BUSINESS ARISING

a. Request for Crosswalk, Bay Bulls Road

Staff reviewed a request to place a crosswalk on Bay Bulls Road in the vicinity of theapartment building at Civic #107.

A traffic study was conducted which included a count of traffic and pedestrian volumes to determine if it meets the Transportation Association of Canada’s (TAC) guidelines for a safe crosswalk location. The traffic study revealed only 8 pedestrians crossing in the peak hour, which is far less than what is required (15) for the establishment of a safe crosswalk location according to the TAC warrants. It is recommended that a crosswalk not be installed at this location at this time.

Recommendation The Committee recommends rejection of the request for a crosswalk on Bay Bulls Road at civic #107.

b. Update on Motorcycle Noise (pending review by Legal Dept)

The Committee was provided with a letter dated April 27, 2015 from Mayor DennisO’Keefe to the Minister of Service NL and the RNC Chief of Police requesting a meetingto discuss excessive noise created by motorcycles with aftermarket pipes.

While a response has not been received by the Department of Service NL, a letter fromthe RNC has indicated that RNC Solicitor Rachel Huntsman and Inspector Joe Bolandwill represent the RNC at this meeting when scheduled.

The committee was advised that Ms. Rachel Huntsman, RNC Solicitor, would arrange ameeting with the City’s Legal Department any time after June 8, 2015 to review theabove noted.

The Committee agreed to await a response from the Provincial Government.

Deferred.

c. Update of Intersection Improvements at Kenmount Road and Polina Road

The above noted item was deferred as the Manager of Traffic advised she will beattending a meeting with Engineering, immediately after this meeting, and would reportback at a future committee meeting.

Deferred.

d. Update on Speeding Statistics

The Manager of Traffic advised that the speeding report which identified randomlyselected streets did not reflect traffic calming. She further noted that the City would beprovided with more of the RNC’s data which could be extracted, used with formulas andcombined with city data. Constable Paul Didham advised the information would beforwarded to the Manager of Traffic and Councillors as required.

e. Update on Permit Parking – Churchill Square

Discussion ensued on the above noted As the request for permit parking was initiated by tenants of commercial establishments in Churchill Square, it was determined that a survey had been prepared and would be distributed to the tenants. While staff was initially recommending thirty-two (32) spaces for permit parking, discussion took place on parking in general at the park. The Committee also discussed the appropriate rate noting that off street parking in other parts of the City is $60 per month while on-street parking is $120 per month.

Discussion concluded with agreement that staff, at the next meeting of the Police & Traffic Committee, present a site plan with recommendations for permit parking, maintaining provision for the vegetable and Christmas tree vendors.

Deferred.

f. Upgrading of Crosswalks with Thermoplastic markings

The Traffic Services updated the Committee on the use thermoplastic markings oncrosswalks advising that some reports have identified they can be slippery, resulting in asafety hazard for pedestrians. The Chair asked that staff consider other paints such asmarine without an oil base that may be more durable and longer lasting.. Staff advisedthat Newfoundland’s climate has a direct effect on the durability of paints as well as thewear from studded tires during winter.

Deferred pending further review.

g. Update on Tim Horton’s Congestion at the Torbay Road and Portugal Cove Roadlocations

The Manager of Traffic Services informed the Committee that discussions are ongoing with the Department of Planning, Development and Engineering on this matter. With respect to the Torbay Road location, Councillor Breen advised that based on recent discussions between Tim Horton’s and the operator of Kid Corp, Tim Horton’s has agreed to install a stacking lane. It was also noted that some members of the public were using the Tim Horton’s lot to park vehicles while they carpooled to Bull Arm

h. Update on Turning Signals, Blackmarsh Road @ Crosstown Arterial

In response to the Council Directive to increase the left hand turning lane time forBlackmarsh Road to head north/east on Columbus Drive, the Committee was providedwith a table illustrating the left turn for eastbound motorists on Blackmarsh Road isoperating in a satisfactory manner.

Recommendation The committee agreed to maintain status quo with respect to the turning signals at Blackmarsh Road @ the Crosstown Arterial.

i. Update on Turning Signals, Mundy Pond Road @ Crosstown Arterial

The Traffic Division has reviewed the possibility of adding a left run arrow/phase onMundy Pond Road for the eastbound left turn.

An assessment was carried out and it was determined the left hand turning signal would have a negative, undesirable impact.

Recommendation The Committee recommends that the request for a left turn arrow on Mundy Pond Road be denied.

j. NL Terrace @ East White Hills Road

The Manager of Traffic advised that she had been in discussions with Engineering on theabove noted. It was felt that any obstacles obstructing sight distance should be removedsuch as trees, high shrubs etc. and that parks staff be consulted.

Recommendation The Committee recommends that all obstructing trees be removed from the property to improve the sight lines at the intersection of NL Terrace and East White Hills Road and further that the Department of Engineering be instructed to review the possibility of intersection realignment.

NEW BUSINESS

a. Request for a Parking Restriction – Allandale Road

The Committee considered an email from a resident of Allandale Road complainingabout parking along the upper part of Allandale Road in the vicinity of Pippy Park wherepeople like to walk, ski, snowshoe, walk dogs and pick berries etc. The resident statesthat vehicles are parked along both sides of the road making it difficult to travel safelyalong the road, especially for emergency vehicles who would not likely be able to get

through. The resident suggests that the City, in conjunction with Pippy Park should address this problem.

Recommendation The Committee recommends that parking restrictions be implemented at the north extremity of Allandale Road but that consideration be given to the construction of a bulb/turnaround as part of the City’s Capital Works Program. Referred to Finance to be included in Capital Budget.

b. Request for “No Parking Anytime” – Churchill Avenue

The Committee discussed the unavailability of parking at the Technip Centre inPleasantville which results in an overflow of parking on Churchill Avenue.

Recommendation The Committee recommends approval of the installation of a “No Parking” restriction on the north side of Churchill Avenue from Veteran’s Road to Alexander Place and further that staff refer the matter of parking to the Development Committee for follow up.

c. Request for Loading Zone – Cookstown Road

Consideration was given to an email from Bridges to Hope requesting a “loading zone”space in front of the Bridges to Hope Building located at Civic #37. Recognizing this is afood bank, with clients who are physically challenged attempting to load and off loadvehicles, the organization has requested consideration for a loading zone.

The Traffic Division has reviewed the request and notes that approval will result in the loss of one parking space, however with other spaces in the area, the effect should be negligible.

Recommendation That approval be given to replace the parking meter space in front of Bridges to Hope on Cookstown Road with a “Loading Zone 8:00 am – 6:00 pm, Monday to Friday” space.

d. Request for Crosswalk at Circular Road and Monkstown Road

The Committee reviewed an email from a resident of Circular Road requesting acrosswalk on Monkstown Road before the beginning of the school year in September.The resident notes that with the volume of families, teens, university students that live inGeorgestown and stroll to Bannerman park, or trot from the other direction to paths that

lead to MUN and Churchill Square coupled with the increase of pedestrian traffic at Bannerman Park, it has become tricky to cross Monkstown Road safely.

The Manager of Traffic advised the committee that staff are doing a full assessment of the Georgestown area and is considering a couple of other possible locations for a crosswalk; however, given the construction in the area she felt it would be better to wait and follow up once this was completed.

Deferred to next meeting.

e. Request for “No Parking” Messenger Drive

Consideration was given to a request from Metrobus to have a parking restriction installed in the bulb at the end of Messenger Drive, as vehicles are parking in the bulb creating a problem for busses to maneuver around with construction ongoing.

Recommendation The Committee recommends that a temporary “No Parking Anytime” in the bulb of Messenger Drive.

f. Impaired Mobility Parking Issue, 22 Signal Hill Road

The Committee was informed that the resident of #20A Signal Hill Road has an impaired mobility parking permit and meets the requirements for a designated on street parking space, however, she has no street frontage to accommodate a parking space since her residence is located directly behind civic #20 Signal Hill Road.

Recommendation The Committee recommends approval of the installation of the impaired mobility parking space on the north side of Signal Hill Road, just west of St. Joseph’s Lane for the current resident. The space will remain in place for the period of time the resident requires it, but will then be removed.

g. Request for Traffic Calming, Blackhead Road.

The Traffic Division has screened Blackhead Road for traffic calming as per the City’s Traffic Calming Policy and found that the road does not qualify for calming because of the grade on the road which exceeds the recommended limit of 9%.

Discussion took place on the benefits of reducing the speed limit in the area; however, staff advised that this is not preferred, given the current speed limit throughout the City of

50 km/hr. Other options were put forward, ie. Warning signs for dangerous curve, or suggestion of speed reduction and the RNC’s use of speed radars. It was noted that staff should have additional traffic data for the next meeting.

Recommendation Referred to the RNC for additional enforcement.

h. Linscott at Freshwater

The Manager of Traffic advised that they ran warrants there. It was determined that itdoes not qualify for a four way stop with the current configuration of the intersection as itwould be too dangerous. It has been referred to Engineering for a redesign of theintersection to allow for a four way stop.

i. Thorburn Road at Mt. Scio Intersection

Councillor Davis advised that he is still getting complaints from residents of Wigmoreabout the cross walk on Thorburn Road at Mt. Scio.

Recommendation That the crosswalk on the south leg at the intersection of Thorburn Road at Mt. Scio be removed.

j. Messenger Drive

The Ward Councillor noted there are several new businesses in the area and they haveasked if they can provide their own traffic calming. The committee advised that KelseyDrive does not meet any traffic calming area as it is an arterial. The Ward Councillorwas advised to refer people to use the signal.

Date for Next Meeting

The next meeting of the Committee will be held Thursday, June 25, 2015 at 12:00 p.m.

Update on Motorcycle Noise (pending review by Legal Dept.)

As it stands the City Solicitor has not met with Rachel Huntsman, Solicitor for the RNC and Inspector Joe Boland. Currently the City Solicitor has been canvassing municipalities across Canada to see what they have done - and more importantly, if they have been successful or not.

The City Solicitor is aiming to complete canvassing by the end of the month. It has been difficult to get in contact with a lot of people, and the project was sidetracked for a couple of weeks due to unexpected court appearances on unrelated matters.

Matter to be followed up on by the end of the month.

Follow Up June 29, 2015 with Legal Department

On June 29, 2015, spoke with Andrew C. White, City Solicitor, and was emailed the following response from him:

The Legal Department has prepared and forwarded a letter to the Province indicating the issues that the City faces in attempting to legislate the issue of excessive engine noise. We are of the view that this issue cannot be adequately addressed at a municipal level. We are awaiting their response to this most recent correspondence.

In the interim, I am also seeking input from other Canadian municipalities as to their experiences in dealing with this issue, which should be wrapped up in the next month or so.

Update re Polina Road @ Kenmount Road

Planning, Development and Engineering staff as well as Public Works, Roads and Traffic staff met with Crombie (Aaron Bryant and George DeCoff) on May 20, 2015. At that meeting, Robin King of Harbourside was to prepare a proposal for the design and construction for the intersection (including phasing and timing). Crombie wanted to do a presentation for Council or have the Deputy City Manager of Planning, Development & Engineering present it to Council. Pinnacle Engineering were to do the interior design for the Avalon Mall parking lot.

At present, nothing has been forwarded to staff for consideration.

MONKSTOWN ROAD – CROSSWALK REQUESTS

DISCUSSION:

The Traffic Division received a request to install crosswalks on Monkstown Road in the Georgestown neighborhood. Traffic studies were conducted that indicate that based on Transportation of Canada's pedestrian crosswalk warrants, crosswalks are not warranted on Monkstown Road because traffic and pedestrian volumes are too low. The crosswalk studies that were done revealed that pedestrians are crossing at various locations along Monkstown Road. They can do this because traffic volumes are low enough that they feel comfortable doing so. It is unlikely that the presence of a crosswalk will discourage them from doing so.

There are a number of pedestrians crossing Monkstown Road at Circular Road, but the sight distance is insufficient at this location to safely install a crosswalk.

RECOMMENDATION: STATUS QUO

Update on Tim Horton’s Congestion at the Torbay Road Location

Engineering staff have advised that they have incorporated a study of the Torbay Road Tim Horton’s congestion through the recently issued RFP for Torbay Road Commercial Area. It has been added to the Terms of Reference for the Torbay Road Transportation Update Study which was presented to Council on July 14, 2015.

AGENDA ITEM – MERRYMEETING ROAD – CROSSWALK REQUEST

CORRESPONDANCE:

DISCUSSION:

There used to be a crosswalk located directly in front of Fabulous Foods. Council granted a request from Fabulous Foods to relocate the crosswalk due to the high volume of tickets that were issued to customers parking on the crosswalk. At that time the crosswalk was relocated to the intersection of Rankin Street since it afforded a safer crossing and was only 13 m away from the existing crossing.

The crosswalk was relocated, but soon after that the resident who lives at the corner of Merrymeeting Road at Rankin Street complained that the crosswalk was obstructing them from parking in front of their home. As a result of this complaint Council directed staff to remove the crosswalk altogether.

Staff has conducted a study in the vicinity of Coleman's store to assess if a crosswalk would be warranted at this location. The results indicate that based on Transportation of Canada's pedestrian crosswalk warrants a crosswalk is not warranted at this location.

RECOMMENDATION:

Parking Concerns and Traffic Congestion re: Motor Coaches in the Quidi Vidi area At the June 9, 2015 Cruise Ship Committee meeting, the following item was discussed and the Supervisor – Parking Services stated it would be placed on the next Police and Traffic Committee meeting for consideration:

The Supervisor - Parking Services asked if the shore excursion operators were challenged operating coach busses in the Quidi Vidi area. He was told they do struggle with use of the motor coaches on a day to day basis. The Operators usually only send three groups to the area because of congestion. The motor coaches sometimes park by Mallard Cottage, bigger homes or by the turn around. Larger motor coaches have a bigger issue with parking and there is only one bus parking space at the plantation. A situation arose last year when a car had been parked alongside the bus location and disabled the motor coach from turning left. This situation has to be monitored for future prevention. The Supervisor - Parking Services informed the operators he would have this item added to the Police & Traffic Agenda for consideration.

Re: Signage at King’s Bridge Road Intersection

Councillor Galgay received the following email on May 30, 2015 from a constituent regarding the above noted:

Let me start by thanking you for all the work you have done for this ward! As a York Street resident and a teacher at Bishop Field, your quick response and ability to take action is very appreciated! I was wondering if you could look into the signage at the intersection of King’s Bridge Road and Military Road which indicates which lane to use when heading onto Gower Street from King’ Bridge Road and Military Road. Many people, especially in the summer stay in the right lane and this is an accident waiting to happen. I have had many near misses myself and am always very cautious to check the right lane before heading onto Gower but not all know about this. If there could be more signage, whether on the pole or on the road itself that would be great.

Mr. King, We acquired Don cherry’s at 290 Freshwater Road, St. John’s approximately two years ago. We have been noticing a lot of vehicular traffic driving through our parking lot, which we feel is a concern for pedestrian/patron safety in our parking lot. Drivers use our parking lot as a means of getting to Oxen Pond Road when travelling east on Freshwater Road. The reason, of course, is because there is no left turn onto Oxen Pond Road from Freshwater Road when travelling east.

We are asking that the Traffic Division review the traffic pattern for vehicular traffic travelling east on Freshwater Road at Stamp’s Lane and Oxen Pond Road with a view to the following:

• Changing the right lane from “right only to Stamp’s Lane” to “straight through

Freshwater Road and right to Stamp’s Lane”.

• Changing the left land from “straight through to “turning left onto Oxen Pond Road” on a green arrow.

AGENDA ITEM – BRIGHTON PLACE/PADDY DOBBIN DRIVE – REQUEST FOR NO PARKING RESTRICTION

ISSUE:

Traffic Division staff spoke with a resident who lives on Brighton Place. He has some concerns with the sight distance leaving Brighton Place due to parked vehicles.

DISCUSSION:

A sight distance check indicated that while the minimum 65 m is met, parked vehicles near the intersection may obstruct visibility somewhat. Typically we do not install parking restrictions as a result of this type of complaint unless there is a parking generator in the area that results in multiple vehicles parking continuously on a street in higher traffic areas. The expectation is that in this situation a resident will have to roll forward slightly until they can see past the one or two vehicles that are typical in a residential area, and that a parking restriction is not necessary.

The resident suggested that there may be a business in one of the residences near the intersection that may be causing vehicles to frequently park in this area. If that is the case it should be forwarded to the Building Department for further investigation.

RECOMMENDATION: STATUS QUO

The Traffic Division conducted a site distance check at the site and the 85m preferred site distance was not meet.

Mr. Taylor called with concerns of not being able to reach his business on Pastureland Road. He states vehicles are parked on both sides of the road obstructing traffic flow. He also said that Emergency Services would have difficulty reaching the Scout Camp and businesses in the area as well.

DISCUSSION:

The area in question is congested with vehicles using the area as a shuttle point for Bull Arm and Long Harbour. There are businesses and the Scout Camp operating off Pastureland Road, they should have access to their properties.

RECOMMENDATION:

That the Traffic Division install a No Parking Anytime restriction on the entrance to Pastureland Road.

ISSUE:

REQUEST FOR A CROSSWALK ON DUCKWORTH STREET AT THE NEW PARKING GARAGE.

DISCUSSION:

The Traffic Division received a request for a crosswalk on Duckworth Street at the new parking garage. A traffic study revealed that there are a number of pedestrians crossing Duckworth Street in this area, and as a result some sort of treatment is warranted. However, the location is in close proximity to an existing crosswalk on Duckworth Street at Church Hill, the safety of pedestrians at both crosswalks could be impeded if appropriate treatments are not implemented.

RECOMMENDATION: FURTHER DISCUSSION AND STUDY REQUIRED.

at times due to parked cars on Hamilton Avenue. To add to the problem, traffic on Hamilton is often travelling at highway speeds. I was told by the traffic division last year that the issue was studied and it was not being revisited. I am afraid that is not a solution to the problem. I have spoken with neighbours who are just as frustrated as I am about not being able to safely get in or out of their driveways because of speeding vehicles. Pedestrians can't cross the street safely without having to scurry to avoid a speeding car. Every five minutes we are listening to tires screeching and horns blowing at traffic exiting Leslie Street onto Hamilton Ave. Old Topsail Rd has a speed bump every 50 feet. I understand that Hamilton is considered an arterial road but it is also a residential area. An area where the city is investing a lot of money in Victoria Park and private investors are building executive condos. As I said I am contacting you because my previous attempts to have this issue resolved through our councillor and the traffic division have failed. There are families living in this area with small children. Why is their safety less important than those living on Highland Drive and Old Topsail Road? I ask that you review this issue again and come to some form of solution that will protect residents of this neighbourhood. If you would like to discuss this I would be happy to do so.
