Amboy (City), of their layoffs, effect ive J une 30, 2009, were heard by

Administ ra t ive Law J udge Sandra Ann Robinson (ALJ ), who rendered her

in it ia l decision on December 2, 2010. At it s meet ing on May 18, 2011, th e

Civil Service Commission adopted the ALJ ’s recommenda t ion to uphold the

layoffs and dismiss the appellan ts’ appea ls. However , the Commission did

not adopt tha t por t ion of the ALJ ’s in it ia l decision in which she found bad

fa ith with regard to the reemployment of t he appellan ts. The proposed fina l

decision is now submit ted for the Commission’s review.
