AGENDA NOTES FOR 455th MEETING OF OPERATION & COORDINATION SUB-COMMITTEE OF WRPC

TO BE HELD ON 16TH JANUARY & 17TH JANUARY 2014 AT DIU ITEM No. 1: CONFIRMATION OF THE MINUTES

Minutes of 454TH meeting of Operation & Coordination Sub-Committee of WRPC

held on 10th December 2013 at CSPGCL, Raipur, were forwarded vide letter No.

WRPC/OPN/OCC-Minutes/2013-14/13637 dated 24.12.2013.

No comments have been received. OCC may confirm the same. ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF

DECEMBER 2013. 2.1 Frequency Particulars

During December 2013 the system frequency was below 49.7 Hz for 1.93 % of

time against 1.27 % of time during November 2013. The system frequency was within

the IEGC range of 49.7 Hz -50.2 Hz for 88.51 % of the time against 90.89 % of time

during November 2013. The average monthly frequency was 50.02 Hz during

December 2013, whereas it was 50.01 Hz in the month of November 2013. Regarding

operation in high frequency range, frequency during the month of December 2013 was

above 50.20 Hz for 9.56 % of time against 7.84 % of time during November 2013.

The detailed frequency particulars are enclosed at Annex- 2.1.

2.2 Operational Discipline

There was a net inter-regional export of 2330.0 MUs by WR against net export

schedule of 1986.0 MUs. The Sub-Committee may like to discuss.

2.3 Voltage Profile Voltage profile at some of 765/400 kV sub-stations during the month of

December 2013 furnished by WRLDC is enclosed at Annex-2.3.

During the month, the deviations of voltages from the accepted limit on either

side were recorded at the following locations in WR grid: -

2.4 U/F Relay Operations

As per WRLDC records during December 2013 the system frequency didn’t touch

49.2 Hz. The details of UFR operation received from constituents for the month of

December 2013 is enclosed at Annexure 2.4.

GETCO has reported, AUFLS on five occasions in December 2013. Matter was

discussed in 453rd & 454th OCC and Gujarat was advised to check the relay setting.

GETCO may review the relay setting to avoid unintentional operation of UFR.

As per CERC order dt 19.12.13 and dt.23.12.2013 , petition filed by SRLDC and

NRLDC, following shall be strictly complied.

i) UFRs and df/dt relays are to be mapped on the SCADA system of each

state so that it can be monitored from RLDC.

ii) All STUs and SLDCs to map/network the UFR and df/dt on their SCADA

system within 3 months

iii) Load relief quantum shall be computed on average load.

Strict compliance of IEGC regulation of 5.2(n) and 5.4.2(e) and non-compliance of

regulation shall be reported to CERC by RLDC.

Details of Power Cuts and Regulatory measures during December 2013 as furnished

by the state utilities are given in Annex. 2.5. The Sub-Committee may note.

2.6 Details of Generating Units under Forced outages Details of generating units under forced outages during December 2013 are given in

Annex-2.6. The Sub-Committee may discuss.

2.7 Details of Generating Units under Planned outages

The details of generating units under Planned Outages during December 2013 are given in Annex-2.7

ITEM NO.3: OPERATIONAL PLANNING 3.1 Proposed Planned maintenance programme of generating units.

The proposed maintenance programme of generating units for January 2014 &

February 2014 is given in Annex 3.1. The Sub-Committee may discuss and finalize the outage schedule of

generating units for the above period. 3.2 A. Outage Programme of Transmission Lines/elements

Maintenance programme for transmission lines during the months of January 2014

& February 2014 is given in Annex 3.2 A & B. The Sub-Committee may discuss and finalise the maintenance

programme proposed above. B. Line outages planned vs. implemented:

In 453rd OCC meeting it was decided that WRLDC shall submit the list of

planned transmission element outages vs. actual availed or emergency outages

during the December 2013. WRLDC had submitted the list of emergency

outages(Attached at Annexure-3.2-C1).

WRLDC submitted the status of planned transmission element outages vs.

actual availed or emergency outages during the December 2013(Attached at

Annexure-3.2-C2).

As agreed during the 453rd OCC meeting the respective utilities may apprise the sub-

committee regarding reason for failing to avail approved outages.

WRLDC furnished the statistics for planned vs availed outage during December 2013 is summarized below:

There were 8 cases where the outages were advised by Reliability Coordinators for rescheduling due to system constraints. Respective utilities may apprise the OCC-members on the reason for not availing the planned outages approved by the OCC. The complete Break up Agency wise will be shown during the OCC. 3.3 Anticipated Power Supply Position for the months – January 2014 & February

The Sub-Committee may like to note. ITEM NO. 5: SYSTEM DISTURBANCES IN WESTERN REGION There was no major grid disturbance in the Western Region during the month. The

tripping details and Voltage profiles have to be furnished by WRLDC to WRPC on first

working day of the month as same have to be reported to MOP via GM division of

CEA. Accordingly WRLDC may kindly furnish the tripping details to WRPC for

necessary action. The tripping details during the month received from WRLDC is

enclosed at Annexure-5.

In 454th OCC meeting it was decided that PGCIL to prepare and issue guidelines

for all transmission licensees for implementation of CMP.

PGCIL may present give the presentation on CMP for transmission systems.

The constituents/utilities may like to furnish the status.

The Sub-Committee may like to note and furnish details in respect of above. 8.3 COMMISSIONING OF 400 KV PUNE (PG)-AURANGABAD (MSETCL) D/C LINES: Vice president, WRTMPL vide letter WRTMPL/UKG/PUNE/2013 dated 02.01.2014 intimated regarding commissioning of 400 KV PUNE (PG)-AURANGABAD (MSETCL) D/C that :

• RETML had completed construction of Pune Aurangabad line on 30.11.2013

• Could not test the line on 30.11.2013 as MSETCL's 400 kV D/C-Q

Aurangabad-Babhleshwar line crossing work was in progress at our Pune-

Aurangabad line location no-98/0-98A/0.

• However after completion of MSETCL's crossing work on 01.12.2013, we

completed final testing of line on the same day. Line was handed over to

PGCIL for commissioning on 01.12.2013

• Due to testing of PGCIL Bays at 400kV MSETCL substation at Waluj

Aurangabad, the Pune Aurangabad line circuit-II was commissioned on

04.12.2013 & Circuit-I on 05.12.2013

The Sub-Committee may like to note/discuss. 8.4 TAKING 220 KV KOLHAPUR-MUDSINGHI-CHIKODI-BELGAM LINE IN SERVICE: Chief Engineer(STU), MSETCL vide letter Dated 02.01.2014(copy attached at Annexure-8.4A) requested to WRLDC for consent to avail the 220 kV Kolhapur-

Mudsinghi-Chikodi-Belgam line in operation for radial mode operation. WRLDC vide

letter dated 06.01.2014 (copy enclosed at Annexure-8.4B) appreciated the initiative

taken by MSETCL & advised to examine the proposal in detailed and forwarded to

WRLDC/WRPC for further needful. MSETCL may give status of proposal.

ITEMS FROM WRLDC: ITEM NO. 9.1: SYNCHRONIZATION OF NEW GRID WITH SR GRID The N-E-W grid got synchronized to the southern regional (SR) grid by 765 kV Raichur-Sholapur-I feeder at 20:25 hrs. on 31st Dec 2013. WR hydro-generators viz. SSP and Koyna HEPs contributed in frequency matching of the grids during the event. The 765 kV Raichur-Sholapur-I tripped at 05:32 hrs on 2.1.2014 on over current causing separation of NEW grid from SR grid. The following issues needs attention from the concerned agencies.

During the tripping there was over huge under drawl by Chhattisgarh. The trend of Chhattisgarh of doing UD in the range of 50-60% of their normal schedule has become a daily phenomenon.

The Sub-Committee may like to discuss. ITEM NO. 9.2: IMPLEMENTATION OF THE REVISED AUFLS

Pursuant to the meeting taken by Chairperson, CEA on 3rd October,2013 regarding synchronization of the Southern Region with NEW grid, feeder wise details of AUFLS scheme including expected load relief through automatic under frequency relay based load shedding scheme of WR have been received from Maharashtra, Madhya Pradesh, Chhattisgarh and Gujarat . Status of implementation as available with WRLDC is as under:

• Gujarat, Madhya Pradesh, Maharashtra and Chhattisgarh have confirmed implementation of the recommended settings under all four stages.

• GOA, DD and DNH have not implemented any stage of AUFLS

Matter has been discussed with Chief Engineer, GOA, Executive Engineer, DD and DNH but no information received so far. As per the information received, these UFR relays are under procurement but on query with GOA ,DD and DNH it has been confirmed that no such procurement is being done. Though this issue has been raised in earlier OCC meetings but no action has been taken so far. Goa, DD and DNH may appraise their action plan. The Sub-Committee may like to discuss. ITEM NO. 9.3: ISSUES IN OUTAGE COORDINATION: It is being observed on several occasions that the D-3 procedure for outage coordination approved in 446th & 447th OCC is not being followed in letter and spirit causing a lot of difficulty in outage coordination. Further while proposing the outages the utilities may avoid planning for multiple element outages emanating from a single node or in a single corridor. For example on 10-Dec-13 the following outages were planned by WRTS-I & 2 and got approved also in OCC.

In Real time, facilitating these outages would have utterly depleted the transmission system at Seoni S/S thereby reducing the system reliability to a great extent. Hence the utilities are kindly requested to plan in a reasonable manner so as to help the Reliability Coordinators facilitate the outages in a smooth manner. The background in which all these were got approved in OCC also needs to be deliberated and corrective measures to be adopted.

Also sometimes outage requests come on the evening of the previous day to avail outage on important elements. For instance the outage request on 765 kV Wardha Bus-I for construction activities on 27.12.13(from 9:30 to 21:30 hrs) came to WLRDC from WRTS 1 at 17:22 hrs on 26.12.13. The requesting agencies may kindly appreciate that such unplanned outage proposals distort the outage planning and coordination. The Sub-Committee may like to discuss. ITEM NO 9.4: MOCK BLACK START EXERCISE

As per sec 5.8(b) of IEGC the users/STUs etc. need to conduct Black start mock

exercises in their respective systems once in every six month under intimation to

RLDC. Also the all the black start Diesel Generator (DG) sets are [as per sec 5.8(b) of

IEGC] required to be tested weekly and the test report needs to be sent to RLDC on

quarterly basis. The following table summarizes the status of mock exercises in

respect of black start facilities in western region.

Accordingly the Black start capable stations may forward their tentative plan for conducting Black start exercises in compliance to sec 5.8(b) of IEGC. There is a proposal from NCA /SSP (Ref: letter ref 3/17/011/BSMD/Power/1722 dated 28th Nov 2013) for conducting a black start exercise using generators at (5x50 MW) canal head power house (CHPH) station of SSP. Details of the radial load to be provided to the proposed island by GETCO and other issues may be discussed by the sub-committee. The Sub-Committee may like to discuss. ITEM NO 9.5: EXTENSION OF START-UP POWER FOR JP-BINA TPS In the 451st and 452nd OCC, a proposal for devising a restoration plan for JP Bina TPS with start-up power from Rajghat / Medikheda HPS was discussed. MPPTCL may kindly intimate the committee on the progress in the issue. The Sub-Committee may like to discuss.

ITEM NO 9.6: NTPC SUGGESTION ON THE INCIDENT DURING GPEC-GANDHAR S/C CHARGING:

NTPC vide its letter dated 12.12.13 addressed to GM, WRLDC has (in reference to the unfortunate incident during the charging of 400 kV GPEC-Jhanor S/C line on 23.11.13), suggested for a “ Cross Permit software/hardware lockable mechanism to

be implemented at all s/s and switch yards so as to avoid the recurrence of such unfortunate incidents in future. NTPC representative may kindly elaborate on the proposed scheme for understanding of the members. The Sub-Committee may like to discuss. SCADA data are the eye and ears of the real-time operator at SLDC/RLDC/NLDC. The status of the availability of real-time data at WRLDC from the generating and transmission substations in Western Region is tabulated below. a. SPS for 765 kV Gwalior-Agra D/C (Generation Run back Scheme in WR)

An SPS was envisaged for ensuring backing down WR generation by 500 MW ( VSTPS - 200 MW, KSTPS - 120 MW, CGPL - 180 MW) in case of sudden reduction of NR import from WR on Bina-Gwalior-Agra link by 1500 MW. The matter was already discussed in 449th, 450th, 451st and 454th OCC and 22nd

WRPC meeting. NTPC, CGPL, Power Grid may apprise the members on the progress on the issue. NTPC---In the 454th OCC, NTPC intimated that they have got the approval from their corporate centre and it was confirmed that implementation will be done by December-2013. On 6th Jan 14,it was informed that work is in progress and it will be completed by 10th Jan14. PGCIL had confirmed that potential free contacts have been made available till gantry point. NTPC may kindly apprise the status of implementation. CGPL-Regarding CGPL, as intimated by CGPL representative, primary testing was done on 4.12.13 and final testing was scheduled on 27.12.13. CGPL may update the status.

b. SPS at APL Tiroda

M/S APL have requested for review of their SPS at Tiroda. During last OCC it was decided that Status quo to be maintained till new line comes. MSETCL/APML may apprise the progress in commissioning of the second 400 kV Warora-Chandrapur-stg-2 line.

c. SPS at 4x300 MW Balco IPP

The SPS at Blaco was scheduled for commissioning by Nov 2013 after commissioning of first unit of 4x300 MW Balco IPP. It was also reported that as a consequence of disconnection from Chhattisgarh, a revised islanding scheme would be in place at Balco. Further as per MOM of 17th meeting of WR regarding connectivity/OA applications held on 03.01.13, Balco was asked to implement SPS to trip selected units from 4x135MW in case of load throw off of Aluminium refinery load.

a. As understood from the deliberations in the 454th OCC from the representative from Balco, at present there is provision for generation reduction to the tune of 4x65 MW (approx.) by HP/LP by-pass scheme of the 4x135 MW plant in case of load throw-off (due to tripping of two rectifier transformers feeding the smelter plant load).

b. For the new SPS scheme envisaged for the Balco 2010 MW (4x67.5MW + 4x135 MW + 4x300 MW) CTU connection, namely the Grid Islanding and Load Management Scheme (GILMS), Balco have placed an order with M/s SEL. The present status may be updated by Balco representatives.

d. Defense mechanism for high frequency

With reference to item 9.3 of 450th OCC minutes , 9.15 of 451st OCC minutes, and item 9.5.(d) of 454th OCC minutes, the status of implementation automatic tripping of generation at KSTPS (unit-7:500 MW), VSTPS (unit-7: 500 MW), at high frequency may be apprised to the committee. WRLDC have intimated that matter was discussed on 6th Jan 2014 wherein it was reported by NTPC that Korba STPS has been done and Vindhyachal will be done in a day or two. NTPC may indicate current status of implementation.

Tripping of transmission elements have also occurred during the last winter fog in Saurashtra, South Gujarat of Gujarat and Satara area of Maharashtra. The utilities may kindly apprise the action being taken to prevent such multiple tripping due to fog in winter. Following general measures may be looked into in view of the foggy weather:

a. The voltages in fog prone areas are to be maintained close to 1.0 p.u.

b. At least two alternate paths to each sub-station are to be made available

wherever possible to ensure availability of supply in case of tripping of a line

on fog.

To control the voltages in Satara area, running more (more than present 2) units in condenser mode at Koyna-IV to absorb VARS to be explored. The Sub-Committee may like to discus.
