writingandmathskills.Theyevenagreeinourtechnologicalsocietyontheimportanceofteachingscience,butwhataboutsocialstudies?Itisthroughthestudyofsocialstudiesthatstudentsbecomeawareoftheworldaroundthemandhowthatworlddirectlyimpactstheirlives.Bylearningabouteconomics,civicsandgovernment,geographyandhistory,studentsareabletodevelopcorebeliefsandvalues,anunderstandingofhowthepasthasshapedthepresentandwillshapethefuture,andtheinterconnectednessofthecontentareas.Itisinthesocialstudiesclassroomthatstudentslearntolistentoconflictingpointsofview,toformanopinion,todeveloptheabilitytomakejudgmentsandtoacquirethenecessaryskillstobecomeparticipatorycitizens.

Duringthe2015-16schoolyear,schoolsacrossArkansasimplementedtherevisedArkansasSocialStudiesCurriculumFrameworks.Theseframeworksaskstudentstoacquirecontentknowledgeaboutcivics,government,economics,geography,andhistoryandtodevelophistoricalthinkingskills.Studentsdevelopcontentknowledgeandinquiryskillsbyaskingandansweringcompellingandsupportingquestions,gatheringandanalyzinginformationfrommultiplesources,andcommunicatingtheirconclusionsinavarietyofformatsincludingwritingarguments.

TheK-4standardslaythefoundationforstudents.Thefocusattheseearlygradesisforstudentstobuildpracticalskillsingeography,economics,civicsandhistory,skillssuchashowtoreadandcreateatimeline,map,chart,tableorgraph.Theyexaminechangesovertime,chronologyandcausalrelationshipsfrommultipleperspectives.Therevisedstrandsandcontentstandardsarenotmeanttobetaughtinisolation.Unitsandlessonsshouldincorporateasmanyofthedifferentcontentareasaspossibletofurtherdevelopstudentunderstandingoftheinterconnectednessofthedisciplines.

Therearesomemajorchangestotherevisedcurriculumframeworks;thesechangesarehighlightedintwodocuments:“OutlineofSocialStudiesContentbyGradeandSubject”and“CurriculumShifts,”bothlocatedontheArkansasDepartmentofEducationwebsiteathttp://www.arkansased.gov/divisions/learning-services/curriculum-and-instruction/curriculum-framework-documents/social-studies-new-courses-valid-july-1-2015.ThefoundationsforearlyU.S.andworldhistoryarelaidinthehistorystrandsinGrade5(U.S.historybeginningsthroughthe1820s)andGrade6(worldhistorybeginningsofcivilizationthrough1500).

AnothermajorchangetothestandardsoccursinGrade7,whichnowfocusesongeography.BecauseArkansashasnottaughtgeographyintheseventhgradesincethe2006revisionoftheSocialStudiesCurriculumFrameworks,manydistrictsandteachershadlimitedinstructionalmaterialsthatreflectedcurrentgeography.TheArkansasGeographicalAllianceanticipatedthisneedandworkedwithNationalGeographicEducationtocreateateachingresourcespecificallyforArkansasteachersandalignedtoArkansasstandardsforGrade7.TheArkansaspagecanbeaccessedatwww.nationalgeographic.org/arkansasorfromtheArkansasGeographicalAlliancewebsiteat

InGrade8,studentsfocusonU.S.historyfrom1800to1900,whichisanothershiftfromthepreviousstandards.ArkansasframeworksattheeighthgradearebetteralignedwithsurroundingstatesandNationalAssessmentofEducationalProgressassessmentswiththischange.Theshifttoteachinghistorydividingcontentbyerasratherthanthebroadsurveyofhistoryateachgradelevelprovidesteacherswiththetimetodelvemuchdeeperandwiththerigornecessaryforstudentstodevelophistoricalthinkingandinquiryskills.U.S.andworldhistoryareorganizedchronologicallyinGrades5-12usingtheerasandtimeperiodsfromtheNationalCenterforHistoryintheSchools;ArkansasHistoryforGrades9-12isorganizedchronologicallyusingtheEncyclopediaofArkansaserasandtimeline.

Inordertomakeconnectionsbetweendifferenttimeperiods,studentsneedtobeheldaccountableforthelearninginpreviousgrades.SamplereviewunitsforhistoryatGrade8andthehighschoolU.S.andworldhistorycoursesareavailableontheADE’sSocialStudiespageathttp://www.arkansased.gov/divisions/learning-services/curriculum-and-instruction/resource-materials-for-lesson-plans/social-studies.Teacherscanchoosetouseunitsatthebeginningoftheschoolyeartoreviewcontentcoveredinpreviousgrades.

Arkansashistoryalsosawsomechangeswiththe2014revision.ArkansashistoryinGradesK–6isintegratedinthesocialstudiescurriculum.ArkansaslawstatesthatstudentsmusttakeonesemesterofArkansashistoryinGrade7–12,withdistrictsdeterminingwhichgrade.Thesocialstudiesrevisioncommitteedevelopedtwocourses.ThefirstcourseisappropriateforstudentsineitherGrade7or8.Thiscourseisformattedlikeasocialstudiescoursewiththefourstrands–geography,economics,civicsandgovernment,andhistory.TheGrades9-12courseisformattedchronologicallylikeamoretraditionalhistorycourse.

MEMO

The report, based on the results of the 2014-2015 state mandated tests, includes for each high school, the number of students receiving a grade of “B” or above in the corresponding course who scored less than “19” on the ACT math or reading exams. The highlighted section identifies any high school in which twenty percent (20%) or more of the students received a letter grade of “B” or above and scored less than “19” on the ACT math or reading exams. As required by statute, a copy of this same report is being submitted to the Legislature.

Alternative Education Alternative Education Task Force Annually, more than 10,000 Arkansas students receive support through local school district alternative education programs. This spring, the Commissioner of Education named representatives to an Alternative Education Task Force. The task force was convened to review law, rules, and regulations and inform the direction of alternative education in the State. The task force met in January, February, March and May with 18 active members, which included administrators, alternative education directors, federal program specialists, teachers, a legislator, and Arkansas Department of Education (ADE) leaders. Broad topics concerning the implementation of Act 1272; other laws, rules, and regulations; program effectiveness measures and evaluation tools; and reporting requirements were discussed at the meetings. Specialized topics such as model programs, college and career opportunities, behavior management, social skills, positive branding and implementation of the program components were also discussed. Recommendations concerning the topics were developed by the task force, and ADE alternative education staff will use the recommendations in efforts to support alternative learning across the State. Task force members were recognized for their service at the Alternative Education Leadership Day at the Capitol on May 19, 2016, and later the same day at the final task force meeting. Assessment Assessment Update Testing for the 2015-2016 school year has concluded with 100% online testing for all grade 3-10 assessments. Approximately 285,000 students tested online over a five-week period for ACT Aspire and 4,250 tested for the Multi-State Alternate Assessment (MSAA). Although there were reported issues with writing responses disappearing in ACT Aspire, that Pearson is still investigating, the overall testing experience for the State was positive. The Office of Student Assessment received many positive comments about the ease of delivery and the reduction of time needed for delivery of ACT Aspire. However, concerns that testing times were not sufficient in all areas has led to adjustments for the 2016-2017 administration when approximately 10 minutes will be added to the allotted time for each test. All reports for ACT Aspire and MSAA will be available July 1.

Gifted & Talented/AP School Counseling and Gifted and Talented Unit Update on AP Potential™ The Arkansas Department of Education School Counseling Unit and Gifted and Talented (GT) Unit collaborated this spring to send letters to the home of each student whose PSAT score indicated that there was approximately a 70% chance that the student would be successful in an Advanced Placement (AP) course offered in the student’s school. This is the first time that letters identifying AP Potential™ have been sent to students and their parents from the Arkansas Department of Education; approximately 5,000 letters were mailed. In conjunction with the letters, communication was sent to school counselors, GT coordinators, AP coordinators, administrators, and superintendents. The information was particularly important to school counselors who used the information to assist students in course selection and encourage students who otherwise might not consider AP courses. College Board studies show that many students have the potential to take an AP course and succeed, but do not register for the course. In addition, data shows that students who score a three or higher on an AP course typically experience greater academic success in college and are more likely to earn a college degree. Feedback from the schools about the AP Potential™ letters has been positive. Staff in both the School Counseling Unit and Gifted and Talented Unit will continue to promote the use of AP Potential™ and PSAT data to support and guide students on their paths to college and career readiness. 9-12 Computer Science Standards Development Update The 9-12 Computer Science Standards Development Committee is developing and writing the state’s new 9-12 Computer Science Standards and courses. The committee is composed of approximately 35 teachers, curriculum specialists, higher education representatives, and industry specialists. There are three focus areas for these standards: coding/programming, networking/hardware, and information security/digital security and recommendations are being made regarding independent study options and internships for credit opportunities. Service on the committee has so far involved attending six workdays (April 18-20 and May 9-11) and will conclude with two workdays in Little Rock on June 7-8. A community feedback period on the draft standards is planned; ADE is planning to present the standards to the SBE for consideration in August. Drafts of the documents will be posted online. Professional Development Grants These grants were awarded to provide free professional development to Arkansas educators beginning in the spring or summer of 2016. Interested educators should note that some programs are allowing stipends in amounts up to $1,750.00 for program completion. Governor Asa Hutchinson’s $5 million Computer Science Initiative Grant is providing the $769,732.48 funding for these professional development programs. The professional development programs were evaluated and selected based on the proposal’s focus on preparing educators:

• to integrate the embedded K-8 Computer Science Standards within multiple content areas and provide guidance in how to integrate the embedded K-8 Computer Science Standards within multiple content areas to other K-8 teachers within their school, or

• to instruct students in the 7th/8th grade coding block, integrate the embedded K-8 Computer Science Standards within multiple content areas, and provide guidance in how to instruct students in the 7th/8th grade coding block and integrate the embedded K-8 Computer Science Standards within multiple content areas to other K-8 teachers within their school, or

• to prepare existing Arkansas educators to pass the assessment necessary to gain an ADE Computer Science Endorsement on an Arkansas Educator’s License (or individuals in non-traditional licensure programs to pass the assessment necessary to obtain an ADE Provisional License in computer science) and teach high school level computer science content.
