Meetings Procedurals

1. Review of the 2015 December Bureau Meeting Agenda

The Organiser of the 2016 FAI F3A Asian Oceanic Championships for Aerobatic Model Aircraft, Mrs Elsa Mai, asked to make her presentation on the 3rd of December at 3 pm instead of the 4th of December. It was accepted.

2. Approval of the Minutes of the Bureau and Plenary Meetings of April 2015

The Technical Secretary informed that one of the items of the Minutes of the Plenary Meeting has been misinterpreted. The Minutes were reissued as Version 2.0, however if this occurs in future, the Minutes should be re-issued adding an errata for recording the issue.

The rest of the minutes were unanimously approved.

3. Matters Arising

No matters arising.

4. Interim Decisions The benefit of introducing in the minutes of the Bureau Meetings items decided via e-mails for the periods in between them was discussed.

ACTION: Secretary and 1st Vice President It would be useful also to enable the voting process via available online tools. Mr Visa-Matti Leinikki will provide some links and information about such tools.

General Reports

5. 2015 FAI General Conference and CASI Meetings Report by CIAM President, Antonis

Papadopoulos. The meeting was held on a boat in Rotterdam. The most important discussions were:

Attention to sportsmanlike behaviour.

CASI proposed to move to CIAM the management of UAVs and Drones. CIAM accepted.

It was announced that after a CIAM proposal to CASI, the validity period will be introduced to the new issue of the FAI Sporting Code General Section. The FAI SL database contains the validity period but there is no reference in the Sporting Code.

It was also decided again by a CIAM proposal, that in the section of the GS which describes the right of representation, the word participant will be changed with the word competitor.

FAI EB announced the concept of Multi Sports events.

In 2016 in Poland there will be a test event previous to the World Games 2017 events by. International World Games Association.

The complaint raised by the Russian NAC about the F2D selection for the 2015 WAG in Dubai has been discussed during the FAI GC. CIAM has followed the WAG rules and also the competitor in question declared that he had arranged holidays for the WAG period much earlier than NAC of Russia raised the issue.

6. WADA. Report by FAI Sport and Marketing Director or designated FAI official

Mr Visa-Matti Leinikki presented the report.

There were no particular issues and he gave a reminder to send the TUE forms to FAI Secretariat.

WAG 2015

7. FAI World Air Games Dubai 2015.

The WAG started and all the pending issues have been solved on the spot. One example is the big display managed by the Dubai Mall for the F3P event. At the last minute it was made ready and available for the competition.

The F3P event attracted many spectators and the competitors were fully satisfied. The location in the Dubai Mall was an excellent choice.

Mr Visa-Matti Leinikki pointed out the importance of the image that the FAI Air Sports can acquire at the WAG.

The live scoring system of the F3P event was derived from the F3A live scoring system developed for the 2015 FAI F3A World Championship by a team led by Mr Bernard Shaden who was the F3P contest director at the WAG. He informed the Bureau that a lot of effort was required to adapt the system for the F3P event at the WAG. CIAM President mentioned also that the adaptation from F3A to F3P cost 5000 CHF. 40% will be covered by the WAG organisation and 60% will be shared between CIAM and FAI.

The First Vice-President would like to know the details of the adaptation costs and the activity performed.

Mr Michael Ramel pointed out that he would have liked to know the costs before commencing the activity.

The Bureau concurred with Mr Woebbeking’s opinion, that such a system is important for attracting sponsorships and enhancing the visibility of the event for the spectators.

The CIAM President proposed that the expenses of the CIAM members not involved in the WAG, like Ian Kaynes, Kevin Dodd and Michael Ramel, be covered by CIAM on the basis of the amount given to all Bureau Members when the meetings are hosted at Lausanne. The CIAM Bureau unanimously approved. CIAM Treasurer will take care of this decision.

Competition Reports

8. 2015 FAI World Championships. Reports by Jury Chairmen

8.1. 2015 FAI F1 Seniors World Championships for Free Flight Model Aircraft. Mongolia. Ian Kaynes Written report submitted prior to meeting. Issues were found when checking the FAI licenses using the FAI license database. The system is too rigid with the names, and discrepancies were discovered with German and Ukrainian names. If the competitors were able to show the FAI ID number on paper, most of the problems would be solved, but not all the NACs have FAI paper licenses. The CIAM President suggested checking the database in advance of a Championship, getting the list of competitors from the organiser. Anyway, by using the FAI ID numbers most of the issues should be solved.

Competition Officials related matters

11. Jury performance at FAI World and Continental Championships.

11.1. Jury Pack use and recommendations for improvements No comments.

The CIAM President suggested to check, before a championship, what is the maximum amount covered by the insurance provided by the championship organiser. To establish if it is acceptable, the minimum amount required by FAI has to be defined and this should be verified at the championship bid stage. The First Vice-President will identify the guidelines and the minimum required amount.

12. Judges’ performance at FAI World and Continental Championships

12.1. Judges’ analysis: F2B, F3A, F4, S

F2B: No analysis was performed this year. Last year the analysis at the World Championships in Poland showed a small bias of one judge.

F3A: The analysis showed a small bias due to the high standard of the judges.

12.2. Recommendations

No recommendations have been identified.

13. Appeal from NAC of Russia (2014 FAI F4 World Championships for Scale Model Aircraft)

The appeal was completely assessed. It was rejected and the response provided to the Russian NAC. No further actions from NAC of Russia were recorded.

CASI decided again to review the Appeal Tribunal Manual in response to the lessons learnt.

Mr Gerhard Woebbeking announced his decision to step down from his post at the next CIAM Plenary Meeting.

15. Sporting Code Section 4 and related items. Report by CIAM Technical Secretary, Kevin Dodd

For the proposals for the 2016 Plenary, the 15th of November happened to be on Sunday and so the deadline was silently extended by two days. He reported that 144 proposals have been sent to FAI by the NACs and the Subcommittees. 10 proposals of the F1 classes have to be disregarded because they were clearly proposals for rule changes out of the two-year cycle, and 1 proposal was withdrawn. His report is attached to the Minutes. (Annex 1)

16. Report regarding the 10 years of CIAM Secretary activity, Massimo Semoli

In 2006 the present CIAM Secretary started his activity with his first December Bureau Meeting in Muncie.

After 10 years of activity, the CIAM Secretary made a presentation, considering successes, failures, suggestions and the way forward.

The presentation is attached to the Meeting Minutes. (Annex 2) 17. CIAM Trophies. Report by CIAM Secretary, Massimo Semoli

A written report was submitted.

When applicable, all the 2015 Championship Bulletins mentioned the trophies to be awarded.

A lot of Trophy Transfer forms have been delivered by the FAI Juries. These were mainly for the World Championships.

However, we have to improve the promotion of the trophies by announcing the awarded competitors. Moreover, the Trophy Transfer forms for the World Cups are not used. The CIAM Secretary will chase the relevant World Cup co-ordinators to use them for recording the status and transfer of the trophies.

2016 April Bureau Meeting

The CIAM Bureau authorised the award of a new trophy donated after the 2015 Plenary Meeting.

CIAM will ask for its approval at the 2016 Plenary Meeting.

17.1. Lost or damaged trophies Three trophies were identified as lost and 5 were damaged. They are listed in the report. The CIAM Secretary hasn’t started the investigation for finding the lost trophies and for asking the present holder to repair the damaged trophies.

18. Financials. Report by CIAM Treasurer, Andras Ree

A written report was made available by the Treasurer.

18.1. Aeromodelling Fund. Report. The fifth edition of the CIAM scholarship proceeds, but none of the required documentation has been sighted. The scholarship was not paid at this stage for 2013, 2014 and 2015.

18.2. Budget The budget is shown in the report.

18.3. Sanction Fees, including Eurotour/Open Internationals The majority of the sanctions fees arrived in time. Payments for the EuroTour events have not yet arrived. Investigation is in progress.

18.4. Payments of Medals The medal payment situation for 2015 is better than in some previous years. Mongolia paid the outstanding payment for the medals.

18.5. Outstanding payments Pending payment status has not yet been assessed.

19. CIAM Flyer. Report by the Editor, Emil Giezendanner

A written report was submitted prior to the meeting.

The CIAM President thanked Mr Giezendanner, CIAM Flyer editor, for his continued excellent work.

20. Scholarship Selection

Four nominations for 2016 had been received and all were valid. The Education Subcommittee Chairman will notify the evaluation results of the Selection Group at the next Bureau meeting, which will then take a formal decision on the nominee to be recommended to the April 2016 Plenary meeting.

Mr Woebbeking anticipated that one of the candidates for the post of Education Subcommittee Chairman will be Mr Peter Findhal. The election will be held at the next Plenary Meeting.

Sporting Calendar

21. 2016 Sporting Calendar. To be presented by CIAM President, Antonis Papadopoulos.

21.1. Clashes Mr Peter Halman informed that there is a clash of two F2D World Cup events. The F4 Subcommittee Chairman, Mr Graham Kennedy, was not able to provide support during the last period of time. Mr Narve Jensen will verify if the F4 subcommittee management will be impacted by that.

23. Unsportsmanlike Behaviour in competitions

At the 2015 F3CN World Championship in Austria, an issue occurred with the Chinese Taipei flag. The Chinese team manager removed the flag that was in reality a banner. The issue was due to a misunderstanding and after clarification the issue was solved. Mr Ree informed that a team manager, against a decision of the FAI Jury, threatened to publish a video on Facebook to show some specific events occurring during a championship. During a competition held before the F3J European Championship in Bulgaria, a Croatian pilot intentionally hit the model of a German competitor. FAI sent a letter to the Croatian NAC for penalising the Croatian pilot. The Croatian NAC rejected the reasons of the FAI letter. CIAM needs to discuss this issue, stated the CIAM President. Mr. Bartovsky mentioned that the same competitor was involved in a similar incident a couple of years ago. Mr Ramel pointed out that some organisers were approached by manufacturers who wanted to influence the appointment of judges in return for sponsorship. Mr. Ramel suggested that this kind of action is definitely unsporting behaviour. The CIAM President mentioned that he would like to have the support of CIAM Bureau to further discuss the cases with FAI EB and specifically with FAI Secretary General. The CIAM bureau unanimously approved.

24. Assessment of Bulletins 0 using following year new sporting rules

It has been agreed to use the following year new sporting rule for defining and assessing the Bulletins 0, even if the new rules are not yet implemented in the new CIAM Sporting Rules documentation. The Subcommittee Chairmen will help and support the organisers of the championships for the preparation of the Bulletins 0.

25. F2C Noise Plan Development The F2 Subcommittee Chairman pointed out that the F2C class competitors are reluctant to reduce the noise of the F2C engines. The adoption of a reduced venturi inlet didn’t produce the expected results and the noise reduction was small or null. It was agreed to continue to follow the already defined development plan.

26. F6 Promotional class future (existing ones + new)

The First Vice-President proposed removing the F6 Sporting Code and allocating it to specific classes. The Helicopter Subcommittee Chairman suggested taking the useful parts of the F6 Sporting Code and including them in the relevant Sporting Code volumes.

27. Transportation of model boxes (item 19 of April Bureau meeting) There was a preliminary agreement with the DHL courier for the 2015 WAG at Dubai. It was cancelled because the WAG organisers were not able to achieve a cost agreement in time. The First Vice-President stated that each NAC should take care of this problem. Mr Dodd noted that some competitors brought the models on aircraft as hand luggage. The CIAM President has started discussions with IATA in order to include the model box in the category of Sporting Goods or Equipment. He will continue the discussion, contacting the DHL courier as well.

28. Entry Fees Consideration – proposal by Peter Halman

The 2015 Plenary Meeting returned to the CIAM Bureau the proposal, about the championship entry fees, for further assessment. Mr Halman explained to the CIAM Bureau a revised preliminary proposal with the various possible scenarios; reduction of the number of judges, the influence of the number of the competitors, etc.

The First Vice-President suggested declaring the championship fees during the championship bid stages, but this could cause the “dumping” of costs, and not meeting the reality. Mr Halman will prepare a revised proposal for the next Plenary Meeting.

Activities

29. ABR volume revision and restructuring (item 17.2.2 of April Bureau meeting) The First Vice-President presented the structure of the new ABR volume 4 Sporting Rules. The record management rules will be included in a separate volume. The CIAM Bureau can make suggestions or modifications to it until the end of December 2015. The document will be finalised on the 20th of January 2016 and published with the 2016 Plenary Meeting Agenda on the 22nd of February 2016. The Subcommittee Chairmen have to check and define the official classes.

30. Overhaul the whole “Part Two, Records” (item 25 of Dec Bureau meeting)

Mr Metkemeijer will take the task of restructuring the section “Part Two, Records” including it in a separate volume. The CIAM Bureau approved.

31. Judges and Technical Experts Lists (item 23 of April Bureau meeting)

The CIAM President pointed out about the advantage, in saving time, of implementing an online system for the judges and technical experts lists. He mentioned that he is in contact with FAI office in order to develop such a system in 2016. There might be a cost involved for the development of such a system and as soon as this is known, he will inform the Bureau for approval. A feature of this new system will be a log book for the judges.

32. Evolution of EDIC Group for SM

Mr Pelagic, who was not present at the meeting, sent its proposal to the CIAM Bureau. The CIAM Bureau approved it.

33. Drones Activities under CIAM and further actions The First Vice-President made a presentation (Annex 3) about what was discussed at the CASI meeting, the CIAM possible positions and the next activities for promoting sports with FPV racing development. The main CASI decision was that CIAM will take responsibility for UAVs (class U). Mr Halman pointed out that the term UAV can encompass various purposes; commercial, governmental, military, research and recreational. He added the condition VLOS has to be followed. CASI would like CIAM to manage records with military UAVs. The CIAM Bureau didn’t concur with this intention. The CIAM Bureau agreed that CIAM be responsible only for the recreational use of the UAVs, including the relevant sporting activity. It was realised that, according to the EASA definition, the “Drone” is an aeromodel. Moreover, EASA didn’t consider Free Flight. A proposal will be defined to be presented at the 2016 Plenary Meeting.

35.1. Agenda

As already published, the Bureau meeting takes place on the 7th April 2016 and the Plenary Meeting on 8th & 9th April 2016. The Agenda is work-in-progress by the Secretaries.

The Secretary will prepare a list of tasks and support activities to be provided by FAI office for the management of the Bureau and Plenary meetings.

35.2. Technical meetings and relevant locations The following Technical Meetings are scheduled: F2, F3FJ, F4, F5, Space Models and Education. Interim FPV Technical Meeting will be held. The Plenary Meeting is at the Mövenpick Hotel, the Technical Meetings will be held in the auditorium and in other meeting rooms available at Mövenpick Hotel.

35.3. Bureau proposals It is planned to have all the Bureau proposals, except any emergency ones, published on the Plenary Agenda.

35.4. Award ceremonies The Award ceremony will follow the same style as recent years where only those winners in person will be presented with their awards. After the ceremony the Delegates may collect the awards on behalf of the absentees.

36. 2016 FAI World Championships. Reports on preparation by representative of organisers. At the end of every presentation the CIAM President reminded the organiser that:

i. There exists a real need for publicity before, during and after any Championship;

ii. Bulletin 0 is approved at the December Bureau meetings, at which time amendments are made, or requested. Thereafter it becomes Bulletin 1, and must be sent to the CIAM Secretary who will check that the changes have indeed been made. The CIAM Secretary, in conjunction with the FAI office, then distributes this official bulletin to NACs and delegates, with a copy to the organiser. The organiser may only then place this bulletin on its website, and distribute the document through other means if necessary. Under no circumstances should an organiser issue or publish a Bulletin 1 before receiving permission from the CIAM Secretary. Information published before the official Bulletin 1, is merely for information and could be misleading.

3. The CIAM President notified the CIAM Bureau about his intention to meet the aeromodelling organisations MAAC of Canada and AMA of USA in a common meeting next year. Bureau approved this action because it is very important and will support the cost.
